McKinstry is a national leader in commissioning services and our commitment to excellence in delivery and innovation
is represented in every project. This proposal represents McKinstry’s commissioning expertise, experience and capacity
offered to the Washington State Department of Enterprise Services (DES) for the on-call commissioning roster for the
contract term of July 2021 through June 2023.
McKinstry commissioning resources are localized in three offices in Washington, allowing us to provide commissioning
expertise, regardless of project size or complexity, with experienced professionals and short lead times.
McKinstry’s Commissioning Operations Manager, Scott Esher, will continue to be the point-of-contact for DES. Scott is
responsible for gathering general project information and assigning a team for each project that delivers to McKinstry’s and
DES’s quality standards. Scott assembles teams according to project location, system requirements, facility use, personal
certifications, and unique project requirements. Scott draws from McKinstry’s team of 35 experienced commissioning
engineers across the state to provide clients with the following services:

• Existing Building Commissioning (EB-Cx)
• Test, Adjust, and Balance (TAB)
• Monitoring-Based Commissioning (MBCx) for performance verification and tuning

The McKinstry team proposed for on-call DES commissioning together has experience commissioning all major building
systems including HVAC, controls, plumbing, domestic hot water, ductwork, electrical, fire/life safety, security, specialty

Defining Project Outcomes
Every McKinstry Commissioning Professional begins each commissioning project by developing a clear understanding of the
owner’s operational intent for the facility and tailoring our proven commissioning program to meet those needs. We review
any existing owner’s project requirements (OPR) or, in many cases, develop OPRs, the guiding principles that ensure owners
are delivered projects that meet original intent. Our proprietary OPR template is often used to build OPRs or establish

We begin by documenting the facility requirements of the owner, discovering any known or suspected issues that may

Commissioning Specialties
LEED® PROJECTS
McKinstry has assisted owners with obtaining LEED® certification on over 75 projects. We have expertise
in achieving all commissioning credits associated with both the New Construction and Existing Building
certifications including v4 and 2009 standards. McKinstry additionally supports Energy and Atmosphere
and Indoor Environmental Quality, IAQ Management Plan and IAQ Assessment (flush out) credits.
To help owners achieve LEED® certification, our commissioning team holds a commissioning kick off meeting, and LEED®

WASHINGTON SUSTAINABLE SCHOOLS PROTOCOL (WSSP)
McKinstry supports K-12 clients in achieving WSSP Criteria for High-Performance Schools relating to commissioning (i.e. E4.0
Fundamental Commissioning and E4.1 Enhanced Commissioning Credits).
UTILITY INCENTIVE CAPTURE
For both new construction and existing building projects McKinstry pursues utility incentives, where available, to help clients
maximize their investment. We work regularly with all major regional utilities including Seattle City Light, Seattle Public
Utilities, Avista Utilities, Snohomish PUD, Puget Sound Energy, and Grant County PUD.
DIVERSITY & INCLUSION
Subcontracting: McKinstry builds and maintains relationships with a variety of DBE contractors and has built a vendor base
that we can draw from that includes qualified DBE firms. Additionally, we use local, state, and federal directories to search
out and continuously vet businesses for future opportunities. For any specific projects under the on-call roster, McKinstry
will draw on this vendor base to seek out accredited firms to participate in the bidding process based on their capabilities
and experience. For all work subcontracted to diverse businesses, McKinstry commits to prompt payment, retainage,
dispute resolution, and portal compliance reporting - per the terms of the contract.
Diverse Business Leadership: Ashley Ruiz is McKinstry’s Director of Social Impact. In her role, she oversees all aspects on
diverse business inclusion including outreach efforts to the contractor community, the training and education of our staff,
tracking of diverse business participation on our projects, and other related tasks.

Existing-Building Opening in September 2007, this building features a 13-story office building with a daycare

Existing-Building This large office facility on the grounds of the Capitol Campus houses offices critical to the
