Overall Objectives:-

   1. The EP Ratio as per census is 61.2 % whereas the EP Ratio as per E-roll is
      61.56 %, therefore fine tuning will be undertaken to delete the ASD
      Voters and inclusion of 18+ Voters during Summary revision 2018.

   2. Gender Ratio as per census is 930 whereas as per E-roll is 908. A
      comprehensive plan has been made to take the Gender ratio to 912 in
      this Summary revision.

   3. Around 45 thousand Service Personnel have been identified in the State
      whereas 23 thousand are enrolled. A comprehensive plan has been
      made to increase this number to 35 thousand in this Summary revision.

   4. 9.6 lacs 18+ Persons with Disabilities (PwDs) have been identified as per
      Census data, out of which 2.3 lacs have been enrolled. A Comprehensive
      plan has been made to increase this number to 7 lacs in this SR.

   5. 7.85 lacs newly eligible voters in the age group of 18 to 19 have been
      identified as per Census upto 10 January 2017, out of which 3.85 lacs
      gap have been filled till July 2017. A Comprehensive plan has been made
      to increase this number to 6.0 lacs.

   6. 18 + domestic migrants 3.00 lacs, people from marginalized groups 3.00
      lacs are targeted to be included in E-roll in this SR.

Strategy:-
   1. Identification of Gaps at micro level :–
      Format 1 to 8 analysis has been done for each polling station and
      assembly constituency.

      1. 17735 polling stations have been identified with a gap of more than
         5 in EP ratio.

2. 8735 polling stations have been identified with a gap of more than 10
     in EP ratio.

  3. 12735 polling stations have been identified with a gap of more than
     100 in gender ratio.

  4. 5730 polling stations have been identified with a gap of more than
     200 in gender ratio.

  5. 47 assembly constituencies have been identified with a gap of more
     than 5 in EP ratio.

  6. 7 districts have been identified with a gap of more than 5 in EP ratio.

  7. 57 assembly constituencies have been identified with a gap of more
     than 50 in gender ratio.

  8. 12 districts have been identified with a gap of more than 50 in gender
     ratio.

  9. 12730 polling stations have been identified with no registration of 18
     + voters since 10th January 2017.

  10. 8730 Polling stations have been identified with no inclusion after
     final publication of SR 2017.

  11. 20 groups of migrants, 40 groups of marginal tribes, 45 groups of 3rd
     genders, 14 Districts having more numbers of NRIs and 12 Districts
     consisting of more numbers of Service Voters will be targeted.

2. Youth Enrollment (including newly eligible Voters) :-

  1. 1440 Campus Ambassadors have been placed.

  2. In all Institutions Nodal Officers has been appointed.

  3. On 29th Aug., 4th Sept., 11th Sept., 18th Sept., 25th Sept.,
     2nd Oct., 9th Oct., 16th Oct., 23rd Oct. and 30th Oct. is
     scheduled for Video Conferencing with these CAs.

4. In this VC the designated official from Office of CEO would
   interact with Nodal Officers and Campus Ambassadors and
   would explain the functions and role of CAs in Election
   process. Detailed instruction about voter education, SVEEP
   activities, Registration process, Voting process, and Ethical
   voting would be shared with them. They would also be
   specifically trained about their role in the process of
   Summary revision. This training shall be in addition to the
   other training programs conducted for them by their
   respective DEO and Nodal Officers.

5. Every month a camp shall be organized by the Nodal officers
   with active participation of NYK, NSS, NCC for inclusion of
   youth.

6. Two camps every month are being organized for enrollment
   of non student youth in the adjoining areas around
   educational institutions with the active participation of NYK,
   NSS, NCC for inclusion of youth.

7. Every month youth voter festival shall be organized by the
  nodal officers of the educational institutions with the help of
  respective EROs.

8. In youth festival series of outreach measures like
   symposium, cycle rally, human rally /chain, folk art program,
   mini marathon, painting, debate, rangoli competitions,
   nukkad natak etc.

9. A portal has been created in CEO web site for regular
   uploading of the activities of regularly and feeding the datas
   on desired format. The password being issued to the Nodal
   officers of the Institutions.

3. Gendar Gap :-

  1. Campus Ambassadors has been sensitized to aware the
     women segments of the society during their youth
     campaign.

  2. Women and Child development department with their
     92,000 anganwadi Kendra has been given the target to enroll
     the left out women.

  3. Anaganwadi workers have been trained to educate such
     families who hold the wrong notion that if women are
     enrolled then they shall become entitled for share in the
     property. This drive has been taken up in Gwalior and
     Chambal divisions specifically.

4. A short film shall be screened in all cinema halls to motivate the
   house wives for enrollment for urban areas.

5. Special camps shall be organized in factories in cities, small
   industrial establishments, commercial establishment which has
   been identified by the DEOs. Such establishments are found in
   32 Districts and ------- in numbers.

  District/AC wise outcome of critical gap analysis after discussion with
  Field Officers below to the level of BLO.

     Gaps in 18+ population is 11262, District / AC wise number of
     additions (fresh electors) are identified & circulated to all districts.
Also duplicate electors are identified and informed to Districts for
        further process.

        12 Districts Sheopur, Morena, Bhind, Chhattarpur, Satna, Rewa, Sidhi,
        Anuppur, Balaghat, Betul, Raisen, Rajgarh are identified with
        difference as per census of more than 30 points.

Situation Analysis :-
        Finalization of Multiple Entries

              Out of 8783 errors, 3959 errors are remaining for correction till
              date.

              Out of 17458 possible cases of duplicate electors, 14869 cases
              are remaining for removal from Roll.

              Out of 22912 duplicate EPIC numbers, 21634 are remaining till
              date for removal.

Proposed strategy to achieve target of healthy ER :-
Identification and Correction of Errors, Methodology of Removal of Multiple
Entries

     For identification of multiple entries and correction of errors, the
     imbalance in EP ratio has been identified for which districts have been
     divided into two categories: one with low EP ratio like Ashok Nagar,
     Umaria, Rajgarh, Badwani and second with high EP Ratio like Bhopal,
     Indore, Balaghat, Chhindwara .

     Districts with high EP Ratio shall be sensitized to remove duplicates and
     with low EP Ratio shall be sensitized to identify the left-out voters.
Identification of errors has been done with the help of ERMS software
     and sent to districts and Booth Level Officers for verification during
     door-to-door survey.
     All districts will be sensitized to procure data from the office of the
     registrar birth and death, and accordingly add and delete names from E-
     roll.
     Special efforts would be made in all such districts where registrations in
     age group of 18-19 is minimal to increase the enrollment. This would be
     in tandem with the ECI's special drive that was carried out from 1st July
     to 31st July 2017.
     Data of PWD will be obtained from the district officers of social welfare
     department throughout the state. This data would facilitate
     identification of PWD voters for inclusion in E-roll.

Activities :-

  All the DEOs/EROs/AEROs/SVEEP nodal officers/supervisors/BLOs shall be
  imparted special training for keeping the E-roll pure and healthy in special
  summary revision.
  All types of possible errors and multiple entries in E-roll shall be visualized
  and shared with all districts for eliminating chances of its occurrence in
  special summary revision.
  BLOs are also provided their booth wise working copy (BLO Register) for
  correction of data errors which is being verified during door-to-door survey.

  In addition BLO shall identify and mark in BLO register about the PwDs and
  kind of disabilities found during door-to-door survey.
  All such districts where there are large number of service voters will be
  special focused upon for enhancing enrollment. The concerned EROs will
  coordinate with Commanding Officers who have been notified for
  maintaining separate portal for army personnel.

  For Age Cohort imbalance and youth participation, the districts/assemblies
  have been identified. Network of NSS is being utilized, Special window is
  being used for registration of youth at places like employment offices,
  vehicle registration office, colleges and other educational centers. Print and
  electronic media is being extensively used along with social networking
  sites for reaching out to young voters.
Maintenance of Records of Removal/Update

     BLO Register has been given to all BLOs indicating format-1 to 8 analysis
     of Roll which includes the entries of the removal and updating.

     Methodology of Deployment of BLO for field visit (single visit / Multiple
     Visits)

     Multiple visit and door to door survey been conducted by all BLOs with
     effect from 15th September and entries are being done in BLO register.

BLOs reporting format

     BLO handed over the format 9, 10 and 11 weekly to ERO through BLO
     supervisor

Removal of ASD Voters :-

           Absentees Shifted Dead electors report submitted by BLO after
           door to door survey. On the basis of report of BLO, ERO will issue
           notice in the name of concerned following due procedure.

           All the above mentioned strategies are being carried out presently
           and all efforts shall be made to achieve the set targets in the
           proposed time frame

Targeted approach :-
Photo improvement

  Field verification of Identified entries by the BLOs–
   Door to door survey is being carried out, BLOs have used their working
   copies / duplicates and error lists / mark copy of ER with registered death
   cases etc and have targeted the completion of the assignment by the end
   of September 2016.

   MP State has 4 Crore good quality coloured photographs in Electoral roll .
   About 96 lac black-n-white/ poor quality photographs are being collected
   through BLO during survey.
EPIC printing is done at district level, private vendors selected and
  monitored through State Level Agency (MPSEDC) and distribution is done
  by BLOs.

  MP State has introduced PVC EPIC since June 2014, almost 52 lac PVC cards
  have been distributed.

Proposed strategy to achieve target of rationalization
of Polling Stations :-
  Correctness of Latitude/longitude of existing PS

     Out of 63976 polling stations, 53105 polling stations have been added on
     GPS. For remaining 9871 polling stations, Revenue department is being
     involved for further additions on GPS.

     Mobile application is being developed by State Level Agency (MPSEDC)
     for verifying authenticity.

  Section optimization

     Polling Stations with only one section or sections with imbalance have
     also been identified through ERMS at State level and lists have been
     provided to EROs for further action. Electors residing in a particular
     family, housing complex or same colony should be registered to vote in
     the same polling stations.

  Location of most suitable PS from BMF, distance and vulnerability/security
  point of view

  Polling stations are to be set up within a radius of 2 kms

     Most of the polling stations have basic minimum facilities. For remaining
     polling stations, we have directed the concerned departments for
     making arrangements for basic minimum facilities such as electricity,
     water, toilets, ramps, shelters, open surrounding area, rooms having two
     doors to be used for polling etc.
Digitization of part boundaries and improvement in Nazri Naksha (Sketch
   Map)

      Instructions have been given to all districts for preparing sketch maps by
      using Auto-CAD. Revenue department has also been engaged for this
      purpose.

Motivation :-

     To motivate voters the youth will be made to take an oath to take part in
     the election process.

     To publicize through Radio, News papers, Neighbours, Relatives and
     Friends.

     Awareness and Educational Camp will be organized in every Polling
     Booth.

     Media displays Hoardings, Banners, Wall paintings and Kiosk will be
     placed in the premises of all Polling Stations.

     To include voluntary organizations in urban area.

     Awareness Campaign through Schools and Colleges.

     Rallies, Contact programs, Campaigns by NYKs, NCC, NSS Song and
     assistance of partners.

Proposed SVEEP activities for improvement of E-Roll :-
  Identification of Gaps :-
  Polling Station wise for EP Ratio, Gender Ratio, Age Cohort and PS wise
  possible errors, duplicates, dead, shifted, absentee voters etc.

  Targeted interventions :-
  In districts with high gender gap like Sheopur, Morena, Bhind, Chhatarpur,
  Satna, Rewa, Sidhi, Anuppur, Betul and Rajgarh
  In districts with low EP Ratio like Ashok nagar, Umaria, Rajgarh, Badwani
  and in districts like Bhopal, Indore, Balaghat, Chhindwara with high EP
  Ratio.
  1480 Campus Ambassadors are active from various colleges and universities
  across the State to campaign for facilitation and motivation of 18-19 age
  group.
On the basis of the above analysis, more than 37 Districts have made their
   SVEEP Plan for Special Summary Revision 2016 and remaining are under
   preparation.
   During door-to-door survey BLO shall identified and record the PwDs with
   the type of disability.
   During door-to-door survey BLO shall identified and record the Electors
   with the age of 80 plus.
   The instruction issued to DEOs on dated 06.09.2016.

Targeted Approach for PwDs :-
   Assembly Constituency wise an Officer has appointed for SVEEP activities
   about PwDs in each district.
   Wide publicity has taken through various mode like print media, electronic
   media, NGOs, partner department etc.
   Special/mobile camps shall be organized to educate, motivate and
   facilitated PwDs.
   Effort made and volunteers prepared from student organization kile NCC,
   NYKS, NSS etc. to motivate and create awareness among PwDs.

   Overall approach :-
   For enhanced registration by youth, partnership with youth organizations
   like NSS, NCC, NYK and special windows at places like Colleges, Universities,
   Passport office, employment office and RTOs, have been set-up.

   Reading of roll in the meeting of Gram Sabha and linking with “Gram Uday
   Se Bharat Uday Abhiyan”.

   Intensive drive for Illiterates, PwDs, Tribal, Minorities, Backward classes and
   other marginalized groups like homeless, migrants, service voters, NRIs and
   third gender etc.

   “Matdata Jagrukta Rath” or Mobile Vans are mobilized to all polling booths
   and through this motivation for self declaration by the electors for
   correction, inclusion, repeated entries and ASD voters.
A special drive to strengthen “Know your BLO” campaign is on-going.
Through this campaign voters are informed about the name, contact
number of BLO and name of the sections included in PS. Campaigning with
the help of partner departments like banks, post offices and different
associations.

Regular meeting of political parties at district level to inform the progress
and motivation for purification drive through their Booth Level Agents.
Signature campaigns, nukkad nataks, puppet shows, announcement
through loudspeakers for spreading the awareness among voters.
Extensive use of Akashwani, Doordarshan, FM Radios, Cable Operators,
Other private electronic channels, print media, Cinema Halls and Jingles
through various local FM channels for spreading awareness and motivation.

SMS and caller tune campaign is undertaken by TRAI, BSNL and other
mobile service providers.

Partner departments and stake holders such as SHGs led by women,
Anganwadi workers, ASHA, lady Doctors and NGOs are extensively used for
dissemination and display of publicity material related to NERP at
prominent locations of greater footfall.

Reading of roll in the meeting of RWAs, local bodies by BLOs and booth
level awareness groups (BAGs) formed in all 63976 PSs.

Office of Chief Electoral Officer of State issued the direction to all Districts
and SVEEP Partner departments in SSR 2017.

          Software based flagging of 17 Types of Errors, Same or Poor or
          Monochrome Images, Same EPIC entries is not provided by the ECI
          IT Team. Error checking is done by MP State software considering
          errors in both languages i.e. English and Hindi.

          Creation of data entry facilities at Election web portals to capture
          data on Dead, repeat and shifted entries in the ER voluntarily by
          the citizens and political parties with captcha facility by ECI team
          and CEOs – No such facility is provided till date, our State IT team
          is working on it to create such facility.

          Image comparison for possible repeat entries on paper or on
          screen (module to be developed by ECI IT Team) – This utility will
          become boon for de-duplication process, but this is not provided
          by ECI IT team.
