FROM THE PRESIDENT

                              MEMBERSHIP RENEWAL 2018-2019
Dear members,
Thank you for renewing your membership with Boating Western Australia for the year 2018-2019.
As the Premiere Representative Association for Recreational Boaters – BoatingWA continues to work to
improve facilities, safety and the boating experience for all boaters.
It has been a tough year with Government surprising boaters with a few initiatives – such as the Matagarrup
Bridge and the closure of the Swan River north of the Causeway. Circumstances like that just make us work
that much harder to ensure that boaters are consulted and considered.
Our dedicated and experienced team of volunteers continues with our regime of scheduled regular meetings,
with Government Departments and Authorities to improve amenities and facilities for boaters. We are also
working on the issue of spiralling costs for boaters. Our imperative is to ensure that the boating experience
remains achievable and within reach for this and future generations.
We want our families and grandchildren to be able to enjoy the West Australian Coastline just as we have
done all of our lives!
Some of the outcomes for 2018/19 were:
●   Bunbury boaters safe passage to the Ocean – and return.
    Lobbying, public rally, approaches to Ministers and Council and links with community leaders saw the
    new Railway Bridge Walkway raised to a height of 3.6 metres rather than the planned 2.2 metres. Boaters
    now have safe access to the ocean and can return home – even on a high tide. A sensational result and
    a good hearing from Local Government ensured that result. BoatingWA ensured the good hearing!
    This ultimately became a fantastic link of public spirit and donation to support a good outcome from their
    Local Authority.
●   30% discount on fares with Rottnest Express.
●   No “landing fee” to return to Rottnest if you need to go back to the mainland for an appointment or
    meeting.
●   Deliveries from the Rottnest Island General Store available during holiday periods.
●   Discounted bus/travel costs on Rottnest - negotiated with Adams Coaches.
●   Ablution facility improvements at the Longreach toilet block – Rottnest Island.
●   New cardinal marks at Garden Island.
●   Improved lighting on the Yellow Special Event Markers at Fremantle Fishing Boat/Success/Challenger
    Harbours. New markers and synchronised lighting on the Swan River.
●   New ropes on the Elizabeth Quay courtesy moorings that are half the size (32mm) and longer than the
    previous ones.
PLUS:
●   A further 156 lifejackets distributed to Members under the “Old4New” lifejackets Trade-in Program.
    A BoatingWA initiative exclusive to BoatingWA members.

This year coming:
●   BoatingWA will continue to represent and protect your interests throughout Government Departments
    and Authorities.
●   2017-2018 has generated an enormous amount of work to the Committee in regards to improving facilities
    and amenities around Rottnest and we are engaging with the Rottnest Island Authority and the new
    Executive Director to maximise the facilities and safety for boaters. Rottnest is constantly evolving and
    new initiatives are being considered and planned for the Island. Being involved from the outset of the
    project is our ambition, making sure that it works for public and boaters alike. Corporate initiatives more
    often than not, need to have the “user factor” included and BoatingWA ensures that happens.
●   The Abrolhos are about to explode as a tourism destination and BoatingWA will continue its work to
    ensure affordable and safe journey for boaters.
●   Safety and lifesaving equipment reviews for the nation – the results are currently being considered for
    public scrutiny.
●   Through the Recreational Boating Scheme, we work to ensure the best facilities all along the WA coast,
    lakes and damns.

●   Ocean Reef Marina

●   Swan River – we monitor carefully.
The recent huge rises in the cost of pens and moorings in all Department of Transport Facilities emphasises
the ABSOLUTE NEED for boaters to be united and that they have an association or representative group to
further their cause and ensure that they are heard.
Your membership with BoatingWA is your personal involvement in that representative group.
Boating Western Australia – Your Representative Body – ensuring that the Government hears and considers
your opinion.

●   NEW FOR OLD LIFE JACKET EXCHANGE PROGRAM.
BoatingWA works hard to promote safety in our Boating Fraternity and one of the ways that we do this is to
promote and subsidise quality inflatable life jackets to all boaters through the “Old4New” Lifejacket Exchange
Program. Bring in your old jacket and receive new ones for a subsidised price. In conjunction with the Dept
of Transport (Marine Safety) we have been heading out to Clubs and speaking with the Members on
equipment and techniques to ensure that they return home to their families after a day out on the water!
On Friday night 27th July in conjunction with David Philpott from the Dept of Transport, Marine Safety Division
and the Rockingham Sea Search and Rescue Boating WA ran a safety night at the beautiful Mangles Bay
Fishing Club in Rockingham.
We would like to thank the lovely people of Mangles Bay Fishing Club for their warm welcome. (the pot belly
stove was amazing). The hospitality was warm and friendly. Thanks to all the hard working Committee of
Mangles Bay for allowing us to promote safer boating for all.
David Philpott came in from his holidays to give demonstrations on the correct use, care and maintenance
of life jackets. Two current in use life jackets were presented to David to inspect and were found to be faulty.
This highlights the need to regularly check and maintain your jackets. The gas air cylinders can be weighed
to check that indeed they haven’t leaked. The main point of the night was regular checks on your jackets.
You don’t keep flat batteries in your smoke detectors at home! The other very valid point was in wearing
your jackets while boating. The demonstrations clearly showed how comfortable they are to wear while
engaging in all water related activities. Discussions were held on auto inflating opposed to manual inflating
Rockingham Sea Search and Rescue gave a talk and introduced a competition whereby you enrol and every
time you log on you go into a draw for a prize. This hopefully will get more boaters logging on and off. This
is a great incentive to encourage people to use their radios without being under the pressure of being in an
emergency situation.
We also thank our hard working Board Member – Robert Andrews in organizing the night and Board Member
Kim Wilkie for his brilliant secretarial/marketing skills in taking orders for the life jackets.
The turn out was great for a cold winter’s night – but for those who may have missed out – BoatingWA is still
around and your President has indicated that he would like to strengthen relationships with BoatingWA. We
are happy to come back and catch up with those Members who could not attend on the night.
A great night was had by all – and hard fishing Members of Mangles Bay head to sea a little safer!

●    The reef everyone is talking about > Northern Artificial Reef

Perth metro fishers will benefit from the new Artificial Reef announced as part of the recent round 7 of the
Recreational Fishing Initiatives Fund of funded projects.
In making sure the project provides fishers with a reef that they want and value, community consultation
with fishing clubs and other stakeholders, which aims to deliver the greatest value to the people, will be
conducted across the month of August.
The final location and design of the reef will impact on the type of fishing experiences the reef will provide.
This Artificial Reef may deliver new pelagic fishing opportunities for species such as mackerel, samsonfish
and yellowtail kingfish or it may result in more of a demersal focus where we’ll likely see many iconic species
such as Pink Snapper and Skippy.

How can I have my say?
For the month of August, community consultation will be undertaken with interested clubs to help understand
community expectations, aspirations and preferred broad reef locations. This will be done in the form of
online surveys and information nights:

●   What If You Breakdown On The Water?
Well-maintained motors are unlikely to break down, and most breakdowns consist of the motor refusing to
start rather than simply stopping.

Outboard not starting or stopping
Not everything in this list applies to every outboard motor, but it is the basis of a simple troubleshooting
routine of an outboard not starting or if the motor stops.
    ●   Does tank have fuel?
    ●   Is air vent clear?
    ●   Is fuel line unkinked and connected?
    ●   Is the fuel bulb hard? If not, squeeze continually.
    ●   Does choke close fully?
    ●   Check the carburettor air intake.
    ●   Is the motor cranking fast enough? Check battery connections.
    ●   Wait five minutes and try again.
    ●   Battery flat? Start with rope around flywheel.
    ●   Broken starter cord? Start with rope around flywheel.
    ●   Change spark plugs.
    ●   Change fuses.
    ●   Ensure kill switch is attached.
If you are unable to restart the motor, you should:
    ●   Drop anchor to hold your position (if possible).
    ●   Call Sea Rescue for assistance.
    ●   If you are drifting into danger and/or come to require emergency assistance, you should make a
        Pan Pan or Mayday call over the radio.

●   Snapper season opens for Shark Bay Eastern Gulf

​Recreational fishers will be keen to return to Shark Bay’s Eastern Gulf when
 it reopens to pink snapper fishing on 1 August, following the annual closed
 season for the popular species in the gulf.
Pink snapper stocks in Shark Bay’s inner gulfs have been managed under a
long term recovery plan since the 1990s and the management measures and
support from recreational fishers is showing results, with stock monitoring
confirming strong signs of recovery within the local pink snapper population.

●   Community spirit helps build reef modules for new fishing mecca
Release date: 2ⁿd July 2018
The construction was overseen by WA artificial reef specialists, Subcon.
The modules are currently stacked at the Bandy Creek slipway awaiting
planned deployment in August and September this year.
Work has begun on the new Esperance artificial reef with volunteers from
the Esperance Fishing Club helping to pour concrete for the 128 modules
that will make up the structure.
The network of reef modules, in varying shapes and sizes, will create more
than 11,400 square metres of fish habitat stretching over an undersea area

●   Perth artificial wave park on Swan River a step
    closer after Supreme Court win
Proponents of a controversial artificial wave park proposed for
Perth's iconic Swan River have claimed a victory in the Supreme
Court after a bid by a community group to derail the $30 million
project was thrown out.

●   Miriad of colours to represent the Swan Riverbed
The artwork, a collaboration between Artist Eveline Kotai and Matthews and Scavalli Architects, is a rich seam
of colour based upon the concept of river, submerged and winding.

●   Annual Fees and Charges
Annual fees and charges have been amended, with the changes coming into effect from July 1, 2018.

●   Data Matching Checks – Mooring Site Licensee
As part of the RIA’s ongoing data matching with other government data bases it was identified that a small
number of Mooring Site Licensees has passed away during the boating season or are not on the West Australia
Electoral Roll and the RIA had not been advised. The identified deceased estates were notified and immediate
cancellation of the site license.
Licensee are advised that under RIA Regulations a mooring site license cease at the time the Licensee dies
and is not assignable and shall not pass by will or on intestacy or vest by operation of law in any person.

●   Work on Main Jetty
The RIA has been undertaking upgrades to the Main Jetty. This include new LED lighting along the jetty to
assist with passenger movement in all weather conditions, and repairs to the sea bed along the jetty berthing
face. The work on the seabed involves filling the scour holes created by the ferries when they berth. This
project involves the depositing 700t of spalling in Berth 2 and 3 to prevent the under mining of the sheet
piling wall.
Due to adverse weather conditions in June the scour holes repairs have been delayed until after the school
holiday. The work will take about two days and during this time the section of water between the Fuel and
Ferry Jetties will be closed to all vessels. The RIA will publish the exact dates closer to the event.

●   Stark Jetty
Users of the Stark Jetty in little Thomson Bay will notice that
the old wooden decking has been replaced with Fibre
Reinforces Plastic (FRP) decking mesh. Two bollard style solar
light have also been fitted to assist uses with accessing the
steps at the beginning and the ladder on the seaward end.

●   Renewal Application Time – Closing Dates for Seasonal Stickers
Your current seasonal stickers are due for renewal prior to the end August. Renewal documents will be posted
out to all current applicants at the end of July offering you the opportunity to renew for the following season.
Please help us speed up the renewal process by making sure you have signed the documents and returned
them with all the required attachments (current boat registration and insurance). Unfortunately if they are
not correct and complete they will be returned to you as incomplete applications can not be processed.
As the Marine Administration team begins the 2018/19 renewal process we ask that current applicants wishing
to renew for the upcoming season return their completed documents before the following dates:
    Annuals Admissions: 31 August 2018
    Authorised Users: 31 August 2018
    Mooring Licensees: 30 September 2018
    New application forms for new authorised user and annual admission applicants will be available on our
    website in mid-August prior to the start of the 2018/19 season on 1 September.

●   Navigation Hazard – Point Clune
Mariners are advised that the port floating navigation marker off Point Clune has been damaged in recent
storms. This navigation marker assist with entrance into Geordie Bay. The Department of Transport have
installed a temporary marker pending a permanent repair

●   Recycled plastics help drive Rottnest Island’s sustainability

●   Twenty-seven recycled plastic benches installed across Rottnest Island
●   Recycled materials represent nearly 430,000 plastic bags diverted from landfill
Rottnest Island has stepped up its sustainability focus by using recycled plastic products as part of its major
walk trail project.

Requirements for application for
                       Hull Identification Number (HIN) validation.
          •     You will require personal photographic identific ation. A motor vehicle drivers
                license with a photo is suff icient.
          •     You will require evidence of ownership of the vessel, proper documentation
                from your supplier showing your name and address and purchase details. Or
                you may provide a copy of the vessels W.A . registration which shows your
                ownership details. “Hand writ ten notes on a sheet of paper and the like are not
                acceptable.”
          •     I will require a copy of the proper ownership documentation, if this is not
                available then you will be required to provide me with a statutory declaration
                describing the purchase.
          •     A statutory declaration form is available by my hand or downloaded from
                www.transport.wa.gov.au/imarine. click on BOAT REGISTRATIONS you will find
                the statutory declaration form and other relevant forms for downloading. Note the web
                site may change from time to time. I am able to witness your signature.
          •     I will require the details of the engine i.e. Brand name, horse power and serial
                number.
          •     I am required to meet the owner of the boat at the boat in order to complete
                the application for the HIN and to issue a certif icate which is necessary for
                accompaniment with your application for registration or your transfer document
                in the case that you are selling the vessel. The seller is to arrange for the HIN
                application, the certif icate is handed to the purchaser who will then arrange for
                the ownership transfer at Transport WA Marine.
          •     If the owner is not available to meet me then I can meet the owners representative
                at the boat, however I would need in addition to all the above a sighting of the
                representatives photographic ID together with a letter of authorit y from the owner
                to allow the representative to act on the owners behalf.
          •     The cost of my service is $90 providing the boat is in close proximity, if I need
                to travel beyond this then the cost may rise. Payment is required at the time of
                service, I do not have credit card facility and cash or electronic transfer is
                preferred rather than a cheque.
          •     Should a Manufacturers HIN (MIC) not be acceptable to Transport WA Marine
                then I would be required to fit TWA HIN plates this will provide you with a
                cor rect issue HIN.
