Dear Youth Coaches,
Hutchinson Recreation Commission welcomes you to this season of youth fall volleyball. Our vision at Hutch Rec is to
inspire all residents to actively enjoy a healthy life as they strengthen our community spirit. As a volunteer youth sports
coach, you’re doing this - and we thank you for the dedication, time, and energy spent coaching our
community’s youth.
Our goal is for all of our youth sports participants and their parents/guardians to have an enjoyable experience while
learning not only the fundamentals and skills of the sport, but also the life lessons that go well beyond the court or
field. These lessons include teamwork, commitment, grit, and sportsmanship.
We want to also make your coaching experience an enjoyable one. A large part of the experience is equipping
coaches with information and education. Inside this packet, you’ll find the information you need to know and what to
communicate to your team. You’ll also find additional web pages and resources to plug into as a youth sports coach.
As always, if you have any questions, please contact our recreation and sports staff at the contact information below.

COMMUNICATION WITH PARENTS
After the coaches meeting, team rosters and schedules will be distributed. Please refer to the schedule below for exact dates.
Players’ contact information (both phone number and e-mail) will be listed on the roster. Coaches must contact all players by
Aug. 24. Notify Hutch Rec staff immediately if there are issues in contacting a player on your roster.
Coaches must communicate often with parents and guardians regarding game schedules and other information that needs to be
passed along throughout the season. Some helpful tips include:
• Create a text group and remind the team of practices and games on a weekly basis.
• Download GroupMe or another free team app that provides an additional form of communication with parents.
• Encourage parents to Like & Follow the Hutch Rec Facebook page.
• Over-communicate! Do not assume parents know all of the details.
PROGRAM OVERVIEW
Hutch Rec Lil Diggers (1st-2nd grades) volleyball includes six weeks of Saturday-only sessions. The first 30 minutes are spent
practicing skills; the next 30 minutes are playing against another team in the league. Hutch Rec’s youth volleyball leagues (3rd-6th
grades) include a mid-week practice (based on coach’s availability) and Saturday games in September and October. Practices open
the week of Aug. 24. Games start Sept. 12 and are played each Saturday through Oct. 17.

SCHEDULES & GAME REQUESTS
Schedules will be e-mailed and posted on the Hutch Rec youth sports page by Aug. 31. Coaches are responsible for
communicating the schedule to players and parents. We strongly encourage coaches and parents to bookmark the Hutch
Rec Youth Sports web page: https://www.hutchrec.com/overview-of-rec-leagues-programs-2/youth-sport-leagues/.
Coaches are allowed to list up to two (2) time OR date requests for the season. These requests need to be made on the Team
Information Sheet and must be turned in by Aug. 24. Requests are not guaranteed, but staff will do their best to accommodate.
SHIRTS
Players will receive a shirt to wear during league games. Shirts will be ready the week of Sept. 7 and coaches will be notified.
PICTURES
Hutch Rec contracts with Legends Photography for team and individual photos. League picture day is Sept. 19. A picture
schedule will be sent out to coaches and posted on the Hutch Rec youth sports web page, along with an online order link and
code. Order forms will also be available on picture day.COACHES INFORMATION, CONT.
PRACTICES
3rd-6th grade leagues have mid-week practices based on the coach’s availability. Lil Diggers will only meet on
Saturdays, with a 30-minute practice session before a 30-minute traditional volleyball game.
Starting Aug. 21, coaches in our 3rd-6th grade leagues may reserve a practice time by calling Hutch Rec Downtown at
(620) 663-6179 or in person at 17 E. 1st. Hutch Rec Downtown hours are from 9 a.m. to 5 p.m. Hutch Rec provides one
(1) practice time per week, per team. Practices are reserved on a first come, first serve basis.
Starting Sept. 7, coaches may call and check facility availability for a second practice time. Only one practice time per
week is guaranteed; second practices are only offered when/if a court is available.

Emphasis is placed on learning the fundamental skills, basic rules of the game, and good sportsmanship while stressing equal participation for all. Objectives: 1. Provide development of motor skills. 2. Build character in each individual by stressing sportsmanship and fair play. 3. Build healthy minds and bodies through physical activities. KSHSAA rules for volleyball will be followed with the following exceptions and additions: 1. Net Height: 7’4” or below (Women’s); Court Size: Regulation 2. Number of Players: A team will play with 6 players on the court. A team must have a minimum of 4 players to start or continue a game. 3. Length of Game: All matches will be 3 games to 15 points using rally scoring or a 30-minute time limit, whichever comes first. A 1-minute break will be allowed between sets. 4. Time Outs: Teams will be allowed 1 time out per set. Time outs will last 1 minute. 5. Serves: The server gets two attempts to get the ball over the net on every serve. If the server is unsuccessful after 2 total attempts, it is ruled a side out. Servers may move up to the spike line (10ft. line) to serve. A server will be limited to a total of 3 consecutive points, then a sideout will be called. This will allow more player rotation during each game in this instructional program. 6. Returns: A team will get up to 4 hits to return the ball over the net if needed. Players will be warned the first time they double hit. The second time a double hit occurs, a side out or point will be called by the referee. 7. Rotation: A mandatory rotation system will be used. Players rotate into the middle back position after a sideout has taken place. Revised August 2019
3RD-4TH GRADE VOLLEYBALL RULES
Goal:
The goal of the Hutchinson Recreation Commission youth athletic program is to provide a positive and fun learning
experience for all participants. Emphasis is placed on learning the fundamental skills, basic rules of the game, and
good sportsmanship while stressing equal participation for all.
Objectives:
1. Provide development of motor skills.
2. Build character in each individual by stressing sportsmanship and fair play.
3. Build healthy minds and bodies through physical activities.
KSHSAA rules for volleyball will be followed with the following exceptions and additions:
1. All matches will be 3 games to 25 points using rally scoring or a 45-minute time limit, whichever comes first.
2. Serving:
a. A server will be limited to a total of 5 consecutive points, then a side out will be issued.
b. A server will be allowed one re-toss per serve attempt.
c. The server will receive two attempts per serve in order to get the ball over the net.
d. If the ball goes over the net and out of bounds, the server does not get a 2nd serve; a side out will be called.
e. Foot faults will be called after a first time warning per server.
f. A server may move up to the attack line (10-foot line) in order to get the ball over the net but must strive
toward reaching the Help Line or the End Line as the season progresses. An official may use his/her discretion
and ask the server to step back if he/she feels the attack line is being used as an unfair advantage.
4. During a rally, if the ball hits a center basketball goal and goes over the net, it will be called side out. If the ball
hits the middle goal and stays on the same side of the net, it is considered a playable ball, and play will continue.
5. Players will be warned the first time they double hit. The second time a double hit occurs, a side out or point
will be called by the official.
6. A mandatory rotation system will be used. Teams will rotate after side outs. Players will rotate into the middle
back position.

2020 YOUTH FALL SPORTS: COVID-19 GUIDELINES
CONTACT TRACING SPECIAL STATEMENT: Depending on the level of community spread, local and state public health
departments may need to implement mitigation strategies for public health functions to identify cases and conduct contact
tracing. We will be using information provided at registration that includes parent/guardian contact information, including
phone number, mailing address, and email address. If a possible COVID-19 case is reported from any participant or spectator,

The function of a coach is to educate players through participation in sport activities. Each player should be treated
with the highest level of respect, and his/her welfare should be considered in decisions by the coach at all times. The
following guidelines have been adopted by the Hutchinson Recreation Commission.
THE COACH shall be aware that he/she has a tremendous influence on the education of all athletes and shall never
place the value of winning above the values of sportsmanship and character.
THE COACH shall be responsible for upholding the honor and dignity of coaching youth. In all contact with players,
parents, and officials, the coach shall strive to set the highest example of ethical and moral conduct.
THE COACH shall abide by the guidelines set forth by Hutchinson Recreation Commission regarding game time
participation.
THE COACH shall respect and support all decisions made by officials and shall refrain from conduct that would
incite players or spectators against the officials.
THE COACH shall encourage players to have fun and promote lifelong wellness while focusing on positive reinforce-
ment rather than negative criticism.
THE COACH shall work to learn and understand the rules of the game and pass this information along to players,
parents, and other spectators.
THE COACH shall respect all individuals participating in recreational activities/sports including the players, coaches,
officials, spectators and league administration.
THE COACH shall ensure that all fans of his/her team exhibit the highest level of sportsmanship at all times and assist
league administrators and game officials in maintaining order in the spirit of fair play.
THE COACH shall refrain from the use of alcohol and tobacco products during any HRC sponsored activities.
THE COACH shall submit a background check prior to performing any coaching duties. This background check will
be conducted by Hutch Rec.
THE COACH shall assist in the promotion and mission of Hutchinson Recreation Commission. This mission includes to
provide our community with lifelong wellness, cultural, natural, and recreational opportunities that promote healthy
minds and bodies through innovative programs, state-of-the-art facilities, and protected open spaces.
- Coaches Conduct: Page 1 -COACHES CODE OF CONDUCT
Hutchinson Recreation Commission has adopted the following procedures to handle violations in the Coaches Code
of Conduct. All violations will be taken very seriously and the extent of the disciplinary action for each case is under the
sole discretion of the Executive Director.
Hutchinson Recreation Commission will use the following guidelines when evaluating and penalizing
violations to the Coaches Code of Conduct:
1. Penalties will be based on the nature and severity of the violation.
2. Offenses within similar circumstances will generally warrant similar penalties.
3. Hutchinson Recreation Commission will keep records of all violations and shall document each violation’s
assessment of penalties.
All decisions regarding penalties and violations of the Hutchinson Recreation Commission’s Code of
Conduct shall be final and no appeals shall be granted.
Hutchinson Recreation Commission’s Recreation & Sports Division will determine the appropriate
penalty for any violation of the Coaches Code of Conduct. Penalties may include any of the following:
1. Verbal Warning
2. Written Warning
3. Suspension
- Single Game Suspension
- Multiple Game Suspension
- Indefinite Suspension from League
4. Expulsion from the league and/or all Hutchinson Recreation Commission programs without refund of current
program.
5. Multiple suspensions over time may result in the coach no longer coaching for any Hutch Rec youth sports
program or league.
