PINELLAS COUNTY, FLORIDA GovHR USA is pleased to announce the recruitment and selection process for the Director of the Office of Management and Budget for Pinellas County, Florida (pop. 983,186). This brochure provides background information on the County and its organization, as well as the requirements and expected qualifications for the position. Pinellas County seeks an effective leader who excels in a collaborative team environment, thrives in a culture of continuous improvement, and has the drive to make a positive impact in the organization. The Director will lead a team of 30 people responsible for the development and administration of the $2.8 billion County Budget and advance the strategic plan through collaboration with a diverse group of departments, agencies, and independent partners. The County desires an individual who is an expert in public finance and budgeting with experience in use of analytical tools to improve processes and the stakeholder experience. THE COUNTY Few places in the country can match the near perfect year-round weather of Pinellas County, making it an extraordinary place to live, work and vacation. Pinellas County is part of the Tampa-St. Petersburg- Clearwater SMSA with Clearwater serving as the county seat. St. Pete-Clearwater is the leading destination on the Gulf Coast, drawing more than 12.5 million visitors in 2020. From bustling nightlife, shopping and dining in its largest cities (St. Petersburg and Clearwater) to vast expanses of natural beauty, Pinellas County truly has something for everyone. For beach lovers, Pinellas County is home to 35 miles of beaches and dunes which comprise the county’s 11 barrier islands and provide important storm protection for the inland communities. The barrier islands and other natural areas are home to sea turtles, gopher tortoises, otters, wild turkeys, bobcats, alligators and coyotes. It is an internationally known tourist destination, and both passive and active recreation abounds with numerous golf courses, expansive trails for biking and hiking, camping, boating, fishing, and many, many more recreational opportunities. The region also has a strong professional baseball presence with St. Petersburg home to our Tampa Bay Rays and Clearwater and Dunedin hosting spring training for the Philadelphia Phillies and Toronto Blue Jays, respectively. After spring training ends, minor league baseball continues throughout the season with the Clearwater Threshers and Dunedin Blue Jays. THE ORGANIZATION The County has approximately 5,400 employees and is governed by a seven-member elected Board. The County provides a full range of traditional County and municipal services. The Board of County Commissioners is the legislative body, and the County Administrator is responsible for the implementation of County policies. In addition to the County Commission, there are five Constitutional Officers who are elected to administer a specific function of County government, and the Board funds all or a portion of the operational budget of each. The Constitutional Officers are the Clerk of the Circuit Court and Comptroller, Property Appraiser, Sheriff, Supervisor of Elections and Tax Collector. The Director will report to County Administration and become an integral part of a large, complex team consisting of more than 30 departments and divisions that provide a range of services including human services, safety and emergency services, solid waste, transportation, public works, utilities, land use planning, real estate management, building inspections, airport, parks and conservation, environmental management, tourism, and emergency management. The County provides services countywide but is also the full-service provider to almost 300,000 unincorporated residents and provides many contracted services to area municipalities. The county has a long tradition of regional planning and collaboration, a commitment to environmental stewardship and sustainability, financial stability, and protection of over 20,000 acres of open space. PINELLAS COUNTY, FLORIDA DIRECTOR OF BUILDING AND DEVELOPMENT REVIEW SERVICES THE DEPARTMENT Pinellas County seeks an effective leader who excels in a collaborative team environment, thrives in a culture of continuous improvement, and has the drive to make a positive impact in the organization. The Director will be responsible for the development and administration of the $16.6 million department budget and lead a team of 109 staff member to advance the strategic plan through collaboration with a diverse group of departments, agencies, and independent partners. The Building and Development Review Services Department is comprised of three major divisions – Building Services, Development Review Services and Code Enforcement that collectively: • Regulate and enforce compliance with the Florida Building Code, Land Development Code, Comprehensive Plan, and other policies; • Handles construction permits, new construction, alterations, repairs; • Oversee plan review for permits, including, environmental, stormwater, zoning reviews; • Conduct inspections of permitted construction; • Handle complaints of construction without a building permit; • Ensure Flood Ordinance (Pinellas County) compliance of permitted construction; • Maintain permit records/information requests. Recently, Contractor and Licensing Investigations team merged with Code Enforcement to enhance dispatch, training, supervision, and case management. PAGE 3

PINELLAS COUNTY, FLORIDA DIRECTOR OF BUILDING AND DEVELOPMENT REVIEW SERVICES OPPORTUNITIES AND CHALLENGES According to the Urban Land Institute Pinellas County is one of the top six real estate markets in the nation and growing. The county is largely built-out, and as a result has limited open space to accommodate future construction. The county estimates a need for approximately 1,000 affordable housing units each year for the next 10 years, but their rapid growth has caused rents and home sale prices to rise significantly – increasing the lack of affordable housing The Building and Development Services Department is working with Intelligent Consulting to design and implement a change management strategy to transition to an improved system efficiently and effectively. These improvements include customer service testing, promote the project management model, code flexibilities and option thinking. Some of the ongoing challenges include: • Having capacity to process the continued heavy workload of a multitude of applications, phone calls, emails and inspection requests; • Finding qualified candidates to fill vacancies; • Continued efforts to change the culture to embrace and promote options thinking, project management and code flexibilities in all disciplines; • Limitation of the current physical space; and • Continue to enhance reporting capabilities in Accela to track and measure performance and efficiencies. SHORT TERM • Implement the initiatives included in the February 2022 System Improvement Report. • Continue to review the Development Code and other regulations to clarify requirements and instill more flexibility, where warranted. • Implement the Stormwater Manual and Floodplain maps as adopted by the County Commissioners. • Update Landscaping and Habitat guidelines and manual to allow for more flexible development. LONGER TERM • Support the implementation of the 12-month initiatives included in the February 2022 System Improvement Status Report. • Proactively attract and retain businesses with targeted jobs to the county and the region. • Champion redevelopment and affordable housing through planning and regulatory programs. • Foster a sustainable and resilient community that is prepared for sea level rise and a changing climate. • Provide planning, coordination, prevention, and protective services to create and enhance a safe, secure, and healthy community.
