ENGLISH Information note: 2022 review of EU SDG indicator set
Annual reviews of the EU SDG indicator set serve to provide for continuous policy relevance and to enhance the statistical
quality. The reviewed set used for the 2022 edition of the EU SDG monitoring report is now implemented on Eurostat’s
website.
MAJOR MODIFICATIONS COMPARED TO THE PREVIOUS EU SDG INDICATOR SET 2021:
Goal 1 – No poverty: New indicator sdg_01_31 ‘Severe material and social deprivation rate by age group and sex’
replaces former indicator sdg_01_30 ‘Severely materially deprived people‘.
Goal 1 – No poverty: Modification of indicator sdg_01_40 ‘People living in households with very low work
intensity, by age group’; implementation of breakdown by age group < 65 years old and < 18 years old.
Goal 1 – No poverty: New indicator sdg_01_50 ‘Housing cost overburden rate by poverty status’ replaces former
indicator sdg_01_60 ‘Population living in a dwelling with a leaking roof, damp walls, floors or foundation or rot in
window frames of floor by poverty status ‘.
Goal 2 – Zero hunger: New indicator sdg_02_52 ‘Use of more hazardous pesticides (source: DG SANTE)’ replaces
former indicator sdg_02_51 ‘Harmonised risk indicator for pesticides (HRI1), by groups of active substances
(source: DG SANTE)‘.
Goal 4 – Quality education: Updated title of indicator sdg_04_40 ‘Low achieving 15-year-olds in reading,
mathematics or science (source: OECD)’.
Goal 5 – Gender equality: Modification of indicator sdg_05_30 ‘Gender employment gap’ implementation of
breakdown by type of employment.
Goal 6 – Clean water and sanitation: Modification of indicator sdg_06_20 ‘Population connected to at least
secondary waste water treatment’, implementation of EU-27 aggregate.
Goal 8 – Decent work and economic growth: Modification of indicator sdg_08_60; name changed to ‘Fatal
accidents at work per 100 000 workers, by sex’.
Goal 9 – Industry, innovation and infrastructure: Modification of indicator sdg_09_40; name changed to ‘Patent
applications to the European Patent Office by applicants' / inventors' country of residence (source: EPO)’;
increased Member States’ data availability; implementation of breakdown with data by country of applicant and
country of inventor.
Goal 9 – Industry, innovation and infrastructure: Modification of indicator sdg_09_50 name changed to ‘Share of
buses and trains in inland passenger transport’.
Goal 9 – Industry, innovation and infrastructure: Modification of indicator sdg_09_60 name changed to ‘Share of
rail and inland waterways in inland freight transport’.
Goal 11 – Sustainable cities and communities: New indicator sdg_11_11 ‘Severe housing deprivation rate’ with
breakdown by ‘poverty status’ implemented. Replaces former indicator sdg_11_10 ‘Overcrowding rate”.
Goal 11 – Sustainable cities and communities: New indicator sdg_11_51 ‘Years of life lost due to PM2.5 exposure
(source: EEA)’ replaces former indicator sdg_11_50 ‘Exposure to air pollution by particulate matter (source: EEA)’.
Goal 12 – Responsible consumption and production: New indicator sdg_12_21 ‘Raw material consumption (RMC)
replaces former indicator sdg_12_20 ‘Resource productivity and domestic material consumption (DMC)’.
Goal 13 – Climate action: Modification of indicator sdg_13_10 name changed to ‘Net greenhouse gas emissions
(source: EEA)’.
Goal 13 – Climate action: New indicator sdg_13_21 ‘Net greenhouse gas emissions of the Land use, Land use
change and Forestry (LULUCF) sector (source: EEA)’ replaces former indicator sdg_13_20 ‘Greenhouse gas

Goal 13 – Climate action: Deletion of former indicator sdg_13_30 ‘Mean near-surface temperature deviation
(source: EEA)’.
Goal 14 – Life below water: Modification of indicator sdg_14_10 name changed to ‘Surface of the marine
protected areas (source: DG ENV; EEA)’.
Goal 14 – Life below water: Modification of indicator sdg_14_21 name changed to ‘Estimated trends in fish stock
biomass, by fishing areas (source: JRC-STECF)’; new dimension ‘EU total marine areas’ implemented.
Goal 14 – Life below water: Modification of indicator sdg_14_30 name changed to ‘Estimated trends in fishing
pressure, by fishing area (source: JRC-STECF)’; new dimension ‘EU total marine areas’ implemented.
Goal 14 – Life below water: Modification of indicator sdg_14_50 name changed to ‘Global mean surface seawater
acidity (source: CMEMS)’.
Goal 15 – Life on land: Modification of indicator sdg_15_20 name changed to ‘Surface of the terrestrial protected
areas (source: DG ENV; EEA)’.
The replaced indicators of the EU SDG indicator set 2021 are still visible in the data tree under the folder ‘Replaced EU SDG
indicators’.

EU SDG Indikatorensets
Die jährlichen Überprüfungen des EU SDG Indikatorensets dienen dazu, die kontinuierliche politische Relevanz zu
gewährleisten und die statistische Qualität zu verbessern. Das überarbeitete Paket, das für die 2022er Ausgabe des
EU Überwachungsberichts über die Nachhaltigkeitsziele verwendet wurde, wird nun auf der Eurostat-Website umgesetzt.
WESENTLICHE ÄNDERUNGEN GEGENÜBER DEM VORHERIGEN EU SDG INDIKATORSET 2021:
Ziel 1 – Keine Armut: Der neue Indikator sdg_01_31 „Rate der erheblichen materiellen und sozialen Deprivation
nach Alter und Geschlecht“ ersetzt den früheren Indikator sdg_01_30 „Unter erheblicher materieller Deprivation
leidende Personen“.
Ziel 1 – Keine Armut: Änderung des Indikators sdg_01_40 „In Haushalten mit sehr niedriger Erwerbstätigkeit
lebende Personen, nach Altersklasse“; Erweiterung der Altersgruppen auf < 65 Jahre und < 18 Jahre.
Ziel 1 – Keine Armut: Der neue Indikator sdg_01_50 „Quote der Überbelastung durch Wohnkosten nach
Armutsgefährdung“ ersetzt den früheren Indikator sdg_01_60 „Bevölkerung, die in einer Wohnung mit
undichtem Dach, Feuchtigkeit in den Wänden, in den Böden, im Fundament oder Fäulnis in den Fensterrahmen
oder im Boden lebt nach Armutsgefährdung“.
Ziel 2 – Kein Hunger: Der neue Indikator sdg_02_52 „Einsatz gefährlicherer Pestizide (Quelle: DG SANTE)“ ersetzt
den früheren Indikator sdg_02_51 „Harmonisierter Risikoindikator für Pestizide (HRI1), nach Wirkstoffgruppen
(Quelle: DG SANTE)“.
Ziel 4 – Hochwertige Bildung: Änderung des Indikators sdg_04_40 Name geändert in „15-Jährige mit schlechten
Leistungen in den Bereichen Lesen, Mathematik und Naturwissenschaften (Quelle: OECD)“.
Ziel 5 – Geschlechtergleichstellung: Änderung des Indikators sdg_05_30 „Geschlechtsspezifische Unterschiede bei
der Beschäftigung“; neue Untergliederung nach Art der Beschäftigung hinzugefügt.
Ziel 6 – Sauberes Wasser und Sanitärversorgung: Änderung des Indikators sdg_06_20 „Bevölkerungsanteil, der
zumindest an eine Kläranlage sekundärer Behandlung angeschlossen ist“; EU-27 Aggregat hinzugefügt.
Ziel 8 – Menschenwürdige Arbeit und Wirtschaftswachstum: Änderung des Indikators sdg_08_60 Name geändert
in „Tödliche Arbeitsunfälle pro 100 000 Arbeiter, nach Geschlecht“.
Ziel 9 – Industrie, Innovation und Infrastruktur: Änderung des Indikators sdg_09_40 Name geändert in
„Patentanmeldungen beim Europäischen Patentamt nach Wohnsitzland der Anmelder / Erfinder (Quelle: EPA)“;
verbesserte Verfügbarkeit von Daten in den Mitgliedstaaten; neue Untergliederung nach Wohnsitzland der
Anmelder und Wohnsitzland der Erfinder hinzugefügt.
Ziel 9 – Industrie, Innovation und Infrastruktur: Änderung des Indikators sdg_09_50 Name geändert in „Anteil von
Bussen und Zügen am inländischen Personenverkehr“.
Ziel 9 – Industrie, Innovation und Infrastruktur: Änderung des Indikators sdg_09_60 Name geändert in „Anteil der
Eisenbahn und Binnenschifffahrt am inländischen Güterverkehr“.
Ziel 11 – Nachhaltige Städte und Gemeinden: Neue Indikator sdg_11_11 „Quote schwerer wohnungsbezogener
Deprivation nach Armutsgefährdung“ mit Untergliederung nach Armutsgefährdung hinzugefügt. Ersetzt den
früheren Indikator sdg_11_10 „Überbelegungsrate nach Armutsgefährdung“.
Ziel 11 – Nachhaltige Städte und Gemeinden: Der neue Indikator sdg_11_51 „Durch PM2,5-Exposition verlorene
Lebensjahre (Quelle: EUA)“ ersetzt den früheren Indikator sdg_11_50 „Belastung durch Luftverschmutzung mit
Schwebstaub (Quelle: EUA)“.
Ziel 12 – Verantwortungsvoller Verbrauch und Produktion: Der neue Indikator sdg_12_21 „Rohstoffverbrauch
(RMC)“ ersetzt den früheren Indikator sdg_12_20 „Ressourcenproduktivität und inländischer Materialverbrauch
(DMC)“.
Ziel 13 – Klimaschutz: Änderung des Indikators sdg_13_10 Name geändert in „Netto-Treibhausgasemissionen,
nach Quellensektor (Quelle: EUA)“.Eurostat, 20/05/2022
Ziel 13 – Klimaschutz: Der neue Indikator sdg_13_21 „Netto-Treibhausgasemissionen aus den Bereichen
Landnutzung, Landnutzungsänderung und Forstwirtschaft (Quelle: EUA)“ ersetzt den früheren Indikator
sdg_13_20 „Intensität der Treibhausgasemissionen durch Energieverbrauch (Quelle: EUA und Eurostat)“.
Ziel 13 – Klimaschutz: Streichung des früheren Indikators sdg_13_30 „Mittlere Oberflächentemperatur-
abweichung (Quelle: EUA)“.
Ziel 14 – Leben unter Wasser: Änderung des Indikators sdg_14_10 Name geändert in „Fläche der
Meeresschutzgebiete (Quelle: GD ENV; EUA)“.
Ziel 14 – Leben unter Wasser: Änderung des Indikators sdg_14_21 Name geändert in „Geschätzte Entwicklung der
Fischbestandsbiomasse, nach Fischereigebieten (Quelle: JRC-STECF)“; neue Untergliederung nach „EU-
Meeresgebiete insgesamt“ hinzugefügt.
Ziel 14 – Leben unter Wasser: Änderung des Indikators sdg_14_30 Name geändert in „Geschätzte Entwicklung
des fischereilichen Drucks nach Fanggebieten (Quelle: JRC-STECF)“; neue Untergliederung nach „EU-
Meeresgebiete insgesamt“ hinzugefügt.
Ziel 14 – Leben unter Wasser: Änderung des Indikators sdg_14_50 Name geändert in „Globaler mittlerer
Säuregehalt des Oberflächenmeerwassers (Quelle: CMEMS)“.
Ziel 15 – Leben an Land: Änderung des Indikators sdg_15_20 Name geändert in „Fläche der geschützten
Landgebiete (Quelle: GD ENV; EUA)“.
Die ersetzten Indikatoren des SDG-Indikatorsatzes 2021 der EU sind nach wie vor im Datenbaum im Ordner „Ersetzte EU
SDG Indikatoren“ sichtbar.
Einzelheiten zum Verfahren und zu den Ergebnissen der Überprüfung des SDG-Indikatorsatzes der EU im Jahr 2022 sind
diesem Bericht zu entnehmen. Als Excel-Datei stehen sowohl das neue EU SDG Indikatorenset 2022 sowie die

d’indicateurs ODD de l’UE
Les examens annuels de l’ensemble d’indicateurs ODD de l’UE servent à renforcer la pertinence des politiques et à
améliorer la qualité statistique. L’ensemble révisé utilisé pour l’édition 2022 du rapport de suivi des ODD de l’UE est à
présent mis en œuvre sur le site web d’Eurostat.
PRINCIPALES MODIFICATIONS PAR RAPPORT À L’INDICATEUR PRÉCÉDENT DE L’UE POUR LES ODD POUR
2021:
Objectif 1 — Pas de pauvreté: Le nouvel indicateur sdg_01_31 « Taux de privation matérielle et sociale sévère par
âge et sexe » remplace l’ancien indicateur sdg_01_30 « Personnes en situation de privation matérielle sévère ».
Objectif 1 — Pas de pauvreté: Modification de l’indicateur sdg_01_40 « Personnes vivant dans des ménages avec
une très faible intensité de travail par classe d'âge »; extension de la tranche d’âge à l’âge de < 65 ans et < 18 ans.
Objectif 1 — Pas de pauvreté: Le nouvel indicateur sdg_01_50 « Taux de surcharge des coûts du logement par
statut de pauvreté » remplace l’ancien indicateur sdg_01_60 « Population vivant dans un logement ayant soit des
fuites dans la toiture, soit des murs, sols ou fondations humides, soit de la pourriture dans l'encadrement des
fenêtres ou au sol par statut de pauvreté ».
Objectif 2 — Une faim zéro: Modification de l’indicateur sdg_02_52 « Utilisation de pesticides plus dangereux
(source: DG SANTE) » remplace l’ancien indicateur sdg_02_51 « Indicateur de risques harmonisé des pesticides
(HRI1), par groupes de substances actives (source: DG SANTE) ».
Objectif 4 — Éducation de qualité: Modification de l’indicateur sdg_04_40 nom devenu « Jeunes de 15 ans ayant
une maîtrise insuffisante en compréhension de l’écrit, en mathématiques et en sciences (source: OCDE) ».
Objectif 5 — Égalité entre les sexes: Modification de l’indicateur sdg_05_30 « Écart d'emploi entre les hommes et
les femmes par type d’emploi »; nouvelle ventilation par type d’emploi ajoutée.
Objectif 6 — Eau propre et assainissement: Modification de l’indicateur sdg_06_20 « Population connectée au
moins à un traitement secondaire des eaux usées »; nouvelle agrégation EU-27 ajoutée.
Objectif 8 — Travail décent et croissance économique: Modification de l’indicateur sdg_08_60 nom devenu «
Accidents de travail mortels par 100 000 travailleurs, par sexe ».
Objectif 9 — Industrie, innovation et infrastructures: Modification de l’indicateur sdg_09_40 nom devenu
« Demandes de brevets déposées auprès de l'Office européen des brevets en fonction du pays de résidence des
demandeurs / inventeurs (source: OBE) »; disponibilité accrue des données des États membres ; nouvelle
ventilation par type de fonction du pays de résidence des demandeurs et du pays de résidence des inventeurs
ajoutée.
Objectif 9 — Industrie, innovation et infrastructures: Modification de l’indicateur sdg_09_50 nom devenu « Part
des bus et des trains dans le transport intérieur de passager ».
Objectif 9 — Industrie, innovation et infrastructures: Modification de l’indicateur sdg_09_60 nom devenu « Part
du transport par voie ferroviaire et voies navigables intérieures dans le transport intérieur de fret ».
Objectif 11 — Villes et communautés durables: Le nouvel indicateur sdg_11_11 « Taux de privation sévère liée au
logement par statut de pauvreté » avec ventilation par statut de pauvreté ajoutée. Remplace l’ancien indicateur
sdg_11_10 « Taux de surpeuplement par statut de pauvreté ».
Objectif 11 — Villes et communautés durables: Le nouvel indicateur sdg_11_51 « Années de vie perdues en
raison de l’exposition aux PM2,5 (source: AEE) » remplace l’ancien indicateur sdg_11_50 « Exposition à la

Objectif 12 — Consommation et production responsables: Le nouvel indicateur sdg_12_21 « Consommation de
matières premières (RMC) » remplace l’ancien indicateur sdg_12_20 « Productivité des ressources et
consommation intérieure de matières (CIM) ».
Objectif 13 — Mesures relatives à la lutte contre les changements climatiques: Modification de l’indicateur
sdg_13_10 nom devenu « Émissions nettes de gaz à effet de serre, par secteur source (source: AEE) ».
Objectif 13 — Mesures relatives à la lutte contre les changements climatiques: Le nouvel indicateur sdg_13_21 «
Émissions nettes de gaz à effet de serre résultant des secteurs d’utilisation des sols, de changement d'utilisation
des sols et de sylviculture (LULUCF) (source: AEE)» remplace l’ancien indicateur sdg_13_20 « Intensité
d'émissions de gaz à effet de serre par consommation d'énergie (source: AEE et Eurostat) ».
Objectif 13 — Mesures relatives à la lutte contre les changements climatiques: Suppression de l’ancien indicateur
sdg_13_30 « Déviation moyenne de la température de la surface proche (source: AEE) ».
Objectif 14 — Vie aquatique: Modification de l’indicateur sdg_14_10 nom devenu « Surface des sites marins
protégés (source: DG ENV; AEE) ».
Objectif 14 — Vie aquatique: Modification de l’indicateur sdg_14_21 nom devenu « Tendances estimées de la
biomasse du stock de poissons par zones de pêche (source: JRC-STECF) » ; nouvelle ventilation par « Zone marine
totale de l’UE « ajoutée.
Objectif 14 — Vie aquatique: Modification de l’indicateur sdg_14_30 nom devenu « Tendances estimées de la
pression de pêche, par zone de pêche (source: JRC-STECF) » ; nouvelle ventilation par « Zone marine totale de

protégés (source: DG ENV; AEE) ».
Les indicateurs remplacés de l’ensemble d’indicateurs 2021 de l’UE sur les ODD sont toujours visibles dans l’arbre de

Le présent rapport fournit des informations détaillées sur le processus et les résultats de l’examen 2022 de l’ensemble
