The Super App organizes the way in which we support
students with disabilities around four proven strategies:

Support for completing the Super App will be provided through:

7Significant Disproportionality + CEIS
Each year, the Department analyzes the likelihood that students
with disabilities from one race/ethnicity will be subject to 1)
over identification, 2) restrictive placement, or 3) exclusionary
discipline actions relative to students with disabilities from all
other races/ethnicities in each school system.
The Department will release significant disproportionality
results tomorrow, November 13. Identified school systems are
required to set aside 15% of their IDEA funds for coordinated
early intervening services (CEIS) in Super App for the 2021-2022
school year. Results will be available on the CEIS web page.
8High Cost Services (HCS) Deadline Extended
The Department has established a High Cost Services (HCS) grant to support school systems
and schools that serve students with the most challenging needs. This grant provides
additional funding for high-cost special education services for students with disabilities and is
funded through the state’s IDEA allocation and Minimum Foundation Program (MFP)
formula. To learn more about the HCS grant, please see the grant overview and updated
state plan.
The 2020-2021 High Cost Services Round 1 submission deadline has been extended to
November 20. School systems should continue to submit applications through eGMS.

Registration is open for the 2021 Jump Start Virtual Convention. The convention will
be held the afternoons of January 26 and 27, 2021 from 1-3:30 p.m. each day.
Prior to the event, convention registrants will receive communication to select the
sessions they will attend each day.

Save-the-Date: Teacher Leader Summit 2021
The 2021 Teacher Leader Summit will take place May 25–27 at the Morial Convention Center
in New Orleans. Both the Department and the Convention Center are taking measures to
promote the health and safety of all participants and will have a reduced overall capacity.
Registration for the Summit will occur in three phases:
● Early bird registration (January 8 through March 1)
● Regular registration (March 2 through May 10)
● On-site registration for those who do not register by May 10

Registration Fees
To help offset the cost of running a high-quality, multi-day event for thousands of Louisiana educators,
the Department will charge a registration fee for the 2021 Teacher Leader Summit.
This fee will cover: Description 1-Day Ticket 3-Day Ticket
● admission to conference, Early Bird
● conference sessions, and Registration $55 $108
(January 10—March 1)
● lunch May 25 and May 26.
Regular Registration
(March 2—May 11)
$71 $140
Educators can receive a discount by registering early
and registering for all three days at once. Educators can On-site Registration*
$87 N/A
(May 27—29)
choose to not eat the lunch provided, but may not
*only if open seats remain unused from allocations after May 11

Due to social distancing parameters, school systems will receive a specific allotment of seats.
The Department will notify each school system of their total number of seats in early
December.
Hotel room block information will be released in December in an Overview Document
posted to the Teacher Leader Library.

Louisiana's ELA Guidebooks 9-12 (2020) Pilot Overview and
Curriculum Guide document has been updated to include
the most recent information about the 9th-12th grade
units on Louisiana Curriculum Hub.
The Department is also soliciting teacher feedback through
Louisiana's ELA Guidebooks 9-12 (2020) Pilot Feedback
Form for the units being implemented this year. Educators
implementing the new units, including special education
teachers, should be encouraged to bookmark this link for
use throughout the 2020-2021 school year.

The Department has updated the Louisiana Believes website to include the
Young Children with Disabilities landing page.
• The Developmental Screening Guidebook is designed as a reference
guide on how to best support healthy growth and development of
children in your care throughout key developmental intervals and
identify children who may benefit from specialized support.
• The Early Childhood Transition Process is intended to help families of
young children with disabilities navigate the complex system of
special education. This guide provides information to support families
in understanding the special education process, make informed
decisions for their child, and prepare for smooth and effective
transitions at key entry points.

November 20, 2020.

The Department needs your input as we update and enhance the SER system. All users of
SER, including teachers, related service providers, special education coordinators, special
education directors and others are encouraged to fill out the survey about potential
enhancements to SER. The SER User Survey will be open until November 30, 2020.
24Measuring Results
SPP / APR Indicator 8 Parent Survey Results
Each year, the Department is required to report on the percent of parents with a child
receiving special education services who report their school facilitated parent involvement as
a means of improving services and results for children with disabilities.
School systems can expect to receive their results on Friday, November 20 via the FTP site.
Please contact your LEA’s FTP coordinator to retrieve the report.
The Department will conduct the 2020-2021 school year parent survey in Spring 2021.
26LEAP Connect Deadlines for 2020-2021
School systems should note that the LEAP Connect Testing Window is from February 1 to
March 12, 2021. View the 2020-2021 Assessment Calendar for more information.
As a reminder, reevaluations must be completed by 30 days prior to the opening of the
testing window, which is January 1. Therefore, school systems should plan to complete any
necessary reevaluations before winter break.

27IDEA Annual Performance Report (APR)
Monitoring Outreach for School Systems
Annually, the Department is required to analyze special education data and conduct
outreach regarding outcomes for particular indicators as part of the IDEA, Part B State
Performance Plan, and report these in the special education annual performance report
(APR).
Results will be provided to school systems via APR outreach packets which are now available
in the FTP. Any school system identified as needing improvement in one or more targeted
indicators will be required to submit a plan of correction to the Department by December 4.
Additional details on this process, including the timeline, will be provided in the APR
outreach packets.

The Department is conducting a feedback survey about the effectiveness of the monthly
SPED Leader webinar. The information gathered from this survey will help the Department
ensure that the webinar is as effective as possible for special education leaders across the
state. The survey will be open until November 20.
29Westat Special Education Focus Groups
The Department has partnered with Westat to solicit feedback on lessons learned in the
virtual environment. Westat will be conducting focus groups to collect feedback from special
education leaders in the coming weeks. Please check the newsletter for more information.
