 Mortal remains of DMK President M. Karunanidhi laid to rest
  at Marina beach in Chennai with full state honours; Prime
  Minister Narendra Modi, Congress President Rahul Gandhi
  and several other leaders pay their last respects to the
  departed leader.

 The mortal remains of DMK President M Karunanidhi were laid to
   rest adjacent to Anna Memorial at Marina Beach in Chennai with
   full state honours this evening as a sea of humanity bid him a
   tearful farewell.

 He was buried near his mentor, DMK founder C.N Annadurai,
   with full military honours with soldiers giving him a gun salute
   and bugles sounding the last post.

 Both Houses of Parliament adjourned for the day after paying
  tributes to DMK Chief

 In a break from tradition, both Houses of Parliament were
   adjourned for the day today after paying tributes to M
   Karunanidhi.

 The DMK patriarch served as the Chief Minister of Tamil Nadu
   five times but was never a member of Parliament. As soon as the
   Lok Sabha met this morning, Speaker Sumitra Mahajan said, the
   country has lost a mass leader.

 The Parliament Of India

 The Parliament of India is the supreme legislative body of the Republic
  of India. The Parliament is composed of the President of India and the
  houses.

 It is a bicameral legislature with two houses: the Rajya Sabha (Council
  of States) and the Lok Sabha (House of the People).

 The President in his role as head of legislature has full powers to
  summon and prorogue either house of Parliament or to dissolve Lok
  Sabha.

 The president can exercise these powers only upon the advice of
  the Prime Minister and his Union Council of Ministers.

 Those elected or nominated (by the President) to either house of
  Parliament are referred to as members of parliament (MP).

 The Members of Parliament, Lok Sabha are directly elected by the
  Indian public voting in Single-member districts and the Members of
  Parliament, Rajya Sabha are elected by the members of all of the State
  Legislative Assembly by proportional representation.

 Composition Of Parliament

 The Indian Parliament consists of two houses called the Lok Sabha and
  the Rajya Sabha with the President of India acting as their head.

 President Of India

 The President of India, the Head of state is a component of Parliament.
  Under Article 60 and Article 111, President's responsibility is to
  scrutinise that bills/laws passed by the parliament are in accordance
  with constitutional mandate and stipulated procedure is followed
  before according his/her approval to the bills.

 The President of India is elected by the members of Parliament of
  India and the state legislatures and serves for a term of 5 years.

 Lok Sabha

 Lok Sabha (House of the People) or the lower house has 545 members.

  constituencies across the country and 2 members are appointed by
  the President of India from Anglo-Indian Community.

 Every citizen of India who is over 18 years of age, irrespective of
  gender, caste, religion or race, who is otherwise not disqualified, is
  eligible to vote for the Lok Sabha.

 The Constitution provides that the maximum strength of the House be
  552 members. It has a term of five years.

 To be eligible for membership in the Lok Sabha, a person must be a
  citizen of India and must be 25 years of age or older, mentally sound,
  should not be bankrupt and should not be criminally convicted.

 The total elective membership is distributed among the States in such
  a way that the ratio between the number of seats allotted to each State
  and the population of the State is, so far as practicable, the same for all
  States.

 Rajya Sabha

 Rajya Sabha (Council of States) or the upper house is a permanent
  body not subject to dissolution. One third of the members retire every
  second year, and are replaced by newly elected members.

 Each member is elected for a term of six years. Its members are
  indirectly elected by members of legislative bodies of the states. The
  Rajya Sabha can have a maximum of 250 members.

 It currently has a sanctioned strength of 245 members, of which 233
  are   elected   from States     and     Union    Territories and   12
  are nominated by the President.

 The number of members from a state depends on its population. The
  minimum age for a person to become a member of Rajya Sabha is 30
  years.

 Bihar Minister Manju Verma resigns in the wake of
  allegation levelled against her husband in
  Muzaffarpur Shelter home rape case.

 In Bihar, Social Welfare Minister Manju Verma today resigned
  from her post in the wake of allegation levelled against her
  husband Chandrashekhar Verma in connection with Muzaffarpur
  shelter home rape case.

 Ms Verma submitted her resignation after meeting with Chief
  Minister Nitish Kumar.

 Our correspondent reports that the Chief Minister has forwarded
  her resignation to Governor Satya Pal Malik.

 CBI has interrogated driver of main accused Brajesh Thakur. The
   driver disclosed that the husband of Manju Verma was frequent
   visitor at the Muzaffarpur shelter home. Opposition parties RJD,
   Congress, and Left have welcomed the resignation of Manju
   Verma.

 Ten persons have so far been arrested including main accused
   Brajesh Thakur. All accused were today produced before
   Muzaffarpar POCSO court.

 POCSO Act

 The new Act provides for a variety of offences under which an accused
   can be punished.
 It defines a child as a person under age of 18 years. It encompasses the
   biological age of the child and silent on the mental age considerations.
 A recent case in SC has been filed where a women of biological age
   38yrs but mental age 6yrs was raped.
 The victim's advocate argues that "failure to consider the mental age
   will be an attack on the very purpose of act."
 SC has reserved the case for judgement and is determined to interpret
   whether the 2012 act encompasses the mental age or whether only
   biological age is inclusive in the definition.

 It recognises forms of penetration other than penile-vaginal
  penetration and criminalises acts of immodesty against children too.
  The act is gender-neutral.
 With respect to pornography, the Act criminalises even watching or
  collection of pornographic content involving children.
 The Act makes abettment of child sexual abuse an offence. It also
  provides for various procedural reforms,making the tiring process of
  trial in India considerably easier for children.
 The Act has been criticised as its provisions seem to criminalise
  consensual sexual intercourse between two people below the age of
  18. The 2001 version of the Bill did not punish consensual sexual
  activity if one or both partners were above 16 years.

 Child Sexual Abuse Law In India

 Child sexual abuse laws in India have been enacted as part of the
  nation's child protection policies. The Parliament of India passed the
  'Protection of Children Against Sexual Offences Bill, 2011'
  regarding child sexual abuse on 22 May 2012 into Act.

 The rules formulated by the government in accordance with the law
  have also been notified on the November 2012 and the law has
  become ready for implementation.

 Fifty three percent of children in India face some form of child sexual
  abuse.There have been many calls for more stringent laws.

 POCSO Court

 POSCO court is special court established under protection of children
   from sexual offences Act,2012.

 The Protection of Children from Sexual Offences (POCSO) Act 2012 is
   applicable to the whole of India.

 The POCSO Act 2012 defines a child as any person below the age of 18
   years and provides protection to all children under the age of 18 years
   from sexual abuse.

 It also intends to protect the child through all stages of judicial process
   and gives paramount importance to the principle of "best interest of
   the child".

 Penetrative and aggravated penetrative sexual assault, sexual and
   aggravated sexual assault, sexual harassment, and using a child for
   pornographic purposes are the five offences against children that are
   covered by this act.

 This act envisages punishing even abetment or an attempt to commit
   the offences defined in the act.

 It recognizes that the intent to commit an offence, even when
   unsuccessful needs to be penalized.

 The punishment for the attempt to commit is up to half the
   punishment prescribed for the commission of the offence

 Some of the child-friendly procedures which are envisaged
  under the POCSO Act are as follows:-

 The statement of the child to be recorded as spoken by the child.
 Frequent breaks for the child during trial.
 Child not to be called repeatedly to testify.
 For offences under this act the burden of proof is shifted on the
   accused, keeping in view the vulnerability and innocence of children.

 To prevent misuse of the law, punishment has been provided for false
   complaints or false information with malicious intent.

 The media has been barred from disclosing the identity of the child
   without the permission of the special court.

 The punishment for breaching this provision by media may be from
   six months to one year.

 For speedy trial, the evidence of the child is to be recorded within a
   period of 30 days.

 Also, the Special Court is to complete the trial within one year.

 Election of Deputy Chairman

 The election of a Deputy Chairman shall be held on such date as the
  Chairman may fix and the Secretary-General shall send to every
  member notice of this date.

 At any time before noon on the day- preceding the date so fixed, any
  member may give notice in writing addressed to the Secretary-
  General of a motion that another member be chosen as the Deputy
  Chairman of the Council,

 And the notice shall be seconded by a third member and shall be
  accompanied by a statement by the member whose name is proposed
  in the notice that he is willing to serve as Deputy Chairman if elected:

 Provided that a member shall not propose or second more than one
  motion.

 A member in whose name a motion stands in the list of business may,
  when called, move the motion or not move the motion, in which case

 In Jammu & Kashmir, four unidentified terrorists
  killed in an ongoing operation in Baramulla district

 In Jammu & Kashmir, four unidentified terrorists were killed in
  an ongoing operation in Lidder Panzal Veege Top Rafiabad area
  of Baramulla district. An Army spokesman said, the counter
  terrorist operation is underway as forces suspect presence of
  more terrorists in the area.

 Earlier, an Army para commando was injured during the
  operation which began in the wee hours today following specific
  inputs about the presence of terrorists in the area.

 Security officials said, the terrorist group is believed to have
  recently infiltrated into this side of LoC through Uri sector in
  Baramulla district.

    The applicant can pay the requisite fee through on-line

 The Supreme Court today reserved its verdict on pleas
  challenging the constitutional validity of the penal law on
  adultery.

 A five-judge constitution bench headed by Chief Justice Dipak
  Misra said, it would pass orders, after Additional Solicitor
  General (ASG) Pinky Anand, appearing for the Centre, concluded
  her arguments.

 Earlier, the bench asked the Centre, what public good, the penal
  law on adultery served as it provided that no offence would be
  made if the husband of a woman approves an adulterous
  relationship.

      The ASG had commenced her arguments by saying that
     adultery has been made an offence by keeping in mind the
     sanctity of marriage as an institution.

 Commerce and Industry Minister Suresh Prabhu today
  launched Niryat Mitra - mobile App in New Delhi.

     The app provides wide range of information required to
     undertake international trade right from the policy provisions
     for export and import, applicable GST rate, available export
     incentives and tariff.

 The Prime Minister urged the officials to work towards ensuring

  user-friendly         solar          cooking         solutions.

 CEO NITI Aayog Amitabh Kant said during his presentation that
  the installed power generation capacity in India has risen to 344
  GigaWatts.

    India's energy deficit, which stood at over four per cent in 2014,
     has shrunk to less than one per cent this year.

    The PMO in a release said, India now ranks 26th in the World
     Bank's Ease of Getting Electricity Index, up from 99th in 2014.
