URBAN-LEDS PHASE II:
EXPANDING GEOGRAPHY, INCREASING IMPACT
Human activities in cities, towns and regions contribute a significant and growing proportion of global
greenhouse gas emissions and are at increasing risks from the impacts of climate change. They also
drive the demand for energy and other services in urban areas with rapid population growth. UN-Habitat
and ICLEI are taking on these challenges by accelerating urban low emission development and climate
change resilience in more than 60 cities worldwide, by exploring a multilevel and integrated governance
approach to urban climate action.
An Urban Low Emission Development Strategy (Urban LEDS) is integrated into city
development plans and processes to outline a pathway to transition a city to a low emission,
green and inclusive urban economy.

As of January 2019 PHASE I Countries (2012- 2015) PHASE II Countries added (2017-2021)
and 8 European cities from PHASE II
Urban-LEDS strengthens cooperation and information sharing across all
levels of government, positioning them to jointly plan, advance, track and
deliver on global climate and sustainability goals.
Through the Urban-LEDS project, local governments develop
comprehensive Urban Low Emissions Development Strategies (LEDS)
and create integrated climate action plans. These are aligned with the
Global Covenant of Mayors for Climate & Energy (GCoM) framework.
They set targets, implement policies, programs and projects.
