THEME BACKGROUND

Bali is a small island with an area of 5,780 km2 and a population of 4,2 millions in 2014. But
although it is small, Bali makes up almost 40% of the total tourism revenue in Indonesia.

In 2010, Bali received the Best Island award from Travel and Leisure because of its attractive
surroundings (both mountain and coastal areas), diverse tourist attractions, excellent international
and local restaurants, the Balinese culture, religion and the friendliness of the local people. During
the same year in August, Bali also gained more recognition thanks to the movie "Eat, Pray, Love"
which was starring Julia Roberts.

"Bali is a living postcard, an Indonesian paradise that feels like a fantasy. Soak up the sun on a
stretch of fine white sand, or commune with the tropical creatures as you dive along coral ridges
or the colorful wreck of a WWII war ship. On shore, the lush jungle shelters stone temples and
mischievous monkeys. The “artistic capital” of Ubud is the perfect place to see a cultural dance
performance, take a batik or silver-smithing workshop, or invigorate your mind and body in
a yoga class."

Beside awarded as one of the World's Best Islands, ranking second after Santorini, Greece on
BBC Travel released in 2011, Tripadvisor also published on 21 March 2017, its annual list of
Travelers' Choice Awards and rewarded Bali as the top favorite destination in the world.

However, beyond the glitz & glam of how beautiful the tourism described this island, Bali cannot
be sustainable without the support of other sectors. During this Film Lab, we will discuss social,
cultural and environmental issues that participants may choose to focus and share ideas about
what we can do to improve this situation better with movie:

    1. Food security
    2. Land Loss
    3. Quality Education
    4. Human development and mental revolution
    5. Youth Innovation

                                                                                               Page 6
1. Food Security

At one side, the enormous tourist population brings a great economics improvement in Bali, but in
another side it threatens the food security of the whole island. Several facts noted to know:
The farmers of Bali have been gifted with a 3,000 sqm prosperous land from their forefathers,
yet they struggle to live with only a meager income of USD 5 per day.
For hundred of years living in comfortable 2 seasons (wet and dry), farmers of Bali are not
prepared with recent unprecedented extreme weather caused by climate change.
Overdependency on mono-crops leaves no room for alternatives in the case of a poor season.
Bali cannot provide food for itself as the value of the farmer decreases and employment is
sought in tourism. 70% of vegetables, fruits, and flowers are imported from Java Island. Rice
is also imported from other countries including Vietnam, India and Myanmar.
Decades of monocropping and chemical abuse have rendered Bali's once-fertile volcanic soil
    drier and nutrient-deficient.
Balinese farmers know how to plant, but not what to plant; how to harvest but not how to sell.
“Don’t be a farmer like mom and dad,” is a message passed on to all the young generations of
Balinese today. Yet, if there are no future farmers, there will be no food and no future.

2. Land Loss

The last 15 years have seen rampant development as a response to growing number of tourists,
local transmigrant and ex-pats. Farmland is being developed for tourism at a rate of 1,000 -
3,000 hectare per year. A famous proverb even says, "Javanese sells meatballs to buy a land in
Bali, while Balinese sells land to buy meatballs." For families whose only asset is their inherited
land, the lure of selling it for a large sum of money is great. There are several other reasons that
contributes to land loss:
Lack of entrepreneurship, innovative and financial management skills among local farmers.
Farming is not subsisidized by the government and cannot compete with the economic gains
offered in tourism. Furthermore, farmers tend to seek for a quick shortcut by selling their land
to gain income without long term plans.
Land speculation and money laundering have created a real estate bubble. Sellers' exorbitant
profits have fomented a sense of entitlement and greed on a scale not seen previously. This
greed supersedes thousands of years of a sacred relationship with the land and threatens the
     future of Balinese culture.
Many who settle in Bali are highly interested to build private homes with pools in the middle of
     the working agricultural landscape.

3. Quality Education

High quality education has an important role in reducing poverty for a long term in Bali. However,
without balancing the increase of income and quality education, such as farmers with high
education but low income in agriculture, will prefer to sell their land for tourism. Important facts to
note about farmers' education in Bali:
In 2015, approximately 50% of Balinese farmers are recorded to graduate from elementary
school and 18% from high school.
There is only one agricultural vocational school in Bali, named SMKN 1 Petang Bali, which
is owned by the government and has approximately 300 students per year with strong

                                                                                                 Page 7
agricultural background in the family.
However, a quick survey in 2017 revealed that almost 90% of students at SMKN 1 Petang do
not want to be a farmer. They prefer and are encouraged by the parents to work in a hotel or
cruise. Approximately less than 10% pursued a higher degree in agriculture, but there is no
    further data about the undergraduates.
A quick survey also showed that most farmers who only graduated from elementary school
cannot properly count and track the production cost, family income and expenses. The
concept of saving money is not enforced in the family, and farmers tend to live in a debt cycle.

4. Human development and mental revolution

With a low quality of education for farmers, a meager income of only USD 5 per day, and tight
competition in the tourism, there are several traits easily found among adults and the younger
generation of Balinese:
Low literacy level. In general, Indonesia ranked 60th out of 61th nations.
Lack of interest in reading and watching, due to the limited number of library, cinema and
    online access to resources.
Lack of persistence to move forward, since life is fairly good with friendly climates and strong
connections in local community to help each other.
Lack of innovation to stand out as an individu. Indonesia is a collectivistic country, which
emphasizes the needs and goals of the group as a whole. The mentality of being the same
is much stronger and more enforced than being different or unique. This culture can be
observed from local businesses that tend to copy each other, instead of being unique and
    support each other.
Lack of confidence and feelings of inferior to foreigners, as a result of long colonialization
and media influences that is not balance in portraying and comparing Indonesia with other
    countries to local audiences.

5. Youth Innovation

Health Minister Nila Farid Moeloek at the inter-ministerial conference on the South-South and
Triangular Cooperation (SSTC), which was taking place in Bali, 18-20 September 2019 particularly
highlighted that developing countries were seeing an increase in their young and productive
population as a result of high fertility rates.

"In Indonesia, the proportion of young population is estimated to reach its peak in 2030," Nila
further said, preparation and management in dealing with these situations were necessary.

In February 2018, the number of workforce population in Bali reached 2,584,943 people.
Roughly 67% of the total estimated population.
The number that works in the formal sector reached 48%, while in the informal sector reached
52%. Those who are entrepreneurs are only 16% of this total.

Although the rate of open unemployment in Bali is only 0,7% it is wiser to start preparing the
young generations to be socio-preneurs for a more sustainable and environment-friendly business
and competition in the future.

                                                                                              Page 9
