                                      STORY OF THE WEEK
                                  OFFICER OF THE YEAR
                                                  Officer Paul Larson has been selected as the 2021 Rosemount Police Officer of the
                                                  Year! To be selected for this honor, you need to receive a nomination and written
                                                  submission from one of your peers. The Department's Recognition Committee then
                                                  reviews all of the submissions and makes a final recommendation to the Chief for
                                                  approval. It is noteworthy to mention Officer Larson just completed his first full year
                                                  with the Department, so to have your peers nominating you in this short period time
                                                  speaks for itself! Officer Larson was a police officer in other jurisdictions for about ten

        Paul Larson                               years prior to joining our Department in January of 2021.

Officer Larson is recognized for his impactful work as a School Resource Officer,
taking initiative to start new community programs (i.e. "Cops and Cones"), his work
as a certified Department Peer Counselor, and a perpetually optimistic attitude that
is contagious around the office. Regardless of the task, Officer Larson continuously
steps up to help others when asked. Check out what some of his partners said
about him:
    Officer nice guy! Stepped up to fill the School Resource Officer vacancy and
    immediately embraced it. Excellent role model for students and his partners.
    He is a team player, hard worker, and overall good person.
    Always brings a positive attitude and is very thorough in his work. Paul even
    learned new dances to engage with students! On days when there is no school,
    Paul signs into a squad and proactively helps with patrol

                     A report of an assault where a medical care employee was assisting a wheelchair bound
                     resident with her care and an argument began which eventually led to the resident
                     running over the individual’s foot and into other objects in her home with her motorized
                     wheelchair. There was not enough evidence to determine that a crime was committed. The
                     officer contacted the individual’s employer and advised they should arrange medical care         3 AUTO
 24 MEDICALS         with a different employee to avoid any additional problems in the future.
                                                                                                                     ACCIDENTS
                     Officers responded to a residence for a domestic between a father and son. The father
                     reported that the parties got into an argument and his son head butted him. When his son
                     came at him again, he had punched him in self-defense. After speaking with all the parties,
                     it was determined that the son was the aggressor. He was cited for domestic assault and
                     brought to jail.

                     Domestic between mother and son at their residence. The mother reported that she and
                     her son had gotten into an argument and she had dislocated her knee during the incident.
                     There were no witnesses and no evidence to support that a domestic assault had taken
                     place.

47 TRAFFIC STOPS
                     Welfare check for a male resident that was not answering his door and had not been seen
                     in a few weeks. Officers made entry and discovered that the 51 year old male to be
                     deceased. The medical examiner was called and officers assisted with the death
                     notification to the next of kin.

                      Officers were called to a residence where a third party was reporting they could hear a
                     male and female fighting and somebody was yelling “Call Police.” When police arrived the
                     male and female were outside of the residence and both out of breath and covered in mud
                     and grass as if they had just been rolling around in the mud and grass. The parties agreed
                     to separate for the night and were each issued a citation for disorderly conduct.

                     A male called the police from his residence to report that his parents were fighting and his

                     mom told him to call 911. Officers spoke with the parties involved and it was determined
                     that no crime had occurred. Officers discussed resources with the parties that are offered
                     in Dakota County.

                     A female called to report that her boyfriend took a valuable Pokemon card from her and
                     wouldn’t return it. The female was advised that this was a civil matter but did place a call
                     to her boyfriend and requested that he return the card.

                     Rosemount Police Department took two reports of dog bites this week. Please remember

                     to keep your pets leashed when off your property. Also check your gates and fences for   2 VANDALISM/

Officers were dispatched a apartment where the female advised that her estranged husband had showed up and asked to use her vehicle.
She had let him take the car and he failed to return it and wasn’t answering calls or text messages. Officers discovered there was an active
no contact order between the parties and the male had just been released from jail earlier that day. Officers called the male and he
originally denied having any contact with his estranged wife. He later dropped off her car at another location. Charges are pending for his
violation of the no contact order.

Picked up a stray dog and brought it back to the police department. Fortunately, the dog was microchipped, and the owner was identified
and happily reunited with his owner shortly thereafter.

Officers were called to a local business for a report of three intoxicated males. While attempting to identify the individuals stolen items
were located on one of the suspects. One was arrested on a warrant and investigation is on going for pending drug and theft charges.

Officers responded to a mental health call. When services were offered the individual refused to talk to officers. Case was referred to
Dakota County Crisis and the Coordinated Community Response program for follow up.

A report of suspicious activity in the area of Danbury Ave and Davenport Ave. The reporting party was concerned about a rash of stolen
vehicles and vehicle break-ins in the area and called to report the suspicious activity. Officers caught up with suspicious vehicle and the
driver’s story did not make any sense. The officer determined no crime was committed and driver was released.

Found dog located in the area of 154th St E and Blaine Ave. No owner was identified, and dog was impounded.

Attempted burglary at a local business. Burglars attempted to drill out the locks to gain access to the business but were unsuccessful.
Detectives are attempting to identify the suspect(s).

 Vehicle stolen from a local business. Owner did admit to leaving the car running with the key fob in the car. Car has not been recovered
yet.

Officers responded to a report of an accident. The driver had driven through a fence. When officers arrived, the vehicle was gone. The
vehicle was located seven blocks north of where the initial accident happened. The driver was having a medical emergency and
transported to the hospital.

Officers responded to a civil call involving a custody dispute.

Suspect was stopped for a cracked windshield that obstructed the driver’s view. A false name was given, and vehicle was searched.
Officers found the reason for the false name, the suspect had three warrants for his arrest. During a search of the vehicle officers found a
meth pipe and a baggie of meth. Suspect arrested for giving false name and drug charges.

Officers responded to a mental health call. Since March 1st of 2022, the Rosemount Police Department have received 11 calls for service
from this individual. Our Coordinated Community Response program is working to secure a plan for this individual, but the individual is
refusing services.

Citizen turned in a found cell phone. Please contact 651-423-4491 if you believe this is your phone.

Officers responded to a domestic in progress. The reporting party stated he found his wife was having an affair and they were arguing
about it. No assault occurred and parties separated for the night.
