Housing sector situation
‐ In connection with the transition to a market economy
the main objective of housing policy is creating
conditions for the construction of affordable houses for
the poor, which in the Republic of Tajikistan there are
more than half of the population.

‐ Republic of Tajikistan, as a mountainous country, has its
own specific problems of urban and rural settlements,
shape the structure of the living environment and
organization building houses for the public availability.
About 50% of the existing housing stock
was built in 1960‐70 years and requires an
urgent overhaul. These issues are solve very
difficult and there is a real risk of loss part of
land out of production because of its
dilapidated and even accidents
In Tajikistan, involved only 62,6
million m2 of floor space.
     Total area of residential premises,
average per capita is 8,5 m2.
     The number of apartments per 1000
population is 110,7 units.
     These figures indicate an acute shortage
of living space, taking into account that the
rate of one person is 18 m2, and the number
of people took an average of one apartment
is 7 attendees.
The main problem of affordable
           and comfortable housing
• Importance to further improve the existing normative
bases, regulating the development of the housing sector
stimulating growth in housing construction, directed for
the construction of affordable and comfortable houses;
• Need for systematization and structuring of a clear
legislative framework for the implementation of all phases
of construction of affordable and comfortable houses, the
definition of adequate measures of its state support,
including direct (government funding) and indirect (tax
incentives, government guarantees, etc.) mechanisms, as
well as improving the normative and legal bases,
regulating the comfort of people's living conditions;

• Limited solvent demand for housing, lack of
market of affordable and comfortable housing;
• Insufficiency of such financial mechanisms as the
system of housing construction savings as well as
providing housing for him in hiring;
• Lack of information on a comprehensive
assessment of housing conditions in the regions, and
assessment of the changes in housing to improve
accessibility and comfort of home, as well as
information for banks and non-credit institutions,
private investors about the objects of capital
investment in housing.

For implementing a program of building affordable
              housing, priorities can be :
    1) Lending of local agencies from the state budget for
affordable housing with low rates for the period up to 25 years;
    2) development of individual housing ;
    3) housing by attracting private capital investment, as well as
assistance from international organizations ;
    4) reducing the cost of building 1 square. meters of
affordable housing by preventing the use in its construction of
expensive materials, components and structures ;
    5) further development of production of efficient,
ecologically building materials and new technologies in order to
increase their range of quality improvement and reduction in
imports and reduction of material consumption.

Affordable housing must have certain
   technical and price options, including:

• the average area of 3-room apartment
  - an average of 80-100 sq.m.;

• cost of 1 sq.m. meter
  - no more than $ 350 (without decoration) .

      Integrated solution to the problem of transition
to sustainable operation and development of the
housing sphere, ensuring availability of housing for
citizens, creating a safe and comfortable living
conditions

            Objectives of the Convention:

Implementation of the framework convention allow: :
 in the economic sphere:
 increase the availability of housing for the general
 population (creating an enabling environment for the
 development of the housing market and housing services
 for housing maintenance, real assistance to the
 population to acquire housing in the primary and
 secondary markets in different forms, and promoting
 systems of housing loans, including mortgages, use of
 housing loans)
 in social sphere:
 improve the system of housing for vulnerable groups
 (development of effective systems of targeted support to
 socially vulnerable groups, strengthening the principle of
 targeting of state aid, provision of social housing, etc.)
in the environmental field:
improve urban planning, architectural planning and
environmental approaches to the formation of
favorable habitat (the transition from model to individual
projects, the development of integrated development,
including landscaping)

in the technical field :
improve comfort conditions for the population and the
quality    of     housing    maintenance       (significant
improvement in maintenance and repair of housing stock,
saving energy and water resources, promotion of cost
reduction and improving the quality of municipal services,
development of security of tenure, replanning and
renovation of housing and self-organization of citizens)
The Framework Convention could be a
reference for the joint cooperation and requires
each State more serious approach to the issues
above. And also serves as the basis for a
specific decision. Provides an effective
investment policy in the housing sector. Help in
developing projects aimed at providing
affordable, healthy housing and environmental,
as well as rehabilitation and improvement of
existing housing stock, which brings together
private investors and tenants.

The added value of a possible framework
convention on affordable, healthy and
ecological housing in our region should be -
to     increase     political     importance,
strengthening implementation of sound
national policies for affordable, healthy and
ecological housing, providing a platform for
exchange of international experiences and
best practice
