EXECUTIVE SUMMARY
Albury Wodonga Health (AWH) was established on 1 July 2009 and is Australia’s only cross border health
service. While classified as a Victorian regional health service, it is co-funded under an intergovernmental
agreement between the respective Governments of New South Wales and Victoria.

Employing close to 3000 staff with an additional 300 volunteers, the combined team provides a broad range
of hospital, primary and community based services from 17 sites to a growing population of 250,000 living in
the north east of Victoria and southern parts of New South Wales.

Set in a spectacular natural landscape, with the twin cities of Albury and Wodonga nestled along the Murray
River, the district enjoys strong population growth and a vibrant culture, making it a great place to live and
work. It is conveniently located between Sydney and Melbourne with a 3 hour drive to Melbourne and 5 hour
drive to Sydney or a quick flight from Albury Airport.

In response to the region’s growing population encouragingly AWH has recently received investment from
Government that will enable it to further develop its emergency, mental health, maternity and obstetrics
services. The organisation also has a compelling strategic plan, setting out its direction and priorities through
to 2021.

As Chief Executive you will report to an experienced Chair and Board and be responsible for ensuring AWH
provides best-practice healthcare that is high quality, cost-effective and responsive to community need.

At the same time it is essential you position the organisation to anticipate, understand and respond effectively
to changes in government policy and direction. Given the unique geographical placement of AWH, this creates
cross jurisdictional as well as federal opportunities for the organisation to maximise.

Albury Wodonga Health was established on 1 July 2009. Albury Wodonga Health (AWH) operates within the
responsibility of the Victorian Department of Health and Human Services. AWH offers the sophistication of
health services found in the metropolitan environment.
AWH is Australia’s only cross border Health Service classified as Victorian Regional Health Service funded by
NSW & VIC.

AWH has grown to be a major regional health service supporting a large catchment. It supports an outer
catchment population of 250,000 and covers the North-East of Victoria and Southern New South Wales. AWH
delivers care and services from 17 different sites

Albury Wodonga Health is the first cross border public health service to exist in Australia and operates under
an agreement between New South Wales and Victorian governments to provide the largest regional health
care services between Sydney and Melbourne.

With over 2,100 staff and over 200 volunteers meeting the needs of our diverse regional community, care is
provided to our community through the main facilities below:

    •     Two public hospitals: Albury Hospital and Wodonga Hospital
    •     Two community rehabilitation centres located at the Albury and Wodonga Hospitals
    •     Community Heath and Drug and Alcohol services in the Albury catchment
    •     Wodonga Dental Clinic
    •     Mental Health Services in Wodonga, Beechworth and Wangaratta
    •     Child and adolescent mental health services located in Wodonga and Wangaratta

Albury Wodonga Health is a 337-bed health service that provides services utilising:

    •     30 sub-acute beds,
    •     95 mental health beds,
    •     5 intensive care beds,
    •     7 operating rooms, and
    •     117 general beds in partnership with a range of community based residential facilities and community
          health centres.

ALBURY WODONGA REGION
Albury-Wodonga are twin cities situated along and geographically divided by the Murray River.

                                               Albury is located on the north side in New South Wales while
                                               Wodonga is located on the south bank in the state of Victoria.
                                               Albury-Wodonga is a growing, vibrant and tranquil destination
                                               and have a country atmosphere combined with a cosmopolitan
                                               feel. Rich in history and natural beauty, the welcoming
                                               community has a diverse culture, and many contemporary
                                               attractions.

                                             Albury Wodonga has award-winning restaurants, cafes and
                                             pubs, full of modern and sophisticated eateries and a thriving
                                             café culture and very close to many famous wineries. The
region also caters for the more adventurous with attractions of boating, great cycling and hiking tracks. The
alpine area around Albury Wodonga is also well known for ski fields.

Cultural, arts and local industry are strong with activities including galleries, boutiques, regional produce,
gardens, modern art and ancient indigenous culture. There is a thriving live music and theatre scene.
Plus, Albury Wodonga is also home to Australia’s national youth circus: The Flying Fruit Circus is the only full-
time circus school in Australia catering for young people 8-18 years of age.

The climate in Albury Wodonga has the same number of sunny days as the Gold Coast, but without the
humidity. Warm, dry summers, mild autumns and springs, and cool winters. Temperature range is 15° to 34°C
in summer and 3.5° to 14°C in winter. The average annual rainfall is 585mm.

DEMOGRAPHICS
                                                                        In the 2016 Census, there were 89,007
                                                                        people in Albury - Wodonga
                                                                        (Significant Urban Areas). Of these
                                                                        48.6% were male and 51.4% were
                                                                        female. Aboriginal and/or Torres Strait
                                                                        Islander people made up 2.7% of the
                                                                        population. The regional area of
                                                                        Albury Wodonga has a broader
                                                                        population of about 180,000.

The median age of people in Albury - Wodonga (Significant Urban Areas) was 38 years. Children aged 0 - 14
years made up 19.5% of the population and people aged 65 years and over made up 16.7% of the population.
Employment statistics at the time of the last census; for the region were 43,168 people who reported being in
the labour force. Of these 56.5% were employed full time, 31.9% were employed part-time and 6.5% were
unemployed.

The median house price in Albury Wodonga is $342,000,
School education in Albury Wodonga has 17 primary schools (10 public and 7 private)7 secondary schools
(3 public and 4 private).

Tertiary Education: Charles Sturt University, La Trobe University, TAFE NSW Riverina Institute,
and Wodonga TAFE.

Albury Wodonga in many senses the centre operates as one community, it has parallel municipal governments
and state government services with the fact that it is divided between Victoria and New South Wales. The
two councils; Albury & Wodonga, have recently committed to the “Two Cities, One Community” partnership,
pledging a commitment to work together to realise a shared vision to plan, develop and grow the Albury
Wodonga region as a major Australian Regional Centre. However, the fact that Melbourne is significantly
closer than Sydney and Victorian radio and television broadcasts in the region, resulting perhaps culturally and
socially in the predominance of Victorian way of life. As demonstrated in support for Australian Rules Football

CHIEF EXECUTIVE OFFICER
POSITIONS PURPOSE
The purpose of the Chief Executive Officer is to, under the direction of the Board, lead Albury Wodonga
Health in providing a best-practice health service that is of high quality, cost-effective and responsive to
government policy directions and community needs.

The Chief Executive Officer will enable the Board to fulfil its governance function; and provide executive
leadership, operational management and direction towards achievement of Albury Wodonga Health’s
Purpose, Vision, Priorities, Objectives and Strategic Directions.

KEY DUTIES AND RESPONSIBILITIES
The Chief Executive Officer’s (CEO’s) duties are to manage Albury Wodonga Health in accordance with the
financial and business plans, strategies and budgets developed by the Board and the instructions of the Board.

The CEO is responsible for the organisation’s day to day operational management. Including:
Service Delivery, financial management and supporting a shared purpose and direction of results for Albury
Wodonga Health.

    •   Ensure that AWH continuously strives to improve the quality of the services it provides and to foster
        innovation, learning and professional growth; and to meet or exceed Accreditation Standards
    •   Provide AWH with executive and strategic leadership and operational management. This includes
        responsibility for managing progress towards achievement of the organisation’s Strategic Directions
        and Statements of Priorities
    •   Ensure that the Executive Directors and Directors and other senior staff practise responsibly and
        ethically and that they promote a culture that upholds responsible and ethical behaviour, integrity
        and accountability.
    •   Ensure that the Board’s decisions are implemented effectively and efficiently throughout AW Health
    •   Propose budgets for approval by the Board. This includes development of operating forecasts,
        expenditures, operational results and financial performance;
    •   Identify and manage corporate risks, including informing the Board in a timely manner of any issues
        of public concern or risks that may affect the organisation;
    •   Implement capital and operating plans to support the Strategic Plan, and Master Plan.
    •   Ensure prudent and effective management in compliance with Board, DHHS and legal requirements
    •   Contribute to the development and implementation of integrated health service plans and a
        partnership approach to optimal health outcomes across the AWH catchments.

Challenges and opportunities currently associated with the role include:

    •   Successfully implementing the recommendations from a recent independent review of the
        organisation’s mental health services

MANDATORY TRAINING:
It is a condition of appointment that all employees complete mandatory e-learning modules prior to
commencement.

PERFORMANCE APPRAISAL:
A review of performance shall be undertaken within six months following commencement and
annually thereafter. There is an expectation that staff will assume responsibility for completion of any
learning requirements advised by the organisation. This includes all Mandatory Training and Clinical
Competencies as required (annually or in accordance with timelines specified in relevant health
service policies and procedures).

Category A staff and other clinical personnel must be protected / screened against the following
