Section 13 comprises a part of the Silverwood Forest which originally extended to the east and west of Section 13. Section 13
itself has until recently been landlocked, however, as a result of the adjacent Duck Creek development involving the extension
of Navigation Drive, re-routing of State Highway1 (Transmission Gully Project) which when completed in 2020 will run to the
south of the property and with Porirua City Council establishing a link road (Whitby Link Road), Section 13 will have street
access from the north and the south. The Navigation Drive extension will be complete by September 2017. Transmission
Gully is being constructed now as is Whitby Link Road. Whitby Link Road will provide access to Section 13 at its south east end
with completion anticipated in early 2020. The result is that Section 13 is ripe for development and when combined with the
buoyant Wellington Regional residential market, this block becomes an attractive proposition for a land developer.
With reference to the above roading description it is anticipated that there will be no constraints to the successful tenderer
being able to immediately proceed with the north west end of the development (32 sections).
In addition to the 104 lots, for which a Resource Consent is imminent, there is a parcel of land which the vendor anticipates
incorporating which sits more naturally with Section 13 and will yield some five additional sections.

THE COMMERCE
We have been advised by various experience participants in Whitby Land Developments that the typical
range for the “hard costs” of developing land in this suburb is between $120,000 and $150,000 + GST per
section including development levies but excluding holding costs.
A cost plan prepared by O’Callaghan Design Ltd is provided on the Due Diligence site providing indicative
costings. All interested parties should seek independent advice with respect to development costs.
In simple terms it is conceivable that the gross realisation for Section 13 will be between $23.0m and $27.5m
after accounting for GST. Development costs are anticipated to between $12.5m and $15.5m + GST.
The commerce could potentially be enhanced by seeking a variation to the Resource Consent and
completing Comprehensive Housing Schemes at greater density over portions of the site at little additional
cost but significantly greater gross realisation.
