Running their own cookie business reminds girls that they're capable of making any adventure possible!
The Cookie Program also supports over 60% of our GSNorCal budget in a typical year, and now even more
given the pandemic after we lost other revenue generating activities, with closed retail shops and cancelled
camps and programs. Optional troop and girl participation will be important indicators of our ability to
continue to invest in pandemic recovery, girl programs, volunteer support, camp proprieties, and more.
56% of each cookie package sold supports member services and infrastructure for 38,000 girls and
volunteers across our 19 counties and 648 zip codes:
• High-quality, affordable virtual and in-person programming
• Camp and program property maintenance, including forest management
• Staff, insurance, rent, utilities
• Information technology
• Volunteer screening, training, and support
• Website and marketing
• Investments in equity, including financial aid, staff-supported troops, and community and path to camp programs for girls
who live in low-income communities

Thank you to the following troop and service unit volunteers who represented large and small, urban and
rural service units across council on our 2021 EntreprenHERs Advisory Boards. Their participation and
input was invaluable to designing GSNorCal’s 2022 Cookie Program. We are already looking forward to
next year’s planning and will share invitations in May 2022.

eBudde Booth Scheduler is used to manage all public booth locations 2/14—3/27
Troops use the Booth Sites tab to reserve sites
1/10-1/11: Troops reserve 6 sites within SU boundaries; 2 max per business
1/13: Troops have unlimited, unrestricted booth site reservation options
Troops review and adhere to Notes section for specific site guidelines
Troops have a printed copy of booth reservation on site at booth
Location information feeds directly into GSNorCal's ilovecookies.org Cookie Finder
The Girl Scout Cookie Program is the most publicly visible activity in Girl Scouting and provides us
Booth Safety a unique opportunity to model leadership by doing our part in reducing community transmission of
COVID-19. Refer to GSNorCal COVID-19 Guidance.
A public booth is a place where Girl Scouts set up a table at a business or other approved public location
to sell Girl Scout Cookies. The majority of public booths are organized by service unit volunteers with
In-person relationships to the community businesses.
Public Booth Family and troop volunteers should not approach major chain retailers to request site access
In-person booths at private residences should not be listed in eBudde
My Sales booths are unique sites for individual Girl Scouts or troops, such as a grandparent's store
or a local high school sporting event, that are not available to other entrepreneurs.
My Sales Reserving a My Sales Booth:
Booth 1. Must receive approval from site manager
2. Troop volunteer requests My Sales site in eBudde
3. Service unit volunteer approves site in eBudde within 48 hours of request—sites outside of requestor's
service unit boundaries will be approved in coordination with relevant SU team
This option also gives girls the opportunity to coordinate pickup of Girl Scout Delivery orders
Drive-thru or
1. Find a location that has a good flow of customers like a church or school parking lot
Pickup
2. Check with property managers before requesting
Booths 3. Enter the drive-thru site in eBudde so it shows in a Cookie Finder search
Hosting booths on social media gives girls a way to achieve their goals and connect with others
Virtual while allowing them to discover new ways to take the lead in their cookie business. Refer to the
Booths Virtual Cookie Booth Guide to see how it works.
Troops should release an in-person booth right away if not able to attend.
Troop volunteers can release the booth from the eBudde Dashboard Calendar.
Releasing
My Sales booths can be released by contacting your SU Booth Coordinator.
Booths
Once a booth is released, it updates in the Cookie Finder AND troops on the
waitlist are notified the booth is available for selection on a first-come, first-serve basis.
Permits, Contracts, and Insurance
Some cities allow booths on city property or sidewalks with a proper permit. Cities should be contacted directly.
If business does not own the property, receive permission from the property owner to host a booth or pickup site.
Girls, Parents, Troops and service units are not legal entities and therefore cannot legally enter into contracts. If
signature is requested, submit to insurance@gsnorcal.org for processing.
If a GSNorCal certificate of insurance is requested by a booth site, submit a request.

9 Return to Table of ContentsAll About Cupboards
Over 80 cupboards throughout our 19 counties store and handle product in support of all girls and troops.
Each season, our goal is to sell through all physical packages GSNorCal has invested in—cupboard
inventory will decrease as the program progresses. Inventory management is one of the most challenging
pieces of the program, and communication between Cupboard Managers and Troop Volunteers is key.
Inventory transactions maintained at all times during the program—Cupboard to Troop and Troop to Girl
Initial Cookie Distribution Troops Cupboards
• Agent to SU • Place cupboard reorders • Cupboard to Cupboard transfers
• SU to Troop • Check Cookie Exchange • Agent to Cupboard reorders
• Agent to Cupboards • Transact cookies to girls as sold • Ending inventory < or = to total SU
• Troop to Girls • Zero unsold inventory
Care to Share pkgs
Cupboard Managers:
Support all girls and troops
Partner with GSNorCal Product Team to monitor inventory levels and plan replenishment and/or product transfers
Partner with GSNorCal Product Team to schedule no more than two deliveries from the warehouse per week, due
to delivery agent availability
Warehouse deliveries are scheduled Tuesday-Friday
Cupboard to cupboard transfers may be requested and scheduled anytime
Maintain cupboard transactions in eBudde and verify that physical on-hand matches Current Inventory line at all
times
Ensure product is properly cared for in a dry, cool, clean, pest-free, and smoke-free environment
Exchange damaged packages and/or cases of the same variety
Utilize the eBudde app to easily process troop orders and contactless receipting
Have a goal of fewer remaining packages than the total Care to Share packages sold for their service unit by the
end of the program
Cookies may be ordered in either packages or cases from cupboards
Finalize cupboard transactions by 3/29 so troops may finalize transactions to girls and enter reward choices
Troop Volunteers:
Communicate excess inventory to Cupboard Managers and use Cookie Exchange tab in eBudde to share excess
inventory with other troops
Review cupboard requirements, availability, exchange policy, and safety protocol specifics prior to placing orders
Place orders 72 hours in advance of desired pickup
Arrive during scheduled time to pickup orders
Count and sign receipts for EVERY transaction
Remind girls to turn off out-of-stock varieties for Girl Scout Delivery in Digital Cookie as necessary
Understand not all varieties will be needed as the program progresses. Thin Mints, Samoas, and Tagalongs are a
low-risk inventory variety—remaining in high demand

WHAT: First ACH (Automated Clearing House) Debit to troop accounts week of 3/2
WHY: Ensure initial cookie invoice can be paid and caregivers are managing money collection
HOW: GSNorCal collects $2/pkg for packages transacted to troops
ACH Debit Form
• Troops need form on file with GSNorCal. If troop bank account has changed, please resubmit
• Troops with no bank account—GSNorCal will send a deposit card with instructions for use after 1/23
Troops that accept customer payments through Digital Cookie
may not need the first ACH Debit
Troops are responsible for bank fees incurred for non-sufficient
funds.
Troops can confirm need for ACH by viewing Troop Sales Report
in eBudde—if Total Payments divided by two exceeds the quantity
of Total Pgks Received by the end of 2/23, no first ACH is needed
Caregivers that collect customer money outside of Digital Cookie
should electronically transfer funds to the troop account. If a
caregiver is having issues turning in money, consider not
transacting additional cookies until they reconcile—exchanges/
returns are fine with signed receipts for all transactions
Update caregivers on total packages sold and total monies paid

WHAT: Troop Transfers and Transacting Packages
WHY: Ensure no troop has unsold packages and all GSNorCal physical packages are sold
HOW: Troop-to-Troop transfers, cupboard reorders and variety exchanges
Troops with extra cookies should add to Cookie Exchange and notify the local Cupboard Manager.
Cupboard goal is to have fewer physical packages remaining than the SU's total Care to Share
packages—Some varieties may be unavailable in
cupboards, but could still be available on the Cookie
Exchange.
Thin Mints, Samoas, and Tagalongs are a low-risk
inventory variety—remaining in high demand
