BACKGROUND The consumption and production of safe food have immediate and long-term benefits for people, the planet and the economy. However, food safety remains a challenge for all countries, especially developing counties. WHO estimates that unsafe food causes around 600 million cases of foodborne diseases globally, leading to 420,000 death annually. In 2018, the United Nations General Assembly adopted resolution 73/250 proclaiming 7 June as World Food Safety Day, an annual event facilitated by FAO and WHO. The resolution stressed that food safety is an essential element for achieving food security and that food safety is everyone’s business. Furthermore, food safety compliance is key contributing factor to trade development, employment generation, and poverty reduction. In the national context, Cambodia is a member of ASEAN and WTO, and has adopted a number of measures to ensure food safety for consumers. Several regulations have been developed but still regulatory mechanism is fragmented and complex. With generous support of the European Union (EU), UNIDO is supporting Cambodia to improve food safety system and enhance compliance in fishery sector. The intervention is built on carrot-and-stick approach. While tightening official control over food safety compliance of fishery businesses (being the “stick”), the project strives to make economic sense of complying with food safety requirements (being the “carrot”). The “carrot” is built around the implementation of food safety system including Cambodia Quality Seal, a voluntary quality scheme designed to help fishery businesses distinguish their products from non-complying ones. The work is reinforced by promoting food safety/quality culture where consumers are oriented toward choosing certified fishery products. The logic is that consumer awareness and quality culture will nurture the system to motivate continuous improvement and innovation in supply side of the food system. Developing a quality culture is the most effective, meaningful and sustainable way to ensure and improve quality and safety, and to embed a dynamic system of change for better competitiveness at all levels. Consumer awareness and quality culture will also create demand for safer products in the country However, public knowledge of food safety issues remains low, partly due to inadequate and/or improper coverage of the issue in media. Awareness of safety and quality management system remains relatively low among food producers and consumers. Universities in the country cannot remain as a silent spectator in this regard either. They have a greater role and responsibility in promoting research and development efforts towards fostering food safety and play an advisory role to the public and private sector, thereby contributing to food security in Cambodia. 2
PANEL DISCUSSION AT A GLANCE This panel discussion is the last event of webinar series organized to mark World Food Safety Day 2021 on June 7, 2021, as part of our contribution to raising quality and safety culture in the Cambodia under the CAPFish-capture project. The webinar on 7 June 2021 will be in the form of panel discussion, bringing together experts from academia and industry to share their view on the roles of academia and university-industrial partnership in addressing the inadequacy of human resources in the field of food safety as a piece of puzzle contributing to raise food safety culture in the country. The event will also bring together relevant government officers to explore partnership between academia and government in addressing food safety risk analysis. In addition, this webinar will explore the possible future role and contribution of national universities in research, education, outreach and engagement in policymaking to address the challenge of Food Safety. The target audience for the webinar include senior university management, faculty, government agencies, food manufacturers, service providers, development partners, who are concerned with the strategic development of their agriculture and food sector portfolios through education, training, extension, research and development relating to the food security, safety and human health. The panelists will be joined by UNIDO expert with experience helping developing country establish quality infrastructure system. The webinar is open to public on first-come-first-serve basis with maximum 100 participants. Tentative agenda of the event is as follows: HORNORARY SPEAKERS Ms. Camilla Lombard is of Swedish nationality and studied Political Sciences at the Université Libre de Bruxelles in Belgium, followed by a Master Degree at the College of Europe in Bruge, Belgium, focusing on European Union international relations and Diplomacy. Ms Lombard has worked in the European Commission for 20 years, starting in the Directorate General for Trade working on the Trade Defence Instruments of the European Union (EU) in the framework of the EU Free Trade Agreements with third countries. She subsequently moved to the Directorate General for the EU’s Maritime and Fisheries Policy where she was involved in the design of the EU’s Fisheries agreements with third countries as well as the external trade aspects of the EU’s fisheries policy. During the last 10 years, Ms Lombard has focused on the EU’s Development Cooperation Policy vis-à-vis Southeast Asia and she arrived in the EU Delegation to Cambodia in 2018 to work as the deputy Head of Cooperation. She is involved in the design of the EU partnership with Cambodia and in the implementation of the EU development cooperation portfolio in the country. 3
Dr. Thavarith Chunhieng is a Deputy Director General of the Institut de Technologie du Cambodge (ITC) in charge of International Cooperation and Research. He has over 20 years of experience in Biotechnology and Food Engineering, Renewable Energy, and Water Treatment both in Cambodia and many other countries. His works have been published internationally in Scopus, Elsevier, IEEE, and IEEJ. He supervises and co-supervises a number of Ph.D. and M.Sc. students in bio-technology and food engineering and renewable energy. In addition to his current role at ITC, Dr. CHUNGHIENG also serves as a member Expert for the Regional Commission of Experts (CRE) for the Asia Pacific Bureau of Agency of Universities of Francophone (AUF). He was also assigned as Representative of ITC in the UNIDO committee for Cleaner Industrial Production Project from 2005-2009. Dr. CHUNGHIENG holds a Ph.D. in Food Engineering and Bioprocess Technology from the National Polytechnic Institute of Lorraine (INPL), Nancy and Centre for International Cooperation in Agricultural Research for Development (CIRAD), France. He can speak Khmer, English, French, and Russian fluently. Dr. Shetty Seetharama Thombathu is currently Chief Technical Advisor for the CAPFish-capture project being implemented by UNIDO. He has over 25 years of experience in fisheries value chain development including fish technology, food microbiology and food safety and has worked extensively in development projects, academia, testing laboratories and aquaculture, both in developing and developed countries. Prior to Cambodia, he worked in another EU funded project in Bangladesh where he established food safety systems in seafood sector and made the country to successfully regain access to EU and global markets with annual export value of over USD 500 million. He also worked at University of Alaska as a researcher as well as managed group of five food safety laboratories the state of California and Florida, as food microbiologist. Additionally, he had a very successful accomplishments in North East Africa as well as in India in Universities, fish processing, shrimp aquaculture and hatcheries. Dr. Shetty holds PhD in fish technology with specialization on food safety and microbiology from University of Agricultural Sciences, Bangalore India. 4
Prof. Samuel Godefroy is the former Director General of Health Canada’s Food Directorate, Canada’s Food Standard Setting body and a former Vice Chair of the FAO/WHO Codex Alimentarius Commission. Samuel is currently Full Professor of Food Risk Analysis and Regulatory Policies in the Department of Food Science, Faculty of Agriculture and Food Sciences, Université Laval, Québec, QC, Canada and is leading the development of a Food Risk Analysis and Regulatory Excellence Platform (FRAREP), hosted by the Institute of Nutrition and Functional Foods (INAF) of Université Laval. Prof. Godefroy currently serves as a senior food science and regulatory expert on a number of advisory bodies and committees domestically and internationally, including on the International Advisory Committee of the China Centre for Food Safety Risk Assessment (CFSA). Prof. Godefroy also serves as a strategic and operational advisor to international food safety capacity building initiatives focused on regulatory enhancement, implemented by the United Nations Industrial Development Organization (UNIDO) and the Food and Agriculture Organization of the United Nations (FAO). Prof. Godefroy is the founder and the current president of the Global Food Regulatory Science Society, a non-for-profit organization, aiming to promote food regulatory science disciplines at the international level. Dr. Godefroy assumed senior food regulatory positions at the executive level with Health Canada for over 15 years. PANELISTS Mr. Ali Badarneh is a Palestinian Citizen and a graduate of Birmingham University, UK. He started his career in 1997 as a food safety and quality consultant for a regional consulting firm in the Middle East and then moved in 2001 to work as freelance international expert for many international companies and organizations (UNIDO, LRQA, CU, ISO, ACDI-VOCA and USAID). He holds international accreditations in areas related to the quality and food safety auditing and training. In 2008 moved to UNIDO Headquarters as a staff member working for the Trade Capacity Building Department before moving to the Agri-Business Department in 2016, was responsible for the design and management of technical cooperation projects in different developing countries. Lead the formulation of the UNIDO’s Approach to food safety capacity building and helped position UNIDO globally as key partner in this thematic area. Currently the Chief of the Sustainable Food Systems Division leading a team of professionals and experts for the design and management of a portfolio in areas related to Value Chain Development, Food Safety, Fisheries, Agro-parks, Biodiversity and Market systems development. 5 Awarded the UNIDO Role Model Award in 2019 with a scholarship to Harvard Business School on leadership skills training program. Awarded 4 Merit awards (Individual and Team) during his time at
Dr. Borarin Buntong studied in Agricultural Engineering for his undergraduate at Royal University of Agriculture, Phnom Penh Cambodia. He received his Master in 2004 and PhD in 2012 specializing postharvest technology from King Mongkut’s University of Technology Thonburi, Bangkok, Thailand. Being the Director of Research and Extension at the Royal University of Agriculture in Cambodia, Dr. Borarin Buntong plays important role in coordinating research activities of the university, develops training materials for extension and involved in developing a new bachelor’s program, master and PhD's degree curriculum for the university. He has published his work as authors and co-author for about 40 article and book chapters. He has developed the postharvest laboratory in the faculty of agro-industry, trained thousands of farmers in postharvest technology and community development in the whole countries and thousands of student from the royal university of agriculture and some other private university. He also developed and introduced the net house concept first to farmer in Sa Ang District, and later in Battambang and Siem Reap Province. He also success in introducing the cold room using coolBot Technology in Cambodia to the small scale farmer. Dr. Dr. Chamnan Chhoun is a Director of the Department of Fisheries Post Harvest Technologies and Quality Control, Fisheries Administration, Ministry of Agriculture Forestry and Fisheries, Cambodia. He received his BSc in Fisheries Sciences from RUA, 1992, and M.Sc. in Agriculture in 2001 & Ph.D. in Molecular Cell Biology in 2004 from Ehime University of Japan. He has been working for fisheries sector in Cambodia since 1992. In his present position, he is in-charge of post-harvest fisheries development include quality-safety management and control for fish and fishery products, and international trade development. He builds up a strong network with partner institutions nationally and internationally. He has been also involving in conducting many studies/researches in the field of socio-economic human nutrition in his capacity as Project Investigator/Co-Project Investigator (PI/Co- PI) and National Project Director, and also as international expert and advisor/external advisor for a number of M.Sc.& Ph.D. students nationally and internationally. He has a number of scientific papers published at international journals. He received great honour from many national and international organizations, and has been invited to chair or co-chair, and speak in a number of events/conferences/congress. His strong interest and commitments are to contribute to achieving the SDGs of RGC, and especially improving food safety and nutrition in Cambodia to make available “Good and Safe Fish and Fishery Products for Everyone”. 6
Mr. Poliveth Lao, Deputy Director of Macroeconomic and Fiscal Policy Department, General Department of Policy, Ministry of Economy and Finance (MEF) and a member of Economic Policy Study and Analysis Division of SNEC. With six years of experiences with MEF, he has extensively engaged in conducting various kinds of policy research studies related to agriculture value chain, public investment in agriculture sector, food price, fish market analysis, climate change and environment, and other prioritized sectors related to financing and property market. Besides, he also has grounded experiences to conduct performance evaluation of government special programs such as Boosting Food Production, SME-Co Financing Scheme, and Government’s Special Financing Programs. Currently, he is a technical team leader to formulate framework of boosting agriculture and agro-processing under Inter-Ministerial TWG and also a technical team leader to evaluate and study about government’s fund allocation to prioritized sectors. Before joining MEF, he worked for International NGOs in the fields of fund raising and community development. He earned Master Degree of Business Administration from Norton University, Cambodia in 2012 and he also attended various oversea short course trainings related to local economic development, international trade, environmental economic policy, etc. 7
Dr. Sokneang In obtained her Bachelor’s Degree in Chemical and Food Engineering from the Institute of Technology of Cambodia in 2005, Master in Bio-resource from University Paris XII, France, in 2006, and PhD in Science and Engineering for Food and Bio- products from AgroParisTech, France, in 2012. Currently, Dr. IN is a head of University-Industry Linkage office (UIL) and the dean of faculty Chemical and Food Engineering at the Institute of Technology of Cambodia. As Head of UIL office, she is responsible for leading two centers: Training and consulting service center to support privates sectors; and knowledge and techs-transfer Center. Her UIL office plays also the important role to support the Incubation Center for ITC. In collaboration with Research and Innovation Center of ITC, UIL has mission to promote science, technology, innovation (STI), Research & Development (R&D) for commercialization in Cambodia. As dean of faculty, she leads the faculty to offer the good quality of graduated students in two main skills: chemical engineering and food engineering to fit to market demand. Dr. IN has been leading several projects in collaboration with Japan, Belgium, France universities, and private sectors in Cambodia in the field of food and water born risk assessment, as well as valorization of agricultural products in Cambodia. Recently, Sokneang has been instrumental in setting up drying technology pilot plant as well as food product development platform to support food SMEs in research and innovation. Dr. Sokny Ly, is currently the Director of department of Science, Technology & Innovation Cooperation of Ministry of Industry, Science, Technology & Innovation. Prior to this, she was working in academic sector as lecturer and researcher. Moreover, she published five research papers in the field of biotechnology and microbiology. She has experience in working with development partners from France, Belgium, and Thailand. She has participated in a series of training on project management and implementation, and policy development. Sokny hold a BEng in Chemical and Food Engineering (ITC, Cambodia), MSc in biotechnology (ULorraine, France), and PhD in Agronomy and Biotechnology (ULg, Belgium). 8
Mr. Soktry Meav is the president of the Cambodia Food Manufacturers Association (CFMA). CFMA was registered under the Ministry of Interior (MoI) in 2020. He has extensive experience in business management and the food processing industry, via working closely with many food processing enterprises and his own business. He started his own food business in 1997. In addition, Mr. Meav Soktry, cooperates closely with the Ministry of Commerce to promote Cambodia’s business and to attract foreign investment into the country. He leads and coordinates many Cambodian businesses to attend international trade fairs, in order to promote Cambodian products. He has a strong interest and commitment in improving the competitiveness of the food processing industry in Cambodia. He is a member of the legislative council of the Ministry of Interior of the Kingdom of Cambodia, he has been involved in enacting a number of Cambodian laws and legislations. EU Mr. Meav Soktry holds a Master of Business Management and a Bachelor in Economics. Prior to his current position, Soktry was a lecturer at Build Bright University and the University of Law and Economics. MODERATOR Mr. Kang Sin is currently serving the United Nations Industrial Development Organization (UNIDO) as a National Project Coordinator in charge Research and Innovation component of CAPFish Capture programme. His key roles include promoting commercialization of research and innovation services, enhancing technology transfer from academia to food businesses, as well as raising food safety and quality culture in Cambodia. Mr. Sin graduated with Master of Science in Chemical Engineering from De La Salle University, the Philippines. Prior to joining UNIDO, he worked in both academic and private sector in the field of food safety. He has almost ten years of experiences in development sector including program development (resource mobilization) and implementation. Fields of work include Technology Transfer, Quality Infrastructure and Policy, Food Safety Management System, Resource Efficiency in food industries, agro value chain, and private sector development. 9
