    1. COUNTRY OVERVIEW

Prime Minister Fayez AL-Sarraj attended today’s meeting of the National Association of Municipal Councils, which took
place at the Tripoli International Fair under the title "Local Administration between Reality and Hope". Prime Minister Sarraj
gave a speech at the meeting, in which he expressed the Government of National Accord’s (GNA) efforts to achieve
reconciliation through addressing the country’s ongoing political, security and economic issues as well as the provision of
basic services to Libyan citizens. Regarding the security arrangements, the GNA aims to build unified security and military
institutions under civilian authority. The continued implementation of the economic reform program, which aims to correct
the distortions in the Libyan economy, has according to Prime Minister Sarraj, shown positive effects including a reduction
of the deficit, the improvement of the price of the national currency, as well as ensuring food security and the supply of
medication. Prime Minister Sarraj highlighted the “key role” played by local municipalities in the implementation and success
of the different reform packages, as they provide a better understanding of the needs and choices of their respective local
citizenries. Head of the High Council of State Khalid Al-Mishri has reportedly resigned from the Muslim Brotherhood.

The Libyan National Army’s (LNA) Operation Southern Liberation is currently the focal point of the overall security situation
in Libya. The National Action Organization of Fezzan has welcomed the southern operations and the resulting extended
presence of LNA forces in the province. The LNA appears to be in the process of gathering support and forging allegiances
with local groups and actors in order to extend their presence and accomplish their operational objectives, which include
the imposition of law and order, the removal of terrorist, criminal and foreign rebel elements, the securing of critical
infrastructure, the reestablishment and provision of basic services and materials for local citizens as well as securing the
southern border. The LNA has managed to ensure their control over vital facilities over the past 48hrs, including Sabha
International Airport, Sabha Castle and the Mountain Hotel. Furthermore, it is widening its ground presence with reported
reinforcements underway and the positioning of units in the wider Sabha area as well as reconnaissance operations further
southwards. The Spokesman for the Special Forces, Colonel Meloud al-Zuway informed of their deployment in various parts
of Sabha including the Sayuri District, with the overall security situation showing improvements. Speaker of the House of
Representatives (HoR), Aqilah Saleh released a statement today, expressing his appreciation for the efforts of the Warfallah
Tribe for facilitating the ceasefire agreement between the sides of Tarhuna and Tripoli, urging them to continue their efforts
on a national basis.

Libya’s overall oil production output continues to be affected by the shutdown of Sahara Oil Field due to security issues.
Libyana Telecom has announced the implementation of the “FTTX” project, which aims to equip more than 50 mobile
communication towers with fibre optic cables.

          5. OUTLOOK

Divisions amongst political institutions as well as the continued delay in the creation of a constitutional base may result in
the postponement of parliamentary and presidential elections according to the Spring 2019 timeframe.

Unconfirmed reports of growing tensions amongst armed groups in Al Ajaylat may lead to an increase in threat levels in the
area.

The presence and operations of the LNA in the south-west are likely to increase with the possible development of
allegiances and opposition.

    10. GENERAL SECURITY & SAFETY RECOMMENDATIONS

Political situation – The political situation in Libya remains fragile and the security situation remains dangerous and
unpredictable. Fighting can break out anywhere without warning, including between local militia groups, and many civilians
have been killed in outbreaks of conflict in residential areas.

There’s a high risk of civilians, including journalists, humanitarian and medical workers, being caught in indiscriminate
gunfire or shelling, including air strikes, in all areas where there is fighting. Political events may impact on the security
situation.

Reports of violence, reprisal killings, looting and human rights abuses continue across the country. If you are planning to
travel to Libya, you should monitor the local security situation carefully and use a licensed and reputable security provider,
you should never travel alone.

Crime – Ongoing conflict and the proliferation of armed militias has led to a rise in crime in most areas, including violent
robbery, carjacking and kidnapping. There’s an elevated risk of kidnap for ransom and arbitrary detention by local militias
throughout Libya, and a very high risk of criminal kidnap for ransom in Tripoli and coastal towns to the West of Tripoli.
Foreigners are increasingly targeted for kidnappings by both criminal and extremist groups.

Local travel – If you travel to Libya, you should regularly reassess your security arrangements and carefully plan your
movements. Take security advice from competent security experts before any travel within the country. Close security
protection is extremely important.

In the event of a further deterioration of the security situation, routes in and out of major cities and towns may become
blocked and airports closed or inaccessible at little or no notice. Don’t advertise your travel or other plans through social
media. Avoid routine, vary your travel routes, and keep a low profile at all times.

Road travel – Road travel within Libya remains highly dangerous. There continues to be a risk of being caught up in
outbreaks of hostilities. There’s also a high risk of carjacking and robbery. The coastal road between Zawiyah and Tripoli
presents an elevated risk. There’s a risk of striking unexploded ordnance off-road. Road traffic accidents are frequent and
often result in fatalities.

Chad and Niger have closed their border with Libya on several occasions in 2017 without warning, in response to the activity
of armed groups in the area. Tunisian border crossings are affected by frequent clashes along the coastal road in west
Libya and are often inaccessible.

Air travel – Airports across Libya can close without warming and airlines may change their flight schedule without notice.
Contact your airline or travel company for further information before travelling.

Due to a number of ongoing safety concerns, the European Union has agreed with the Libyan authorities to continue a
voluntary restriction on Libyan airlines flying into the EU. However, some Libyan airlines operate flights to the EU using
aircraft leased from other airlines.
