1 Important Notices
1) Please remember that accommodation arrangements during Synod are your responsibility.
Hopefully you can stay with friends or relations in or around Polokwane. Please do not wait
until the last minute, as we do not have any more accommodation available at the Diocesan
Centre.
2) Churchwardens and Treasurers are invited to attend lunch at 13:00 and the Synod Session
on Saturday afternoon – when the proposed Diocesan Budget for 2019 will be presented.
3) Don’t forget to bring your Agenda Books and any other papers you have received for Synod.
4) If you are a Lay Representative and are unable to attend Synod, please pass on the Agenda
Books to your elected alternate representative, and make sure that they are able to attend.
5) Although we have arranged for security guards at Christ Church Cathedral during Synod,
please do not leave valuables in your car! There have been a lot of thefts lately.
6) Please remember to think and pray about who to nominate in the various elections that will
take place at Synod – see the First Agenda Book. Nomination forms are on the
Receptionist’s desk at the Diocesan Office, and will be on the notice boards during Synod.

3 Bible Studies
Bible Studies will take place after Morning Prayer on Friday 17 th and Saturday 18th August. They will
follow the theme of “Living and Sharing Jesus-Shaped Life” – using two of the recently developed
Alpha Films.

5 Admission of Baptized Children to Communion before Confirmation
Proposed by: Ven Robbie Novella
Seconded by: Dean Luke Pretorius
This Synod, noting the approved resolution of Provincial Synod 1979, which affirms that:
1) The Sacrament of Christian Initiation – Baptism and Confirmation – is a single sacrament
2) Baptism is the sacrament whereby a person is admitted into full membership of the Body of
Christ
Recognises, in line with Provincial Synod 1979, that in the Diocese of St. Mark the Evangelist:
1) A baptized person be permitted to receive Holy Communion before confirmation in any
church within the Diocese of St. Mark the Evangelist
2) And shall be recognized as a communicant and full member of their respective church by all
parishes of the Diocese of St. Mark the Evangelist
And Respectfully Requests that this Synod endorses this practice, providing that:
1) This be done only with the express permission of the parents/guardians of such child
2) Teaching be done by Clergy to explain the theology behind this practice
3) Church councils be encouraged to support this practice
4) And, encourages all such communicants later to accept the responsibilities of confirmation
at a mature age.
6 Communication

This synod
Noting that:
1) The role of the church is to bring the Good News of Jesus Christ to the people of this world
and to communicate the grace of God so that the world may be brought to salvation.
2) Communication is a wider issue including how we keep contact with each other and ensure
that the information we need for effective ministry and management of our churches is
available to us all the time.
3) Technology advances have made communication much simpler and affordable for all
people.
4) While there are informal efforts to increase the use of information technology (in particular
the promotion of MyAnglican) there is no formal structure to extend this to the entire
diocese, resulting in pockets of implementation, while many areas are still only
communicable via telephone.
Respectfully requests that:
1) the Bishop appoint a committee to address the issues of communication in the diocese
through:
a) the development of a formalised communications strategy that is achievable and
measurable,

churches of the diocese for the introduction and use of various communication systems
and technologies,
d) The monitoring and reporting to the bishop and Diocesan Finance Board on the progress
of implementation of communication systems on a regular basis and
e) The establishment and oversight of a budget to finance the implementation of the
above strategy.
2) The Diocesan Finance Board appoint a person with information technology experience to
coordinate and drive the implementation and training of communication systems in the
diocese. This will be absolutely necessary if a communication strategy is going to succeed as
it requires the dedication of a person on a full time basis. Such a person would be required
to:
a) Help in the development of the communication strategy,
b) Assist in the implementation of communication systems both telephone and computer
based.
c) Manage internet and telecommunications protocols for the diocese as a whole.
d) Promote and encourage the implementation of technologies that are appropriate to
each parish and the diocese.
e) Liaise with the developers and assist in the roll out of MyAnglican in all parishes.
f) Undertake training of the clergy and office bearers in each parish on the use of
communication systems such as MyAnglican etc.
g) Report regularly to the proposed Communications Committee on the progress being
made.
h) Manage a communications budget to ensure the most cost effective implementation of
the strategy.
7 Commitment to Disciple-Making

9 Generational Gap Conversations

This Synod notes that the church is facing a challenge that some young people leave the Anglican
Church because of the lack of flexibility to accommodate them in our worship style. Others leave
Limpopo to study in other provinces and join other churches.
Therefore respectfully requests
1) Parishes to work together with the Diocesan Youth Coordinator to facilitate a process of
having inter-generational gap conversations to address the challenge of the youth and older
Parishioners not understanding one another.
2) The Rector or priest in charge to develop a system of keeping in contact with students,
working where possible with the Diocesan Youth Coordinator to refer them to other
churches in other dioceses so that we can keep contact with them.
10 Lephalale Mission Parish Arrears

This synod notes that Lephalale Mission Parish has been in arrears since 2014 which is now five
years – totalling R45,824.00 at present.
Synod resolves that the Mission Parish be given amnesty to start on a clean slate in 2019, provided
that they are up to date with their current pledge to the Diocese at the end of 2018.

11 Mandatory Age of Retirement for Stipendiary Clergy and Licensing of Older Non-
Stipendiary Clergy

This Synod
Noting that:
1) Stipendiary clergy retirement age is 66 years.
2) Clergy may remain an extra year or even up to the age of 70 in full ministry according to the
pension fund rules of the province.
3) The diocesan bishop has absolute authority in the licensing of elderly clergy and beyond 65
the licensing is done on a year to year basis.
Believing that:
1) Modern day lifestyles have meant that people are living a lot longer than before and are still
mentally and physically active way beyond the retirement date of 65.
2) There is an increasing shortage of Stipendiary priests not only in this Diocese, but the entire
Province.
3) There are clergy who would want to continue working as long as they are fit.
Respectfully requests Provincial Synod to review the retirement provisions for clergy bearing in
mind the following suggestions:
1) Retirement age should remain at 66 (with the provision of early retirement for those who
choose at 65) for those who choose to leave ministry then.
2) Clergy who feel fit enough to and would like to continue working beyond 66 should be
permitted to do so based upon the following provision.
a) The discretion of whether an elderly cleric should be forced to retire be vested in a
commission made up of his peers who will make a just, fair and transparent assessment
of the incumbent’s ability to continue in ministry. Such a recommendation should be
made to the bishop of the diocese and should be binding on the bishop.
b) Where the bishop has valid reasons for the termination of such a priest’s retirement
these need to be submitted to the commission in the evaluation of the priest’s
worthiness to continue in ministry. The bishop’s right to veto the commission is
retained.
c) The evaluation should take place as close to the incumbent’s 65th birthday as possible.
d) The full transcript of the evaluation should be made available to the priest for his own
perusal.
e) Where there is a challenge to the decision by the incumbent an appeal process shall be
instituted at provincial level and with the Archbishop being the final arbiter of such an
appeal.
f) Revaluation should take place only every five years until the incumbent reaches 75 years
of age. Thereafter such evaluation should take place every two years.
g) The rules of the pension scheme are not in question here as this motion is purely about
the ability and willingness of priests wanting to continue working. As the pension
scheme does make provision for clergy up until the age of 70, it is fair, in our view, that
the clergy make their own provisions (if necessary) beyond that age.
h) Beyond the age of 70 clergy should be paid a stipend and their pension contribution.
i) The same measures should be in place for non-stipendiary clergy as well.

j) Please note that the above will have no effect of the bishop’s discretion to board a

12 Order of St Mark: Betty Monyemorathoe

Nomination by the Parish of Letaba, for the Order of St Mark the Evangelist to be conferred on
Betty Monyemorathoe:
Betty is a dedicated, hardworking, generous and prayerful member of the St Matthew's Anglican
Church in Lenyenye. Since its formation at Dr Mamphele Ramphela Clinic in 1982, she has been
involved in the development and growth of the chapelry. At the time the men and youth were
making bricks, she gave support by preparing meals and encouraging the youth to work harder to
realize the dream of building their own church.
Betty is also a faithful giver. She is a widow and a pensioner but is always the first to give her money
to the church and take the lead in motivating the chapelry to be up to date with its assessment
towards the parish pledge to the Diocese. She offers her own house to be used for church council
meetings.
Betty is a licensed lay minister and regularly holds Morning Prayer services and preaches. She is also
a Block Leader in a section of the township. Betty does pastoral visits to families who are in need of
prayer, those facing challenges of sickness, poverty, and special needs. Betty is a member of the
Mothers Union and a leader of the Interdenominational Women's Group in Lenyenye.
Betty also does counselling to people who are in mourning or facing life struggles. She gives advice
and prayers to people in church who come forward with family problems.
The church would like to recognize Betty for all her contributions to our chapelry for so many years.
13 Order of St Mark: Muriel Wagenhauser

The Council and membership of St Michael’s United Church, Modimolle, request that the Order of
St Mark be awarded to Mrs Muriel Wagenhauser for services to St John the Baptist Community
Church, Modimolle, over a thirty year period.
Citation
Mrs Muriel Wagenhauser has been a dedicated, active member of the church for approximately 30
years. She and her husband Eddie farmed in the Vaalwater area, where they became involved in St
John the Baptist, 24 Rivers for around twenty years. She was much loved, and known for her
dedication and compassion.
She attended a healing seminar presented by Revd Theo Schmidt and afterwards participated in a
healing ministry at St. John the Baptist.
For the past eleven years, she has been virtually running the church property as housekeeper at St.
Michael’s United Church. She has continued the same ministry activities. She has a wonderful
sense of humour and approaches every task with cheerfulness and dedication.

She has served on the Council of St Michael’s for the past four years and is always willing to
undertake tasks on behalf of the council and congregation.
She spends many hours each week visiting the sick and providing for people in need. Together with
a small committee of volunteers, she runs the caring committee, which keeps a small stock of non-
perishable goods in a cupboard. When she becomes aware of a need, she makes up a parcel and
delivers it to the family or individual concerned.
She is an active participant in Bible Studies and Prayer Groups and has taught Sunday School at St.
Michael’s and many who know her bear witness to a deep personal relationship with Jesus.
14 Paperless Diocese by 2021

1) The greatest responsibility of humanity to care for God’s creation as the custodians, as per
Genesis 1:28;1
2) The great (excessive) amount of paper used at meetings such as Diocesan Standing
Committee;
3) The costs of paper and its negative impacts on the environment;
4) The emergent use of electronic devices (in this Information Age) and their simplicity;
Furthermore:
1) It is encouraged by the Diocesan Youth of Cape Town, who in 2017, called for a “paperless”
Synod.
2) It lauds Synod of Bishops for setting a great example by carrying out a “paperless” Synod.
This Synod therefore respectfully pledges:
1) To adopt as far as possible a “paperless” diocese by 2021 and thus reduce paper usage in its
activities, and instead resort to the use of electronic devices;
2) That the Diocesan Standing Committee, as executor of Synod’s resolutions, strives to adopt
a paperless administration policy, with the advice of the Diocesan Green Anglicans Council.
15 Priests In Charge

16 Retired Clergy as Trainers and Mentors in Assisting Diocesan Training

Whereas, this Synod
Recognises the valuable role which retired clergy can play in training, in countering false teaching,
in the development and empowering of people, valuable resources could be lost if they are not
specifically targeted. There are many skills learned by experience that are not in textbooks. Retiring
Clergy have a wealth of knowledge, experience background in training, and history (Anglican &
South African), which could be shared with younger clergy and lay leaders
And, acknowledging the often long distances clergy must travel for training, and that self-
supporting clergy cannot easily take time off from work to attend such training. Long distances can
sometimes increase feelings of isolation and a mentor available can counter this with advice and
support
Believes that that a specific mentor should be assigned to a specific Parish so relationships and trust
grow
Respectfully Requests the Bishop and Chapter to:
1) Institute a program whereby retired clergy can be more effectively and frequently used as
trainer and mentors at Diocesan training events, and locally in Parishes
2) Develop a ‘floating’ system to assist in a Parish where a Rector is away for a long period of
time (e.g. Severe illness), or awaiting a new Rector
3) Develop a formal structured program of training for members of the Diocese as they
progress from membership of the Guild of St. Mark and pre-ordination training, training for
new Deacons and Priests (e.g. Practical training in celebrating the Eucharist)
4) Include Lay Ministers, Interns and other Diocesan ministries (EG. Sunday School teachers)
into a similar program of training
5) Use such training and teaching to counter false theological teaching, and to generally
empower and equip people for more effective ministry
17 Safe Church Network

The number of people world-wide, including within our own Anglican Province, who have
suffered, especially but not exclusively, sexual abuse, at the hands of Anglican Clergy, and the
call by our Metropolitan for every Diocese to establish a team of experts to assist those so
abused and to oversee that justice is done,
Calls on Bishop Martin:
To establish forthwith a team of professionals and advisors, for example; lawyers;
psychologists; social workers, Counsellors, clergy and others, to oversee such a responsibility
within this Diocese.
This Synod further recommends:
1) The key objective of this team is to act and be seen to act effectively, to achieve holistic and
sustainable healing

abuse, violence and discrimination

violence, abuse and discrimination, including and especially that effecting women and

19 Unity in Worship

This Synod
Noting that:
1) The role of the church is encapsulated in the Great Commission (Matthew 28:18-20).
2) The church is corporately the people of God united in the purpose of propagating the
Gospel and promoting the continual growth of the church in three dimensions, namely:
a) Spiritually,
b) the cure of souls (be it materially or psychologically) and
c) numerically.
3) Many small churches in the diocese cannot sustain themselves because they are too small
and have very limited resources.
4) Clergy in some parishes are stretched and cannot supply these churches with more than a
very limited ministry which limits the potential for growth.
Recognises:
1) The sterling efforts that have been made by this diocese in the planting of new
congregations across the Province of Limpopo.
2) The dedication of this diocese to the role of evangelism in bringing unsaved people into the
family of God.
3) The many clergy and the hard working laity that make valiant efforts to serve these
churches with very limited resources.
Believing that:
1) The church, fragmented as it is through denominational differences, is under-resourced and
therefore less effective than it can be.

2) The theological and ecclesiastical differences in the denominations represented in the
Church Unity Commission (further to be identified by the acronym CUC) tend to be small.
Respectfully requests:
1) Chapelries and parishes to consider forming United Churches where there are neighbouring
churches of the CUC which could unite with potential for growth. This may not even be
limited to small unsustainable congregations, but also larger churches where there is a
presence of other CUC member churches that find themselves in difficulty.
2) Congregations are taught about the aims and objectives of the CUC and also the remarkable
similarities in theology between each church.
3) The identified parishes and chapelries be evaluated with the aim of determining the level of
receptivity from these parishes to unifying with the CUC member churches.
4) Where acceptance of such unity is received from parishes, implementation teams, made up
of local representatives of the CUC churches should be formed to:
a) Develop a constitution for the church,
b) Identify clergy who can take of the leadership of the church from within the wider CUC
denominations.
c) Gain approval from the CUC for the implementation of the united church
d) Establish and elect boards of trustees with oversight of the church,
e) implement said united church and
f) determine how to share, distribute or dispose of the assets of the CUC uniting
congregations.
20 Youth And Children Budget

Therefore, respectfully requests Diocesan Finance Board to authorise the write-off of outstanding
arrears accumulated from January 2015 to 31 December 2017.

election of a new Bishop.

1 Kopanong Archdeaconry
Bishop Martin and Members of Synod
It gives me great pleasure to present to you the report to
Synod from the Archdeaconry of Kopanong.
1.1 Highlights
This Archdeaconry continues to meet regularly. A special
feature of all our meetings is that each Parish and Organisations is afforded an opportunity to share
highlights and problems they are currently facing. This permits us to walk and minister together
with our joys and disappointments.
As Archdeacon, I use every meeting to teach on aspects of the Diocesan Rules. This is important as
it is an opportunity to empower members in their leadership and ministry.
The numbers attending meetings are good, but there are still many who miss meetings. Meetings
rotate between different Parishes, which affords us the opportunity to experience different
ministry scenarios first hand.
As Archdeacon I visit every Parish once per year. It is exciting to see slow but steady ministry
development. The Cathedral endeavours to offer its resources to assist Parishes when and where
needed.
1.2 Challenges
Parts of the area represented by this archdeaconry still face service delivery issues and are
impoverished. This directly effects the lives of the members of our congregations and inhibits their
Diocesan Vision: To make disciples in vibrant, self-sufficient congregations established and linked to
each other by sharing in resources; ministry & service; outreach & evangelism.12th Synod – Diocese of St Mark the Evangelist – 2nd Agenda Book 42 giving. This reduced level of giving inhibits the ministry potential of each parish. More and careful thought needs to be given to this problem, and a viable solution found through which we can maximise the income potential of each Parish. The desire to worship in their own church motivates every congregation to work hard in achieving this. The lack of finances makes it difficult and slow to achieve. However, people are faithful, patient and persevering. It is a concern though that not every congregation follows the Diocesan requirement of having plans first approved. 1.3 Vision and Plan Going Forward Our Parishes are dependant on their members, and the members are dependant on good leaders, especially the clergy. Our plan is to support and encourage every cleric and lay leader to realise their full potential. This is achieved by discussion and sharing in the meetings, as well as through the training offered at each meeting. The archdeaconry does not prescribe and demand uniformity but encourages entrepreneurial development from every leader. Our combined wealth of experience and resources is then used to support and encourage one another. The advantage is that every leader can grow as God intended them. The disadvantage is that leaders must be self-motivated, strategic and committed to serving their community to fully benefit from this freedom of choice and strategic decision making. I would like to believer we are succeeding with this vision, and as an archdeaconry are moving forward and developing as an ‘every-member-ministry’. 1.4 In Conclusion We have a long road to walk, but with God everything is possible. We value your prayers and advice. Accordingly, I ask that you receive this report. Luke Pretorius Archdeacon of Kopanong 2 Christ Church Cathedral Bishop Martin and Members of Synod It gives me great pleasure to present to you the report to Synod from Christ Church Cathedral. 2.1 Cathedral Services The Cathedral Congregation continues to grow steadily, the most growth being in the first service. Our average Sunday attendance is now nearing 250 across both services. The Wednesday Evening Teaching service continues to attract a small but dedicated group. This teaching service begins with Lent each year, which Bishop Martin leads, and continues every Wednesday thereafter, excluding school holidays, until the end of November, these being led by Cathedral Clergy. 12th Synod – Diocese of St Mark the Evangelist – 2nd Agenda Book 43 2.2 Training and Ministry Development The Cathedral holds quarterly ongoing training for Readers, those leading Intercessions, Sidespeople, Lay Ministers and Sacristans. We also hold an annual course to train new Lay Ministers. Other training is offered as and when necessary. All training is open to Anglicans from across the Diocese. 2.3 Use of Cathedral as a Diocesan and Community Resource An important part of being a Cathedral is to be available for use by the community. We accordingly host numerous Diocesan and other community meetings, usually for a nominal charge. We have upgraded the cooking area with an outside gas cooker and built an additional toilet block for Ladies. Wi-Fi is available, on valid request, across the entire property. Further upgrading of the premises continues as we strive to make our built environment more conducive for meetings and worship. The outdoor open space for relaxation and fellowship has been increased with access to the rectory garden. 2.4 New Parish Centre At the beginning of 2018 the Cathedral Staff moved into the new Parish Centre, this being the old rectory. We will be equipping this as a modern and functional office block for the Cathedral Staff. 2.5 Resignation of Cathedral Administration Staff Following several serious allegations, both our Administrators resigned within two months of each other, early 2018. Both resignations were submitted with immediate effect, and effectively stalled the Disciplinary Procedures instituted against them. 2.6 Security Concerns There has been a noticeable and dramatic increase in petty crime on the property. We are exploring options to improve the general security of personnel and property. 2.7 Church Planting This remains a priority, but for now has proved to be a slow process. We are continuously exploring opportunities and the feasibility of planting a new Anglican Church in Polokwane, but thus far with nominal success. We do trust that at the right time and in faith we will succeed. 2.8 Cathedral Staff Compliment There is consensus that we should grow the staff compliment, especially with regards developing the possibility of planting a new church. This would include, but not be limited to, the appointment – with due Diocesan approval – of a Sub-Dean. Other important areas for ministry include Children’s Work, Young Adult Ministry, Church Planting and Development ministries. All this comes at a cost, and the raising of funds and the accompanying increase to our Pledge Collection is critical to the success of this strategic plan. 2.9 Construction of a Larger Church Cathedral It is becoming increasingly apparent that the existing Cathedral is often too small for our needs. Not only is our Sunday Congregation growing, but so is the Diocese and this is very apparent at large Diocesan Vision: To make disciples in vibrant, self-sufficient congregations established and linked to each other by sharing in resources; ministry & service; outreach & evangelism.

This will become a necessity in a few years’ time, and we have begun the early stages of talking and visioning toward this probability. 2.10 Liturgical Worship and Outreach to Polokwane The Cathedral celebrates all the major liturgical celebrations, which services are open to the Diocese and the community. We also lead Morning Prayer every weekday and offer this to the community. To date we have had very few join us. We continue to explore how we could minister to industry, commerce and government in Polokwane through offering services and counselling. At present we have not instituted any services but are increasingly being used as a venue for meetings and funerals by government departments. Many organisations make use of our property for training, and this is a small way in which we can minister to our community and be of service to them. 2.11 Young People Our young people continue to be a major focus of ministry. We have a large and thriving Youth Group, a large Sunday School, and recently started a Servers’ Guild. We are confident we are successfully impacting powerfully in the lives of our young people; and thus empowering them for leadership now and in the future. Ministry to Young Adults is a missing ministry at present, but we are aware of this and are working towards meeting this need. 2.12 The Future We annually re-evaluate our ministry and plan strategically for the future. We seek to be relevant to the Diocese of St. Mark the Evangelist, and to the community of Polokwane. 2.13 In Conclusion I ask that you receive my report for the Cathedral Parish and thank you in anticipation. Luke Pretorius Dean, Christ Church Cathedral Archdeacon of Kopanong Archdeaconry 3 Good Shepherd Mission Parish The 2015/18 period has been a mixture of great blessings and disappointments as well. However, the overall blessings outweigh the disappointments and we give all the gratitude to our Lord Jesus Christ. 3.1 Achievements September 2015 saw the establishment of a new church in Ext 78 which is growing at a satisfying pace. The congregants are mostly young people and a few adults who are truly committed to the church. We pray that God keeps on blessing the church for His Glory to shine on everyone in that community. In 2016 we purchased a parish car which has been very useful and savvy. It has simplified the transportation of musical instruments, chairs and church members after late services, e.g. like all Diocesan Vision: To make disciples in vibrant, self-sufficient congregations established and linked to each other by sharing in resources; ministry & service; outreach & evangelism.
