Setting the context

Welcome to the 4th Coast to Capital Forum. The
Forum is important in shaping our priorities and
hearing your views. The purpose of today is to
introduce a new requirement for a growth strategy
for our area, and to give the Forum a chance to
shape the issues and shape how we go about it.
It is a requirement from Government of all LEPs.
Today’s Forum is slightly different to those before -
short inputs from Ron and I, then Clare Marett from
BIS local to outline the changing expectations of
Government and set the scene for our forthcoming
challenge and opportunity.

Then over to Annette Zera who will lead us through
2.5 hours, where you will be able to raise and
discuss the issues for growth you think important.

When we started Coast to Capital, we wanted
our focus to be unique to our area, to reflect our

circumstances, and to avoid a vanilla plan that
pot funding for implementation depending on

expected to consider how all existing public
expectations are a welcome endorsement of
programmes will contribute. Our new plan has
what LEPs have done so far. But we might all end
to range across all the issues which contribute

to growth. It has to involve all parties. We need
growth as our unifying goal. 100,000 jobs should
to consult very widely. At the end it needs to be

coherent, unifying and to add value to the very
of our area partnerships that have their finger on
many existing activities of all partners. The process

of getting it right, doing even better and winning
the resources we need starts today with you.
When we had Vince Cable at the Board Meeting
recently, he set us a challenge. He remarked that
our current approach and strategy for growth was John Peel, Chairman Coast to Capital
good. He was impressed with our progress. But he
also said that our next phase strategy for growth
had to be even better. He acknowledged that we
were an unusual LEP, almost an experiment, with
a wider functioning economic area across several
boundaries, and so was keen to see how we can

This is what we did as a result of what you said
last time:
•	We have been working closely with
GatwickDiamond jobs and Brighton & Hove jobs
   on employability.
• A project starts this week on tackling areas of
   low enterprise.
• We are working with Finance South East to
   establish a potential funding mechanism
• A delivery company has been appointed and
work has started on a business portal
• Discussions with banks are ongoing and BIS and
   ourselves are being pro active
• International committee - many businesses are
keen and have attended our workshops. Gatwick
Airport have joined us in this exercise and
   committee
• The trade delegation to SA is on hold.
• Foreign Direct Investment 13 companies
   300 jobs
• MIPIM attendance next year
• South Downs National Park good meetings and
   closer working arrangements

As John has said, today’s Forum is the start of the We are working on a two-stage approach:

yet, but it is likely to be months not weeks. make the most out of what we have to help growth.
We will all be involved in implementing the plan,

I’m looking forward to hearing what you have

Setting the context

Our job at BIS Local covers four areas:

• Support local partners, including LEPs
• Respond to economic shocks
• Influencing central policy
• Cities Deals (shared with cabinet office)

I want to take stock of where we are now and to
look forward.

The Local Growth White Paper was the starting
point. Local partners were invited to form LEPs,
there are now 9 LEPS. They are all different and
sometimes Whitehall forgets the differences
between them. In the early days there was no
central funding for LEPs. However, the case was The new strategic growth plans will be the

At the end of last year there were two significant

The goal remains to create 100,000 new private
sector jobs by 2035. Our new strategy could just be
a compendium of everyone’s existing plans. But that
would be boring and a lost opportunity.

…what do you think should be

• The LEP needs to support capacity growth in the South East and make sure existing

Mindful of environmental and infrastructure impacts (12)

• Create a mentor support package to ease the loss of qualified staff, arrange to train the

How do we scan over 75 years and promote sectors

• Do we have skills/capacity to bring in European funds?

• Promote investment in emergent technologies, eg, Bio-Pharma, additive engineering,
sustainable horticulture, low carbon technologies, intelligent materials, knowledge economy (12)

• Need a mechanism (creative/resources) to maximise the potential of EU funds for

• Need to make it easier for companies to get involved in apprenticeships – need service to
provide local support “spoon feeding”. Need to showcase and celebrate local success of
employers and their apprentices. Lever apprenticeship recruitment via supply chains and
  contracting. (13)

• Look at LEP area-wide kite mark for ‘good’ employers that take apprentices, offer work
experience, community involvement. Make use of flexibilities in apprenticeship frameworks
to offer match with SME needs. Need to help employers get involved in vocational higher
  education, eg, higher apprenticeships. (6)

• Employers need support in how best to mentor and support and therefore retain their

• Could a standing group take on this role?

• Promote a culture within LEP area of open and transparent procurement linked to prompt
  payment within 30 days

• Open up all levels of procurement – transparency even at lower level/smaller contracts

• Identify ways of facilitating/promoting (work with partners who have experience in this)
groups of small businesses to group together to bid

• Recognise that criteria/formal standards required for large businesses/contracts may not be
appropriate for small businesses – avoid artificial barriers.

• Recognise that cash flow is key to the success or failure of a small business. A decision by a
large company to change arbitrarily from 30 to 75 days might help their balance sheet but
  could close down suppliers.

• Promote understanding that winning a contract should be a benefit to a small business –
not a liability that could close it.

• LEP to support FSB campaign on prompt payment and sign up to National Prompt Payment
Code (CBI, IOD, FSB, etc) eg, hardly any in West Sussex have done so.

• Late payment is a bigger problem than broadband for many small businesses.

Coast to Capital needs to establish a structure/framework for communicating with partners –
key to cohesion is partnership working Better representation across the region for all sectors.
Sharing of best practice at a local level – upwards to the LEP and down again! (8)

All strategic plans need to feed into LEP (SWCC/District/other) including neighbourhood plans –
these are what will probably drive cohesion and better partnership working. Partners need to be
lobbied and used as vehicles for communication. Localised networks must be used as delivery
vehicles with a consistent message from the LEP – these are chambers/biz organisations. (8)

Education, training and new skills must be at the heart
of everything our LEP does Votes

John: Thank you all for coming. This has been a better process than I ever had imagined.
Ron and I are available if you haven’t already had a chance to say what you needed to say today.
An interesting afternoon – proof of the pudding is what we actually do afterwards.
Dangerous idea!
Well done
Great process, great idea
Interesting technique
Politicians should be seen and not heard
Skills gaps – remember this when setting our policies
Thanks for inviting me (Chamber of Commerce) – we want to help Coast to Capital deliver the messages.
Thank you all for your fantastic input – you’ve put a lot of time into this – a real investment.
On Europe – I don’t believe the LEP can cope with the European funding. I would make one plea – LEPs
need to come together in twos and threes – to get their act together in the next few months otherwise
we will be behind – sorry to be downbeat .
I’m thinking about the people who aren’t here and why – we need to have them in the room.
I thoroughly enjoyed it. I’m from RBS and we particularly want to make finance available to small
businesses – help bridge the gap. Thank you all for participating and thank you for a good afternoon.
Looking forward to the LEP engaging with the rural partnerships.
There are not many educational establishments – we need to spread the word
Jeremy Taylor ran a meeting like this and brought everyone together – same thing, well done.
Thank you – I really enjoyed it – a great start
Major part of my role – collaboration – sharing ideas and partnerships growing – I think we need to get
together more often. Its been fun and inspiring
Ron: To sum up: It is great to have so many people in the room now – I’m really pleased and I know who is
not here – collectively we must ensure they are informed and involved. This will not be left in the bottom
drawer – we’re in this together. On Europe, we are having conversation with Solent LEP and other LEPs.
We are working together which is absolutely crucial. If it’s about economy, jobs, growth – we will play –
otherwise we don’t have the resource.
I’d love us to have more engagement with Schools – I’ve written to them, but have had no response which
is frustrating – I’d welcome your ideas and about how we can embed enterprise into education.
Finally, something that we have got. … Growing Places Funding money in our pockets. We can fund more
projects and turn round a project proposal in around 6 weeks. If it’s about infrastructure, jobs, capital,
shovel-ready projects let us know – government are going to ask why we haven’t spent the money.
Coast To Capital can act and will work very quickly.
A sincere thanks to everybody, to Annette for facilitation, to Hayley and Dawn for their
support and to all of you who have participated today.
John: Did you enjoy the process? Yes!
