No. 1 for the fiscal year ending June 30, 2021, which is now being considered by the Board of Trustees of
School District No. 1, will be held at the District Administration Office in Ranchester, Wyoming on the 17th
day of August, 2021 during the regularly scheduled meeting at 6:00 P.M. at which time any and all persons
may appear and be heard respecting such budget.

Parent Welcome Back Letter 2021
Parents of SCSD#1 students,
Well, it’s hard to believe but the 2021-22 school year is just around the corner. School starts on
August 23rd, and registration is now open on the DISTRICT WEBSITE. If you have questions
about registration, you can contact Tassie Pitman at 655-9541 x-1106.
While I had hoped we would be starting the school year ‘normally’, the rise in cases of the Delta
variant of Covid 19 causes us to continue to address the health and safety of students and staff.
In cooperation with Sheridan County Public Health, the Wyoming Department of Health, and
discussions with Sheridan Districts 2 & 3, our plan for the start of the school year is to follow the
CDC guidelines and recommend students and staff wear masks to help slow the spread of
Covid 19. This includes bus transportation as well. What does this mean? It means that it is up
to parents and staff to decide if they will wear face coverings or not. No shame, no judgment,
whether people choose to wear masks or not. My hope is that as we get back into the routine of
school and less people are traveling and being exposed to large groups of strangers (I am not
referencing anyone’s relatives by that statement) ; ) we will see the spread of the virus reduced
in our county and state. This situation is fluid and we will adjust as necessary.
We ask that all staff and students self-screen for symptoms of illness prior to attending school
each day. Below is the screening protocol.
SCSD1 Self Screening Protocol
To protect staff and students from contracting COVID-19 at the workplace, staff and students
must self-screen for COVID-19 symptoms before coming to school. If your child will miss school
due to illness, please contact your child’s school office.
Please check in with your child each morning for signs of illness. If your child has the following
symptoms (that are outside their normal symptoms) they should not go to school:
● Fever (temperature of 100.4 degrees or higher)
● Sore throat
● Cough
● Diarrhea
● Severe headache
● Vomiting
● Body aches
● New loss of taste or smell
● Runny nose or congestion
If you are concerned that your child may have COVID-19, please contact your child’s medical
provider. If your child is placed on local and/or state quarantine orders due to COVID-19, or
Packet page 19 of 51tests positive for COVID-19, please contact your child’s school principal so that arrangements
for their learning can be made.
When to Seek Emergency Medical Attention
Look for emergency warning signs for COVID-19. If someone is showing any of these signs,
seek emergency medical care immediately:
● Trouble breathing
● Persistent pain or pressure in the chest
● New confusion
● Inability to wake or stay awake
● Bluish lips or face
This list is not all possible symptoms. Please call your medical provider for any other symptoms
that are severe or concerning to you.
Call 911 or call ahead to your local emergency facility: Notify the operator that you are seeking
care for someone who has or may have COVID-19.
Quarantine/Isolation Guidelines: The district will adhere to guidelines from state and local
health officials for quarantines and isolation. Students and staff who test positive for COVID-19
or who are identified as close contacts with a positive case will be required to quarantine as
follows:
❖ Positive Cases: Individuals who test positive for COVID-19 must isolate until the
following three things are true: 1) there is no fever for at least 24 hours, without the help
of fever-reducers; 2) other symptoms have improved since they first began; AND 3) at
least 10 days have passed since symptoms first began.
❖ Close Contacts: Individuals who are close contacts with positive cases must isolate for
10 days without testing, or 7 days after receiving a negative test result (Test must occur
on day 5 or later; both PCR and rapid/antigen are acceptable). In cases where both
individuals are masked, no quarantine is required.
❖ Vaccinated Individuals: Fully vaccinated individuals are not required to quarantine if
exposed to a positive case. Individuals are considered fully vaccinated fourteen days
after receiving the final dose of the vaccine.
Vaccines: Individuals who are fully vaccinated for COVID-19 are not required to quarantine if
exposed to a positive case. Vaccines are available at multiple sites throughout Sheridan
County.
Activities: Students participating in activities and athletics will be required to adhere to
protocols established by the activities department at their school, as well as adhering to
protocols when visiting other venues. Masking on buses is currently not required for activity
trips, but this practice is subject to change with guidance from Public health, Athletic Directors
(A.D.’s) and the Wyoming High School Activities Associaion (WHSAA).
Packet page 20 of 51Visitors/Events: Visitors are currently welcome to attend events at our schools with masks
being optional. The district will adhere to guidelines set by the WHSAA for events. At present,
there are no spectator limits in place.

review. Mr. Smith reported that the district had received a donation of a beef from David Hannahs that resulted
in 320 pounds of hamburger for the district to use for their lunch program.

Mr. Kilbride reported that training has started and is going well for Lee Zimmer, our new Technology Integration
Facilitator and Fred Hollingshead, our new CSVA Director. Mr. Kilbride also has a meeting set with Dr. Hunter
and Dr. Haar on August 5th to discuss any new regulations/guidelines that might be sent from the CDC
concerning the start of the school year.

this year, listening to their concerns about graduation dates and also for a pay raise this year.

Mr. Krumm and Mr. Kilbride reported that they were a part of the BOCHES meeting and that revenues are down
everywhere in the state except Sheridan County. Mr. Lofgren reported that the Joint Powers Board will begin
natural gas hook-ups in August and that the contract was awarded to a local company.

ABSENCES AND EXCUSES
Regular attendance is of prime importance in the educational process. All students are expected to attend school on a
consistent basis to insure optimal learning.
Absence: Absence is defined as “any time a child is not in school”. This includes partial days, or class periods for grades 6-12 (if a
student misses more than two hours of school, K-5 it will be counted as 1/2 day of absence), and full days.
Excused Absence: Absences occurring during school hours shall be considered excused absences for the following reasons:
illness of the student, death in the family, medical or dental, observance of religious holiday, state fair exhibitor, or for any reasons for
which the principal considers that exemption from attendance is in the best interest of the student.
Unexcused Absence: Unexcused absence means the absence which may include: family vacations, child care situations, non-
school-related activities, missed school bus, or other reasons unacceptable to the school. After 3 unexcused absences the student
will be reported to the county attorney for truancy prevention. After 6 days of unexcused absences the student will be reported to the
county attorney for truancy and Educational Neglect will be pursued.
Steps To Be Taken by the Sheridan County School District #1 Schools To Ensure Good Attendance for All
Schools will make sure that school attendance policies are provided to the parents/guardians of all students on a yearly
basis during registration.
If a student is absent on any given day and the office has not been contacted by the parent/guardian, the school office will
attempt to contact parent/guardian to verify the absence.
On the 4th absence of the academic year, the school will make a “personal contact” with the student’s parent/guardian by
either the principal or the school counselor. A letter may be sent home and a meeting may be scheduled.
NOTE: If prior arrangements for educational needs of the student were made and/or the absences were determined, by the
principal or designee, to be reasonable, no parent contact, meeting or letter may be necessary.
Following the 8th absence of the academic year, the school will contact the parents/guardians to set up a meeting. A letter
will be sent to include the student’s attendance record and date and time of the meeting. Minutes will be kept concerning
the meeting, and one or more of the following steps may be agreed upon at this meeting:
Discussion of the reasons of the excessive absences
Review or take into account the historical attendance issues for a student
Development of a contract (attendance improvement plan) with parents and student.
Discussion of make-up work, remediation, summer school, etc.
The school may request Doctor’s verification with dates for student absences
Outline further steps to be taken if the problem continues.
NOTE: If prior arrangements for educational needs of the student were made and/or the absences were determined, by the
principal or designee, to be reasonable, no parent contact, disciplinary actions (if any), meeting or letter may be necessary.
Following the 12th absence of the academic year, if the previous meetings and interventions have not resolved the
attendance issue, a letter may be sent home and another meeting scheduled with the parent/guardian and student. The
letter may include the following:
Review of the attendance/academic problem
Description of previous agreed upon solutions from previous meetings, and an outline of possible new
agreed upon actions or interventions
Explanation of excessive absences/consequences
NOTE: If prior arrangements for educational needs of the student were made and/or the absences were determined, by the
principal or designee, to be reasonable, no parent contact, meeting or letter may be necessary.
When a student has reached 16 or more absences in an academic year, and prior meetings, contacts, contracts, and
interventions have not been successful, after receiving all attendance documentation, the school may make a referral to the
appropriate authorities under the Children in Need of Supervision Act and/or the Department of Family Services. A letter by
registered or certified mail and a personal contact will be made to inform parents of this action.
A student’s attendance record from the previous year may be reviewed and applied to the following year for attendance
issues.
NOTE: Sheridan County School District # 1 is committed to work intensely with parents in providing a meaningful and
consistent program for a child’s attendance. The school and school district will make an earnest and consistent effort to
improve attendance and to provide meaningful educational programming while working with the parents/guardians and student
regarding school attendance.

Attendance regulations will follow Wyoming state statutes W.S. 21-4-104 (a)(ii), compulsory education, and W.S. 21-4-107, habitual
truancy.

SECONDARY SCHOOLS ELIGIBILITY AND ACTIVITY CODE
To participate in the activity programs in Sheridan County School District #1, students will be expected to follow certain expectations
and requirements. Participation in activities is a privilege, not a right in Sheridan County School District #1. The purpose of these rules
is to:
Promote a healthy environment to ensure the well-being of students who are or will be participating in extracurricular activities;
Give students positive reasons to resist peer pressure;
Ensure consistency of expectations for students and discipline/consequences among the various activity programs.
Definitions for this Code:
Activity is defined as:
An event or contest occurring outside the classroom;
Participation is not required as a part of any of the student’s classes;
Participation does not affect the grade of the student in any of his/her classes; and
If questions arise, the student’s principal will be the sole determiner of what qualifies as an “activity”.
High School Career is defined as:
The entire time students are attending high school. (usually 4 years)
Timeline for Activity Code is Defined as:
The activity code timeline for fall activity participants is defined as: the first day of fall practice set by the Wyoming High School
Activities Association or the first day of school whichever comes first and ending the last day of school of the current school year.
The activity code timeline for all students not involved in a fall activity is defined as: The first day of school until the last day of school
of the current school year.
o All infractions occurring during the activity code timelines above, regardless of whether or not a student is between
seasons at the time of the infraction, will result in enforcement of the consequences and will accumulate over the student’s
high school career.
o All infractions occurring outside the activity code timeline, such as after school has ended for that school year, and before
the first fall sports practice of the next school year, will not be enforced per the activity code.
Expected Conduct: Activity participants are expected to conduct themselves at all times in such a manner as to be a credit to
themselves, their parents or guardians, their school and their community.
WHSAA Eligibility: Students ineligible by state requirements (Wyoming High School Activities Association) are automatically ineligible
by local requirements.
Academic Eligibility: Grades are checked weekly. Students, staff, coaches and Athletic Director will be notified of academic status on
Tuesdays of each week. An eligibility list will be emailed to staff each Tuesday morning. If a student is on the failing list, he/she will
have one week to increase the failing grade to a passing one. If the failing grade is not raised to a passing grade by the following
Tuesday, the student will be declared ineligible for that week of activities (7 days) or Tuesday to Tuesday. Knowing it may take more
than a week for reteaching and relearning, if the student is actively engaged in bringing up their grade, they will not be considered
ineligible. After 7 days, when the next Tuesday list is generated, student eligibility will again be determined. Students will remain
ineligible until the weekly Tuesday eligibility list deems the student eligible. This eligibility requirement applies to each class
individually. The principal will make the final determination on eligibility. Once the eligibility list is sent to coaches, the coach is
responsible for enforcement of the rules or the team will be subject to forfeiture of the contest per Wyoming High School Activities
Association Rules regarding allowance of an ineligible student to participate in an activity.
Attendance: Students must be in attendance half of the school day in order to participate in extracurricular activities that day, unless
approved by the administrator. Exceptions to the rule would include doctor, dentist appointments, and funerals. Pre-approval from the
principal is required.
Transportation: Students are required to ride the bus to and from the activity, unless an alternative transportation request is completed
prior to the activity. If parents wish to bring their child home after the activity, the parents must sign them out with the coach/sponsor. If
a student is riding home with another person an alternative transportation request is REQUIRED (EEADA-E) and that person will also
sign the student out with the coach indicating assumption of responsibility for that student. This person may be asked to show the

coach identification for the safety of our students. Note: Any student who is ineligible to compete in a contest will NOT travel with the
team or be on the bench or sidelines during that contest.
Behavior Policies: All District and individual school behavior policies apply during practices, while participating, and spectating.
Felonious Infraction: If a student is charged with a felony, the student will be suspended immediately from activities for an indefinite
time period while school administration determines the course of action to be used in dealing with that student. If a student is found
guilty of a felony, he/she will automatically incur a minimum 365-day suspension from activities.
Honesty and Self-Admission Clause:
Self-admission includes a student contacting a coach or school official within 48 hours of the infraction to self-report.
Acceptable forms of notification by the student include: phone call, voicemail, text message, or email to a school official. If
a student self-admits within the 48 hours, the penalty may be reduced by the activities director and administration.
Must be participant’s first offense.
Infractions – A participant will be subject to disciplinary action if during the course of the participant’s high school career, he or she
commits any of the following infractions:
Use or possession of tobacco (including Electronic Cigarettes (E-Cigs) and/or Vapor Pens), Alcohol, or Inhalants
Use or possession of marijuana or any other illegal controlled substance, that is not prescribed to the individual, as
defined by Wyoming State Law
Fighting, Bullying, Hazing or Harassment,
Crimes Against Persons or Property, Theft, Vandalism
Felonious Infractions
Additional Infraction Consideration: In addition to the infractions listed above, each coach/sponsor may have activity specific
expectations that will be reviewed at the beginning of each activity season for which the participants will be responsible. Additionally,
lack of overall classroom performance, expected behavior, effort, and/or failing to complete assigned tasks could cause the student to
be determined ineligible by the building principal. A meeting with student, parent, coach and principal must take place before the
student is deemed ineligible for such reasons.

Explanation of Infraction Chart: This code is in effect upon the student’s enrollment in Sheridan County School District #1 grades 9-12.
Any appeals to this code should be presented in writing to the Director of Activities.
This code will be reviewed at the start of each activity season, by the respective coach/sponsor, with all participants involved.

Middle School to High School Carryover: Infractions occurring at the Middle School level will not carryover to the High School.
Student Supports: Students committing infractions resulting in the above penalties, will be encouraged to seek help by enrolling in
assistance programs such as the Tobacco Awareness Program (TAP) or participating in other support group organizations at their own
expense. Evidence of enrollment and completing attendance in one or more of these programs may result in a reduction of the total
number of games/contests missed by the student.

Re: Approval of Secondary Lunch Prices for SY2021-22
The recommendation for lunch prices for this year only applies to our secondary schools that do not
participate in the federal programs. The elementary schools will be serving free meals to all students,
regardless of income, through the Seamless Summer Option of the National School Lunch Program. The
recommendation of secondary lunch prices is a result of the continued price increases of food products
from our suppliers and the need to remain competitive with wages and benefits for similarly situated
employees in the area’s food service industry. The recommendation is as follows and is based on the
federal income guidelines for the federal lunch program:
Free Students, regular lunch is $0.00 with ala carte items at regular price
Reduced Students, regular lunch is $2.50 with ala carte items at regular price
Full Price Students, regular lunch is $3.95 with ala carte items at regular price
Adult, regular lunch is $4.95 with ala carte items at regular price
Last year the pricing was the same with the exception of the Reduced Students. We believe that the
changes to the program overall, including reduced staffing, new and different ala carte items, etc. will
continue to improve the financials of operating a food service program for our middle and high schools
outside of the federal subsidies available.
The State of Wyoming provides Hathaway Merit and Need Scholarships to Wyoming students attending the
University of Wyoming and Wyoming community colleges. Every Wyoming student who meets the merit requirements
can earn a Hathaway Merit Scholarship. Contact your school counselor for more information.
