What is You Can Vote?
✓We aim to increase voting literacy and civic engagement of
 voters, especially those targeted for suppression.

✓The people we are trying to reach are often turned off by
 partisan politics and are disengaged. We help voters use their
 voice and build their power.

✓Our work is volunteer-based (over 2000 volunteers!) and
 community-driven. We build the leadership and community
 partners to help our neighbors vote every year.

methods can increase civic literacy. The education service we provide combined with registration of all
those eligible leads to a dramatic and consistent leap in voter turnout.

Note on Photo ID Law
• Constitutional Amendment passed in Nov. 2018 to require
  photo identification to vote
• NCGA passed a law in Dec. 2018 to require photo ID, now
  SBOE has rulemaking process for additional details.
• No Photo ID is needed in 2019! All special elections and
  municipal races will not have the mandate in place
• We need to be DISCIPLINED in our MESSAGING about Photo
  ID so we don’t add to the confusion about requirements.
How we educate voters!
1. ENGAGE: Primary job is to educate voters on the 2019/2020 Elections “I have new
   information and rules for voting.”
2. EDUCATE “What’s on the ballot”: “If you live in city/town you can vote in 2019, vote
   March 2020 primary, make sure everyone in your household is counted in the
   census, and in Nov 2020”
3. REGISTER all eligible voters: “Have you have moved since you last voted? I can
   update your registration right now!”
4. PHOTO ID QUESTION: “Do you have one of the approved photo IDs on this list? If
   so, bring it with you to vote in 2020! If not, it’s OK - you can vote without one. Ask
   for waiver.”
   [point out on fridge card, if NO put an orange sticker on form or ask if they would
   like to sign up to receive info/support for getting ID]
Engage & Educate!
Smile & make eye contact & walk toward/with them:

                    “Hello how are you? My name is [FIRSTNAME], and I’m a
                    volunteer with You Can Vote. I have important information
                    about the election this year. [hand them the fridge card
                    and stand next to them - point to offices, dates]
Educate voters on the “WHEN”
 Use your local ballot sheet for 2019 voters.
 • 2019 Election Day is (point to voters municipality)
 • Early Voting Period is (point to early voting period).

 • 2020 Primary Day is March 3
 • 2020 Election Day is November 3
3 Ways To Vote
                      PRO TIP: use the fridge card
 #1: Early Voting Vote at ANY early voting site in your county. There’s
 no “wrong precinct” and we recommend it.
 #2: Vote Election Day! “You must go to assigned polling location.”
 #3: Vote by Mail! Any registered voter can vote by mail.
  *It’s a 2-step process: (ballot request and registration form can be turned in
  together)
Ensuring voters are ACTIVE

REGISTRATION ASK: “Have you moved since you last voted? I
can help you update your registration right now. It will take just
two minutes!”
  “Let’s look you up to see if you are listed as an ACTIVE voter”
  “It doesn’t hurt anything to re-register and make sure you are ready
  to vote.”

Why Vote?
1. Your voice MATTERS and you vote for candidates who share
   your values! Local elections are often decided by just a few
   votes.

2. What do you care about? It is on the ballot in 2019 and 2020!
   When everyone votes we get better decisions made for our
   communities. And by filling out census for all members of
   your household, our community will be served with additional
   teachers for classrooms, funding for local services,
   representation in congress.
Finishing our conversation with voters

HAND OVER THE FRIDGE CARD: “You can put this card on your fridge to
remind you to vote – the voter hotline is on there if you have questions,
as well as the link where you can look up early voting sites and your
election day site.

ASK PEOPLE TO JOIN OUR TEAM: “Would you like to volunteer with us?
We need more people spreading the word about participating in our
democracy.”

“Thank you for your time, and thank you for being a voter!”
WHO CAN REGISTER & VOTE in NC?

REQUIREMENTS:
• Be a US citizen
• Be 16 years old to pre-register, and 18 by Election Day to vote.
• Live at your residence for at least 30 days before November 5th
  2019 to vote this year
• Not currently serving terms of a felony sentence, including
  probation or parole for a felony conviction

Voter Registration Application
Completing the Form: You may assist the voter if they ask for
help to complete, but the voter MUST sign and date.
Section 1: Needs to be completed or application will be
declined. Make sure clip doesn’t hide this section!

Section 2:
Fill out entire name,
including middle name if
voter has one.
Application Form
Section 3: Date of birth required. Ask voter to provide EITHER
Driver’s License Number OR last 4 digits of SSN. This is not
required but helps the Board of Elections verify voter’s
identity.

 Ask for ONE!
Address Residential vs. Mailing
SECTION 4: Residential address must be a physical place, not a
post office box!
Moved since last voted: Use new residential address

Phone number: BoE can call voter if
something is wrong with form.
Ask applicant to provide this.
Address: Residential vs. Mailing
SECTION 5: Mailing address may be different than residential address. If mail goes to a
P.O. Box, include both mailing and residential addresses.

Ask all college students where they get their mail!
Mailing address can be any address where mail can reliably be delivered for the
registrant. Residential address is the actual location where the voter stays most often.

A confirmation card with voter’s Election Day polling location will be mailed in
approx. 4 weeks. If not able to be delivered, the Board of Elections will not
process the registration.
Application Form
Section 6: Not required but provides demographic information for
districting, funding allocations, etc.

 PARTY: Voter can choose a party
 but if they don’t, the BoE will
 assign them “Unaffiliated.”
 Unaffiliated voters can vote in
 primary and can choose a party ballot.
Completing the Form
Section 7 (address of previous registration): You can leave
blank. This registration application cancels prior
registrations.
Sign and Date: make SURE voter signs and dates. Even an
“X” counts as a signature.
Double check all required sections are completed and
remind applicants to check their mail for the card from
the Board of Elections in approx. 4 weeks. It will have
their Election Day polling location on it.
Voter Registration Laws

It is illegal to in any way alter or forge a voter registration
application. Examples:
• Never fill out missing information after the voter has
   signed the form.
• Neither you nor voter can sign a form on behalf of
   another person.
• Neither you nor voter can make up information.
• You can never offer anything of value to complete an
   application.
Confidentiality

All completed voter registration applications must be
returned to your YCV captain at the end of each shift.
The information you collect is confidential; you agree
not to retain any information from the registration
forms once they are completed and you return them
to captain. You will not disclose records to anyone
unless required to do so under the law.
Non-Partisan
During your shift working with You
Can Vote, you are engaging in non-
partisan activities and cannot
express any opinion in favor or
opposition to a candidate, a party,
an election or an issue.

You cannot refuse to offer an
eligible voter an application.

You cannot refuse to accept an
application of an eligible voter.

• When you sign up for an event, you get an RSVP. It will give you

  other info needed.
