              GOVERNMENT TO ESTABLISH CCPA: ABOUT CCPA
      The authority is being constituted under section 10(1) of the Consumer Protection Act, 2019.
      The Act replaced The Consumer Protection Act, 1986, seeks to widen its scope in addressing
      consumer concerns.
      The new Act recognizes offences such as providing false information regarding the quality or
      quantity of a good or service, and misleading advertisement.
      It also specifies action to be taken if goods and services are found “dangerous , hazardous or
      unsafe”.
      The CCPA will have the powers to inquire or investigate into matters relating to violations of
      consumer rights or unfair trade practices suo motu, or on a compliant received, or on a
      direction from the central government.
      Sources said the Ministry of Consumer Affairs, Food and Public Distribution is in the process of
      finalising the rules relating to the composition and functioning of the CCPA, and these are

                                         RAKHIGARHI
      Rakhigarhi is situated in Hisaar, Haryana.
      It is the site of a Pre-Indus Valley Civilisation settlement going back to about 6500 BCE.Later, it
      was also part of the mature Indus Valley Civilsation.
      The site is located in the Ghaggar-Hakra river plain, some 27 km from the seasonal Ghaggar
      Rakhigarhi encompasses a set of seven mounds, and there are many more settlement mounds
      in the immediate vicinity Not all of them were occupied at the same time.Depending on which
      mounds to include, the estimates of the size of Rakhigarhi have been given variously as
      between 80 and 500 hectares.
      In January 2014, the discovery of additional mounds resulted in it becoming the largest Indus
      Valley Civilization site, overtaking Mohenjodaro (300 Hectares) by almost 50 hectares, resulting
      in almost 350 hectares.

      In May 2012, the Global Heritage Fund declared Rakhigarhi one of the 10 most endangered
      heritage sites in Asia.

                                        WHY IN NEWS?
      Finance Minister Nirmala Sitharaman announced the government’s plan to fund five on-site
      museums, including the under-construction museum initiated by the Haryana government at
      Rakhigarhi, in her Budget speach on February 1, there is excitement and concern

      Union Tourism and Culture Minister Prahlad Singh Patel visited the site on Sunday and spoke to
      villagers about their concerns.

      be developed into “iconic sites” simultaneously.

              CABINET APPROVES BILL TO REGULATE SURROGACY
      Surrogacy is an arrangement, often supported by a legal agreement, whereby a woman (the
      surrogate mother) agrees to bear a child for another person or persons, who will become the
      child's parent(s) after
      People may seek a surrogacy arrangement when pregnancy is medically impossible, when
      pregnancy risks are too dangerous for the intended mother, or when a single man or a male
      couple wish to have a child. Surrogacy is considered one of many assisted reproductive
      technologies.
      Receiving money for the arrangement is known as commercial surrogacy.

                                 ALTRUISTIC SURROGACY:
      Altruistic surrogacy refers to those surrogacy agreements where the surrogate does not
      receive monetary compensation. In most altruistic surrogacy agreements, the surrogate is a
      close relation to the intended parents (family member/close friend).

                                         WHY IN NEWS?
      The Union Cabinet on Wednesday approved the Surrogacy (Regulation) Bill, 2020, allowing a
      “willing” woman to be a surrogate

      The Cabinet approved the Surrogacy (Regulation) Bill after incorporating the recommendations

      Bill, 2019, also included deleting the definition of “infertility” as the inability to conceive after

      The Bill proposes to regulate surrogacy by establishing a National Surrogacy Board and State

      from 16 months earlier.

                                 ISRO TO LAUNCH GISAT-1
      GISAT-1 is an Indian earth observation satellite to be launched in geostationary

      GISAT carries an imaging payload consisting of multi-spectral, multi- resolution from 50 m to
      1.5 km.It will provide pictures of the area of interest on near real time basis including border

      The GISAT-1 will be the first state-of-the-art agile Earth observation satellite to be placed in a
      Geosynchronous Transfer Orbit by GSLV-F10.It weighs around 2268 kg.
      It will be able to carry out rapid surveillance .It will rotate the earth and return the same spot
      every two hours and when needed, it can spend a longer time on certain

      The main equipment it is carrying is the multi- and hyper-spectral imager along with the 700
      mm Ritchey-Chretien telescope to carry out its function of earth observation and data
      collection.
      It is powered by a deployable solar array and batteries.

                                         WHY IN NEWS?
      GISAT-1, the country’s first earth imaging satellite in a geostationary orbit, will be launched in
      the evening of March 5 from the Sriharikota launch centre.
      Indian Space Research Organisation (ISRO) announced late on Tuesday that its medium-lift
      GSLV launcher numbered F10 would orbit the 2,275-kg spacecraft.
      Geo Imaging Satellite-1 will be sent off from the Second Launch Pad of Satish Dhawan Space
      Centre,
      “Operating from its geostationary orbit GISAT-1 will facilitate almost realtime observation of the
      Indian subcontinent under cloud-free conditions and at frequent intervals”.
      It will be the 14th flight of the GSLV. A 4-metre diametre ogive shaped payload fairing is being
      flown for the first time in this Flight.

                                 TECHNICAL TEXTILES MISSION
      This mission was announced in the 2020 Budget with a four-year implementation period from
      2020-21 to 2023-24.
      India imports a significant quantity of technical textiles worth USD 16 billion every year.
      To increase productivity across various sectors like agriculture, horticulture and aquaculture
      fields.
      Better protection of the military, para-military, police and security forces.
      Stronger and sturdier transportation infrastructure for highways, railways, ports and airports

      and in improving hygiene and healthcare of the general public.

                                     ABOUT MISSION:
      The first component will focus on research and development and innovation and will have an
      outlay of ₹1,000 crore. The research will be at both, fibre level and application-based in geo,
      agro, medical, sports and mobile textiles and development of bio-degradable technical

      The second component will be for promotion and development of market for technical textiles.
      The release said the Indian technical textiles segment is estimated at $16 billion which is
      approximately 6% of the $250 billion global technical textiles
      The penetration level of technical textiles in India varies between 5% and 10% against the level
      of 30% to 70% in developed countries.
      The Mission will aim at taking domestic market size to $40 billion to $50 billion by 2024.
      The third component will focus on export promotion so that technical textile exports from the
      country reach from the ₹14,000 crore now to ₹20,000 crore by 2021-2022 and ensure 10%
      average growth every year till the Mission ends.

      The Cabinet Committee on Economic Affairs (CCEA) has approved the setting up of a National
      Technical Textiles Mission at an total outlay of ₹1,480 Crore.
