Welcome to the 2020 indoor bowls year.
The 2019 season saw Otago winning the Women’s Eights
and Paterson Trophies, also defeating Canterbury for a third
year in a row and being triumphant in all other
representative games except one – (Team A Southland)
This year Otago are hosting two national events the Otago v
North Island and the National Henselite Singles.
It has been a number of years since Otago has hosted a
National Event and it is an opportunity for us to show off our
venue and the committed people who make this all possible.
So, I urge all bowlers to come along and support these
events.
This year we have the fives replacing the sevens in the
interclub competition and it is great to see a good number of
clubs entered.
I wish all the best to all bowlers for the season

OIBA INDOOR BOWLER OF THE YEAR
The Kevin and Ainslie Brosnan OIBA Bowler of the Year Trophy is awarded
annually to the bowler who accumulates the most points over ten events –
Otago and Champion of Champion Singles, Pairs, Triples and Fours plus the
NZ Henselite Singles, NZ Mixed Fours and the NZ Mixed Pairs. In each event
players are awarded the following points: 9 points for the winner, 7 points for
the runner up, 5 points to the losing semi-finalists, 3 points to the losing
quarter- finalists and 1 point to each person qualifying for post section play.
For the NZ Mixed Fours and Pairs the points scored are different. – refer to
Specific Competition Rules for the NZ Mixed Fours and Pairs on page 38 &
39. In the event of equal points at the end of the year the trophy will be
shared. The Bowler of the Year Trophy has previously been awarded to:

18FEES/CHARGES
CLUB AFFILIATION FEE
An annual Club Affiliation fee of $10 covering the year ending 30th September
2020 is required to be lodged with the Treasurer no later than 31 May 2020.
INDIVIDUAL PLAYER REGISTRATION FEE
Clubs are required to make a payment no later than 31 May 2020
comprising:
a) $15 for each member (subject to the rule for dual club membership)
being an OIBA Registration Fee
b) $2 for each member under the age of 18 as at 1 March 2020 being a
NZIB registration fee
c) $15 for each member over the age of 18 as at 1 March 2020 being the
NZIB capitation fee
Where a person is a member of multiple clubs and has completed the
appropriate declaration as provided for in the competition rules, the payment
described in (a) above is only required from the club to which the person has
declared that they are to play interclub and championship events, and the
payment described in part (b) and (c) above is required from all clubs in which
the person is a member.
EVENT ENTRY FEES
The entry fee for each of the ten events that form part of the Bowler of the
Year Award is $6 per player.
The standard entry fee for all other events, unless otherwise stated, is $5 per
player.
The fee for interclub is $4 per player for Wednesday Ladies & Thursday
Fours, with raffles.
As of 2020 Super Fives & Fours Pairs / Singles will be $5, with NO raffles.
HALL HIRE
Clubs or organizations that wish to hire the Indoor Bowls Hall should contact:

Charges, which commence when the Hall is first opened until finally closed,
are:
a) For Affiliated Clubs that wish to use the hall for their club activities $6
per mat with the minimum of 5 mats.
b) For Affiliated Clubs and associated groups that wish exclusive use of
the hall $14 for each half-hour or any part thereof.
c) For other organizations that wish to have exclusive use of the hall
$17.50 for each half-hour or any part thereof.
19KITCHEN DUTY CLUBS
Clubs are requested to provide a contribution to afternoon tea or supper for
the final round of each Interclub competition. Any enquires regarding Kitchen

Rule 28; Penalty for killing the last end of a game
Should the last played end of any game be killed,
the appropriate penalty shall be scored
by the opposite player or team
and a final end shall be played if requested by either
Skip or player in singles.
The non-offending Skip or player in singles shall then have the
right to order the other team or player to play first.
31GENERAL COMPETITION RULES
1. All rules of play as adopted by New Zealand Indoor Bowls shall apply to
all matches played under the jurisdiction of the Otago Indoor Bowls
Association (OIBA).
2. Only players who are registered with New Zealand Indoor Bowls and
are members of an affiliated club may participate in any event under the
jurisdiction of OIBA or one of its affiliated member clubs, unless such an
event is deemed by the Executive of OIBA to be a promotional event.
3. No alcohol is to be consumed in any area where matches are being
played and no person under the influence of liquor will be permitted to
participate in any match.
4. No smoking is permitted in any hall at any time where matches are
being played.
5. No practice play is permitted prior to any match commencing.
6. For all fixtures a time limit may be applied on all games up to and
including the quarterfinals but will not apply to the semi-finals or finals.
7. Any club who wishes to run a tournament must apply in writing to the
OIBA Executive by the date set. A tournament is defined as a
competition where entries are sought from individual teams or players
from more than two clubs.
8. No individual may enter and play in more than one tournament on the
same day except where the post section is to be held on a different day
or each session is a complete tournament.
9. Any player once having played in an event run by OIBA for any club
shall not be eligible to play for any other club in the same playing
season. A player may apply in writing to the OIBA Executive to transfer
clubs, such application to be accompanied by a clearance from the
applicable club. The act of playing as a substitute in accordance with
32the rules of Interclub Competitions is not deemed to be ‘playing for
another club’.
10. Dual Representation. Where a player is a member of two, or more,
clubs they are required prior to the commencement of the first round of
Interclub to declare in writing to the secretary of each club of which they
are a member, as to which club they intend to play specific Interclub,
Otago and Championship events for during that season. The
Secretaries of all clubs so affected shall provide written notification of
such declarations to the OIBA Secretary. Once a declaration has been
made, or an Interclub, Otago or Championship event played, a player
may not play such an event for another club unless approval is given by
the OIBA Executive under the rules governing players transferring from
one club to another.
11. Any disputes that arise as to the interpretation or application of any
rules shall in the first instance be submitted in writing to the Events
Manager. Any appeal of a decision made by the Events Manager should
be addressed in writing to the OIBA Executive whose decision shall be
final and binding on all parties.
12. Rule 28 applies to all events unless stated otherwise.

33SPECIFIC COMPETITION RULES
OTAGO EVENTS
Refer also to additional or changed conditions for Champion of Champion
events, Henselite Singles, NZ Mixed Fours, Junior Singles, Crawford Cup,
Smaill Trophy, Novice Singles & Interclub events.
1. Entrants shall consist of players from the same member club affiliated to
NZIB.
2. Other than for singles, teams shall consist of those players named on the
entry sheet, but they may from game to game play in any order.
3. Rules 4 and 5 below require approval from the Events Convener or, if the
Events Convener is unavailable, the session Hall Controller.
4. Prior to commencement of play replacements shall be permitted.
Replacements must come from the same club as the original entrant and
must not have been listed on an entry sheet in another team.
5. After the commencement of play substitutes shall be permitted.
Substitutes must come from the same club as the original entrant and
cannot already have played, or be listed to play, in the event.
6. The Garner Trophy is awarded to the last lady in the Otago Singles.
Should more than one lady exit the competition in the same round
leaving no ladies left in the competition then these ladies shall play off
until a winner is found.
7. For Singles games no person may act as a marker during post-section
for a player who is either a family or club member. Markers will be
appointed by the session Hall Controller for games from the quarter-final
stage onwards. Anyone acting as a marker is required to abide by the
marker’s duties set out in the laws of the game.
8. Singles games shall be of 12 ends or 35 minutes.
9. Pairs games shall be of 9 ends or 40 minutes.
10. Triples games shall be of 10 ends or 45 minutes.
11. Fours games shall be of 10 ends or 55 minutes.
12. The qualifying session shall be of 4 games with 2 points awarded for a
win and 1 point awarded for a draw. 5 points are needed to qualify for
post section play.

CHAMPION OF CHAMPION EVENTS
Conditions of play shall be the same as for the Otago Events except as
amended by:
1. Entrants should be found by competition play in each Affiliated Club and
only the winners of such competition, or replacements as described
below, are eligible to compete in these events.
2. Rules 3 and 4 below are at the sole discretion of the Events Convenor
or, if the Events Convenor is unavailable, the session Hall Controller.
3. Should a member of a team that wins their Club Championship event be
unable to play in the Champion of Champion event they may be replaced
by the corresponding player from the runner-up team.
4. If both a member of a winning team and the corresponding player from
the runner-up team be GENUINELY unable to play in the Champion of
Champion event, then an alternative member from the runner-up team
may be permitted to play. Such alternative member is not permitted, at
any time, to play above the position of the player being replaced.
NEW ZEALAND CHAMPION OF CHAMPION HENSELITE SINGLES
Conditions of play shall be the same as for the Otago Events except as
amended by:
1. Any player registered to the OIBA can enter this event as long as the
player is prepared and available to travel to the National Final on
Saturday 12 September 2020 in Dunedin.
2. Games shall be of 12 ends or 35 minutes.
NEW ZEALAND MIXED FOURS
Conditions of play shall be the same as for the Otago Events except as
amended by:
1. Four players (two men and two women) registered to the OIBA can enter
this event as long as all the players are prepared and available to travel
to the zone and national finals. Players need not belong to the same
affiliated club.
2. 2020: Zone Final Saturday 4th – 5th July in Alexandra.
National Final on Saturday 22nd – 23rd August in Masterton.
Games shall be of 10 ends or 60 minutes.
3. Where there is 8 or fewer entries play to be the same format as the
National finals (round robin).
4. Where there are more than 8 entries the teams will each play 4 qualifying
games (in 4 rounds if possible) and the 4 teams with the most points will
36playoff using the same format as the Regional playoff (round robin). The
winner of the event will be the team with the most points.
5. 2 points shall be awarded for a win and 1 point awarded for a draw. In
the event of two sides being level a count back on ends won and drawn,
and if still level the highest aggregate score, shall decide the winner.
6. Bowler of the Year points will be awarded as: National format, 9 for first,
7 for second and 5 for third. Regional format, 9 for first, 7 for second, 5
for third and 5 for fourth. Any team that gets 5 points or more and does
not make the playoff will also receive 1 point.
NEW ZEALAND MIXED PAIRS
Conditions of play shall be the same as for the Otago Events except as
amended by:
1. Two players (one man and one women) registered to the OIBA can enter
this event. Players need not belong to the same affiliated club.
2. All costs incurred in travelling to the Zone Final and / or the National
Final, are at the players own expense.
3. 2020: Zone Final Saturday 4th – 5th July in Alexandra.
National Final on Saturday 22nd – 23rd August in Masterton.
Games shall be of 10 ends or 45 minutes.
4. Where there is 8 or fewer entries play to be the same format as the
National finals (round robin).

37ONE – FIVE YEAR PAIRS
1. The event shall be open to all bowlers who have been affiliated for less
than six (6) years. Note - a transition period of three (3) years applies
until 2022 at which time the rule will be amended to read ‘who are
affiliated and have played the game of indoor bowls for less than six (6)
years’. Each pair may be comprised of any combination of players from
districts in the same zone.
2. Depending on entries, the host district may elect to conduct a round-
robin event. The team to go forward to the New Zealand Final shall be
the team from the zone with the best performance, as decided by Rule
5.
3. The pairs team to go forward to the New Zealand Final shall be the
winning team from the Zone tournament. In the event that the winning
team is unable to attend the New Zealand Finals, the next best
performed zone pairs team may be substituted. In the event that only
one (1) entry is received in the zone competition, then that pair shall be
the zone’s representative.
4. Zone finals Sunday 14 June 2020 Dunedin and National Final 8 August
2020 in Upper Hutt.
5. In both the Zone tournament and the New Zealand Final, games shall
be of 10 ends with a time limit of 45 minutes
6. In the New Zealand Final two points will be awarded for a win and one
for a draw. In the event of two, or more, sides being level at the
conclusion of the games a count back on the number of ends won and
drawn shall decide the winner (drawn ends shall count as half an end
won and extra ends played and points scored shall not count). Should
the count back on ends won and drawn be level, then the highest
aggregate score shall decide the winner. Should two or more teams still
be level then a count back on differential should be done to decide a
winner. Note: Differential is the difference between the winner's and
loser's scores in each game. This figure is a plus for the winners and a
minus for the losers and a total score of plus or minus taken over all
games
7. No expenses will be paid for Zone competitions. At the New Zealand
Final one night's accommodation plus travel expenses will be paid for
by the NZIB. An additional night’s accommodation will be paid if
deemed necessary by NZIB. All breakfasts are the responsibility of the
event participants.
38JUNIOR SINGLES
Conditions of play shall be the same as for the Otago Events except as
amended by:
1. Any player registered to the OIBA and is under the age of 18 as at 1
March this year can enter this event as long as the player is prepared
and available to travel to the national final.
National Final on Saturday 29 August 2020 at North Wellington
2. Games shall be of 12 ends or 35 minutes.
CRAWFORD CUP and SMAILL TROPHY
Conditions of play shall be the same as for the Otago Events except as
amended by:
1. Affiliated Clubs may enter multiple teams consisting of 4 female players
into the Crawford Cup and/or 4 male players into the Smaill Trophy.
2. In the event that a Club is GENUINELY unable to fill a team they may
seek approval from the Events Convener to use one player from another
Club. If approved the alternative player may play in any position other
than skip.
3. Games shall be of 8 ends or 40 minutes.
NATIONAL MASTERS FOURS
Conditions of play shall be the same as for the Otago Events except as
amended by:
1. The event shall be open to all affiliated indoor bowlers over the age of 60
years on 1st March each year. All players in each team shall be from the
same member district and they can only enter in the district for which
they are available to play representative bowls.
2. In both Zone Finals and the National Final, games shall be of 8 ends with
a time limit of 45 minutes
3. Play in the Zone Final will be on the ‘round-robin’ principle.
4. In both the Zone Finals and the National Final two points will be awarded
for a win and one for a draw. In the event of two, or more, sides being
level at the conclusion of the games a count back on the number of ends
won and drawn shall decide the winner (drawn ends shall count as half
an end won and extra ends played and points scored shall not count).
Should the count back on ends won and drawn be level, then the highest
aggregate score shall decide the winner. Should two or more teams still
39be level then a count back on differential should be done to decide a
winner. Note: Differential is the difference between the winner's and
loser's scores in each game. This figure is a plus for the winners and a
minus for the losers and a total score of plus or minus taken over all
games.
5. Zone Finals will be played on Saturday 4 or Sunday 5 July 2020 in
Alexandra with no expenses paid by the National Body. Winners of Zone
Final are expected to be available to attend the National Finals on
Saturday 39 August 2020 in Auckland.
6. At the National Final one night's accommodation plus travel expenses
will be paid for by the NZIB. An additional night’s accommodation will be
paid if deemed necessary by NZIB. All breakfasts are the responsibility
of the event participants.
7. This event is not included in the OIBA Bowler of the Year points.
NOVICE SINGLES
Conditions of play shall be the same as for the Otago Events except as
amended by:
1. Only a player who has been a registered bowler for three or less years
can enter this event.
2. Games shall be 12 ends or 30 minutes.
Otago Blind Indoor Bowling Club
The Otago Blind Indoor Bowling Club would like to
invite bowlers to join them,
at their club rooms (Blind Foundation, Cnr Hillside Road and Law St)
on the first Wednesday of each month during the bowls season,
from 6.30 pm to 8.30 pm.
A format will be decided on the day depending on numbers attending,
with sighted players providing a challenge for blind bowlers.
This is an opportunity to play alongside each other
while continuing to foster and develop the game among all players in
the Otago province.

GENERAL INTERCLUB RULES
The following rules apply to all Interclub competitions
1. If a club is GENUINELY unable to fill a team, a request to use players
from another club may be submitted to the hall controller. If granted
these additional players may play in any position other than skip of either
fours or pairs or in singles. A list of approvals granted shall be on display
in the office at the Indoor Bowls Hall.
2. A team may play one substitute, being a registered player in the hall not
otherwise playing, who shall play as lead in a team. Substitutes are not
permitted in any game of singles.
3. In the event of scores being level after the required number of ends have
been played, or the time limit reached, the game shall be drawn. If the
last end is killed, then rule 28 shall apply.
4. A club with 2 or more teams in a competition may organize their players
amongst their multiple teams on different playing days as they see fit,
except for the Thursday Fours, Pairs / Singles and Wednesday Ladies:
(See Page 51, Rules 2 and 3) and (Page 47, rule 6 and 7)
5. All Interclub Playing Fees must be paid prior to the start of play. This
includes those Clubs which pay Interclub Fees on behalf of their players.

SPECIFIC FIVES INTERCLUB RULES
1. Affiliated Clubs may enter one team consisting of five registered players
from their club.
2. All games shall be played at the Otago Indoor Bowls Hall, Victoria Road,
commencing at 7.30pm. No team is permitted to default any match.
3. If a club is GENUINELY unable to fill a team, a request to use players
from another club not already in the competition. Refer General rule 1.
4. Each team shall pay a nightly entry fee of $25 ($5 per player).
5. Games shall be a maximum of one hour – singles 15 ends, pairs 12 ends,
triples 10, fours 10 ends. Two games shall be played on each night with
singles and four being played first then pairs and triples in the second
game.
6. The competition shall consist of: A full round robin for the Craig Trophy
7. For all games two points will be awarded for a win and one point for a
draw. In the event of a tie when calculating winner’s points, differential
shall be used to decide placings.

Game Laws - Deciding End Rule 25
Except in any final for which provision for drawn games shall be
laid down by the Appropriate Authority and notwithstanding
anything contained in these laws, where at the completion of a
game the scores are level and the conditions of the game require
a decision, a further end shall be played. Should this end be
killed the appropriate penalty, as provided in Law 27 shall be
scored by the opposing player or team and the game shall be
ended. If however, this end is drawn, a further end shall be
played.

BOWL PLAYED OUT OF ORDER
15. Where a player has played out of order and the mistake is
detected before the next bowl is bowled the opposing Skip or player
in singles shall:
(a) leave the head as it is and return the bowl to be played in its
proper order; or,
(b) replace the head and return the bowl to be played in its proper
order; or,
(c) declare the end dead.
BOWLS PLAYED OUT OF ORDER
16. Where a player has played out of order and the mistake is not
detected until after the next bowl is bowled the end shall be declared
dead.
46WEDNESDAY LADIES INTERCLUB
Please note as of 2019 all ladies interclub are triples
SPECIFIC WEDNESDAY LADIES INTERCLUB RULES
1. Affiliated clubs may enter multiple teams consisting of three registered
female players from their club.
2. Ladies only competition and if a team is short of players then
replacements and substitutes from another club should be used first, and
men used as an absolute last resort in the position of lead. Permission to
use a player from another club may be submitted to the hall controller. All
games shall be played on Wednesday afternoons at the Indoor Bowls
Hall, Victoria Road, commencing at 1.30pm. The second game shall
commence no later than 3.15pm.
3. Each team shall pay a daily entry fee of $12 ($4 per player).
4. Games shall be of 10 ends with no time limit. Two games shall be played
on each day. Afternoon tea shall be held between games. Two clubs (or
one club with two teams) are allocated kitchen duties for each playing
day.
5. Any team unable to commence playing by 1.45pm and 3.30pm
respectively shall forfeit the game points to the non-offending team. If a
team defaults both their scheduled games on any playing day it is
required to pay the daily entry fee for its team as well as half the entry fee
of the team(s) to which they have defaulted.
6. When a club has multiple entries in Wednesday ladies the team members
have to be identified to play for one team only and may not play in any
other team from their club in this event.
7. Each team will play in its own right, with no splitting of points.
8. At the end of the season the club with the most points shall be awarded
the Holden Rose Bowl in recognition of their achievement.
