Box 175, West Branch, MI 48661 GENERAL RULES OF THE FAIR 1. Each exhibitor must abide by the general rules of the fair and any other specific rules which are in the departments in which they enter exhibits. 2. The Ogemaw County Fair Board reserves the right to remove any person and/or their exhibit from the fairgrounds for any unsportsmanlike behavior or for displaying any inappropriate exhibits. 3. Open Divisions: All classes are open to anyone over the age of 6 (six) as of January 1 of the current year with the exception of horse and dairy. 4. Youth divisions: All classes are open to any youth between the ages of 6 (six) and 19 (nineteen) as of January 1 of the current year, with the exception of animal market classes, horse, dairy, goats and canine. The fair reserves the right to request verification of age. 5. Pee Wee Divisions: Selected classes are open to any youth between the ages of 2 (two) and 5 (five) as of January 1 of the current year. Pee Wee classes will be ribbon only classes. 6. Still exhibits will be received between 4:00 p.m. and 7:00 p.m. on Sunday, August 11 and 8:00 a.m. to 11:00 a.m. on Monday, August 12. See designated time in the schedule for livestock record books. All still exhibits must be placed by noon on Monday. ALL REGISTRATIONS MUST BE RECEIVED BY AUGUST 1 AT THE FAIR OFFICE, P.O. BOX 175, WEST BRANCH, MI 48661 7. All exhibits must remain on the grounds until 9:00 a.m. Sunday, August 18. If any exhibits are removed before the release hour, premiums and ribbons will be forfeited. 8. The management will use diligence to ensure the safety of livestock and articles entered for exhibition or display after their arrival on the grounds but under no circumstances will it be responsible for loss, injury, or damage by theft, fire, lightening, wind or by any other agency, to such livestock, article or exhibition or display. The Fair and management thereof shall be held harmless by the exhibitors against all legal or other proceedings relating thereto. 9. Only one animal or article per person per class. Check rules of division and individual classes. No additional classes will be added. The same exhibit cannot be entered in both open and youth, except for animals. 10. Not more than one ribbon will be awarded to an exhibitor in any one class with the exception of the Best of Show and MI State Fair Ribbons.
2020 OGEMAW COUNTY FAIR PREMIUM BOOK 11. All entries must be the work of the exhibitor, except Classes 5409 and 6389. 12. Any constructed article must have been made during the last 12 months and can be exhibited at the fair for only one year, except Classes 5409 and 6389. Judges decisions are final. 13. Each youth exhibitor of market livestock/animal exhibits must have been the owner and/or had in his possession the exhibited animal for at least 45 days preceding the fair. Market Rabbits are 35-49 days prior to the fair and Market Cornish Hens are 28 days prior to the fair. 14. All livestock will be checked by a veterinarian. 15. All exhibitors must state the last 4 (four) digits of their Social Security number on their entry forms in order to receive premium award payments. If an exhibitor receives $600.00 or more in premium award payments, their full Social Security number will be required. 16. The fair reserves the right to prorate premiums if funding is not received from the State of Michigan or if fair receipts are insufficient to pay expenses. 17. Where, in the opinion of the judges, an award is not merited, an award will not be made. Judges’ decisions will be final. 18. Stall fees: $5 per large animal, horses, beef and dairy; $2 per animal, dairy yearling or younger, swine, sheep & goats; $1 per pen for rabbits and poultry. Milking cows will not be charged a stall fee if milk is donated to the fair; $20 credit will be issued to a milking cow to cover her stall fee plus three other animals, in the dairy barn. 19. All animals must be preregistered. Entries will be accepted until barns are full. Horse entries over barn capacity will be allowed to trailer in for youth. Youth registrations will have first priority on horse stalls. No stallions over 1 (one) year of age to be stalled for fair week. Any youth rider/ handler bringing a horse to be stalled during fair week must be 9 years of age as of January 1 of the current year. Also, any child under 9 years of age may not get a horse out of its stall, lead or ride a horse without an older family member in attendance with them at all times. See additional rules and regulations posted on horse barns and announcers booth at the arena. All trailers being parked for the week must be lined up on the north side of road leading past the arena. 20. Any exhibitor may file a complaint or grievance: a) Conflict of interest of the judge; b) Disqualification of an exhibit or exhibitor; c) Exhibitor or superintendent behavior; d) Eligibility of the exhibit. Complaint/grievance must be filed with the local fair board within 10 days from the close of the fair. The fair board will review, investigate and issue a notice of findings and recommended action within 30 days. If the exhibitor is not satisfied with the fair boards action he/she has 45 days to file with Michigan Department of Agriculture. Judges results are final and can not be grieved. 21. All project animals must be shown in both market AND showmanship classes and must sell. The idea of the sale is to encourage participants to become familiar with the handling of animals. Any animal whose training has been neglected cannot be sold at the sale. The decision will be made by the Ogemaw County Fair Board and the Livestock committee. 22. In order to sell an animal each exhibitor must exhibit their record book at the fair. They must be completed after the sale and be put back on display by noon the day following the sale for judging. Sale money will be withheld until record books are completed to date and exhibited and stalls/pens are cleaned. 23. In order to earn a Best Records trophy, a record book must receive a blue ribbon. 24. The judge has control over all exhibitors while they are showing. Anyone not able to control his or her animal to the satisfaction of the judge and the livestock committee will be removed from the show ring for the safety and respect of other exhibitors. 25. Weight limits for animals being sold in sale are as follows: • Hogs: 200-300 lbs. (Preference weight 240-270 lbs.) • Lambs: 100 lbs. minimum. (Preference weight 120 - 140 lbs.) • Meat Goats: Must be at least 50% Boer breeding and 80 lbs. minimum. • Dairy Goats: Must be 100% dairy to dairy cross no meat breed crosses and 60 lbs. minimum. • Steers: 900 lbs. small frame (minimum) 1050 lbs. medium frame (minimum) 1200 lbs. large frame (minimum) Steers will be classified as to frame size at January weigh-in. • Dairy Beef: 1150 lbs. minimum 26. EXHIBITORS will be responsible for the care of the animals until animals are released from the fair. Market animals become property of the BUYER at the time they are released from the fair. All trucking arrangements must be made byh the buyer with the auction clerk the night of the sale. All buyers must remove animals from grounds before slaughtering. 27. Animals must be able to be controlled by the exhibitor and an adult. 28. Each youth exhibitor will receive an A, B, or C ribbon. THE JUDGES DECISION IS FINAL. 29. All rabbit and poultry exhibits for auction must meet requirements as stated below. • Rabbits: Must be 12 weeks old or less, weigh between 3 and 6 lbs., be of purebred or mixed breed meat breed types, and each pen will be of the same breed and the same variety. Pen of 3. • Cornish Rock Game Hens: Must be Cockerels, 4 weeks old with a minimum of 5.5 lbs. live weight per pen. Pen of 3.
2020 OGEMAW COUNTY FAIR PREMIUM BOOK • Turkeys: Must be hatched no earlier than March 1 and no later than March 15. Toms/Hens must be a minimum of 22 lbs. live weight. Must be White Giant Breed. • Ducks: Must be White Pekin breed and 10 weeks old, minimum weight of 6 lbs. • White Emben Geese: Must be hatched no earlier than April 1 and no later April 15 with a minimum weight of 12 lbs. • Market Broilers: Must be 7 weeks old with a minimum of 12 lbs. live weight per pen. Pen of 2. 30. All chickens must be cockerels. 31. Exhibitors may sell no more than one rabbit pen and/or one poultry pen. All market animals must be identified by tag, leg band or tattoo. Pens will be made up of the following: • Rabbits: Pen of three. • Cornish Hens: Pen of three. • Market Broilers: Pen of two. • Turkeys: One tom or hen. • Ducks: One • Geese: One Exhibitors must supply locks for cages of all market rabbits and poultry. 32. No animals will be allowed on the premises unless there is a class allotted for such animal, except with prior approval from the Fair Board. 33. All milking cows will be kept in the same area of the barn and will be milked twice a day, at 7 a.m. and 6 p.m. No horns allowed in the cattle barns. All milking cows must be milked out every day at regular milking times. 34. No posting of “For Sale” signs on exhibits. All posting of signs must be approved by Superintendent. 35. All livestock exhibitors are subject to following all posted barn rules. GROUND RULES 1. No alcoholic beverages will be allowed on the grounds. 2. All animals must be caged or on a leash and must remain in their designated areas. 3. All vehicles must be parked in the proper parking area provided. 4. No unauthorized fires allowed on the grounds. 5. No unauthorized overnight camping. 6. Ogemaw County Agriculture Society will not be responsible for injuries and personal property stolen or lost, at or during the Ogemaw County Fair. 7. Shirts and shoes required on the grounds. (No bare feet) 8. FAIRGROUND RULES PERTAINING TO DOGS. Dogs are ONLY allowed in the campgrounds. All dogs must be registered at time of camp registration. You must present proof of dog license, the breed and coloring of the dog. All dogs must be leashed or tied at campsite and must stay on the assigned lot. All non-compliers will forfeit next years campsite and the dog will be picked up by an on-site dog catcher. Dogs causing disturbance to neighboring campers will be required to leave the fairgrounds. EXCEPTION: Seeing-eye dogs and dogs in the canine program. Canine class dogs will be allowed to be led to and from the judging area at scheduled times only. 9. No bikes, four-wheelers, go-carts, skateboards, roller blades, heelies, scooters or any other off-road vehicles are to be used during fair week except those authorized by the fair board. 10. Unlawful weapons are prohibited on the grounds. 11. No smoking on fair grounds - only in designated areas. 12. Camping curfew - parents or guardians are responsible for having all minor children at the campsite by Midnight. LIVESTOCK RULES 1. The use of any drug or chemical compound that is not approved by the Food and Drug Administration for use in meat animals constitutes unethical fitting. The illegal administration of approved drugs and compounds is also prohibited. All or any animals entered in the Ogemaw County Fair are subject to blood, urine and tissue tests by the OCF, FDA, MDA and USDA for illegal substances that exceed the acceptable levels established by the Food and Drug Administration, the Food Animal Residue Avoidance Databank and Environment Protection Agency. A positive test or violation of rules will result in disqualification of the animal and may forfeit all rights and privileges to exhibit at any future Ogemaw County Fair and forfeit any premium monies, trophies, special awards, 4-H/FFA market livestock sale proceeds, or other considerations earned, possible FDA fines and be responsible for the cost of testing. The exhibitor shall assume full responsibility for any violation of regulations related to drugs and medications include withdrawal times and the condemnation of carcasses due to drug rule/regulation violations. 2. No minimizing the effect of cramping by feeding or injecting drugs, depressants or applying packs or using any artificial contrivance or therapeutic treatment except normal exercise. 3. No striking the animal to cause swelling in a depressed area. 4. No using alcoholic beverages, aspirin/aspirin types, and/or caffeine laced substances in the feed or administered as a drench. 5. No administering of medication or remedies without the prior parental exhibitor consent, and Fair Official(s) notification, and approval of the Ogemaw County Fair official Vet.
2020 OGEMAW COUNTY FAIR PREMIUM BOOK 6. Performance enhancing drugs can not be used that are not FDA approved for that purpose. 7. No misrepresenting the age of the animal for the class in which it is shown. 8. No surgery of any kind performed to change the natural contour or appearance of the animal’s body or hide. 9. No insertion of foreign material under skin. 10. If an exhibitor suspects a rule violation they can request a verification of another exhibitor’s animal by paying a $50.00 fee. If the violation does exist the $50.00 will be returned. Dear Exhibitor, The Ogemaw County Fair is instituting the MDA Meat Quality Assurance testing. All animals are subject to being drug tested by urine sample immediately after the animal(s) leave the show ring. Any animal is subject to urine, blood or tissue testing at the discretion of the fair board. The exhibitor and parent/legal guardian who owns the animal must be present when the sample is taken and sealed in the container. YOUTH LIVESTOCK AUCTION RULES The Ogemaw County Fairboard is working diligently to ensure that there is an in-person fair for 2020. Included in this planning will be a youth livestock auction. Please note that the current situation is constantly changing and as a result, regulations are also changing. Please know that there is a potential for the in-person auction to be cancelled or converted to an online auction. The Fairboard will make these decisions based on recommendations from the Governor and considering what is safest for all fairgoers. All Ogemaw County Fair Youth Livestock Auction Participants must adhere to the rules set forth by the Ogemaw County Agricultural Society including all General Fair Rules and Livestock Rules. In addition, to be eligible to sell at the auction participants must agree and adhere to the following rules: 1. All sale participants must complete the Auction Participant Agreement form and return it to the Ogemaw County Fair no later than July 10, 2020. 2. All exhibitors must complete a mandatory minimum of 3 hours of community service at the Ogemaw County Fairgrounds by August 1, 2020. 3. A completed potential buyer sheet must be turned in no later than 4:30 PM on Friday, July 17, 2020 to be eligible to sell. For youth selling one animal, they must contact a minimum of three potential buyers and youth selling two animals must contact four potential buyers. 4. The auction is limited to 2 sales per participant: 2 different large animals or 2 different small animal projects, or 1 small and 1 large animal sale. Only 1 steer project, 1 goat projects and 1 poultry project are allowed per participant. 6. All market livestock exhibitors must be YQCA certified within one year before sale date 7. All market animals must be clearly identified by tag, leg band, or tattoo. 8. Animals shown in market classes must sell. 9. All sale participants must exhibit a record book to be eligible to sell. The book must be completed after the sale and be put back on display by noon the following day after the sale for judging. 10. Market Steers must have been born after January 1, 2019 and tagged and weighed in January. Minimum weights are: 1150 for dairy beef, 900 small frame, 1050 medium frame, and 1200 large frame 11. Market Hogs must have been purchased and on feed by May 2, 2020 and tagged by May 29, 2020. They must weigh between 200-300 pounds 12. Market Lambs must have been born after January 1, 2020 and tagged by the first weekend in June. Lambs must weigh a minimum of 100 pounds. 13. Market Goats must be in possession by April 15, 2020. Meat goats must be at least 50% Boer and weight at least 80 pounds. Dairy goats must be 100% dairy and weigh at least 60 pounds. 14. All classes are open to any youth who is between the ages of 6 and 19, except animal and Pee Wee classes. See general rules numbers 4 and 5. Pee Wee classes are open to any youth between the ages of 2 and 5. Age is determined as of January 1 of the current year. 2. No entry fee will be required for this division. 3. Exhibits will be judged on the Danish System: A - Blue B - Red C - White 4. An exhibitor may enter only one exhibit per class. 5. Any poster exhibit will be on a 22”x28” poster board. 6. All Youth Division exhibitors must abide by the general rules of the fair. All Halter Classes $4 OPEN SPEED SHOW will be held on Tuesday at 6:00 p.m. OPEN PERFORMANCE for English and Western will be held on Saturday at 9:00 a.m. MUST BE PRE-REGISTERED Exhibitor may enter more than one horse per Open Speed Class. Placing Grand/Reserve 3rd-6th. Ages of exhibitors will be: Young Junior Division, 9-12 years; Junior Division, 13 15 years; Senior Division, 16- 19 years; Pony Division, 9-12 years ; Adult, 20 years and over; Adult, 40 years and over. Age of exhibitor is determined by the age they are as of January 1 of current year. May not show in both adult classes in any section where there are two adult classes in the same category. Verification of age may be required for all youth 16 years and under. Pony height is 56 inches and under. Grand and Reserve ribbons will be given for 1st and 2nd places, regular ribbons will be given for 3rd - 6th in each class in Speed and Halter Sections. All classes will be judged by State 4-H rules, including regulation helmets. Management reserves the right to combine, drop or change classes with fewer than four entries. Classes will be placed to six (6) places, except when there are not enough entries to fill the class, or in the event of disqualification. The decision of the judge is final. Any horse that breaks pattern must leave arena. A contestant that knocks down an obstacle in speed class will result in a 5-second penalty. Open class can trailer in for the show, bus must be pre-registered. Horses must be under control at all times. All horses outside of arena must at a walk. All horses to be ridden in approved area only. All horses trailered in for shows may not be by any barns or wash racks areas. The Ogemaw County Fair will not be held responsible for any loss, injury or damage to horses, persons or property. Youth Speed Show will be held on Friday, 11:00 a.m. Youth may not trailer in unless barn is full. Monday - Sections B, C and D may trailer in. For Trail and Speed, limit two horses per rider, youth must designate which horse is to be used for trophy contention before classes start. TROPHIES: Grand and Reserve High Point will be given for each age group in English, Western and Speed with Costume Class points being added to the Western section.
