    The 2020 FBA SUMMER CONFERENCE - Our Summer Professional Development Conference will be held at
    the Hilton Daytona Beach Oceanfront Resort, June 24-26, 2020, and will have as our Keynote: Paula Crider,
    Professor Emerita, The University of Texas. Some great clinics are planned and will also feature a Masterworks
    session with Ms. Crider (bring your instrument). More information will follow on the web site, and it’s going to be
    great, AGAIN! Bring the family, enjoy the clinics and great fellowship, and get inspired for next school year! We will
    again have the Southern Winds with Doug Phillips, performing on Thursday evening (June 25), along with a concert on
    Friday by the highly successful Nine Star Honor Band to be conducted by Kelly Dorsey, Director of Bands at Union
    County HS, and the newly added Seven Star Honor Band to be conducted by Lee Sellers, Director of Bands at Pacetti
    Bay Middle School. Another addition this year will the first ever FBA Jazz Institute on June 26 & 27

    Check the FBA Web Site under MPA/State Solo & Ensemble, State Concert Band, for District Assignments. Be
    sure and register for the area you are assigned. This will fall during Spring Break for some, as it always has and
    most likely always will. A request to change zones due to Spring Break issues will not be considered favorably.
    Information about the MPA in the way of entry forms and assessment forms will be available at MPA on line. You
    will be able to access the State MPA Information Bulletin on the FBA web page by late January

ORDER SCORES AND MUSIC FOR MPA’S NOW! See Handbook for FBA rules regarding music scores. Do it now, don’t
wait. You MUST secure permission to copy out-of-print copyrighted music from the copyright owner. Your music dealer
should have a form to secure permission. The use of this form, when sent to the copyright owner, will expedite the inquiry
and permission process greatly.

GENERAL MEETING of the FLORIDA BANDMASTERS ASSOCIATION
             Tampa Convention Center - Tampa - January 9, 2020

The meeting was called to order at 7:37 pm by President Cathryn Leibinger. Big THANK YOUS go out to
everyone who helped make the conference run smoothly, especially a big “thank you” to all the directors in the
surrounding counties who helped in procuring the larger percussion instruments for our All-State groups. Kudos to
Richard Davenport for his work in the roll of FBA Conference Manager for the FMEA Conference. After the
introduction of the FBA Officers seated at the Head Table, the attendees were asked to stand for a moment of
silence in remembrance of FBA members who have passed away during 2019.

HALL OF FAME REPORT
        Paula Thornton presented the Hall of Fame report. The 2020 Roll of Distinction inductee will be Jo Jossim (Director
of Bands, Florida Southern College). The 2020 Hall of Fame inductees will be Tim Willis (Retired Life Member, Pensacola)
and Lee Ponder (Life Member, Christ’s Church Academy). Dates: November 21 & 22, 2020 at Stetson University.

Jr. HS/MS Directors Meeting, Senior HS Directors Meeting, and Small Schools Meeting Reports
are found at the end of these minutes.

UNFINISHED BUSINESS (these motions come to the membership after being previously Passed by
the Board - motions passed here will take affect beginning the 2020-21 school year)

         NOTE: There are several additional Motions dealing with By-Law changes which will be brought before the Board
         at the May Board Meeting for a 2nd vote. If passed, these will be presented to the Membership at the Summer
         Conference General Business Meeting. Refer to the December 2019 Board Minutes.

Motion from the MPA Committee: (Adams/Cole)
All 3rd (third) and 4th (fourth) high school concert bands will sight read MC level sight reading at concert MPA.
Rationale:
Currently all 3rd and 4th bands read CC-C-D-MB level sight reading; however, 3rd and 4th bands are only required to play 2
grade ones on stage. This means that they are currently sight reading at a higher grade level than they are required to perform
on stage. By changing the sight reading requirement to MC the sight reading requirement is more congruous to the stage music
requirement.

MOTION: R. Uhler/T. Lewis: Handbook change - Article IV - E. Adjudication Certification Training
and Approval.
    1. Purpose: To certify train/approve the adjudication in the state for all of the aspects of Music Performance
        Assessment, including, marching, solo and ensemble, jazz, and concert.

         Activities: Certification Training workshops held throughout the year. Marching workshops will be held twice a
         year, the day before the January and Summer Conferences. The concert, jazz and solo and ensemble workshops will
         be held twice a year in the fall. Training workshops for re-approval Re-certification seminars will also be given.
         Adjudicators must be re-approved Must re-certify every 5 years.

         Cost: Fee is $25.00 for Certification and $10.00 for Re-certification; includes all materials and the workshop.

President-Elect Voting Results:
       Shawn Barat was announced as the next FBA President-Elect. Congratulations Shawn.
       (Under the new format of voting, 474 votes were recorded)

        Presentation from Scott Lubaroff, Director of Bands for the University of Central Florida, to the FBA
Commission Committee. Through his efforts, Scott McAllister was commissioned to write “In Praise of Joe”,
honoring our own Joseph Kreines, and was premiered by the University of Central Florida Wind Ensemble in
November 2019. Through the efforts of a Consortium, $10,000.00 was raised which was donated back to the FBA
Commission Committee in Joe’s name. The check from the UCF Kappa Kappa Psi Fraternity was graciously
received by Brian Dell, Chairman of the FBA Commissioning Committee.

    Teachers of the Year announced:
    Jason Algair - 2019 Steinbrenner HS Teacher of the Year
    Patrick Carnahan - 2019 Destin MS Teacher of the Year
    Anna Goebel - Highland Oaks MS and Finalist for Miami-Dade County
    Rob Lambert - 2019 Lakewood Ranch HS Teacher of the Year

    Brian Dell, State Chairman for the National Band Association, offered congratulations and recognition
    of members receiving recognition by the NBA.
Congrats to Mr. Keith Griffis who was one of three Young Conductors selected for the NBA Young Conductors Project and
was paired up with one of the three Young Composers, and guest conducted the Air Force Band in Washington D.C.

Congrats to the LaVilla SOTA Wind Ensemble for being invited to perform at the CBDNA/NBA Southern Division
Conference held in Louisiana in late February 2020.

Congrats to Dr. Phillips HS, Charles Watford, and H.B. Plant HS, Brian Dell, for winning the Division Award for the National
Programs of Excellence Blue Ribbon Award through the NBA. They were also finalists for the National Award.

Outstanding Jazz Educator Award was presented to Chris Banks from LaVilla SOTA and Chris Dorsey from Dillard SOTA for
their performances at the Midwest Clinic in Chicago

Citation of Excellence was presented to Dr. Patrick Dunnigan and Daniel Wood for their performances at the FMEA
Conference.

This is a voting year and Dr. Rebecca Phillips among others from Florida are up for election; all members please vote and
renew your membership.

    Information for the 2020 Nine Star High School Honor Band and the new Seven Star Middle School
    Honor band, which will perform at the 2020 FBA Summer Conference, including the nomination form,
    will be found on the FBA Web site soon.

    Being no further business, the Meeting Adjourned (after several Motions and seconds) at 8:25pm.

Junior High/Middle School Directors Meeting

Topics of Discussion

3. Five Year Superior Plaques for Jazz Band
PREVIOUS MOTION: Cayer/Langford To create an award for Junior High or Middle School Band Directors whose jazz
bands earn Superior ratings at the FBA District Jazz Music Performance Assessment for five (5) consecutive years. Rationale:
This honor will be awarded in the same manner and have similar appearance to the current 5-year Middle School Award. For
the 2020-2021 school year, the award will be presented to directors who accomplished this feat during the five school years
from August 2014 to May 2019 AND August 2015 to May 2020. Afterwards, the award will be given for Superiors received
during the last five school years.
4. FBA President Elect Candidates - Shawn Barat and Bernie Hendricks were introduced.

Senior High Meeting Minutes:
The meeting was called to order by Ian Schwindt at 6:30 PM

The meeting began with a discussion of the motion to allow 3rd and 4th bands to Sight Read MC sight reading at Concert
MPA. It was pointed out that if the motion passes it will not take effect until the 2020-2021 school year. Furthermore, if the
motion does pass districts will be allowed to pilot this new program to make sure there are no unintended consequences.

Cathi Leibinger introduced the two FBA President-Elect candidates.

The meeting concluded with Ian Schwindt challenging the members to find new ways to support music throughout their entire
feeder chain and to make sure they were never competing "against" other music disciplines. This same challenge should be
extended to all of the bands in their home districts. "We are FBA" and even if we do not have an official leadership position in
FBA we can still be servant leaders in our districts. We need to reach out to each other at every opportunity.

Meeting adjourned at 6:51.

2020 Small Schools Breakout session

Chairman gave an overview of the motions to be voted on in general session, candidates for President-Elect were introduced by
President Cathi Leibinger.

The committee is continuing to add resources under the Small Schools Tab on the FBA website. Focus is on limited
instrumentation literature project that the Small Schools Committee is coordinating with Steve Kelly at FSU.

Best Practices for rescoring of MPA pieces is also in the works. Several in the room offered suggestions and resources
available now. We will get some of these linked to the FBA SS page.

The committee will be sending a survey out in the spring to solicit information on scheduling at small schools. Of interest will
be what works and why, proving a resource for others in similar situations to share with administrators.
