Dear Mr. Polenske:
The City of Milwaukee has made strides in recent decades to move the needle and create a city that is
walkable and connected for bicyclists while incorporating transit (The Hop) and managing numerous
construction projects; connecting the region in a safe way so people can get to jobs, connecting
neighborhoods to transit, accessing parks, and exploring the waterfront (Milwaukee Riverwalk). WSP
USA Inc. (WSP) is honored to submit this statement of qualifications to help the City continue to
move the needle towards becoming a safer, more equitable, and more accessible City for all residents
and visitors, no matter who they are or how they travel. Our WSP team is compromised of planners,
engineers, and construction managers who have worked on innovative and realistic plans and taken
them through design and into implementation, even overseeing construction.
WSP is fully licensed to perform planning, engineering, and construction services in the state of
Wisconsin, and we currently have two Wisconsin offices, including a construction services office
located at 200 South Executive Drive, Suite 101 in Brookfield, Wisconsin and a second office located at
5957 McKee Road, Suite 7, in Madison Wisconsin.
As indicated on our Activity Qualifications Checklist included on the following pages, WSP is pursuing
qualification from the City in the areas of #7 - Transportation and Mobility Planning; #18 - Construction
Management; and #22 - Pedestrian and Bicycle Transportation Planning, Analysis, Program Delivery,
and Facilities Design. Our Project Managers for each of these three service areas are all recognized
as leaders in their areas of expertise, and each is authorized by WSP to enter into contractual
negotiations on the part of our firm.

The City of Detroit selected WSP to develop a Transportation Master

Plan, called Streets for People (SFP), with a singular focus—to make

Our team was approached by the City of Detroit nearly 20 years
ago to provide transit expertise on strategic and management issues, and to produce service improvements
that benefit DDOT’s customers. A team of highly specialized transit operations, management, and financial
experts worked collaboratively with DDOT staff to identify ways to create short-, medium-, and long-
term recommendations. Our team also supervised senior management staff and worked with other city
departments to establish new administrative procedures and policies. In this role, we advised on the transition
to a new governance structure for the department’s bus operations.
Building off of these strategic and administration improvements, WSP was asked to provide programming,
preliminary and final design, preparation of construction documents and program management services for
the $22.5 million Rosa Parks Transit Center (RPTC). RPTC is designed as a multi-modal public transit facility in
the heart of downtown Detroit. The facility occupies a 2.4 acre site and includes an enclosed 27,700 square foot
(including three-levels) building with a central island passenger concourse serving thirteen bus bays.
Our team has also supported a variety of other programs undertaken by the department in recent years,
including the development of a low-income fare structure, agency safety plan, bus technology upgrades with
associated SOPs, facilities planning and design, and several grant applications, the most notable of which
provided the department with over $30M in federal funding for the purchase of new buses. We have also
provided permanent staffing of mobility planners within the department to advance new mobility initiatives
that augment the existing transit system and serve as pilot programs for the testing of new technologies and
mobility partnerships.

Michigan Avenue Planning and Environmental Linkages Study, Detroit Michigan: project manager responsible for
the development of a community- and data-driven alternative for Michigan Avenue within the City of Detroit,
extending two miles from the city’s core through its historic Corktown neighborhood. This project will consider
environmental, social, and mobility impacts and will lay the foundation for future-focused corridor. This project
is being developed in coordination with the city’s Corktown Neighborhood Framework Plan, create a short
and long-term plan that promotes inclusive & equitable growth of Detroit’s oldest established neighborhood,
while preserving its unique character, cultural heritage & integrity. Additionally, this plan is being developed
alongside Ford’s historic investment in Michigan Central Station to serve as its global hub of new mobility
and autonomous vehicles, and the recently announced Cavnue project that will envision the world’s first
autonomous vehicle corridor between Detroit and Ann Arbor. Dan is serving on each project team and
coordinating WSP’s efforts to ensure positive outcomes for the community.
Woodward Avenue Complete Streets Master Plan, Detroit, Michigan: project manager responsible for coordinating
consultant team to develop a comprehensive Complete Streets vision for the 27-mile Woodward Avenue
corridor. Developed strategies that would foster a transformation of Woodward Avenue from a major
automobile thoroughfare to a street that accommodates all modes of transportation, drawing on best

Our team was approached by the City of Detroit nearly 20 years ago to provide transit expertise on strategic
and management issues, and to produce service improvements that benefit DDOT’s customers. A team of
highly specialized transit operations, management, and financial experts worked collaboratively with DDOT
staff to identify ways to create short-, medium-, and long-term recommendations. Our team also supervised
senior management staff and worked with other city departments to establish new administrative procedures
and policies. In this role, we advised on the transition to a new governance structure for the department’s bus
operations.
Building off of these strategic and administration improvements, WSP was asked to provide programming,
preliminary and final design, preparation of construction documents and program management services for
the $22.5 million Rosa Parks Transit Center (RPTC). RPTC is designed as a multi-modal public transit facility in
the heart of downtown Detroit. The facility occupies a 2.4 acre site and includes an enclosed 27,700 square foot
(including three-levels) building with a central island passenger concourse serving thirteen bus bays.
Our team has also supported a variety of other programs undertaken by the department in recent years,
including the development of a low-income fare structure, agency safety plan, bus technology upgrades with
associated SOPs, facilities planning and design, and several grant applications, the most notable of which
provided the department with over $30M in federal funding for the purchase of new buses. We have also
provided permanent staffing of mobility planners within the department to advance new mobility initiatives
that augment the existing transit system and serve as pilot programs for the testing of new technologies and
mobility partnerships.

Street. Work includes bridge rehabilitation, removals, storm sewer, grading, hazard waste, communication
lines, traffic signals, street lighting, driveways, concrete pavement and sidewalks. The project involves extensive
coordination with utilities, WisDOT BOS, and the City of Milwaukee.
The City of Milwaukee Department of Public Works, in conjunction with the State of Wisconsin Department
of Transportation, will reconstruct N. 60th Street from W. Hampton Avenue to N. Capitol Avenue. The project
will consist of removing the deteriorated pavement and replacing it with new concrete pavement, curb &
gutter, driveway approaches and sidewalks where necessary. Street lighting and traffic signals will be updated
and storm sewer inlets and laterals will be replaced as needed. In addition, the bridge deck over the Lincoln
Creek will be replaced. Once completed, the roadway will accommodate two driving lanes, a bike lane in each
direction and a parking lane for the majority of the project limits. The parking lane on the east side of North
60th Street between West Capitol Drive and North Fond du Lac Avenue will be eliminated.
