BOARD
The future of town centres have changed forever, town centres that embrace
the change will be the first to prosper and deliver effective recovery, Your
Pontypridd BID will work to influence and help to rebuild the town centre over
the next five years, it is more than likely that your business has had to adapt
and we must adapt too and continue to be a trusted representative of all
businesses in the BID area.

We have listened to your concerns and have developed your ideas into our
plan to focus on making the town a safer place, building on our current
projects and initiatives, and strengthening our business community. You have
told us that you value the majority of initiatives that have been delivered in the
first term, our new plan details a number of new projects which will build on
current initiatives and themes to progress the town, these commitments come
at a crucial time as the town looks to recover from the impact of Covid-19.
We will continue to act as Your collective voice, representing Your Pontypridd
businesses, we encourage you to vote for more progress in the town, and
continue to work as a collective, investing in projects and support which the
town and its community needs more than ever.

ABOUT THE YOUR PONTYPRIDD BID
Your Pontypridd BID covers the majority of the town centre area in Pontypridd including main
streets such as Taff Street, High Street, Church Street, Mill Street, Market Street and more. We are
an independent, not-for-profit company limited by guarantee, run by local business owners for
local business people.
All the projects and services we deliver are additional to those already provided by Rhondda
Cynon Taf County Borough Council This is safeguarded through ‘Baseline Agreements’, which set
out an agreed level of service provided in the BID area by the Council. This is available as a
download from our website.

WHAT IS A BID?
Business Improvement Districts (BIDs) like ours are business-led organisations, set up in defined
areas by like-minded business people, who work collectively to contribute towards improving their
local trading environment.
BID’s are created or renewed through a formal ballot of businesses operating in the BID area. A
majority of votes both by number and by aggregate rateable value is needed for the ballot to be
successful.
BIDs are principally funded by a small, mandatory annual levy based on the rateable value of
eligible businesses in the BID area. The levy income is ring-fenced to provide a range of services
to help reduce costs and promote the area to attract further investment. A business is legally
obliged to contribute to the BID levy in the event of a majority vote in favour.

OUR SECOND TERM
The services proposed for the second term are laid out in this brochure. Many local businesses
experienced an increase in business rates as the rateable value list was updated in 2017. It was
therefore decided to keep the BID levy charge at 1.25% of the rateable value. The reason for this
is to support levy payers after twelve months of difficult trading conditions forced by the Covid-19
pandemic.
The threshold for voting and paying the levy will also remain the same, businesses occupying
premises with a rateable value of £5,000 or over will be eligible to vote and pay the levy.

OUR MAIN ACHIEVEMENTS
FROM THE FIRST TERM
MARKETING AND PROMOTION
• Developed a brand-new town centre website which has been viewed by over 114,000 people
• Created the Your Pontypridd brand for use in marketing materials
• Launched the ‘Your Pontypridd’ Facebook page which has 4,500 Likes, a Twitter account which as 2,375 followers and an
  Instagram account which has 1,620 followers
• Launch of a successful five video ‘Our Past, Our Future, Your Pontypridd campaign to showcase four small businesses in
  the BID and a fifth to showcase the BID, the business community and what the town centre has to offer reaching over
  80,000 people on social media
• Encouraged thousands of shoppers to spend local at Christmas with our annual Christmas Prize Draw rewarding them for
  visiting Pontypridd and bringing back the Christmas Window Competition encouraging businesses to make their shopfronts
  look festive and attractive to customers.
• The BID has partnered with the University of South Wales to bring their Creative and Therapeutic Arts End of Year
  Exhibition into the town centre making use of empty spaces around the town & has advertised the town to over 2,500
  students at the Annual Freshers Fayre.
• Worked with Pontypridd Town Council to liaise with businesses around the Christmas Switch On event and invested in
  extending the Christmas offer by bringing the Christmas Grotto into Pontypridd Market Quarter.
• Improved the appearance of gateways into the town centre and raised awareness of BID brand with lamppost banners
  project.

WELCOMING AND ACCESS
• Lobbied the Local Authority to introduce the £1 All Day car parking in Council owned long stay car parks encouraging
  more visitors and spend on weekends
• Installed a large digital advertising screen giving members opportunities to advertise promotions/events in the heart of the
  town centre and encourage use of local businesses and inform visitors of events in the park and raising awareness of
  schemes and initiatives such as Pubwatch and the Public Space Protection Order.
• Lobbied for access for cars to come into the town centre after 3pm to give customers convenient access to shops and
  services in the town centre.
• Lobbied the local authority via a petition to ensure ‘no return’ rules are being followed in the town’s most convenient car
  park allowing a better flow of customers in town during peak times in the year
• Worked closely with the Neighbourhood Police Team to raise issues around anti-social behaviour in day and night-time
  economy leading to operations being put in place to protect the public and the businesses.
• More recently, the BID has invested in the Rhondda Cynon Taf Business Crime Reduction Partnership giving FREE
  membership of the Shopwatch and Pubwatch schemes run by the BCRP for all members in the BID area.

BUSINESS SUPPORT
• Partnered with NCP Car Parks to promote reduced car parking for staff in Catherine Street Car Park and we are currently
  exploring further options for savings
• The BID made an appeal to the Valuation Office following the closure of Marks and Spencer which resulted in a 5%
  reduction in business rates for members.
• Lobbied Welsh Government as part of the Welsh BID’s Network to introduce a business rates scheme – the High Street
  Rates Relief Scheme resulted in a saving of £2,500 off business rates for over forty businesses in the BID area.
• The BID has arranged several meetings with the local authority, MS and MP to discuss major developments in the town
  centre (Bingo Hall, Taff Vale) and be the voice representing businesses across all parts of the BID area.
• The BID has invested £35,000 to help secure the future of many businesses affected by the floods in the town centre and
  represented the town’s businesses in Flood Recovery Meetings with the Local Authority.
• We also invested £2,500 in Social Distancing floor vinyl’s to help businesses re-open safely and give visitors the confidence
  they need to come back into the town after lockdown was enforced during the Covid-19 pandemic.
• The BID has developed strong communication in the BID area via Mailchimp informing businesses of the latest town news,
  opportunities, and developments via digital monthly updates.
• The BID has worked in partnership with the Neighbourhood Police Team and representatives from the Business Community
  over the last twelve months to populate a WhatsApp group where businesses can share information, ask questions and
  help report incidents to the Police and Local Authority’s CCTV.

ACTING ON
YOUR FEEDBACK
The vision and strategic objectives for Your Pontypridd
Term 2 will be delivered through four themes with the
priorities and wishes of businesses as communicated to
us through extensive consultation.

A SAFER
PONTYPRIDD
YOU told us that Pontypridd needs to become a safer
place to visit, work and do business. In term two we will:

• Continue to provide FREE membership of the Rhondda Cynon Taf Business Crime Reduction
Partnership and access to the Litorallis DISC App

• Work with businesses to populate a town wide exclusion scheme for tackling shoplifters

• Explore increasing CCTV coverage in blind spots across the BID area

• Invest in a radio scheme to ensure businesses are connected to the Police and the CCTV
control room.

• Improve the management of the night-time economy by supporting and developing the
current and future initiatives (such as the radio system and Best Bar None).

• Identify and support solutions of concern by working closely with partner organisations.

• Continue to work in partnership with South Wales Police and local authorities to promote all
aspects of community safety, providing crime reduction products and advice to visitors in the
town centre.

• Work with the BCRP to organise training sessions with Pubs, Restaurants and Retailers such
as vulnerability training, counter-terrorism awareness and more.

• Continue to lobby for more town centre police presence day and night to help reduce levels
of crime and ASB.

A MORE ATTRACTIVE
AND ACCESSIBLE
PONTYPRIDD
With YOUR Yes vote we can work together to make the town centre more
accessible and bring footfall into Pontypridd. Your Pontypridd will improve the
accessibility of the town centre, by:

• Building on the £1 parking offer in place on Saturdays giving an incentive for shoppers to visit the
town centre

• Finding ways to increase toilet provision in the town centre

• Work with the Local Authority to review signage to help attract tourists and welcome visitors from
outside the Rhondda Cynon Taf area.

• Work with partner organisations to develop a Park & Ride scheme from Sardis Road Car Park

• Distributing Welcome to Pontypridd leaflets including maps – these can be made available at
strategic points throughout the town centre.

Make the town more attractive by
• Work together with Rhondda Cynon Taf County Borough Council to ensure that the baseline
agreements are met and will, where necessary, assist in raising standards further with regards to:
- Signage, Litter, Rapid Response – street cleaning, highway maintenance, graffiti removal.

• Working with agents/landlords to help make properties look more attractive (window vinyl’s),
helping them market their properties to potential new businesses.

• Continue to pay the permit fees for BID businesses who apply to have Street Café Furniture outside
their premises, encouraging a café culture in the town centre.

• Encourage landlords to improve the physical state of town centre properties and make them aware
of funding schemes available to achieve this

• Work with partners to bring more colour and decoration to neglected streets

• Review collection times of waste to reduce rubbish placed outside shops when businesses are due
to open and improve image of the town centre.

In a second term, we will promote Pontypridd as a place to visit and do business:

• Introduce a discount scheme for workers in the town centre to maximise spending in the BID area

• Work with partner organisations to create and promote regular programme of events throughout
the year and promote a calendar of events in and outside of the BID area

• Continue to provide discounted advertising on our Digital Advertising Screen for BID businesses.

• Continue investment in our successful Christmas Marketing activities, looking at ways to improve
the town Christmas offer including our Christmas Prize Draw, Christmas Window Competition, and
events in conjunction with partner organisations.

• Reach out to Ponty People – marketing to inspire local staff, residents, and students to shop and be
proud of their town. Rewarding those who are most likely to spend in the town by developing a
loyalty scheme and exciting Prize Draws.

• Take up membership with Disability Wales, providing access to resources and exploring training to
help promote Pontypridd as a Disability-Friendly town.

• Attract the modern consumer – we will continue to use our social media channels to promote
Pontypridd as a regional destination. We will continue to share engaging content to boost the town’s
offer and look at targeted campaigns to promote a positive perception of the town centre.

• Focus marketing campaigns on smaller independent businesses i.e. retailers, professional services,
eateries.

• Work with local bloggers, magazine editors and social media influencers to improve coverage of
the town centre and help reach new audiences.

TO SUPPORT

Realise the potential of collective action! With YOUR Yes vote we can invest
together to find business savings and lobby to get the voice of business heard.

In a second term Your Pontypridd will build on our current progress in the
following ways:
• Be a collective voice for our businesses and provide representation on all major developments in
the BID area.

• Represent BID members on a number of issues in the town centre – ASB, traffic arrangements,
policing.

• Continue to lobby Welsh Government on a local and national level to continue a Business Rates
savings scheme in a post-covid business environment which benefits all sectors in the BID area.

• Encourage new businesses to move into the town centre and encourage use of vacant properties.

• Continue to liaise with local and national multi-agencies in times of crises, or national and local
emergencies affecting Pontypridd.

• Design a welcome pack for new businesses, signposting useful contacts, funding opportunities and
business support.

• Work with local agencies to provide discounted online training – Health and Safety, Food Safety,
Fire Safety, Business Skills and more.

• Work with car park operators in the BID area to achieve discounted car parking for staff in the
town centre.

BID RULES &
GOVERNANCE
In the event of a successful renewal ballot, Your Pontypridd will be five years in duration, running until 31st March
2026.

The management and governance of the BID will be open and transparent and will be accountable to all levy
payers.

Your Pontypridd BID operates as a company limited by guarantee and has a voluntary Board of Directors.

The Board takes responsibility for the strategic and financial management of the BID. It is the responsibility of the
Board of Directors to ensure good management of the BID.

The Board will meet on a bimonthly basis (as a minimum), to review strategy and consider recommendations from
the BID Manager and to agree any decisions on behalf of the BID company.

The make-up of the Board will aim to reflect the sector breakdown of the BID levy paying businesses across the
town centre, including both national and independent business representation.

The BID will continue to produce a set of annual accounts made available to all BID levy paying businesses.

The BID will enter into legal agreements with Rhondda Cynon Taf County Borough Council

• Baseline agreement - this agreement sets out the minimum service standards to be delivered by Rhondda Cynon
Taf County Borough Council

• Operating agreement - this agreement is between the BID and Rhondda Cynon Taf County Borough Council
which defines the contractual arrangements for the collection and enforcement of the BID levy collection. This will
be carried out by Rhondda Cynon Taf County Borough Council on behalf of the BID. This contractual relationship
is in line with the requirements of BID legislation.

LEVY RULES
1. The BID levy rate will be charged at 1.25% of the rateable value as at 1st April 2021 based on the 2017 rating
list.

2. All new hereditaments entering the rating list after this date will be charged on the prevailing values.

3. The levy will be charged annually in advance starting on 1st April 2021. Businesses that begin to occupy
existing eligible BID hereditaments during the five-year BID period will be liable to pay the levy for their period of
occupation, providing the hereditament remains eligible for BID membership. The BID levy will also be extended
to hereditaments built or first occupied in the BID area during the life of the BID, assuming that they are otherwise
eligible.

4. For each subsequent chargeable year, the levy will be charged as at 1st April based on the 2017 rating list
values at that time.

5. The levy may rise annually during the life of the BID in line with inflation, and at the discretion of the BID board.
The increase for any year may not exceed the published annual Consumer Prices Index or the annual Retail Prices
Index (whichever is the higher) at the end of the month of September in the preceding financial year.

6. The BID levy will be applied to all businesses within the defined area with a rateable value £5,000 and
above, provided they are listed on the National Non-Domestic rates list as provided by Rhondda Cynon Taf
County Borough Council.

7. Businesses who meet the criteria outlined above and who are located on the streets listed in the business plan
will be included in the BID, and therefore will be legally required to pay the BID levy.

8. Registered charities in receipt of mandatory and discretionary rate relief according to the non-domestic rates
list, will be liable for the BID levy, except for those listed as ‘offices & premises’. For clarity this exempts from
liability organisations occupying premises that are not involved directly in selling goods and services for
consumption from the premises.

9. Vacant properties, or those undergoing refurbishment or being demolished, will be liable to pay the BID levy
by the registered business ratepayer, who may be the property owner. In this event, the registered business
ratepayer will be entitled to vote in the BID ballot.

10. Collection and enforcement regulations will be in line with those applied to non-domestic business rates,
with the Board of Directors being responsible for any debt write-off.

11. Rhondda Cynon Taf County Borough Council or their appointed agent are the only authorised bodies able
to collect the BID levy on behalf of the BID company.

12. VAT will not be charged on the BID levy.

13. Businesses with a rateable value of less than £5,000 may have the opportunity to opt in to the Your
Pontypridd BID by contributing on a voluntary basis at a rate to be agreed by the board. Voluntary BID levy
payers will not be entitled to vote in the BID ballot.

14. The term of the BID will be five years from 1st April 2021 – 31st March 2026.

ALTERATION OF THE BID ARRANGEMENTS
BID arrangements may be altered without an alteration ballot, as long as there is no proposal to alter:

•      The geographical area of the BID
•      The BID levy in such a way that would:

-      cause any person to be liable to pay the BID levy who was not previously liable to pay; or
-      increase the BID levy for any person other than for inflation purposes as set out above

Where BID arrangements may be altered without an alteration ballot, the alteration will be made by a decision
of the Your Pontypridd BID Board, following consultation with Rhondda Cynon Taf County Borough Council.

The billing authority shall ensure the BID Arrangements (as altered) are in place by the time those BID
Arrangements (as altered) are due to come into force and shall send a notice explaining the reason for and the
effect of the alteration to each person liable for the BID levy.

     The BID levy will generate revenue that is ring-fenced for the Your Pontypridd
     BID and must be spent on projects that benefit businesses in the BID area
     that pay the BID levy. All services provided by the BID are to be ‘additional’ to
     those provided by the Council. This is measured through the ‘Baseline
     Agreement’ between the BID Company and Rhondda Cynon Taf County
     Borough Council, which sets out the standard level of statutory service that is
     already provided in the BID area by the Council.

£380,000 in the BID area. In addition, Your Pontypridd BID will seek additional external
funding. £387,000 will be invested over 5 years

The proposals will be responsive to change throughout the BID’s term, and ongoing
business engagement will be used to determine business needs. The chart above includes
the following assumptions:
• The Total BID Levy assumes a 97% collection rate
• A contingency fund of 11% of the BID Levy has been included
• Figures are real, with no inflation applied

VARIATIONS
• Variations to individual projects will be reported to the Management Board at its regular
meeting by the BID Manager.
• Major variations (up to 20% of a theme allocation) will be put to the Board for review
prior to implementation.
• Any variation over 20% of a theme allocation must be put to the BID Annual General
Meeting for approval.
