Plan Purpose                                             4

 The Federal Transit Administration (FTA) created a
 grant pilot program for Transit Oriented Development
 (TOD) for communities.

 Goals: integrate land use and transportation planning
 with core capacity transit capital investment

Economic Inclusion Goals

TOD-Prospect MAX Corridor scopes are open to all interested
bidders.
The goal is 20.07% Disadvantaged Business Enterprise (DBE).
Bidders are required to submit a completed Contract Utilization
Plan/Request for Waiver (CUP) at time of bid and include:
                                                                  20.07%
    Letters of Intent (LOIs)
                                                                   DBE


   Requests for waiver must be accompanied by documentation
    of good faith efforts

  TOD framework, TOD Zoning Overlay, Multimodal
 improvements, Economic Development, Housing

  Tasks 4-7 within the RFQ/P are the major project
 deliverables in which one consultant team or individuals
 who specialize in these tasks will be given the opportunity to
 prepare a proposal to the City for its consideration.

    Task 4 – Targeted Applications with Unique Implementation
     Strategies
     1.    Identify station opportunities
     2.    Recommend strategies to transform existing transit corridor
           into a vibrant area using TOD concepts.
     3.    Provide implementation strategy transit stops locations,
           enhance job access/opportunities, and make
           recommendations that will encourage a diverse housing
           environment

    Task 5 – Establish a Zoning Overlay District
     1.   Knowledge of the City’s development code and its overlay
          districts
     2.   Use of best practices throughout the nation.
     3.   Create an overlay zoning category designed to: assist in
          transforming corridor by emphasizing the pedestrian
          environment, node specific development and establishing
          consistent development standards.

    Task 6 – Create economic development, housing and
     multimodal improvements recommendations
     1.   Recommend critical Economic Development, Housing
          and Multimodal Improvements.
     2.   Provide specific transformative strategies for the area at
          targeted locations.
     3.   Recommendations that promote a generation of
          entrepreneurs, wealth builders, and a variety of housing
          choices and transportation options.

    Task 7 – Create Financial Strategies and Identify Funding
     Sources
     1.   Recommend financial solutions and funding resources to
          apply along this corridor.
     2.   Identify & recommend future financial partnerships
     3.   Create unique financial solutions with multiple options to
          mix and match funding resources.
