1.            DEFINITIONS
              In this Specification, except where the context otherwise requires:
              ‘Airport’ means the Thargomindah Aerodrome which is certified aerodrome under CASA
              regulations with reference number FAC YTGM 1
                  a) Primary runway – 13/31, sealed;
                  b) Secondary runway – 04/22, red gravel.
              ‘ARO’ means Airport Reporting Officer, an employee of Bulloo Shire Council or the Contractor
              allocated the role of Reporting Officer.
              ‘BSC’ or ‘Council’ means Bulloo Shire Council established as local government under the Local
              Government Act 2009.
              ‘CASA’ means Civil Aviation Safety Authority, as constituted by Commonwealth Government
              legislation.
              ‘CEO’ means Chief Executive Officer of the Bulloo Shire Council.
              ‘Commencement Date’ means the date all parties have executed the contract.
              ‘Contract’ means this contract including any document amending it.
              ‘Contractor’ means the person appointed to undertake the requirements of this contract.
              ‘Expiry Date’ means the date the contract term expires.
              ‘FAC’ means the Federal Airports Corporation.
              ‘NOTAM’ or ‘Notice to Airmen’ means a notice filed with an aviation authority to alert aircraft
              pilots of potential hazards at the Airport.
              ‘OLS’ means Obstacle Limitation Surface (OLS) Survey.
              ‘RPT’ means Regular Public Transport.

2.            INTRODUCTION
2.1           This Specification outlines the management, maintenance and operational requirements of the
              Contractor for Thargomindah Airport and Parks and Gardens Services and the Contractor’s
              responsibilities to be carried out on behalf of the Bulloo Shire Council.
2.2           The Contractor for Thargomindah Airport and Parks and Gardens Services Contractor will be
              required to liaise with Council and be aware of any problems and/or defects that require
              addressing that fall within their responsibility.
2.3           Council will notify the Contractor of all major maintenance contracts that will be carried out
              airside of the Airport that will affect the daily operation of the Airport.
2.4           Regular inspections, exercises and audits of the Airport include:
              a) CASA Safety Survey and Audit:
                      i.    Safety surveys and audits are carried out by CASA between one and five years and will
                            require the Contractor/Contractor’s representative to provide information as and
                            where required.
              b) Technical Inspections:
                       a) The Contractor is expected to be available to provide information as and where
                          required when annual technical inspections of the Airport are carried out.
              c) Planned Aircraft Operations and Safety Exercises:
                      i.    The Contractor will be advised of all emergency exercises held as part of the
                            Thargomindah Aerodrome Safety Management and will be required to provide the
                            relevant staff necessary to take part in the Emergence Exercise as part of their ongoing
                            required training;
                  ii.       Where additional aircraft operations are planned, the Contractor will be advised of the
                            pending operation and their required involvement within the operation.
2.5           The Contractor will be required to provide all necessary plant and equipment to carry out tasks
              required under the Contract, at the Contractor’s expense.
2.6           As per section 8 of the General Conditions of Contract, the successful Tenderer must be insured
              to cover the risks associated with the duties and responsibilities outlined in this Specification.
              This includes, but not limited to, airport refuelling, security inspections and general
              maintenance.

3.            CONTRACTOR’S DUTIES & RESPONSIBILITIES.
3.1           Required Training and Licence

              a) The Contractor shall ensure that all staff employed to carry out other duties and or work
                 airside at the Thargomindah Airport shall have:
                 i)        A current red Aviation Security Identification Card (ASIC);
                 ii)       Hold Aircraft Radio Operator Certificate of Proficiency, based on the Civil Aviation Safety

                    Authority (CASA) Syllabus of Training;
              iii) Hold Aerodrome Reporting Officer in accordance with the provisions of Manual of
                   Standards Part 139—Aerodromes, of the Civil Aviation Safety Regulations 1998;
              iv) Future wildlife management will require a weapons licence and access to secure storage
                  facilities for any weapons required.
              v)    Airside access and driving of staff and visitors.

3.2        Authorised Personnel
           a) The Contractor shall carry out security inspections on all scheduled RPT and RFDS days, prior
              to their arrival at the Thargomindah Airport.
           b) The Contractor shall provide an airside approved vehicle to be used to carry out all activities
              airside at the Thargomindah Airport.
           c) Electrical and Maintenance Repairs:
               i) The Contractor will be required to notify the Council in writing of all electrical defects in
                  order for Council to arrange an approved contractor to carry out all necessary work and
                  repairs.
               ii) After the repairs, the approved contractor must:
                     (a) Inspect the works to ensure defect has been repaired and fault rectified; and
                     (b) Notify Council in writing that the defect is rectified and no other outstanding
                         problems exist.
           d) Enforcement:
               i) While onsite, the Contractor shall ensure all airside entry and security meet CASA
                  Regulations and is in accordance with MOS 139.
           e) Aircraft Parking:
               i) The ARO on duty shall record all aircraft parking including plane registration, date and
                  time the plane was parked.
           f) Airside Access:
               i) The Contractor shall ensure all airside entry complies with MOS 139.
           g) Provide the following information to Council:
               i) Defective equipment shall be reported to Airport Manager within 18 hours and be
                  included within their report provided to Council.
               ii) Weekly report and service inspections:
                     (a) All noted faults;
                     (b) PAL test results;
                     (c) Fuel:
                           (i)     Received;
                           (ii)    Supplied;
                           (iii)   Test results;
                           (iv)    Release notes and Certificate for Bulk Transport; and
                           (v)     Current volume of fuel on hand.

           h) Airport Lighting:
                i)    Responsible for testing of the PAL (Pilot Activated Lighting) weekly;
                ii)   Cleaning of lenses;
                iii) Inspection of lighting in accordance with Airport Manual;
                iv) Kangaroo and wildlife runs prior to takeoff and landing for RFDS and RPT - Rex Airlines.

           i) The Contractor shall carry out inspections of the Thargomindah Airport as per Aerodrome
              Manual with all items noted and recorded.
           j) Audits – Facilitate with others as and when required:
                i)    RPT - Rex Airlines;
                ii)   CASA;
                iii) Airport Technical Inspection, in which the Contractor will be required to accompany
                     the approved contractor carrying out the technical inspection.
3.3        Aviation Fuel
           a) Jet A1 Fuel:
                i) Deliveries:
                      (a) Volume received;
                      (b) Date and time of delivery;
                      (c) Release notes and certificates.
                ii) Sales:
                      (a) Volume supplied;
                      (b) Date and time of supply.
           b) Avgas Fuel:
                i) Deliveries:
                      (a) Volume received;
                      (b) Date and time of delivery;
                      (c) Release notes and certificates.
                ii) Sales:
                      (a) Volume supplied;
                      (b) Date and time of supply.

3.4        Fuel Service Inspections
           a) Reports to Council:
                i) ARO to retain copy of records;
                ii) Jet A1:
                      (a) Defects, including parts replaced, and items noted that require attention;
                      (b) Date of inspection.

                iii) Avgas:
                      (a) Defects, including parts replaced, and items noted that require attention;
                      (b) Date of inspection;
                      (c) Audits;
                      (d) SOPS for Refuelling and Training.

3.5        Wildlife Control and Management
           a) Daily Count of Wildlife:
                      (a) Type of wildlife spotted;
                      (b) Date and time;
                      (c) Number seen;
                      (d) Procedure carried out to disperse wildlife.

           b) Future Wildlife Dispersal:
                i) Guns:
                      (a) Licence number of operator;
                      (b) Gun storage;
                      (c) Record of all guns and ammunition held on site.
                ii) Removal and count of wildlife removed and/or culled on site.

3.6        Other
           a) Aircraft Landing and Parking Records:
                i) Aircraft Landings:
                      (a) Commercial;
                      (b) Private;
                      (c) Royal Flying Doctor Service:
                                (i) Flights per clinic day;
                                (ii) Evacuation flights.
                ii) Aircraft Parking:
                      (a) Airport’s reporting officer on duty shall record all aircraft parking including:
                                (i) Aircraft registration number;
                                (ii) Date in;
                                (iii) Date out.
           b) General Maintenance:
                i) Fencing:
                      (a) Weekly check of perimeter fence;
                      (b) Repairs to perimeter fence where and as required.
                ii) Cleaning:

                         (a) Grounds – Airside:
                                   (i) Carry out regular inspections airside for paper and other associated rubbish
                                        that is found airside;
                                   (ii) Removal of unwanted material from apron and aircraft parking area.
                   iii) Mowing:
                         (a) Airside:
                                   (i) Vegetation around runway lighting, to be maintained so that the lights are
                                        not obscured;
                                   (ii) The overall graded runway strip to be maintained to ensure that:
                                          i.    Grass height is maintained at regulation height;
                                          ii. Ant nests and other obstructions along runway are removed;
                                          iii. Shrubs, trees, and associated vegetation within runway area is
                                               removed;
                                   (iii) Airside boundary fence tree and obstacle removal.
3.7           The Airport Contractor’s aircraft refuelling requirements include:
              a) Refuel Regular Passenger Transport (RPT) - currently REX each Wednesday and Friday,
                 subject to change as per REX’s flight schedule;
              b) Clearance of runway for RPT Service, RFDS and other aircrafts when required;
              c) Maintain approved logbook showing all activities airside at the Thargomindah Airport;
              d) Dip fuel tanks every Wednesday, Friday, Sunday and as required by Council;
              e) Yearly stocktake as requested by Council;
              f) Balance fuel sales with store staff each fortnight; and
              g) Maintain fuel quality records.

4.            TOWN PARKS AND GARDENS.
4.1           The general duties associated with the towns parks and gardens of Thargomindah include,
              but not exclusively:
              a) Thargomindah Football Oval – mowing, fence maintenance, irrigation;
              b) Parks – mowing, whippersnipping and weeding;
              c) Old and new cemetery – all ground maintenance;
              d) House yard maintenance – vacant houses, all ground maintenance of council owned vacant
                 blocks as and when required;
              e) Pelican Point – cleaning of BBQ, tables and seats;
              f) Old Hospital – mowing, fence maintenance (including all ground maintenance);
              g) Dump maintenance - including perimeter fence cleanup, green waste chipping, tyre stacking
                 and maintenance of recycle area;
              h) Riverwalk maintenance - including trail walk approx. 5.5km;

         i) Hydro Power Display – gardening and BBQ area grounds maintenance;
         j) Old Jail – all grounds mowing, whippersnipping and general maintenance;
         k) Footpaths – mowing, whippersnipping and general maintenance;
         l) Sprinkler maintenance;
         m) Irrigation repairs and maintenance;
         n) Gardens – all maintenance, including weeding, topdressing and whippersnipping;
         o) Golf Club – ground maintenance around clubhouse only;
         p) Free camping area – General maintenance and whippersnipping as required;
         q) Display fountain – general maintenance of both garden and ponds;
         r) Botanic gardens – general maintenance and maintenance of native trees; and
         s) Yapunyah Caravan Park – all ground maintenance including irrigation, gardens
            whippersnipping etc.
