2021 - 2024 Rural Transportation Improvement Program Revision
Pharr District
The Texas Department of Transportation (TxDOT) Pharr District is conducting outreach to provide the public
with an online comment opportunity for the proposed revision to the 2021-2024 Rural Transportation
Improvement Program (Rural TIP). An in-person or virtual public meeting is not scheduled; however, the public
is encouraged to view project information and submit comments about the revision by Monday, January 25,
2021.
The purpose of the online comment opportunity is to receive comments on the revision to the 2021-2024
Rural Transportation Improvement Program (Rural TIP) for the Pharr TxDOT District. The projects that will be
affected by the revision include:
ADDING in Brooks County - US 281 (0255-05-044) from 0.690 Miles South of FM 755 to
Hidalgo / Brooks County Line – Constructing 4 Lanes with Overpasses and Two – 2 Lanes
Frontage Roads – 2024.
REMOVING in Brooks County – SH 285 (CSJ #0102-07-046) from FM 2191 to Brooks /
Kleberg County Line – Widen to 4 Lane w/shoulders – 2024.
The 2021-2024 Rural TIP meeting(s) was held in the Spring pursuant to Title 43, Texas Administrative Code,
Section 16.102, which calls for an opportunity for public comment concerning the program. As a continuation
of the public involvement effort, the online comment opportunity will offer the public a chance to comment on
the revision to the previously presented Rural TIP.
To view the Rural TIP Revision exhibits and comment information, visit txdot.gov and keyword search:
“Hearings and Meetings Schedule.” Once on the schedule page, scroll down to find the appropriate online
comment opportunity link. Revision information will also be available for public review January 8 through
January 25, 2021 at the TxDOT Pharr Office at 600 W I-2, Pharr, TX 78577. Please make appointment to view
information between the hours of 8 a.m. and 5 p.m. For more information or questions, please contact Melba

The public is encouraged to view this online information and provide input regarding the proposed revision(s).
Written comments may be submitted online, emailed, or mailed. If mailed, written comments must be received

2, Pharr, TX 78577. Comments can also be submitted by email to Melba.Schaus@txdot.gov. TxDOT will be
accepting comments about this project until January 25, 2021.

of many regions, provides biodiversity of plant and animal populations and improves environmental quality. A separate CRP Grasslands signup is offered each year following general
signup.
Signed into law in 1985, CRP is one of the largest private-lands conservation programs in the United States. It was originally intended to primarily control soil erosion and potentially
stabilize commodity prices by taking marginal lands out of production. The program has evolved over the years, providing many conservation and economic benefits. The program
marks its 35-year anniversary this December. Program successes include:
•Preventing more than 9 billion tons of soil from eroding, which is enough soil to fill 600 million dump trucks;
•Reducing nitrogen and phosphorous runoff relative to annually tilled cropland by 95 and 85 percent, respectively;
•Sequestering an annual average of 49 million tons of greenhouse gases, equal to taking 9 million cars off the road;
•Creating more than 3 million acres of restored wetlands while protecting more than 175,000 stream miles with riparian forest and grass buffers, which is enough to go around the
world seven times; and
•Benefiting bees and other pollinators and increasing populations of ducks, pheasants, turkey, bobwhite quail, prairie chickens, grasshopper sparrows, and many other birds.
The successes of CRP contribute to USDA’s Agriculture Innovation Agenda and its goal of reducing the environmental footprint of U.S. agriculture by half by 2050. Earlier this year,
Secretary Perdue announced the department-wide initiative to align resources, programs, and research to position American agriculture to better meet future global demands.

(Rural TIP). An in-person or virtual public meeting is not scheduled; however,
