2 | Introduction

The Binn Eco Park Wind Farm project is a unique enterprise between a Perthshire recycling-business park and Element Power, a world-class renewable energy company based
in Edinburgh.

The combination of ‘local and national’ ensures that an operational Binn Eco Park Wind Farm will provide significant investment into the local community, an effective contribution
towards climate protection and the promotion of jobs in Perth & Kinross.

As developers we never forget that a wind farm is, at heart, a local enterprise and that an appropriate balance must be struck between Scotland’s green energy commitments and
the need to satisfactorily address the impacts on local communities and the environment.

         The siting of this small four-turbine wind farm on an existing industrial site is a natural extension to this green centre of industry which supports companies that recycle,
                  reclaim and re-manufacture waste products and demonstrates the principles of industrial ecology through the development of an eco innovation park.

                              The design for the Binn Eco Park Wind Farm has taken into account the results of our environmental surveys, technical constraints and community
                                      consultation, and has resulted in the number of the turbines being reduced from five to four, with a lower maximum tip height of 115m.

                                                   We would like to thank the local community for the time and attention they have given to the project and for the local support
                                                          we have received which gives us confidence that the substantial benefits that this scheme would bring to the area are
                                                                    understood and welcomed.

                                                                                 By creating new employment opportunities, commercial openings for local businesses and
                                                                                        providing substantial funding for projects that could help transform the facilities that will
                                                                                                 support the local economy and community for decades to come.

        Binn Eco Park
       Binn Eco Park was established in 2009 and is the first eco-innovation park of its kind in Scotland. It is a community of manufacturing and service businesses
      located together on land outside Glenfarg.

     Binn Eco Park is based on three major industries:

   • Waste resource management and remanufacturing from recovered materials;
  • Renewable energy production; and
 • Sustainable and local food production.
 There are plans to develop space for clean technology companies and a low carbon and clean technology training facility at the park. This phase will be developed in
partnership with Elmwood and Perth Colleges, the Universities of Abertay, Dundee, the Highlands & Islands, St Andrews and Stirling and Perth & Kinross Council.

Creating jobs, boosting economies
The renewable energy sector in Scotland is now a significant contributor to the local, regional and national economy. If the Binn Eco Park Wind Farm is consented, it is estimated
that construction costs amounting to £2.5 million may be sourced locally and from around Scotland.

Element Power has invited local companies to register their interest in tendering for contracts.

We hope to procure from a range of local services including construction companies, drainage contractors, concrete suppliers, metal fabricators, plant hire, cleaning, waste
management, security, fencing contractors and catering and accommodation suppliers.

There will also be operational and maintenance jobs during the lifetime of the wind farm that could draw on the renewable expertise that is building throughout Scotland.

By using the local workforce where possible, the development can have a direct and positive effect on the local economy.

In 2015 Element Power will hold a ‘Suppliers Day’ in Perth & Kinross to introduce local and regional businesses to the benefits associated with wind farm construction
and maintenance.

        In addition to resource management, renewable energy and food production, the park plans to host a clean technology training and
      education facility, and development space for new clean technology companies in Tayside.

  The Binn Eco Park Wind Farm will act as a catalyst to stimulate new business and training initiatives and encourage economic growth in
this rural corner of Perthshire.

The development of this site is in line with the Perthshire Economic Development Strategy which sets out a strategic framework and long-term vision for
jobs and opportunity for the people of Perthshire.
Key themes identified in the document include:
• Develop technology businesses and industries, research expertise and product development facilities and encourage local companies to embrace new
  technology and the opportunities they may provide.
• Encourage the facilitation of economic diversification, particularly in rural Perthshire; where local economies are too narrowly focused on a few key
  sectors.
• Develop a local skills strategy to ensure the availability of skilled and well-trained people and to ensure that opportunities for training, learning and
  employment are available for all.

                                                Binn Eco Park is a founder member of the Perth &
                                                Kinross Green Technology Business Accelerator,
                                                which promotes best practice in the supply of
                                                local goods and services in the green technology
                                                industries.

Binn Eco Park is a sustainable economic development, supporting clean technology and demonstrating
that an integrated waste facility can act as the anchor tenant for wider clean technology developments.

The development is driven by the opportunity to generate low grade heat from three energy facilities;
landfill gas, anaerobic digestion and waste gasification. It will also build on the available opportunity
to offer customers low cost electrical energy from a series of renewable energy systems including the
anaerobic digestion facility, waste gasifier, a solar power facility and the Binn Eco Park Wind Farm.

The Binn Eco Park Wind Farm a catalyst for innovation
The Binn Eco Park Wind Farm, in conjunction with the existing integrated waste and resource management systems at Binn Eco Park, will act as the catalyst to stimulate the
following new business developments where the demonstration of innovation will be a key objective:

•   Circular economy and manufacturing - added value manufacturing from waste materials entering the facility;

•   Sustainable food production using hydroponic greenhouse systems will address regional food security through high yield all season production and low food miles;

•   A hydrogen production centre to stimulate the shift to a hydrogen economy for mixed low carbon transport systems as well as energy storage;

•   Closed loop plant nutrient system development utilising recycled biomass systems including composting and anaerobic digestion;

•   Advanced sustainable urban drainage systems for surface water management;

               Increasing the amount of energy that Scotland generates from low carbon technologies such as wind, hydro, solar, tidal and wave power and reducing emissions
              through carbon capture and storage will help to ensure the country has a secure energy supply and reduce greenhouse gas emissions to slow down climate change.

    The Binn Eco Park Wind Farm turbines will have a combined total capacity of up to 9.2MW. The electricity generated at Binn Eco Park will offset the need to generate
   electricity from fossil fuels. When taking into account a realistic capacity factor1, the proposed turbines will generate approximately 22.49GWh of electricity per
  annum. The actual amount of carbon dioxide emissions that the Binn Eco Park Wind Farm turbines will offset will vary depending on the generating plant in use at any
 given time. However, based on figures provided within the Digest of United Kingdom Energy Statistics 2014, the Binn Eco Park Wind Farm could displace between
approximately 7,723 tonnes (based on gas) and 17,733 tonnes (based on coal) of CO2 emissions each year of operation.

        The electricity generated by the Binn Eco Park Wind Farm will be able to provide electricity for the equivalent of up to 4,623 homes2.

                              Companies trading on Binn Eco Park have a track record of community
                             engagement and supporting local causes. In a more direct way, elements
                           of business within Binn Eco Park has provided financial payments to
                         communities, for example, through the landfill tax credit scheme.

                    Element Power would like to see the Binn Eco Park Wind Farm deliver tangible,
                  long-term benefits to fund local projects and organisations. To achieve this, we are
                proposing a community benefit package with a minimum of £40,000 per annum over
              the 25 year life of the project; this is based on a figure of £5,000 per MW of installed
            capacity.
