JULY 26, 2019
Budget Work Sessions Underway
League City is in the midst of the Fiscal Year 2020 budget
process, and this week, the League City Council began
reviewing the proposed budget at one of a series of public
workshops and hearings. The next two work sessions will take
place on Monday, July 29 and Tuesday, July 30 from 6 to
8 p.m. at the Civic Center. On Tuesday, August 6, Council
will hold a final work session for outstanding issues before
moving to a public hearing. Residents are encouraged to
attend these public work sessions and participate in the City’s
budget process. The work sessions are recorded and can be
watched live on Channel 16 or on the City’s website. For more

Fall 2019 Beyond the Oaks
League City’s Fall 2019 Parks and Recreation Guide, Beyond the Oaks, is now available
online for residents to begin planning a fall season full of activities, sports, and fun events.
The guide includes information on children, adult, and senior classes and activities,
registration details and deadline dates for Thanksgiving camps and sports leagues, and
upcoming special events hosted by the City’s Parks and Recreation Department, such
as the Clear Creek Paddle Race on August 17. The guide also includes a full listing of
programs and activities at the Helen Hall Library like “Stars Wars Reads Day” and free

Weekend Road Closure
TxDOT crews will be closing the northbound frontage road from FM 646 to SH 96/Calder/Brittany Bay from 9 p.m. on
Saturday, July 27 to 10 a.m. on Sunday, July 28. All motorists traveling north who wish to access the SH 96 intersection
must enter the I-45 northbound main lanes using the entrance ramp from FM 646, exit to FM 518, turn left onto the I-45
southbound frontage road, and travel to the SH 96 intersection. Residents are encouraged to check the Houston Transtar
website for traffic updates.League City | City Manager’s Update JULY 26 | 2019 League City Business Expo The League City Regional Chamber of Commerce held its annual Business Expo and Home & Garden Show at the Johnnie Arolfo Civic Center on July 25, drawing hundreds of League City residents to network and learn more about local businesses. The League City Communications, Public Works, Fire and Police Departments participated in the event, interacted with residents and handed out League City “goodies” to those who attended. Governor’s Small Business Workshop August 1 Space is still available for League City residents to register for the Governor’s Small Business Workshop on August 1 from 8 a.m. to noon at the Johnnie Arolfo Civic Center. The workshop provides small business owners and aspiring entrepreneurs an opportunity to interact with small business resource providers, such as business lenders, business- oriented nonprofits, and local, regional, state and federal agencies. Small business owners and entrepreneurs are invited to attend the workshop to receive interactive, hands-on assistance from resource providers, and gather the information needed to start and strengthen their businesses. To register, click here. Library Updates Volunteer Bazaar Are you looking to volunteer, but don’t know where to start? The Helen Hall Library will be hosting a Volunteer Bazaar on Saturday, August 10 from 10 a.m. to 3 p.m. in the Civic Center! A variety of local nonprofit organizations will be available to offer multiple volunteer opportunities. This event is FREE and open to the public.

South Shore/State Hwy 96 Fire Station No. 6 Median
Cut (ST1912): Texas New Mexico Power (TNMP) has
completed relocating two light poles. The design for the

commence in September. The median cut provides entry and
exit for fire trucks for Fire Station No. 6. There are signal lights
that will notify oncoming traffic to stop so the fire trucks may
exit the fire station safely in emergency situations.
Deer Ridge Drive Buyout and Overland Flow
Improvements (DR1902): This project is part of the GO
Bond authorized on May 14, 2019 to analyze and design
overland flow to provide proper drainage of Deer Ridge
Drive into Bradshaw Ditch, while reducing excessive
flooding in the street during extreme events. Council
approved a design contract on May 28, 2019 to begin
the project. The survey and the hydrologic and hydraulic
(H&H) studies are underway, which will identify whether
drainage between homes or a home buyout is preferred.
A preliminary recommendation from the engineer is

Dickinson Avenue Reconstruction (RE1702C):
Last week, the contractor installed one lane of new concrete
pavement between SH 96 and Hewitt Street, which is
approximately 2,500 feet. Work has mobilized for the
storm sewer installation along Beaumont Street. Residents
should be aware of changing traffic patterns as work along
Beaumont Street is in progress. Construction to replace
nearly 2.5 miles of asphalt roadway started in mid-January
and is scheduled to be completed in January 2020.

Park Operations
The League Park Boundless Playground will be reopening
this week after being closed for remodeling of the parks
administration office exterior. Staff have been preparing
by reapplying fall surfacing/engineered wood fiber/
mulch. Staff also made a few brick repairs damaged by
the temporary project fencing and other site cleanup.

At Hometown Heroes Park, crews have kept busy
by replacing a failed faucet in the outside bathhouse
restrooms. The electronic features failed on the motion
activated and metered faucet, causing it to run
continuously. Staff also programmed a failed irrigation
valve decoder, which automates that particular valve’s
assigned number in the timer program to come on or turn
off. The failed decoder was not allowing that irrigation
zone to come on based on the programmed schedule.
Fall Youth Sports Registration Now Open
Registration for fall soccer, indoor volleyball, flag football and baseball is now open for League City residents.
Residents can register in person at Hometown Heroes Park, or online. Other programs also open for registration
include Mini Chef classes for youth ages 8-15, Thanksgiving Break Day Camp and Christmas Break Camp for youth
ages 6-12. First time participants must come into Hometown Heroes Park with proof of residency, such as a water bill

League City Police Arrest Juggers
On July 24 at approximately 12:40 p.m., League City Police arrested
22-year-old Timothy Ray Autman and 32-year-old Antonio Mathew
Whitehurst for Felony Theft. Autman and Whitehurst were observed
parking near the victim’s vehicle in a restaurant parking lot in the 400
block of West Main Street in League City. The suspects then broke the
victim’s vehicle window to gain entry and stole a bank bag from the
passenger compartment. The suspects had followed the victim from a bank
on FM 270 South to the restaurant, where officers observed the suspects
committing the crime. This type of crime is commonly referred to as Autman Whitehurst
“Jugging.” Autman was charged with Felony Theft, a state jail felony, and
his bond was set at $2,000. Whitehurst was charged with Felony Theft, a

Council Member Chad Tressler and his family recently decided to do their part in helping League City Pets Alive by fostering "Gusto," a sweet pitbull mix who was removed from terrible living conditions. Gusto was found malnourished and sick, but has now been receiving the best care from the Tressler family.

Communications Updates LC Local of the Week
Wilfork's Rings & Ribs
More than 200 youth, family, and friends converged on
League City’s Chester L. Davis Sportsplex last Saturday
and Sunday to participate in the inaugural Wilfork's Rings
& Ribs Summer Classic.
Former New England Patriot and Houston Texan star Vince
Wilfork and his wife Bianca created the unique event
as part of their involvement in their two sons’ baseball
experience. Wilfork, who earned two Super Bowl rings
(2004, 2014) with the Patriots, has built a post-football
reputation as an exalted pitmaster known for his barbecue
ribs and his humorous Kingsford charcoal ads.
By putting all three elements together, they have created a
unique baseball tournament for 9U, 10U, 11U, and 12U
youth in which the championship winning teams receive
commemorative rings and be served Wilfork’s “world
famous” ribs during post-game festivities.
