The City of Houston’s
   Civic Art Program
   • Overseen by the Mayor’s Office of Cultural Affairs
   • Houston’s Civic Art Ordinance est. 1999
   • Dedicates 1.75% of budget for eligible City-funded
     construction projects to create new artworks or conserve
     existing artworks in City Art Collection.
   • The City Art Collection includes 600+ pieces, encompasses
     wide array of media, forms and visual arts disciplines

Houston Arts
   Alliance (HAA)
• HAA is a local arts and culture organization. Our principle work is to implement the
  City of Houston’s vision, values, and goals for its arts grantmaking and civic art
  investments
• HAA's work is conducted through contracts with the City of Houston, overseen by the
  Mayor’s Office of Cultural Affairs (MOCA)
• HAA also executes privately funded special projects to meet the needs of the arts
  community, such as disaster preparation, research on the state of the arts in Houston,
  and temporary public art projects that energize neighborhoods
• In short, HAA helps artists and nonprofits be bold, productive, and strong.

It’s comprised of:
• George Bush Intercontinental Airport (IAH)
• William P. Hobby Airport (HOU)
• Ellington Airport (EFD) / Houston Spaceport
Houston Airports
          (HAS)
Houston Airports forms one of North America's largest public airport systems,
serving over 60-million passengers in 2019. HAS positions Houston as the
international passenger and cargo gateway to the South-Central United States,
and a primary gateway to Latin America.

Civic Art at Houston Airports enhances the passenger experience by building
and presenting a world-class collection of regional, national, and international
works of art with a focus on the impressive talent and vast diversity of the place
we call home.

Project Overview
The Civic Art Program of the City of Houston Mayor’s Office of Cultural Affairs
(MOCA) requests the submission of qualifications from artists or artist-teams to design,
fabricate, and install major permanent works of public art in various locations within the
Houston Airports. Commissioned works will be accessioned into the City of Houston’s
Art Collection.

The advancement of these opportunities, which prioritizes equitable economic support
for artists and art organizations state-wide, has been coordinated to help meet the
needs of artists and arts organizations which have been heavily impacted by Covid-19.
Project Overview
Ten (10) new projects within George Bush Intercontinental
Airport and William P Hobby Airport.
• Budget: $1,460,000.00 available for various projects
• Deadline: Monday, August 10, 2020 at 11:59 pm CST

THE FOLLOWING ARE ELIGIBLE TO APPLY:
• Open to all Texas artists and artist-teams over 18 years of age. “Texas artist” is defined by the
  following:
     • Born in the State of Texas, or
     • Currently residing within in the State of Texas.

• Eligible artists not currently represented in the City of Houston Art Collection or artists whose
  work in the Collection was acquired for less than $50,000.00 on a single project or acquisition

Eligibility
THE FOLLOWING ARE NOT ELIGIBLE TO APPLY:
• Artists currently under contract for a City of Houston Civic Art project
• Artists whose work in the City of Houston Art Collection was acquired for more than $50,000.00 on a single project
  or acquisition
• City of Houston employees
• Elected City Officials, Mayor’s Office of Cultural Affairs Staff, and their immediate family
• Employees, Board members, and Advisory Board members of Houston Arts Alliance, and their immediate family

Applications not meeting all eligibility criteria or application requirements will be withdrawn from
consideration.
Budget
The budgets are distinct for each project and inclusive of all
work by the artist including, but not limited to, design
proposals, artists’ fees, design, engineering, permitting,
insurance costs for each year of the project, lighting (if
necessary), software, studio and project administration, travel,
fabrication, all materials, installation, and required
documentation.

    Security Checkpoint   Commission of an engaging, signature artwork desired for permanent placement at

Application
        Requirements
1.     Resumes - Artist(s) resume or CV, relevant information for any other key team members (3 pages maximum per
       artist or team member)
2.     Statement of intent - includes contact information and interest and ability to complete the project (1,000
       words maximum)
3.     Biography/artist statement (500 words maximum)
4.     Work Samples - Digital images of completed commissions/artworks. Applicants should submit up to ten (10)
       images in JPEG format only with each image no larger than 2 MB.
5.     Project Narrative – applicants have the option of highlighting up to (3) past projects (2 pages maximum)
6.     References - Contact information for three professional references. References will only be contacted if the
       artist is selected to move forward in the process.

*All documents should be in at least a 12-point font, single-spaced, with at least a ½” margin.

Selection Process
 • A panel comprised of arts professionals, stakeholders, and Houston Airport System
   representatives will review qualified submissions and select a short list of up to three
   artists for each of the available opportunities.
 • A “short-list” of Finalist artists will be selected to create concept design proposals and
   paid a stipend.
 • Artist proposals will be presented to the Artist Selection Panel at a separate meeting
   to be scheduled.
 • A single artist or artist team will be selected for each project site by the Artist
   Selection Panel will move forward in the process for approval by the City of Houston
   to be contracted for Design and Fabrication of the final artworks.
Contracting
• Artist finalists will be contracted to create their proposals
• The final commission for this project will be broken out into two
  separate contracts with HAA:
   • one for design
   • one for construction (i.e. “commission”)
• The selected artist must be able and willing to sign contracts for design
  and commission

Project Overview
The Civic Art Program of the City of Houston Mayor’s Office of Cultural Affairs
(MOCA) requests the submission of qualifications from artists or artist-teams to design,
fabricate, and install major permanent works of public art in various locations within the
Houston Airports.

In coordination with MOCA, Houston Airports is making a major investment in new
“Portable Works” for both George Bush Intercontinental and William P. Hobby Airports
to offer support for local artists and arts organization during this challenging time, while
adding quality work to our collection of public art.
Project Overview
• What is a Portable Work?
   Art objects that are not permanently sited or integrated into a
   structure are considered “Portable Works”, and can be displayed in
   various locations in accordance with the needs of the collection and

Budget
• Artworks for consideration must be priced at fair market value.
• Artists must be able to demonstrate market value for any object
  valued above $10,000.00, if selected for purchase.
• Total price listed for each object must include the cost of delivery
  by the artist (or submitter) to a collection site within Houston,
  Texas, designated by HAA.
• The price for 2-D works on paper and photography must reflect
  the price of the artwork framed appropriately.
Requirements
• All artwork must be existing and accomplished prior to June 1, 2020. Works in progress or
  concept proposals will not be considered.
• 2-D artwork must be ready to hang, prepared with D-rings, or other appropriate hardware, as
  required.
• 2-D artwork requiring glazing must be professionally framed with non-glare, museum-quality,
  shatter-proof Plexiglas or acrylic. No glass.
• Subject matter depicting obscene, sexually explicit, social, political, religious, racially
  demeaning, or other subjects that are deemed by the City of Houston to be inappropriate for an
  airport environment will not be accepted.
Criteria for Artworks
    • All artwork for consideration must be titled.
    • Artworks should be family-friendly and suitable for public display to a diverse,
      and international audience.
    • Artwork must be durable and withstand exhibition display for an extended
      duration. Photography and works on paper must be made from archival
      materials and must be framed with the appropriate UV-protective glazing.
    • Artwork should make a significant artistic addition to the City Art Collection.

3.     Work Samples - Digital images of completed commissions/artworks. Applicants should
       submit up to five (5) images in JPEG format only, with each image no larger than 2 MB.
4.     Brief descriptions – Describe the significance of the work, the Texas connection, and why it
       should be displayed at Houston Airports. (100 words maximum)
*All documents should be in at least an 11-point font, single-spaced, with at least a ½” margin.

  and will be required to sign a Visual Artist Rights Act (VARA)
