some do’s and don’ts

   •   Going to work
While “télétravail” (working from home) is encouraged, there are a few who
       absolutely have to go to work. Make sure you have your professional card or a
       certificate from your employer. Again, follow social distancing rules.

   •   Helping family or friends in need
       Visits with family and friends are prohibited. for compelling reasons or helping the
       needy exceptions can be made.

   •   Parents sharing custody
       Separated parents are allowed to pick up and drop off their children. Trips should be
       brief.

   •   Taking the kids out, walking the dog and exercising.
       Its important for kids to go out. Only one parent should go out at a time, limited to
       1km from home, once a day and 1 hour per day maximum. The same goes for our
       furry friends.

   •   Emergency plumbers and electricians.
       Only for urgent water leaks and electricity faults. Not for renovations or home
       improvements.

   •   Crossing boarders
       Even though France’s borders are closed to the rest of the world. “Essential” cross-
       border travel for extreme emergencies can be asked for and arranged.

Prefecture
Visas will be extended with three months. Individuals who have missed appointments at the
prefecture will have to go on their local prefectures website and make your new

COVID-19, partial activity and unemployment benefit

How do unemployment benefit and partial activity relate? These are two autonomous
devices which can, however, be combined or even combined. Pôle emploi answers your
questions, whether you are registered as a job seeker, or not, in the process of

HOW DOES PARTIAL ACTIVITY WORK?
Partial activity, also called “partial unemployment”, is a device for helping businesses facing

WHAT IS THE LINK BETWEEN PARTIAL ACTIVITY AND UNEMPLOYMENT BENEFIT?
There is not one directly, the conditions and the methods of access between unemployment
benefit and partial activity allowance are not the same.

   •   Within the framework of the partial activity there is no justification for a minimum
       working time beforehand, nor for an involuntary loss of job.
   •   Unlike the unemployment benefit, it is not Pôle emploi which pays the allowance,
       but the employer, who is then reimbursed.
   •   At the practical level, the employee has no steps to take to benefit from the partial
       activity allowance (no registration or updating). It is the employer who is responsible
       for requesting the benefit from the labour administration of his region (DIRECCTE).
CAN I BENEFIT FROM THE PARTIAL ACTIVITY IF I HAVE A SHORT OR SEASONAL CONTRACT
AND MY ACTIVITY CEASES BEFORE THE END OF THE CONTRACT?
The nature of your employment contract (CDI, CDD or interim) does not affect. For example,
if you work in a ski resort that closes before the hour, you can also benefit from this device
until the term provided for in your seasonal contract / fixed-term contract. At the end of this
employment contract, if the access conditions are met (in particular the minimum duration
of activity), you will be able to register with Pôle emploi to receive unemployment benefit
under the lost contract (s).
I ACCUMULATED MY SALARY AND MY UNEMPLOYMENT ALLOWANCE. CAN I CUMULATE
MY ALLOWANCE WITH THE PARTIAL ACTIVITY ALLOWANCE?
The cumulation of unemployment benefit and partial activity allowance is possible, in part
or in full, depending on the situation. It depends on the remuneration received during the
past month.
The unemployment insurance regulations stipulate that persons compensated by Pôle
emploi who resume a professional activity may receive, in addition to their salary, their
unemployment benefit in addition.
These rules also apply to employees in partial activity, who may be entitled to
unemployment benefit elsewhere (for example for a previous job lost) in addition to their
partial activity allowance.
This cumulation between the partial activity allowance and the unemployment benefit takes
place under the same conditions as for job seekers who are in “reduced activity” (see pole-
emploi.fr).
TO WHAT AMOUNT OF UNEMPLOYMENT ALLOWANCE ARE I ELIGIBLE IN ADDITION TO
THE PARTIAL ACTIVITY ALLOWANCE?
To find out the amount of unemployment benefit you can claim, in addition to the partial
activity allowance and any other remuneration received during the month, you will have to
declare the income you received during the month elapsed.
The formula for calculating the unemployment benefit supplement is as follows:

                             70% of your income for the month
                          (Partial activity allowance + gross wages)
GOOD TO KNOW
The total cumulation between unemployment benefit and partial activity allowance will be
possible, only for employees who already fully accumulate their salaried remuneration with
unemployment benefit.
HOW TO UPDATE IN THE EVENT OF PARTIAL ACTIVITY?
The update is done on the www.pole-emploi.fr site (it takes place between the 28th of the
month and the 15th of the following month). You must declare all the remuneration
received for the past month as accurately as possible, including the partial activity allowance
and any salaries received (under other contracts).
Remember to declare a number of hours worked during your update. If you were on short
time working all month, declare at least one hour worked.
Your salary slip must be sent to Pôle emploi as soon as you receive it.
Your monthly allowance amount will be adjusted if necessary.

I AM COMING TO THE END OF ENTITLEMENT IN MARCH 2020. DO I HAVE THE RIGHT TO

The Government has decided to extend the rights ( return-to-employment assistance

after March 1. This measure will concern that you are seasonal, temporary, or intermittent
of the show. Concretely, the payments of the AER and the ASS will be extended until the
end of the confinement period. This extension of rights will be effective as of
your update which remains essential for the payment of your allowance It does not reduce
your future rights which will be studied at the end of the confinement period

DO I HAVE TO KEEP UPDATING DURING THE CONFINEMENT PERIOD?
The update must be carried out every month in order to remain registered and continue, if
you are compensated, to receive your allowance. If you are a job seeker receiving benefits
and have worked, you must therefore continue to declare your income received and the
number of hours worked during the past month. If you are in partial activity, you must
declare the indemnity received, and declare at least one hour of work in the month.
HOW CAN I REGISTER WITH PÔLE EMPLOI OR UPDATE MYSELF?
Registration for Pôle Emploi is done online at pole-emploi.fr Telephone assistance at 3949 is
available to assist you.
The updating is done online on pole-emploi.fr, also via the “My space” app or by phone at
3949.
The updating takes place between the 28th of the current month and the 15th of the
following month.
DO I HAVE TO GO TO MY WORKSHOP OR SCHEDULED TRAINING DURING THE
CONTAINMENT PERIOD?
You do not have to travel to go to a workshop or training. The workshop or training can,
however, be offered remotely (via the Internet or by telephone contact).
The trainer or coach will come back to you to indicate the possible solutions (remote
monitoring proposal, report, etc.).
If your training is supplemented, your re-initialization initially planned during the training is
maintained.

DO I HAVE TO GO TO MY SCHEDULED MAINTENANCE DURING THE CONTAINMENT
PERIOD?
If this interview was scheduled before the confinement period, you should not go to an

CAN I BE CHECKED BY PÔLE EMPLOI DURING THE CONFINEMENT PERIOD?
Job search monitoring is suspended during the entire confinement period. No job seeker will
be struck off or sanctioned during this period.

TO WHOM WILL THE EXTENSION OF THE RETURN TO EMPLOYMENT ASSISTANCE (ARE)
ALLOWANCE PAYMENT APPLY?
This measure will apply:

   •   To all job seekers who receive unemployment benefit and who reach the end of their
       entitlement during the month of March and until the end of the confinement period,
       whether you are seasonal or temporary.
   •   To those who may have reworked during the benefit period, and who could
       therefore extend the duration of their right to unemployment benefit; any
       recharging will be carried out at the end of the confinement period.
   •    Intermittent of the show for whom this will result in a postponement of the
       "anniversary date" at the end of the confinement period.
TO WHOM WILL THE EXTENSION OF THE PAYMENT OF THE SPECIFIC SOLIDARITY
ALLOWANCE (SSA) APPLY?

The partial activity (or partial unemployment) is a device that helps keep workers in
employment.
As an employee, you receive an hourly allowance, paid by your employer, equal to 70% of
your gross hourly wage (approximately 84% of the hourly net salary).

As a job seeker, you cannot benefit from this exceptional sick leave scheme. On the other
hand, if you are a trainee in vocational training, you are then treated as an employee of the
