    1. COUNTRY OVERVIEW

Elders and Dignitaries from Tarhuna held a Tribal Forum today discussing current political, security and military
developments in the country. The Forum was held under the banner, “yes to the Libyan army, not to the militias”, expressing
consensus over the support for the Libyan National Army (LNA) and calling on the international community to support the
LNA. United Nations (UN), Special Representative of the Secretary-General Ghassan Salamé, stated at a press conference
in Rome yesterday, that the UN Support Mission in Libya (UNSMIL) is continuing its efforts to bring together the various
Libyan parties under the political process before the month of Ramadan, which begins on May 05. Furthermore, the
UNSMIL, the World Health Organisation (WHO) and the UN High Commissioner for Refugees (UNHCR), are providing
continued support in the form of humanitarian and medical assistance as well as relocating civilians and refugees into “safe
areas”. Egyptian President Abdel Fattah el-Sisi issued Presidential Decree No. 208, 2019 declaring a State of Emergency
from 0100hrs today, lasting for three months, which includes territorial restrictions, increased powers by law enforcement
and judicial bodies as well as the implementation of a curfew.

Commander of the LNA Western Region Operations Room, Major General Abdul Salam al-Hassi has confirmed the
implementation of LNA Operation Flood of Dignity Phase Two, which aims to attack GNA Military Positions in the Aziziyah,
Al-Jabal, and Al-Hira areas. At approx. 0200hrs, the Tripoli Revolutionaries Battalion (TRB) refuted reports of yesterday’s
troop withdrawal from the southern Tripoli outskirts, which allegedly led to the LNA advance on the Al-Khilat and Ain Zara
Axes. In the southern Tripoli outskirts area, at approx. 0827hrs, localised sources reported of renewed armed clashes on
the Al-Khilat Axis. At approx. 1200hrs, a localised source reported of the withdrawal of Central Security Abu Salim Branch
(Ghaniwa) units on the Al-Khilat Axis towards Hamza Military Camp area. At approx. 1500hrs LNA advances were reported
on the Ain Zara Axis. At approx. the same hour, the GNA Military Region was reportedly instructed by the GNA Volcano of
Wrath Command to advance southwards under air cover. At approx. 1530hrs armed clashes were reported in the Khallet
Al-Furjan area. At approx. the same hour, LNA forces were reportedly stationed at the Alashkan Mosque on the Ain Zara
Axis with an attempted northward advance with airstrikes on an undisclosed location in the area. At approx. 1545hrs, gunfire
was reported in the Qaser Bin Gashir area. At approx. 1600hrs armed clashes were reported in the Al-Rumlat area behind
Tripoli International Airport (TIA) as well as in the “Four Streets” area of Wadi Al-Rabie. At approx. the same hour armed
clashes on the Ain Zara Axis had spread towards the Salem Bashir connection area/route. In the Warshefana area, at
approx. 1430hrs, no clashes were reported on the Aziziyah Axis, however with three Misrata Air College Airstrikes in the
area as well as in Sheliouni, south-west of Aziziyah. At approx. 1630hrs an LNA ambush on GNA Military Region forces on
the southern entrance of Aziziyah was reported with numerous unconfirmed casualties. At approx. 1730hrs a preliminary
unconfirmed localised LNA report claimed LNA control over Aziziyah.

No Significant Changes - National political efforts are likely to be subject to international agency. National security

Military activity is likely to remain focused on the Warshefana and southern Tripoli areas with possible significant
developments in the coastal (western and eastern) areas.

Increased security in the south is likely to remain with possible offensive operations aimed at mitigating hostile threats in
the region – the possibility of attacks remains.

    10. GENERAL SECURITY & SAFETY RECOMMENDATIONS

Political situation – The political situation in Libya remains fragile and the security situation remains dangerous and
unpredictable. Fighting can break out anywhere without warning, including between local militia groups, and many civilians
have been killed in outbreaks of conflict in residential areas.

There’s a high risk of civilians, including journalists, humanitarian and medical workers, being caught in indiscriminate
gunfire or shelling, including air strikes, in all areas where there is fighting. Political events may impact on the security
situation.

Reports of violence, reprisal killings, looting and human rights abuses continue across the country. If you are planning to
travel to Libya, you should monitor the local security situation carefully and use a licensed and reputable security provider,
you should never travel alone.

Crime – Ongoing conflict and the proliferation of armed militias has led to a rise in crime in most areas, including violent
robbery, carjacking and kidnapping. There’s an elevated risk of kidnap for ransom and arbitrary detention by local militias
throughout Libya, and a very high risk of criminal kidnap for ransom in Tripoli and coastal towns to the West of Tripoli.
Foreigners are increasingly targeted for kidnappings by both criminal and extremist groups.

Local travel – If you travel to Libya, you should regularly reassess your security arrangements and carefully plan your
movements. Take security advice from competent security experts before any travel within the country. Close security
protection is extremely important.

In the event of a further deterioration of the security situation, routes in and out of major cities and towns may become
blocked and airports closed or inaccessible at little or no notice. Don’t advertise your travel or other plans through social
media. Avoid routine, vary your travel routes, and keep a low profile at all times.

Road travel – Road travel within Libya remains highly dangerous. There continues to be a risk of being caught up in
outbreaks of hostilities. There’s also a high risk of carjacking and robbery. The coastal road between Zawiyah and Tripoli
presents an elevated risk. There’s a risk of striking unexploded ordnance off-road. Road traffic accidents are frequent and
often result in fatalities.

Chad and Niger have closed their border with Libya on several occasions in 2017 without warning, in response to the activity
of armed groups in the area. Tunisian border crossings are affected by frequent clashes along the coastal road in west
Libya and are often inaccessible.

Air travel – Airports across Libya can close without warming and airlines may change their flight schedule without notice.
Contact your airline or travel company for further information before travelling.

Due to a number of ongoing safety concerns, the European Union has agreed with the Libyan authorities to continue a
voluntary restriction on Libyan airlines flying into the EU. However, some Libyan airlines operate flights to the EU using
aircraft leased from other airlines.

We cannot offer advice on the safety of airlines. However, the International Air Transport Association publishes a list of
registered airlines that have been audited and found to meet a number of operational safety standards and recommended
practices. This list is not exhaustive and the absence of an airline from this list does not necessarily mean that it is unsafe.
