Braibant Lecture

The Braibant Lecture is the most prestigious award granted by the Programme and Research Advisory
Committee of the International Institute of Administrative Sciences. It rewards individuals for their
exceptional contribution to the development of the administrative sciences. It is named a#er Guy
Braibant, a French mandarin who served IIAS both as Director General and President.
In 2019, the Braibant Lecture is awared to Professor Eko Prasojo. His Braibant Lecture is entitled “How
Public Administration Reforms Should Help Benefit of Democracy in Asia”. He hereby pursues the
dialogue among regions initiated by other presitigious Braibant lecturers such as Christopher Pollitt
(the Anglosphere, in 2014), and Pan Suk Kim (East-Asian Developmentalism in 2016).

Institutions play a critical role in the achievement of all the Sustainable Development Goals (SDGs)
and targets. However, public sector reforms needed to implement the SDGs continue to be a major
and vexing challenge. In order to address this, the Committee of Experts on Public Administration
(CEPA) has developed a set of principles of good governance encapsulated in “effectiveness”,
“accountable” and “inclusivity”.
To address challenges amidst emerging technology, health and societal risks, this panel will present
and apply the principles of good governance towards fulfilling the SDGs by linking to a variety of
frameworks and strategies for operationalizing effective, accountable and inclusive governance.

The digitally and technology-driven Fourth Industrial Revolution is causing positive and powerful disruption in almost every
TIME
industry across the globe. Fourth Industrial Revolution (4IR), characterised by a range of new technologies that are fusing
the physical, digital and biological worlds, is impacting all disciplines, economies and industries, and even challenging
ideas about what it means to be human.
The world has the potential to connect billions more people to digital networks, dramatically improve the efficiency of
organizations and even manage assets in ways that can help regenerate the natural environment, potentially undoing the
damage of previous industrial revolutions. However organizations might be unable to adapt; governments could fail to
employ and regulate new technologies to capture their benefits; shi#ing power will create important new security
concerns; inequality may grow; and societies fragment.
This forum gathers practitioners and subject experts to discuss and deliberate how different sectors can collaborate to
create new governance models and escalate policy innovation in the multifaceted and rapidly evolving environment by
addressing the interlinked dynamics, transnational and societal scope of the impact of emerging technologies, and the
political nature of the technologies themselves.
