The Waitara Lands Act Quarterly Report to 31 March 2021 is attached.
Quarterly reports are now being posted on the Council's website.
Questions asked:
1 The Waitara Lands Act Quarterly Report – 31 March 2021
a. Re the Hapu Land Fund – under the subheading Forecast Distribution for the year
ending 30 June 2021 the sum is $5,256,493. Under the subheading Hapu Land
Fund (TKTM) Forecast the forecast distribution for the year ending 30 June 2021 is
$5,363,836 – a difference of $107,343. The total forecast for the year ending 30
June 2021 is $14,180,593. Has the interest of $107,343 been double counted?
b. Re the Waitara Perpetual Fund – under the subheading Forecast Distribution for
the year ending 30 June 2021 the sum is $5,256,493. Under the
subheading Waitara Perpetual Community Fund (WPCF) Forecast the total is
$5,598,914 which is $342, 421 higher – why is this? Also there is no forecast for
interest income (or any other income) – why is that?
c. Re the Waitara Perpetual Fund – the forecast expenses for the year ending 2022
are $60,500 – can the Trustees have a breakdown on how this has been calculated
please.
2 The Waitara Perpetual Community Fund – can the Trustees have an update whether this fund
has been established and how much money has been
deposited into it to date please.

Te Tai Pari Trust (Meeting) 9 Nov 2020, the minutes were confirmed with the following
changes:
Updating the attendees (removal of Donna Eriwata, Marion James and Rawiri Doorbar as
"Board Member" attendees and Aroha Chamberlain, Callum Williamson and Kelvin Day from
"attendees".
Change references from "workshop" to "meeting".
1.5 The Vision for Grants & Next Steps
Members agreed to the Te Tai Pari Trust vision being "To encourage social, economic, cultural
and economic growth in our community."

2020 Confirm Minutes 1.5 a
Ms Lockett provided an update on a recent meeting of Waitara funding organisations. Attendees
included representatives from TSB Community Trust, TET and Te Ara Whakamua o Whaitara
Trust members discussed potential invitees to a workshop with the Trust. Trust members are to
provide Julie Straka with a list of stakeholder names and contact details for inviting to the
proposed workshop. When invitations are issued, stakeholders will be asked to identify the issue
of most importance in Waitara, and the impediments to that issue being addressed.
The workshop will assist the board to meet its statutory obligations in relation to engaging in
consultation with the Waitara community regarding issues of importance to the Waitara
community.
Trust members also discussed the potential for a resource (person) to assist with funding
applications across all funding schemes. The intention is that the salary wouldn't come from the
Waitara Perpetual Community Fund. Ms Lockett will discuss options with TET representatives.
1.6 Waitara Perpetual Fund - Current Balance
The quarterly report to September 2020 was noted. A breakdown of forecasted expenses
($10,500 (2020/21) and $60,500 (21/22) was requested.
1.7 Correspondence from New Plymouth District Council
The correspondence was noted.
1.8 General Business
For a subsequent meeting Trust members requested:
1. An update on investment timing and progress.
2. Estimated future expenses to facilitate a discussion on administration requirements for the
Trust.

THE COMMUNITY WORKSHOP MEETING HELD ON
29 MARCH 2021
1. Attendees
48 people, holding various positions of responsibility and interest in the community of Waitara, were
emailed with an invitation to attend the Community Workshop meeting.
One person replied objecting to the time set for the meeting (3.00pm- 5.00pm) on the grounds that a
lot of people would be working at that time.
There were about 15 attendees. RSVPs had been received from the following:

2. Another Workshop
The attendees all agreed that it would be good to hold another workshop to build on what had been
shared at this workshop.
They discussed how this could occur and suggestions were:
Use survey monkey
Take ipads and go to where the people are ie at the supermarket, rugby games, etc.

There was an offer from those in attendance that they would be comfortable in using their networks
(email addresses, etc) to invite people to another gathering.
3. Key Issues
The common factor was people ie the people need to be in the heart (middle) of any issues of
importance.
The lack of a co-ordinator in Waitara (someone who could co-ordinate information, funders, events,
etc) was seen to be an inhibiting factor.
Collaboration between funders was seen to be important.

Waitara Arts and Community Centre (WACC)
Nurturing the Heart of Waitara and connecting people
through Arts, Services and Community
Waitara Arts and Community Centre is a new project to develop a thriving arts, creativity and knowledge
sharing centre in the heart of Waitara.
It is proposed that the Centre will include display area, working areas for artists to hold classes and/or
demonstrations. The North Taranaki Community House, which is a vital part of Waitara, would also be
housed with the Centre along with an official Information Office.
Ideally, we would like to be able to include performing arts in the Centre.
We currently have the use of a shop in Waitara where local artists can display their work. This has been
received with much enthusiasm and a great amount of support for an Arts Centre.
The Centre will inspire, engage and energise our community through arts, creative experiences, education
and social connection.
Co-location of quality services will contribute to thriving tourism and economic opportunities in the heart of
Waitara.

Taranaki Regional Council (TRC) = Half of 3206 (formerly Waitara Harbour).
NPDC Council = Half of 3206 (formerly Waitara Harbour) plus all 3201, 3202, 3203 (formerly
Borough and Portfolio land). Split in equal shares:

Distributions upto 31 March 2021
An initial distribution of Accumulated Income totalling $5.18m was made in March 2019. In the 2019/20 financial year an Interim distribution of Freehold
income of $14.06m was distributed ($7.27 million was made in November 2019, $6.34 million in April 2020). During the current financial year (2020/21)
there’s been an Interim distribution for Freehold income of $17.53m ($6.43 million in July 2020, $6.42 million in December 2020 and a further $4.42 in
February 2021) and $1.47m of Leasehold income distributed. As at 31 March 2021 there is $4.37m available to transfer relating to Freehold income and
$0.85m for Leasehold income.

Hapū Land Fund (TKTM) Forecast
Money in the Hapū Land Fund must be applied only to—
(a) carrying out the following actions for the benefit of the Waitara hapū in relation to land in or
adjacent to Waitara:
(i) the purchase of land or interests in land:
(ii) the development of land:
(iii) the management of interests in land; and
(b) reimbursing the Council for purchases made under section 51; and
(c) paying the costs incurred by Te Kōwhatu Tū Moana in administering the Hapū Land Fund.
Te Kōwhatu Tū Moana has the following functions in the administration of the Hapū Land Fund:
(a) to determine the amounts and purposes of distributions from the Hapū Land Fund; and
(b) to make recommendations to the Council concerning the Council’s investment policy for the
Hapū Land Fund (including recommendations about addressing the matters specified in section 105
of the Local Government Act 2002 for the purposes of section 50(1)(a)).

Waitara Perpetual Community Fund (WPCF) Forecast
Money in the Waitara Perpetual Community Fund must be applied only to—
(a) the operation of the scheme of annual releases; and
(b) paying the following costs of the Board:
(i) costs incurred in operating the scheme:
(ii) the costs of the Board under clause 11 of Schedule 2.
The Waitara Perpetual Community Fund must be established and administered for the purpose of
benefiting the Waitara community or any part of the Waitara community by the scheme of annual
releases under sections 47 to 49.
The forecast release rule is based on the following formula:
80% of prior year release plus inflation +
20% of prior year opening balance divided by 30 plus inflation
