     Singapore has enjoyed industrial peace and harmony for many decades. Strong tripartite ties are a cornerstone
     of this social compact which has benefited employers, workers and the government. This harmonious tripartite
     relations, often cited as the cornerstone of Singapore’s economic success did not come by chance but nurtured
     and developed carefully over the years.

     The ability to comprehend adequately and address proactively the development of employment and industrial
     relations issues will give organisations a competitive edge. This competitive edge can be sharpened further
     when it is undergirded by strong bipartite ties/labour-management relations (LMR).

     Strong bipartite ties/LMR would lead to the development of appropriate practices and policies with win-win
     outcomes in the management of an organisation’s most important asset, its human capital.

     To support unions’ efforts in strengthening its bipartite ties with their respective employers, OTCi offers the
     following options:

HR WSQ in
INDUSTRIAL
RELATIONS
The Singapore Workforce Skills Qualifications (WSQ) is a national accreditation system that trains, develops,
assesses and recognises workers for competencies which they need to stay employable. In the area of human
resource management, the Human Resource WSQ (HR WSQ) is designed to build industry competencies and
skills formation and career progression of HR professionals and people managers.

OTCi is the first training provider in Singapore to offer Industrial Relations (IR) courses under the
HR WSQ framework. Developed by experienced HR and IR practitioners, the modules offered will provide
participants with in-depth and practical insights into IR matters, at both the national and organisational levels.

It aims to empower HR professionals and people managers, in order to take the necessary actions that would
lead to positive outcomes at the workplace.

Modules can be customised, i.e., arranged and based on dates proposed by the organisation, with a minimum
class size of 18, subject to availability of trainers.

Certification
Participants will be issued with a Statement of Attainment (SOA) upon successful completion of each module
and assessment of the course.

MANAGE INDUSTRIAL RELATIONS PROCESSES (LEVEL 3)

This module addresses the skills and knowledge to support industrial relations activities. It provides a broad
perspective of industrial relations in Singapore, providing participants with a clear understanding of the role of
each tripartite partner as well as key activities relating to effective labour-management relations. Participants will
also gain an important overview of the collective bargaining process.

This module will cover the following:
 • Industrial practices and tripartism
 • Government and legal frameworks
 • Trade unions in Singapore and Employers’ Federation – their development and role
 • Labour-Management relations
 • Code of IR practice
 • Collective bargaining
 • Wage system and restructuring
 • Grievance handling, dispute and negotiation processes (in the organisation’s context)

RESOLVE GRIEVANCES AND DISPUTES (LEVEL 4)

     This module aims to develop the knowledge and skill sets necessary to resolve grievances and disputes
     effectively. It is ideal for HR managers and line managers/supervisors who deal with workplace grievances and
     disputes. Knowing the appropriate policies and procedures will also help organisations take the necessary
     action to proactively address issues before they can arise. The programme also covers how investigations into
     claims are to be carried out and successful negotiation techniques that can be applied to grievance and dispute
     settlement.

     This module will cover the following:
      • Singapore’s legal framework and code of IR practice
      • Effective communication skills required to prevent escalation of grievances and disputes
      • Collective bargaining and negotiation skills
      • Facilitation and grievance handling skills and techniques
      • Appropriate disciplinary actions
      • Working with involved parties to investigate validity and credibility of claims
      • Steps required in the event where termination of service is required
      • Proper dismissal handling procedures
