Dear Instructors

It is with great pleasure that I invite you and your students to take part in the 1st New Zealand
Taekwondo Alliance Open Tournament.

The tournament will be held at the Stanmore Bay Leisure Centre, Whangaparoa, Auckland on Saturday
the 3rd and Sunday the 4th of August 2019, and is open to all WT players.

Please note there will be Kyorugi (sparring) and Poomsae (patterns) at this competition, with Red Belt
and above and all Poomsae on Saturday and Coloured Belts on Sunday. Kyorugi will be full contact
under WT rules. Competitors should be aware of the tournament rules, safety equipment
requirements, and the attached Hazard Control Plans for the major significant hazards present during
tournament competition.

The Poomsae required for this tournament for each competition division are as per the WT
competition rules.

Alliance will be using the Daedo Electronics System for Cadet, Junior and Senior Black Belts only. Each
competitor is responsible for bringing their own Daedo sensor socks.

Weigh-in for all Kyorugi competitors is compulsory, please note we will be doing random
weight checks on both days, drawn each morning at the coaches/managers meeting.

All competitors must be registered by 10 pm on Friday the 26th of July 2019.

Please let us know how many officials you are able to bring on the day to assist with referring and as
corner judges. If there are any problems or questions in relation to this package or the tournament, do
not hesitate to contact us.

We will be holding a referee’s seminar on Friday the 2nd of August at Sejong Browns Bay from 7:30 –
9:30 pm, more information available on page 9.

Eligibility: Open to ALL WT style Taekwondo practitioners.

All officials, team managers and instructors must attend the meeting at 8:30 on each day of competition.

N.B: Kyorugi and Poomsae is scheduled for a 9:00am start, but this schedule is subject to change on the day of
competition.

General Public:

Open to members of the general public from 8.30am. The organizers reserve the right to exclude or reject any
person from the venue whose behavior is deemed to be unacceptable.

Uncontested players

The organizers will make reasonable attempts to provide a match for competitors. Uncontested
players may choose to receive a medal, refund or match play to be arranged on the day.

Entries
Important - please note the following:

   •   The closing date for receiving entries is 10:00pm Friday 26th July 2019.
   •   Entries can be done online at www.internetentries.com. Competitors can register individually
       and pay using the payment portal. Once the event is open for registration go to Register for Event,
       select New Zealand Taekwondo Alliance Open and follow the instructions. Please note that only
       international competitors need to complete and hand in the signed declaration form.

Privacy
Details collected will be treated in accordance with the Privacy Act 1993. Health information (regarding existing
conditions/allergies etc) will only be disclosed to first-aid personnel if deemed appropriate. Registration
information will only be accessible to authorized persons. Players are advised to inform their coach/team
manager of any relevant health information for the purposes of treatment. Team managers are advised that they
should maintain appropriate emergency contact details for their team members.

Liability
All competitors take part at their own risk. While all care is taken, the organizers and their representatives will
take no responsibility, under any circumstances, for any damage, injury, or loss to individuals and equipment.

Competition Rules

Behaviour
   • Coaches, managers and instructors are responsible for the behavior of their students and any
     members or spectators associated with their clubs, this includes in and around the Stanmore
     Bay Leisure Centre area.

Kyorugi
   • WT competition rules apply.
   • This will be a single elimination competition.
   • A check-in desk will be operating, once a player has been inspected they must not leave the area
     until after their match is completed.
   • All competitors must present themselves with WT approved gloves, forearm guards, head
     protector, groin guard, shin guards and sensor socks or foot protectors. For Cadets and up Hogu
     will be supplied, and for coloured belt divisions competitors must have the correct size chest
     guard with the correct colour worn on the outside depending on where they are positioned on
     the draw. Organisers have the right to ask players to change their chest guards to a different
     size if necessary. Groin guards and forearm and shin guards must be worn underneath the
     uniform. Mouth guards must be transparent or white.
   • Competitors must be wearing a WT style uniform.

Poomsae
   • WT Poomsae competition rules will apply.
   • WT Poomsae forms and WT style uniforms only.

Weigh in for Kyorugi competitors only
  • Weigh in will be held for all on Friday night from 6:00 – 8:00 pm, on Saturday morning 7:30 am
     to 8:30 am, and Sunday morning 7:30 to 8:30.
  • It is the responsibility of the competitor to make the correct weight for the division they have
     entered and to report for weigh in at one of these times. Failure to make weight will lead to
     disqualification.
  • A minimum dress code of T-shirt and shorts – not underwear – will be enforced during weigh in
     with an allowance of 0.25kgs given for this extra clothing.
  • Each instructor and manager is responsible for checking the correct weight, height, age and
     grade of their competitors is entered correctly on forms submitted to the tournament director.
  • There will be random weight checks done on both days of the tournament, with the names of
     players to be checked drawn at the coaches / managers meeting each morning.

Call up
   • Competitors will be called a maximum of three times to report to the check-in area before they
       are disqualified.

Awards
  • Medals will be awarded with Gold for 1st, Silver for 2nd, and Bronze for 3rd.
  • All medal winners must be in full uniform or team tracksuits when receiving awards.

Competition Categories
Kyorugi

Coloured Belt Sparring
   • Coloured belts will be matched according to age, grade and weight with no division having a
      weight range greater than 5 kgs.
   • Every effort will be made to match competitors based on weight, grade and age as stated on the
      entry form.

Minor 1 and 2 Divisions Sparring
   • Minor 1 is up to 9 years and Minor 2 is 9 to 11 years.
   • Every effort will be made to ensure fair matches and if no matches are possible divisions may be
      combined.

Cadet Divisions Sparring
This is for competitors 12 to 14 years of age.
   • For Grades 8 – 6 head contact optional and decided by coaches before the match with full-face
        protective shields made available by the tournament organisers.
   • For Grades 5 – 3 and 2 – 1 head contact will be compulsory with full-face protective shields
        made available by the tournament organisers.
   • For Black Belt divisions head contact is compulsory.

Black Belt Sparring Cadet Divisions (12 – 14 years)

the competitor is 11 at present but turning 12 in October they will be in the Cadet Division.

Black Belt Poomsae Individual Division 1

The Division 1 competition will follow the WT Poomsae rules, including the draw.

Black Belt Poomsae Individual Division 2

Koryo is compulsory as the first of the two required Poomsae. The second Poomsae is Taeguk 8.

Types of Competition

Poomsae Division 1 Black Belt Individual will be randomly drawn.

Poomsae Division 2 Black Belt Individual Koryo is compulsory as the first of the two required
Poomsae. The second Poomsae is Taegeuk 8.

Poomsae Coloured Belts Individual:        Grade 8 – 6 Taegeuk 1 is compulsory as the first of the two
                                          patterns. Taegeuk 2 is the second pattern.

                                          Grade 5 – 3 Taegeuk 4 is compulsory as the first of the two
                                          patterns. Taegeuk 3 is the second pattern.

                                          Grade 2 – 1 Taegeuk 7 is compulsory as the first of the two
                                          patterns. Taegeuk 6 is the second pattern.

REFEREES AND OFFICIALS
In order to streamline the running of this tournament we are asking for referees and officials for both
Poomsae and Kyorugi. We will be offering a small remuneration for all referees and officials that are
able to assist on the day, plus a free lunch (please let the Tournament Directors know if you have any
specific dietary requirements) and tea, coffee and water throughout the two days.

Please note:

   •   Referees and officials to be Black Belts 15 years and older.

   •   Mat referees please to wear official tournament attire which is black pants and white formal
       shirt and black or dark shoes.

   •   Corner judges to wear official attire or team tracksuits.

   •   Officials on the table to wear official attire or team tracksuits.

officials your club will have available and if you have any questions.

REFEREE SEMINAR AND TRAINING COURSE

There will be a referee seminar and training course at Sejong Browns Bay, 36A Anzac Road, Browns
Bay on Friday the 2nd of August 2019 from 7:30 – 9:30 pm.

A $100.00 bond will need to be paid for each attendee which will be refunded at the tournament once
the attendee has completed his or her refereeing duties on both days.

and club as reference and email Gary at instructor@budosouth.co.nz with names of attendees.

Tournament Competition
Hazard Description: Forceful direct contact with opposing player
Details: A Taekwondo Tournament is a competition, which is decided, within the rules, by direct physical contact and
forceful physical collisions between contestants, and therefore competitors have an inherent risk of physical injury.

Action Required:
World Taekwondo rules attempt to minimize risk by; specifying weight, age and grade requirements when matching
competitors. Specifying protective equipment to be worn; restricting the types of attack used and the target areas;
specifying procedures to punish or disqualify competitors who infringe.
Specifying procedures to use in the event of an injury; specifying procedures for referees and coaches to use if it becomes
apparent that a competitor is at risk.
Tournament Director:
Ensure the player draw is as evenly matched as possible.
Impose additional rules if considered necessary (e.g. no head contact, mandatory mouth guards)
Ensure procedures in place for competitors to receive appropriate medical attention if necessary.
Referees:

Do not compete if have received a head injury (e.g. concussion) within 30 days preceding competition. As well as this stand-
down period a medical clearance is required before competing again.
Training Requirements:
Referees should complete appropriate training to the level where they are confident and knowledgeable to apply the rules
as assessed by an experienced referee or trainer and are sufficiently competent through training and experience to control
the level of match they are officiating.
Referees are required to undergo regular training to refresh their skills and knowledge of current rules, signals and
procedures.
Coaches preferably should have sufficient experience to identify if their competitor is at risk and/or hold a recognized
coaching qualification (e.g. CNZ Level 1 or above).
Responsibility/ Monitoring of Controls:
Alliance maintain an overview of competition run on their behalf. This hazard control will be reviewed annually or after a
serious incident or accident.
It is the responsibility of officials, coaches and competitors to make competing as safe as reasonably possible by taking all

Hazard Description: Transmission of infection via blood or body fluids
Details: Some infections can be transmitted via body fluids such as saliva, sweat or blood. Sharing of personal items such as
drink bottles, or impact injuries leading to cuts, a bleeding nose or bleeding from the mouth means should a contestant
have a transmittable infection e.g. Hepatitis B or HIV, has the potential to be transmitted to another person.

    4. In the event of any illness and/or accident, I hereby authorize and direct the Organizers and/or their

    5. I undertake that I/the above player will observe all tournaments rules and shall comply with all
        reasonable directions and decisions of the officials.

        participation in the event or from any pre-event training and preparation or other activity related to the

        persons and that I may appear in those photographs. In the event that I appear in the photographs, I

        against the Organizers or associated bodies for any fee or royalty in relation to the use of the
        photographs.
    9. I grant Alliance Taekwondo, its representatives and officials the right to take photographs of me and my
        property in connection with Tournaments, Seminars and Training sessions. I authorise Alliance
        Taekwondo to use and publish the same in print and/or electronically.
    10. I agree that Alliance Taekwondo may use such photographs of me with or without my name and for any
        lawful purpose, including for example such purposes as publicity, illustration, advertising, and Web
        content.
