Conception
       The conception of Millat College is rooted in the vision of Sir Syed Ahmad Khan to
establish a network of Muslim Managed educational institutions throughout the length and
breadth of the country. The idea of Millat College conceived out of the growing impo rtance
of modern and scientific education, educational backwardness and lack of educational
opportunities and access for Muslims of Darbhanga. By the time of independence of India,
the Muslim leaders and educationists of Darbhanga had established many inst itutions for
religious and moral education of Muslims, prominent among them were: Darul Uloom
Ahmadia Salfia, Madarsa Imdadia, Madarsa Hamidi a, Yateem Khana Islamia, Darasgah
Islamia etc. Though the first institution of modern education by Muslims of Darbhanga was
set up in 1932 as Shafi Muslim School. The dream of higher education institution remained
disillusioned for long. It was only in 1956 that the long cherished dream became a reality
with the foundation of Millat College on October 17, 1956 as the f irst Muslim Minority
College of Bihar. The first academic year of Millat College started in 1957 .

        Millat College was founded on October 17, 1956. Founder Millat College Hafiz Dr. Syed Abdul
Hafeez Salfi in a congregation of Muslim leaders, scholars and educationists held on October 17, 1956
at Shafi Muslim School, Darbhanga sought support to start the College. Consequently Millat College,
the first Muslim Minority College was founded in Bihar. The first academic session of the college
started in the year 1957. The college has come a long way from the time the pioneers
envisioned and undertook the difficult task of establishing a College when only a few
enlightened and far-sighted persons were prepared to support the modern education. The
college became a constituent unit of Lalit Narayan Mithila University in the year 1975 and celebrated its
Golden Jubilee on May 30, 2008. The college is recognized by the University Grants Commission
(UGC) under Section 12 (B) and Section 2(f) of UGC Act, 1956. The National Assessment and
Accreditation Council (NAAC) have accredited the college with grade „B‟. The college has co-
education and admission is open to student of all communities based on merit through centralized online
admission process of Lalit Narayan Mithila University for Graduate Degree programmes and
through Bihar School Examination Board Online Facilitation System for Students (OFSS) for
intermediate courses.

I am greatly rejoiced and proudly stating the fact that Millat College has unfolded into an
institution of glorious past and great future. As Principal I am hugely impressed by the
commitment of the administration and the staff to the provision of an excellent all-round
education for our students. Under my leadership, and as a team working together , we
strongly promote academic achievement among our students. We believe that education is an
effective medium of social transformation and we are prepared to take as much effort as
possible for the betterment of academic scenario. Our college is endowed with progressive
futuristic outlook and aims continuous growth in the quality of all academic activities with a
sense of commitment to fully meet the expectations of the students, parents and society at
large. The cultural, sporting and other successes of all of our students and staff are proudly
celebrated together. Our college cares for the individual development of each an d every
student. We accord prime importance to the behavioural discipline, moral integrity and
cognitive developments of our students. With a long and rewarding history of achievement in

                                Founder of the Millat College

                                    Dr. Syed Abdul Hafeez Salfi
                                            (1916-1999)
       The founder Hafiz Dr. Syed Abdul Hafeez Salfi was born in 1916 in Darbhanga. He obtained
basic education from Madarsa Ahmadia Salfia Darbhanga and was also blessed with Hafiz-e-Quran.
After graduating from Madarsa he got admission in Medical School Darbhaga and obtained the degree
of Medical Doctor. Dr. Syed Abdul Hafeez Salfi was a visionary and man of strong commitment and
determination. After the demise of his father, he was appointed as the president of “Shafi Muslim
School”. He was one of the pioneers who recognized the role of modern education for empowerment
and upliftment of Muslim society. He foresaw the imperative need of the Muslims to acquire the modern
and scientific education and prepared a road map for establishing a Muslim Minority College. His plans
succeeded in igniting the minds of his associates and peers for establishing the college. With strong
commitment and support from associates especially Molvi Abdul Wadud (Advocate), Dr. Hafeez Started
transforming his plans into strategy for future course of action.

       A congregation of Muslim leaders, scholars and educationists led by Dr. Syed Abdul Hafeez
Salafi was held in the premises of Shafi Muslim School on 17 October 1956. The Congregation ended
with the resolution and formation of an Organizing Committee to establish the college namely “Millat
College” and Dr. Abdul Hafeez Salfi was appointed as its Founder Secretary. The college started its first
academic session in 1957 in the premises of Shafi Muslim School and Prof. Chandra Kant Jha delivered
first lecture on August 05, 1957. Under premiership and guidance of the founder, the college flourished
and progressed rapidly. The college was shifted to its present permanent campus in 1962 and thereafter
it is consistently forging ahead on the path of progress and all-round development. Dr. Abdul Hafeez
Salfi devoted his entire life to the educational advancement and the uplifment of the Muslim
Community. He left for heavily abode in 1999, with an indelible mark on Muslims of North Bihar.

  Brief History
       Millat College was founded on October 17, 1956. The foundation and establishment of Millat
College, Darbhanga is a saga of dedication, conviction and vision of the people, who realized the
importance of modern and scientific education for Muslims and built it stone by stone making one
sacrifice after another. Millat College started as the first Muslim Minority college of Bihar. Founder
Hafiz Dr. Abdul Hafeez Salfi, a visionary and charismatic leader, in a congregation of Muslim leaders,
scholars and educationists held on October 17, 1956 at Shafi Muslim School, Darbhanga advocated and
sought support to start the college. The congregation ended with the resolution and formation of an
Organizing Committee to establish the college namely “Millat College”

The first academic year of Millat College started in 1957, with affiliation from Bihar University Patna
for I.A. Course and Prof. Chandra Kanth Jha delivered the first lecture on August 5, 1957. The college
did not have its own land and started on lease in the premises of Shafi Muslim School. In 1962, the
college was shifted to its present permanent campus. The college got affiliation for B.A. Programme
followed by B.A. Honors programmes, I.Sc. (1964) and B.Sc. in 1967. By virtue of a writ petition filed
in the High Court the college was declared as Muslim Minority Institution. In 1976, the college came
under the government control and became a Constituent College of Lalit Narayan Mithila University
w.e.f. 01.04.1975. Post-graduate programmes (M.A. & M.Sc.) were started in college in 1988-90 and
continued till 1993-95 and for the first time co-education started in the college. Now more than sixty
percent students enrolled in the college are female students. In 1999, UGC sponsored B.Voc.
Environment and Water Management (EWM) programme was started in the college but it was
discontinued later due to some technical reasons. The college has again forwarded the proposal to the
government for revival of the course. The college celebrated its Golden Jubilee on May 30, 2008 and
distinguished alumni of Millat College and the then Union Minister of State in Human Resource
Development (GOI) Janab Ali Ashraf Fatimi presided over the function as the Chief Guest. The college
also received UGC General Development Assistance for Golden Jubilee Celebration and the college
constructed Golden Jubilee Block under this scheme.

                                     Selection Procedure

Millat College is a co-education institution and admission is open for all the students. The admission is
based on the merit and through a centralized online admission process.

    1. B.Sc./B.A./B.Com Degree Programmes
                   Millat College is a constituent unit of Lalit Narayan Mithila University. The admission to
        the B.Sc./B.A./B.Com programmes is through a centralized online admission process of the
        University. The applications for courses are invited by the university and students have to apply
        online and choose the college. If the student is selected for admission in the Millat College
        he/she has to complete the admission process at the college.
    2. Intermediate/ 10+2 in Science/Arts/ Commerce
                   The affiliation for Intermediate/10+2 Courses is with the Bihar School Examination
        Board (BSEB). The admission to the Intermediate/10+2 Courses is through Online Facilitation
        System for Students (OFSS) of the Bihar School Examination Board. The applications for
        courses are invited by the BSEB through OFSS and students have to apply online and choose the
        college. The admission is based on merit and if the student is selected for admission in the Millat
        College he/she has to complete the admission process at the college.

                                  Admission Guidelines
        1. The candidates selected for admission in the college must be present on the date of admission
            and apply on the prescribed Admission Form available with the Prospectus, in the College
            Office.
        2. At the time of admission candidates must submit following documents (original and attested
            photo copy) along with the Admission Form:
            i.        Original and attested copy of Marks Sheets, Character Certificate, and the
                      School/College Leaving Certificate for the institution last attended.
            ii.       Three passport size color photographs
            iii.      Caste Certificate for SC, ST and OBC candidates issued by the competent authority.
            iv.       Migration Certificate (if applicable).
            v.        Fee for One Year (Fee structure is available in College office).

                               General Regulations

1. Candidates are short-listed/selected for admission through centralized online admission process
    of Lalit Narayan Mithila University for Bachelor Degree programme and Bihar School
    Examination Board (BSEB) -Online Facilitation System for Students (OFSS) for Intermediate
    Courses. No separate intimation letters will be sent by the College to the candidates short-
    listed/selected for admission
2. Selected candidates shall not be allowed to complete admission formalities in absentia.
3. Candidate not reporting for admission on the stipulated date and time, shall forfeit his/her claim
    for admission. The offer of admission shall stand cancelled and no correspondence in this regard
    shall be entertained.
4. No candidate shall be admitted unless he/she has completed all the eligibility requirements at the
    time of admission.
5. No candidate shall be allowed to take admission to the same Course / Class to which he/she was
    admitted earlier.
6. Candidate is required to produce the original Marks sheets/Certificates, including the statement
    of marks of the qualifying examination with the requisite percentage of marks at the time of
    reporting for admission, failing which he/she shall not be allowed to complete the admission, and
    the offer of admission shall stand cancelled and no further correspondence in this regard shall be
    entertained.
7. A candidate shall be eligible to apply for admission to a course of study if he/she has passed the
    qualifying examination and also fulfills all other eligibility requirements in terms of subjects
    studied, percentage of marks, age, etc. The percentage of marks secured by a candidate at the
    qualifying examination, falling short by even a decimal fraction shall not be rounded off to the
    next whole number.
8. Candidates enjoying employed status and selected for admission to any full-time course of study
    in the College, are required to produce leave sanction and/or relieving order at the time of
    admission from their employer for the duration of the course permitting them to pursue their
    studies at the College, failing which the offer of admission shall stand withdrawn.
9. The candidate selected for admission shall have to submit the Original Migration and Character
    Certificates from the Head of the Institution last attended at the time of admission. Candidate
    who is not in a position to submit the Migration and/or Character Certificate at the time of
    admission, shall give an undertaking to submit the same within stipulated time, failing which the
    College reserves the right to cancel his/her admission.
10. No candidate admitted to a full-time course of study in the College shall accept or hold any
    employment paid or otherwise or shall be full time student of any other Institution during the
    course of his/her study at the University except those specifically permitted by the rules

11. No candidate shall be allowed to pursue two degree programmers simultaneously either in
    regular or distance mode. However, a student can pursue two programmers simultaneously
    through distance or combination of distance and regular mode from the same or different
    University(ies) / Institution(s) in the following manner:
    a) One degree and one Diploma / PG Diploma / Certificate Course
    b) One Post Graduate Diploma and One Diploma / Certificate Course
    c) One Diploma and one Certificate Course
    d) Two PG Diploma Courses
    e) Two Diploma Courses
    f) Two Certificate Courses.
12. If any error/omission in the processing/verification of Application Form/certificates
    /documents/eligibility of a candidate is detected after the candidate is admitted to a course in the
    College, the College has the right to cancel such admission at any stage at which the error/
    omission is detected.
13. If it is found, at any stage, that a candidate
    a) does not fulfill the eligibility requirements
    b) has used fraudulent means to secure admission
    c) has made false or incorrect statement(s) in the application form
    d) has not provided his/her signature/photo/thumb impression on the application form or has
    provided the same of somebody else.
    Then he/she shall not be allowed to complete the admission formalities, or in case already
    admitted, his/her admission shall be cancelled, ipso facto.
14. In case of cancellation of admission by a candidate, after the closing date of admissions for the
    concerned course of study, the admission charges/fee of any kind paid by him/her will not be
    refunded.
15. Reservation rules as notified by the government and the University shall apply.
16. A candidate whose qualifying examination is not recognized by the University/Board shall not
    be eligible for admission. All such Application Forms / admissions shall be rejected / cancelled.
17. Application Forms shall be rejected if:
    a) Submitted incomplete.
    b) Not submitted on prescribed form.
    c) Submitted without requisite fee.
    d) Submitted after the last date.
    and no correspondence shall be entertained in this regard.
18. Candidates admitted in the College must attend the classes regularly and obtain minimum 75%
    attendance; otherwise he/she will not be allowed to appear for annual/year-end examinations.
