Timeline for programming the CAP of the
country
New planning for Dutch CAP
Rural Science-Society-Policy Interfaces
• A 95% version of the Dutch National Strategic Plan
(GLB-NSP) of the CAP is estimated to be ready
around the summer of 2021. The House of
Representatives, provinces and water boards will
then take a decision on this.
• The Dutch NSP-CAP will be submitted in Brussels at
the end of 2021 or early 2022. The year 2022 will be
dominated by consultation with the European
Commission on the Dutch CAP approach.

Intervention logic for CAP of the
country
Intervention logic for the green blue
architecture of the CAP
Rural Science-Society-Policy Interfaces
In this report an analytical framework is developed to
elaborate the intervention logic of the new CAP in terms
of green-blue architecture (climate, environment,
biodiversity and landscape). The legal options are made
explicit and the possible choices are assessed for
effectiveness in achieving the set goals.

The Charcoal SWOT is used in drawing up a draft needs analysis
and intervention strategy for the National Strategic Plan (NSP) for
the CAP after 2020. In the NSP, the Netherlands will explain how
it will contribute to the objectives set by the European
Commission in implementing the CAP. The charcoal SWOT has
been prepared by Wageningen University & Research.

Strategic Environmental Assessment of the
country
Public interests and the revision of CAP in the
Netherlands. An exploration of the possible
Rural Science-Society-Policy Interfaces
deployment of the CAP
This report examines the way in which it can be determined which
environmental policy goals from the CAP are most eligible for public
funding, and for which purposes government facilitation is sufficient.
It uses the perspective of welfare theory and the role of government
derived from it in safeguarding public interests.

Seven pilot projects for performance-based compensation
Rural Science-Society-Policy Interfaces
The aim of the Future-proof Agriculture pilot projects is to gain experience with performance-
based compensation for farmers in the run-up to the next CAP grant period (2021-2027).
Seven agricultural collectives for managing nature and the countryside will carry out the pilot
projects. These represent most regions in the Netherlands.
