                                          AGRICULTURE AND FARMERS WELFARE

1.   RKVY-RAFTAAR
     Why in news - The cabinet (CCEA) has approved continuation of Rashtriya Krishi Vikas Yojana (RKVY) as
     RashtriyaKrishiVikasYojana- Remunerative Approaches for Agriculture and Allied sector Rejuvenation (RKVY-RAFTAAR) for
     three years i.e. 2017-18 to 2019-20
            Objective: making farming as a remunerative economic activity through strengthening the farmer's effort, risk
               mitigation and promoting agribusiness entrepreneurship.
            The scheme will incentivize states in enhancing more allocation to agriculture and allied sectors.
            It also envisages creation of agriculture infrastructure that help in supply of quality inputs, market facilities etc.
            It will further promote agri-entrepreneurship and support business models that maximize returns to farmers.
            RKVY-RAFTAAR sub-schemes
                         Bringing Green Revolution to Eastern India (BGREI).
                         Crop Diversification Program (CDP).
                         Reclamation of Problem Soil (RPS).
                         Foot & Mouth Disease – Control Program (FMD-CP).
                         Saffron Mission.
                         Accelerated Fodder Development Programme (AFDP)

2.   PRICE DEFICIENCY PAYMENT (PDP) SCHEME
     Why in news - The NITI Aayog, has recently released a three-year action agenda for the Centre suggesting the 'Price
     Deficiency Payment' (PDP) system among other reforms.
            Under this, farmers will be compensated for the difference between the MSPs for select crops and their actual
               market prices
            For crops such as rice and wheat where MSP is effective now, the same will continue.
            The subsidy would be paid via Direct Benefit Transfer (DBT) into the farmer’s Aadhaar linked bank account.
            PDP SCHEMES OF VARIOUS STATES
                  o MukhyaMantriBhavantarBhugtan Yojana (BBY) of Madhya Pradesh Its aim isto ensures that farmers
                     receive minimum support prices (MSP) for pulses and oil seeds.
                  o BhavantarBharpai of Haryana PDP scheme for 4 vegetables — potatoes, onions, tomatoes, cauliflower.
                  o Karnataka and Telangana are giving Rs.5 and Rs.4 per-litre, respectively, incentive to milk farmers over
                     and above the rate that dairies are paying.

3.   The National Agricultural Higher Education Project
     Why in news - It has been formulated by the ICAR in partnership with the World Bank with a focus to improve and sustain
     quality of higher education.
            All statutory agricultural universities, deemed to be Universities and Agricultural faculty of Central Universities
                are eligible to participate in this project.
            It project has three major components:
                         Support to Agricultural Universities
                         Investments in ICAR for Leadership in Agricultural Higher Education
                         Project Management and Learning
                        
4.   AGRI UDAAN
     Why in news - Recently, ICAR-NAARM and IIM-A’s incubator centres announced “AGRI UDAAN”- Food and Agribusiness
     Accelerator 2.0.
            It is a food and Agriculture Accelerator which focuses on catalyzing scale-up Food & Agribusiness start-ups
                through rigorous mentoring, industry networking and Investor pitching to bring start-up revolution in agriculture

               The main idea is to attract rural youth and train them to add value to agriculture and farmer’s produce.

5.   JUTE-ICARE PROJECT
     Why in news - Recently, Central Research Institute for Jute and Allied Fibres (CRIJAF) developed a microbial consortium
     called SONA under Jute-ICARE project
            The microbial will enhance the quantity of fibre yield by 20% as well as its quality in terms of grade by at least 1 ½
               grades
            Improved Cultivation and Advanced Retting Exercise for Jute (Jute-ICARE ) was launched in 2015, by National Jute
               Board
            Objective: Promote better agronomic practices through;
                       line sowing of jute using seed drill to increase yield by 10-15%
                       Distribution of quality certified seeds at 50% subsidy
                       Reducing the cost of weeding by wheel hoeing/nail weeder instead of hand weeding

6.   E-SHAKTI INITIATIVE OF NABARD
     Why in news - Recently NABARD has launched e-Shakti initiative for digitisation of Self Help Groups (SHGs)
           It is an initiative launched by the Micro Credit and Innovation Department of NABARD in line with the Digital India
               drive.
           Project aims to
                       Integrate SHG members with national financial inclusion agenda
                       Improve quality of interface between SHGs and Banks

7.   National Programme on use of Space Technology for Agriculture (NPSTA)
           NPSTA is a proposed programme which envisages integrated use of Space and Geospatial Tools for Mapping,
              Monitoring and Management of Agriculture.
           The current running programmes will be subsumed under this. They are
                       Project FASAL (for crop forecasting),
                       Project NADAMS (for drought assessment),
                       Project CHAMAN (for horticultural assessment and development),
                       Project KISAN (for crop insurance) and Crop Intensification planning.
           The programme will have four sub-programmes such as Crop Assessment & Monitoring, Agricultural Resources
              Management, Disaster Monitoring and Mitigation, Satellite Communication and Navigation Applications.

8.   Mission Fingerling
            The mission aims to achieve enhanced fish production in the country and to meet the targets under the Blue
              revolution by 2020-21.
            Under this, potential states will be identified to strengthen the fish seed infrastructure and facilitate the
              establishment of hatcheries and Fingerling rearing pond.

                                                            DAIRY SECTOR
9.   Pashudhan Sanjivani
           An animal wellness programme encompassing provision of Animal Health Cards - "NakulSwasthyaPatra".
           It also issues UID identification of animals in milk and establishes a National Database for controlling the spread of
             animal disease and keep tracking of trade in livestock and its products.
10. E-Pashudhan Haat Portal
            It is launched under the National Mission on Bovine Productivity for connecting breeders and farmers of
             indigenous breeds.
            This portal helps farmers to be aware about breed wise information on indigenous breeds. Farmers/breeders can
             sell animals of indigenous breeds through this portal.

11. “Quality Mark” award scheme
    Why in News - The National Dairy Development Board with the support of Department of Animal Husbandry, Dairying and
     Fisheries has initiated ―Quality Mark‖ award scheme for dairy cooperatives.
           It is to promote and encourage enhancement of safety, quality and hygiene of milk and milk products
              manufactured by dairy cooperatives.

12. NATIONAL STRATEGIC PLAN AND MISSION SAMPARK

    Why in News - The Union Ministry of Health & Family Welfare on World AIDS Day (1 December) launched National
    Strategic Plan 2017-24 & Mission SAMPARK
           National Strategic Plan 2017-24 aimed at eradicating HIV/AIDS by 2030
           It will pave a roadmap for achieving the target of 90:90:90 Strategy
           Mission SAMPARK was launched to trace those who are Left to Follow Up and are to be brought under
               Antiretroviral therapy (ART) services
           “Community Based Testing” will be taken up for fast-tracking the identification of all who are HIV positive
           The strategy calls for 90% of HIV-infected individuals to be diagnosed by 2020, 90% of whom will be on anti-
               retroviral therapy (ART) and 90% of whom will achieve sustained Virology suppression

13. Universal Immunisation Program (UIP):
           It aims to protect children from life threatening conditions by providing vaccination.
           It is 100% funded by central government and covers all children and pregnant women.
           Vaccines under UIP for 12 diseases- tuberculosis, diphtheria, pertussis (whooping cough), tetanus, poliomyelitis,
               measles, Hepatitis B, Diarrhoea, Japanese Encephalitis, rubella, Pneumonia (Heamophilus Influenza Type B) and
               Pneumococcal diseases (Pneumococcal Pneumonia and Meningitis).
14. Mission Indradhanush
           Launched in 2014, by the Ministry of Health and Family Welfare, it targets all children under the age of two years
               and pregnant women with all available vaccines.
           The Mission Indradhanush aims to cover all those children by 2020 who are either unvaccinated, or are partially
               vaccinated against vaccine preventable diseases.

15. NATIONAL NUTRITION MISSION
    Why in News - The Government of Indian has approved setting up of the National Nutrition Mission.
          Niti Aayog’s National Nutrition Strategy laid down the roadmap to launch National Nutrition Mission.
          It would be executed with the Ministry of Women and Child Development (WCD) as the nodal ministry along
             with Ministry of Drinking Water and Sanitation and Ministry of Health and Family Welfare.
          The mission has a target to reduce stunting, undernutrition, and low birth weight by 2 per cent per annum, and
             anaemia by 3 per cent annually.
          It aims to focus mainly on children up to the age of 6 years, pregnant and lactating women, and adolescent girls.

16. SAMPOORNA BIMA GRAM YOJANA (SBG)
    Why in News - To provide affordable life insurance services to people, particularly those living in rural areas, Union
    Government has launched SampoornaBima Gram (SBG) Yojana and expanded coverage of Postal Life Insurance (PLI)
          Under the scheme at least one village (having a minimum of 100 households) will be identified in each of
             revenue districts of country to cover all households of identified village with minimum of one RPLI (Rural Postal
             Life Insurance) policy each.
          Coverage of all households in identified village under SansadAdarsh Gram Yojana is primary objective of this
             scheme

1.   Various steps taken by the Government (under the National Health Mission)
            Under Janani Suraksha Yojana (JSY) and Janani Shishu Suraksha Karyakaram (JSSK), the number of institutional
               deliveries have improved. These programmes entitles all pregnant women delivering in public health institutions
               to absolutely free ante-natal checkups, delivery including Caesarean section, post-natal care and treatment of
               sick infants till one year of age.
            India Newborn Action Plan (INAP) was launched in 2014 to make concerted efforts towards attainment of the
               goals of “Single Digit Neonatal Mortality Rate” and “Single Digit Stillbirth Rate”, by 2030. Under this plan various
               Newborn Stabilization Units (NBSU) and Kangaroo Mother Care (KMC) units have been established for care of
               sick and small babies.
            Ministry of Health and Family Welfare launched MAA-Mothers’ Absolute Affection programme in August 2016
               for improving breastfeeding through mass media and capacity building of health care providers in health facilities
               as well as in communities.
            Rashtriya Bal Swasthya Karyakram (RBSK) for health screening, early detection of birth defects, diseases,
               deficiencies, development delays including disability and early intervention services has been operationalized to
               provide comprehensive care to all the children in the age group of 0-18 years in the community.
            Iron and folic acid (IFA) supplementation for the prevention of anaemia among the vulnerable age groups.

17. National Health Mission
     The broad objectives of National Health Mission includes the following
              Reduce MMR to 1/1000 live births
              Reduce IMR to 25/1000 live births
              Reduce TFR to 2.1
              Prevention and reduction of anaemia in women aged 15–49 years
              Prevent and reduce mortality & morbidity from communicable, non- communicable; injuries and emerging
               diseases
              Reduce household out-of-pocket expenditure on total health care expenditure
              Reduce annual incidence and mortality from Tuberculosis by half
              Reduce prevalence of Leprosy to

             The scheme, launched by HRD Ministry in 2002, aims to overhaul the quality of technical education in the Low
              Income States and Special Category States (SCS).
             The project commenced with the World Bank
             The present 3rd Phase of the schemes has central, eastern and north-eastern region and hill states as its focus
              states

21. CHAMPIONS OF CHANGE INITIATIVE
    Why in news- It was organised by the NITI Aayog where Prime Minister of India interacted with young entrepreneurs
          It was aimed at bringing together young businessmen at a place and share ideas in an effort to bring together
             diverse strengths for the benefit of the nation and society
          Themes of discussion: Include building New India by 2022, Doubling Farmer’s Incomes, Creating Cities of
             Tomorrow, Taking Forward Make in India, Reforming Financial sector, Building World-Class Infrastructure.

22. PRADHAN MANTRI KAUSHAL VIKAS YOJANA 2.0:
         Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development &
           Entrepreneurship (MSDE).
         The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-
           relevant skill training that will help them in securing a better livelihood.
         Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior
           Learning (RPL).
           Why in news- The scheme was reviewed and PMKVY 2.0 was launched in October 2016. It aims to spend Rs
           12,000 crore on skill training 10 million youth between 2016 and 2020.
         Changes from PMKVY to PMKVY 2.0
                   Placement tracking has been made mandatory.
                   setting up Model Skill Centres called Pradhan Mantri Kaushal Kendras (PMKKs), in districts.
                   Focus has been shifted to getting greater participation of states, bringing district collectors into the
                       picture to ensure delivery at the district level
                   District-level data-crunching exercise to know the specific demand-supply conditions for each district
                   Involvement of industry especially the MSME sector under cluster-based model such as training
                       candidates in a group in a specific region

23. Recently Ministry of Science & Technology announced four new schemes to promote young scientists and researchers in
    the country.
           Teacher Associateship for Research Excellence (TARE) Scheme
                      It aims to tap the latent potential of faculty working in state universities, colleges and private
                          academic institutions who are well trained but have difficulty in pursuing their research due to
                          reasons like lack of facilities, funding and guidance.
                      The scheme facilitates mobility of such faculty members to carryout research in well-established
                          public funded institution such as IITs, IISc, NITs, CSIR, ICAR, etc.
                      Up to 500 TAs (Teacher Associates) will be supported under this scheme.
           Overseas Visiting Doctoral Fellowship (OVDF)
                      This has been instituted for enhancing the international mobility of Indian research students with
                          potential to create a talented pool of globally trained manpower.
                      It offers opportunities for up to 100 PhD students admitted in the Indian institutions for gaining
                          exposure and training in overseas universities for period up to 12 months during their doctoral
                          research.
           Distinguished Investigator Award (DIA)
                      This has been initiated to recognize and reward Principal Investigators (PIs) of Science and Engineering
                          Research Board/Department of Science and Technology projects who have performed remarkably
                          well.

             Augmenting Writing Skills for Articulating Research (AWSAR) scheme
                    This has been initiated to encourage, empower and endow popular science writing through
                       newspapers, magazines, blogs, social media, etc. by young PhD Scholars.
                    The scheme aims to tap the tremendous potential in the country to popularize & communicate
                       science and also to inculcate scientific temperament in the masses.

24. SANKALP AND STRIVE PROGRAMMES
         The Cabinet Committee on Economic Affairs (CCEA) approved two schemes Viz. Skills Acquisition and Knowledge
            Awareness for Livelihood Promotion (SANKALP), Skill Strengthening for Industrial Value Enhancement (STRIVE)

      1. SANKALP SCHEME
          It is a Central Sector Scheme with the financing support ofthe World Bank
          The objective is to enhance the employability potential of the youth by providing market relevant training

      2. STRIVE SCHEME
          It is Centrally Sponsored Scheme with loan support from the World Bank
          The objective of project is to improve access to quality and market-driven vocational training and apprenticeships
          It will incentivize ITIs to improve overall performance including apprenticeship by involving SMEs, business
             association and industry clusters.
25. Sarva Shiksha Abhiyan (SSA)
     SSA - It is aimed at the universalisation of elementary education as mandated by the 86th Amendment to the Constitution
     of India which made free and compulsory education to children between the ages of 6 to 14 as a fundamental right.
     Initiatives and Sub-Programmes under Sarva Shiksha Abhiyan (SSA)
     Shagun Portal - It has two components i.e Repository of best practices to learn from success stories & Online Monitoring of
     the SSA implemented by States and UTs
     Padhe Bharat Badhe Bharat - To improve the reading and writing skills of children in classes I and II, along with their
     mathematics skills.
26. Rashtriya Avishkar Abhiyan (RAA) - It aims to motivate and engage children of the age group of 6-18 years, in Science,
    Mathematics and Technology by Institutions of Higher Education like IIT's, IISER's and NIT's.
27. Vidyanjali - To enhance community and private sector involvement in Government run elementary schools across the
    country.
28. Rashtriya Madhyamik Shiksha Abhiyan (RMSA)
     It is a centrally sponsored scheme with the objective to enhance access to secondary education.
     Initiatives under RMSA
                Shaala Siddhi - It is a web portal developed by the National University of Educational Planning and
                 Administration (NUEPA) to enable schools to evaluate their performance in 7 key domains under the prescribed
                 framework.
                Shaala Darpan - It is an e-Governance platform that covers all the KendriyaVidyalayas, to improve quality of
                 learning, efficiency of school administration, governance of schools & service delivery.
                e-PATHSHALA - It is joint initiative of Ministry of Human Resource Development (MHRD) and National Council of
                 Educational Research and Training (NCERT) to disseminate all educational e-resources including textbooks, audio,
                 video and non-print materials.
                Kala utsav - To promote Arts (Music, Theatre, Dance, Visual Arts and Crafts) in education in secondary stage of
                 the education to bring art in an inclusive environment.

               SeemaDarshan -It is an intiative by HRD in collaboration with Ministry of Defence and Ministry of Home Affairs
                for the students of KendriyaVidyalayas and NavodayaVidyalayas to provide an opportunity for the children to
                experience the border environment and to foster patriotism among the students.
29. Shaala Sarathi
               It is a portal launched by the Ministry of HRD.
               It is a State-NGO-CSR Portal to aid the collaboration among the stakeholders in sharing innovative practices in
                various schools.
30. All School Monitoring Individual Tracing Analysis (ASMITA)
              It is launched under ShalaAsmitaYojana (SAY).
              SAY aims to track the educational journey of school students from Class I to Class XII across the 15 lakhs private
               and government schools in the country.
              ASMITA will be an online database which will carry information of student attendance and enrolment, learning
               outcomes, mid-day meal service and infrastructural facilities among others.

31. Operation Digital board
             Why in news- The Central Advisory Board of Education (CABE), an advisory body under Ministry of HRD recently
              passed a resolution to take steps towards Operation Digital Board.
             The idea of Operation Digital Board is aimed at providing better digital education in all schools.
             These steps will be on the lines of Operation Blackboard of 1987, which was started with the purpose of
              providing minimum basic facilities to all primary school

                                                      SCIENCE AND TECHNOLOGY
32. SATYAM
                SATYAM stands for Science and Technology of Yoga and Meditation is a new programme launched by DST to
                 rejuvenate research on yoga and Meditation.
                Its objective is to tap potential for safer, holistic and cost effective treatment of physical and mental health
                 problems.
33. KIRAN
                KIRAN stands for Knowledge Involvement in Research Advancement through Nurturing is an umbrella
                 programme of women specific programmes of DST.
                It addresses various issues related with women scientists in our country.
                KIRAN is also actively involved in taking proactive measures to develop state of the art infrastructure in women
                 universities

                                                         SOCIAL DEVELOPMENT

34. ZERO HUNGER PROGRAMME
          On occasion of World Food Day (October 16), India’s ambitious Zero Hunger Programme through interventions in
            farm sector launched with focus on agriculture, nutrition and health in a symbiotic manner
          The Programme will be initiated by Indian Council of Agricultural Research (ICAR) in association with Indian
            Council of Medical Research (ICMR), MS Swaminathan Research Foundation and Biotechnology Industry Research
            Assistance Council (BIRAC).
          The programme consists of organisations of farming system for nutrition, setting up genetic gardens for bio-
            fortified plants and initiation of ‘Zero Hunger’ training.
          A genetic garden for bio-fortified plants contains germplasm of naturally bio-fortified crops through plant
            breeding.
          It has plants and crops that help supplement micro-nutrient deficiencies, including iron, zinc, vitamin A and
            iodine among others.
          The Programme initially will be launched in three districts – Gorakhpur (Uttar Pradesh), Koraput (Odisha) and
            Thane (Maharashtra)

35. Swachh Iconic Place
        Meenakshi Sundareswarar Temple in Madurai has been adjudged the best ‗Swachh Iconic Place‘ (clean place) in India.
        It is a special clean-up initiative focused on select iconic heritage, spiritual and cultural places in the country.
        The initiative is being coordinated by the Ministry of Drinking Water and Sanitation (nodal ministry) in association with
        the Ministry of Urban Development, Ministry of Culture, Ministry of Tourism and the concerned State governments.

36. AAJEEVIKA GRAMEEN EXPRESS YOJANA (AGEY)
          The Union Ministry of Rural Development is to launch AajeevikaGrameen Express Yojana (AGEY)
          It is a sub-scheme under DeendayalAntyodayaYojana – National Rural Livelihoods Mission (DAY-NRLM)
          AGEY will provide safe, affordable and community monitored rural transport services like e-rickshaws, 3 and 4
             wheeler motorised transport vehicles to connect remote villages.
          Under it, Community Based Organisation (CBO) is proposed to provide interest free loan from its own corpus to
             SHG member for purchase of the vehicle

ABOUT DAY-NRLM
         It is a poverty alleviation scheme implemented by Union Ministry of Rural Development
         The scheme aims at promoting self-employment and organization of rural poor
         It has a special focus on women empowerment including a dedicated component for promoting farm and non-
           farm based livelihoods for women farmers in rural areas.
         It is supported by World Bank

37. SATH PROGRAMME
    Why in news- NITI Aayog has launched SATH-‘Sustainable Action for Transforming Human capital’ with the State
     Governments
          The aim of these programmes is to initiate transformation in education and health sectors by providing technical
             support to states from NITI Aayog.
          The program will be implemented by NITI along with McKinsey & Company and IPE Global consortium
          The programme aims to build three selected states viz. Assam, Uttar Pradesh and Karnataka as future ‘role
             model’ states for health systems.
          Madhya Pradesh, Jharkhand and Odisha were selected for transforming their education sector.
38. Housing for All (URBAN)
             It envisions Housing for All by 2022 and it subsumed Rajiv Awas yojana and Rajiv Rinn Yojana.
             It seeks to address the housing requirement of urban poor including slum dwellers through following
              programme
                 o Slum rehabilitation with participation of private developers.
                 o Promotion of Affordable Housing for weaker section through Credit Linked Subsidy
                 o Affordable Housing in Partnership with Public & Private sectors
                 o Subsidy for beneficiary-led individual house construction
             HUDCO and NHB have been identified as Central Nodal Agencies (CNAs) to channelize this subsidy to
              the lending institutions.
             The houses will be allocated preferably in the name of Women in the family.

39. Pradhan Mantri Awas Yojana - Gramin
    Government to construct 1 crore pucca (permanent) houses for the rural poor in the next three years.
    Beneficiaries of the rural houses would be chosen according to data taken from the Socio-Economic Caste Census of
       2011
    An allowance of Rs. 120,000 in plain areas and Rs. 130,000 in hilly areas will be provided for construction of homes
    Funds will be transferred electronically directly to the account of the beneficiary.
    The beneficiary would be facilitated to avail loan of up to Rs.70,000 for construction of the house which is optional.

41. NARI AND E-SAMVAAD
    Why in News- The Union Ministry of Women and Child Development (WCD) has launched online portal NARI
        It is a single window access to provide easy access to information on government schemes and initiatives for
            women.
        The schemes are divided into 7 different categories — health, education, housing and shelter, employment,
            addressing violence, decision making and social support.
        It also provides link to Ministries, Departments and autonomous bodies offering these schemes as well as easy
            access to online applications and grievance redressal.

42. Beti Bachao Beti Padhao Scheme
           Launched in 2015 at Panipat, Haryana to address the declining Child Sex Ratio (CSR) and related issues of women
              empowerment over a life-cycle continuum.
           It is a tri-ministerial effort of Ministries of Women and Child Development, Health & Family Welfare and Human
              Resource Development.
           The scheme has no provision for individual cash transfer component or Direct Benefit Transfer scheme.
           The efforts include;
                       Enforcement of Pre-Conception & Pre-Natal Diagnostic Techniques Act, 1994
                       Nation-wide awareness and advocacy campaign
                       Emphasis on mindset change through training, sensitization, awareness raising and community
                          mobilization
                       Help from grass root participants like, ANM (Auxiliary Nurse Midwife) and ASHA (Accredited Social
                          Health Activists)
                       It is mandatory to display gender disaggregated data related to birth of girls and boys through the
                          ‘GuddiGudda’ boards which are to be displayed at prominent public places like Panchayats,
                          Anganwadi Centres, etc.

43. Sukanya Samriddhi Yojana
              It is launched as a part of the Beti Bachao Beti Padhao' campaign.
              It is a small deposit scheme for girl child to motivate parents to open an account in the name of a girl child and
               for her welfare to deposit maximum of their savings.
              The account can be opened at any time from the birth of a girl child till she attains the age of 10 years in any
               post office or authorized branches of commercial banks.
              The account will get matured in 21 years from the date of opening of account or marriage of the girl child after
               attaining 18 years of age.
              Partial Withdrawal for girl child education can be done when she cleared 10th class or turned 18 years.
              100% of the amount can be withdrawn after girl child turns 18 is allowed and the provision of not allowing the
               withdrawal till the age of 18 is to prevent early marriage.

             To facilitate rescue of victims from the place of their exploitation and place them in safe custody.

             To facilitate reintegration of the victims into the family and society at large.
             To facilitate repatriation of cross-border victims to their country of origin.

45. Pragati

                   Pragati (Scholarship for Girl Students) - Pragati is a scheme of AICTE aimed at providing assistance for
                    advancement of girls participation in technical education

     Salient features of the scheme include:
                 number of scholarships per annum: ₹ 4,000 ‘One Girl’ per family, where the family income is less than ₹ 6 Lakh
                  /annum
                 The candidates will be selected on merit at the qualifying examination to pursue technical education from
                  amongst such candidates.
                 Amount of scholarship: Tuition Fee of ₹ 30,000/ - or at actual, whichever is less and ₹ 2,000/- per month for 10
                  months as incidentals each year.
                 Reservation-15 per cent for SC, 7.5 per cent ST and 27 per cent for OBC candidate/applicant.
                 Out of the total number of scholarships in each scheme, 50 per cent scholarships are available at each degree
                  /diploma level and also transferable in the event-of non availability of eligible applicant in any

46. Dhanalakshmi Scheme
              The objective of the scheme is to provide a set of financial incentives for families to encourage them to retain a
               girl child, educate her and prevent child marriage.
              The scheme provides for cash transfers to the family of the girl child on fulfilling certain specific conditions like
               immunization, enrolment and retention in school, insurance cover etc.

47. PRADHAN MANTRI VAYA VANDANA YOJANA
            The Pradhan MantriVayaVandanaYojana (PMVVY) has been launched by the Union Finance Ministry
            It is a pensionscheme exclusively for senior citizens aged 60 years and above.
            Under this scheme, senior citizens will get a guaranteed interest of 8% for 10 years depending upon the
             investment made by them
            It is operated by Life Insurance Corporation of India (LIC)
            It is exempted from GST
            The scheme allows for premature exit for the treatment of any critical terminal illness of self or spouse.

48. Saubhagya Scheme
          Pradhan MantriSahajBijliHarGharYojana or Saubhagya scheme aims to provide electricity connections to over 40
             million families in rural and urban areas by December 2018.
          Nodal Agency:Rural Electrification Corporation Limited (REC)
          The government will use Socio Economic and Caste Census (SECC) 2011 data to identify the beneficiaries
          There will be no subsidy component for monthly electricity consumption and the Gram Panchayat and public
             institutions in the rural areas will be authorised to carry out billing and collection tasks
          States have also been provided with an incentive of 50% of their loan being converted to grants, if the

          To accelerate the deployment of rooftop solar power in the country, the Ministry of New and Renewable Energy
            (MNRE) has prepared a concept note on ‘Sustainable Rooftop Implementation for Solar Transfiguration of India
            (SRISTI)’.
          Government has set a target of reaching 100 GW of solar power installed capacity in the country by 2022, of which
            40 GW is targeted through solar rooftop.
          For promotion of solar rooftop, the Ministry is implementing Grid Connected Rooftop Solar (RTS) Power
            Programme. States/UTs have also taken conducive policy and regulatory measures.

52. SAATHI SCHEME
         Ministries of Power and Textiles have joined hands under SAATHI (Sustainable and Accelerated Adoption of
             efficient Textile technologies to Help small industries) initiative
         Under this initiative, Energy Efficiency Services Limited (EESL), would procure energy efficient Power looms,
             motors and Rapier kits in bulk and provide them to the small and medium Power loom units at no upfront cost

53. Pradhan Mantri Ujjawala Yojana
    Why in news- The government has increased the coverage of Ujjawala Yojana to 8 crore households in Union Budget 2018-2019
              This Scheme aims to provide free LPG connections to Women from BPL Households by providing financial support
               of Rs 1600 for each new LPG connection.
              The identification of eligible BPL families will be made in consultation with the State Governments and the Union
               Territories based on the socio-economic and caste census data.
54.     PAHAL
            Direct Benefit Transfer for LPG consumer (DBTL) scheme called, `PAHAL‘ aims to reduce leakageof subsidy, reduce
             intermediaries and eliminate duplicate LPG connections by introducing direct cash transfer of subsidies.
            LPG consumers, who join the scheme, will get the LPG cylinders at market price and receive the subsidy directly
             into their bank accounts.

55. Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKY)
          To provide for the welfare of areas and people affected by mining related operations, using the funds generated
             by District Mineral Foundations (DMFs).

             minimize/mitigate the adverse impacts, during and after mining, on the environment, health and socio-economics

56. BHARATMALA PROJECT
          Recently cabinet has given approval to Bharatmala Project, for construction of 34,800 Km of highways
          It is an umbrella project under the Ministry of Road Transport and Highways.
          It also includes first phase of new umbrella programme BharatMalaPariyojana I that involves construction of
             34,800 km highways by 2022
          It focuses on the new initiatives like development of Border and International connectivity roads, Coastal & port
             connectivity roads, improving efficiency of National Corridors, Economic corridors and others.
          Implementedby -Ministry of road transport and highways, NHAI and National Highways and Infrastructure

             Connectivity Programmes
          Recently National Highways Authority of India launched two mobile apps MyFASTag and FASTag Partner to
             facilitate Electronic Toll Collection.
          NHAI launched the Electronic Toll Collection program to reduce human interventions and increase the seamless
             passage of vehicles on the highway.
          FASTag is a device which uses RFID technology for making a prepaid payment directly from the prepaid account.
          NHAI in consultation with RBI and NPCI has launched online facility as well as two Mobile App to purchase FASTag
             for easy purchase, recharge and grievances redressal.

57. UDAN PHASE-II
    Why in news- The Union Ministry of Civil Aviation has awarded 325airroutes under the second phase of UDAN
    (UdeDeshkaAamnaagrik) scheme.
          Priority Areas:Jammu and Kashmir, North-eastern and hill states, Andaman and Nicobar Islands and Lakshadweep
             Islands
          In addition, 31 helipads/ heliports will be connected through Helicopters in priority areas
          Viability Gap Funding (VGF) Outflow: These proposed routes will get VGF for fixed wing operations and Helicopter
             operations in the Priority areas.
          The government provides VGF or subsidy for 50% of seats set aside for being offered at discounted rates by
             airlines and all seats up to 13 passenger seats for helicopters.

ABOUT UDAN
         The scheme UDAN envisages providing connectivity to un-served and under-served airports of the country through
           revival of existing air-strips and airports.
         It will be applicable on flights which cover between 200 km and 800 km with no lower limit set for hilly, remote,
           island and security sensitive regions.
         The scheme seeks to reserve a minimum number of UDAN seats i.e. seats at subsidized rates and also cap the fare
           for short distance flights
         This would be achieved through a financial stimulus in the form of concessions from Central and State
           governments or a VGF to the interested airlines
         A Regional Connectivity Fund would be created to meet the VGF requirements under the scheme.
58. UJALA Scheme
              UJALA – UnnatJyoti by Affordable LEDs for All is an energy efficiency scheme to promote efficient lighting,
               enhance awareness on using efficient equipment which reduce electricity bills and help preserve environment.
              Under this scheme, LED bulbs at 40% of the market price will be distributed to every grid connected consumer.
              It is implemented by the Electricity Distribution Company and Energy Efficiency Services Limited (EESL).

59. Ujwal DISCOM Assurance Yojana (UDAY)

              It has target of making all DISCOMs profitable by 2018-19 through four initiatives such as Improving operational

               source-wise power purchases of respective states/UTs.
              Information available in the Portal shall help State Discoms to optimize their power procurement in more efficient

61. CriSidEx,
    Why in news- India’s first sentiment index, has been launched for micro and small enterprises (MSEs).
           CriSidEx is a composite index, developed jointly by CRISIL & SIDBI, based on a diffusion index of 8 parameters and
              measures MSE business sentiment on a scale of 0 (extremely negative) to 200 (extremely positive).
           It becomes a crucial tool for policy makers, lenders, trade bodies, economists, rating agencies and the MSEs
              themselves.

62. DEENDAYAL HASTKALA SANKUL
    Why in news- Recently, Prime Minister of India inaugurated DeendayalHastkalaSankul – a trade facilitation centre for
    handicrafts – at Varanasi.
          The Sankul will facilitate the weavers/artisans/exporters in promotion of handlooms/handicrafts in both domestic
              and international markets.

63. GARMENT SECTOR
    Recently, Government has announced the rebate for custom duty under the Scheme for Rebate of State Levies on Export of
     Garments (ROSL Scheme).
    About the ROSL Scheme
          under the aegis of Ministry of Textile.
          Under the scheme Central Levies are rebated by way of the drawback scheme.
          It will be applicable only to exporters who have constituted an Internal Complaints Committee (ICC) in pursuance
              of the Sexual Harassment of women at workplace (Prevention, Prohibition and Redressal) Act 2013.
64. Duty Drawback Scheme
          The scheme pertain to refund of duty of customs and duty of central excise that are chargeable on imported and
              indigenous materials used in the manufacture of exported goods.

65. Merchandise Exports from India Scheme (MEIS):
    Why in news- The government has doubled the rates of incentives under the MEIS for garments and made-ups exporters for
    a period of eight month.
           Scheme for Integrated Textile Parks (SITP): Infuse funding for infrastructure of Textile parks.
           Integrated Processing Development Scheme (IPDS) - is being implemented to make Indian textiles more
              competitive and environment-friendly.
           Amended Technology Upgradation Fund Scheme for textiles industry (ATUFS)- is designed to provide incentives to

    Why in news- The Cabinet Committee on Economic Affairs (CCEA) has approved SCBTS in order to ensure steady supply of
    skilled manpower in the labour-intensive textile sector
            SCBTS is a new skill development scheme covering the entire value chain of textile sector excluding Spinning &
              Weaving in organized Sector
            The scheme will have National Skill Qualification Framework (NSQF) training courses.
            Funding to the institution will be available only when the Internal Complaints Committee to be constitute under
              the Sexual Harassment of Women at Workplace Act, 2013, is in place

68. Start Up India Scheme
              It aims at fostering entrepreneurship and promoting innovation by creating an ecosystem that is conducive for
               growth of Start-ups.
              an entity headquartered in India shall be considered as a Startup up to seven years from the date of its
               incorporation/ registration. In the case of Startups in the Biotechnology sector, the period shall be up to ten years.
               It provides -
                    o Simple Compliance Regime for startups based on Self-certification.
                    o Single window clearance based on mobile App.
                    o Startup India Hub to handhold startups during various phases of their development
                    o Legal support and fast-track patent examination by reducing 80% of the patent cost.
                    o Faster exit for startups through modified new bankruptcy code ensuring 90 days exit window.
                    o Credit Guarantee Fund for startups through Small Industries Development Bank of India (SIDBI).
                    o Providing funding support through a Fund of Funds with a corpus of Rupees 10,000 crore
                    o Tax exemption on capital gains invested in Fund of Funds.
                    o Tax exemption to startups for 3 years.
                    o Exemption from labour inspection for 3 years.
                    o Rural India's version of Startup India was named the Deen Dayal Upadhyay Swaniyojan Yojana.

69. NORTH EAST SPECIAL INFRASTRUCTURE DEVELOPMENT SCHEME (NESIDS)
    Why in news- The Union Cabinet approved new Central Sector Scheme of North East Special Infrastructure Development

70. Brahmaputra Biodiversity and Biology Boat (B4)
          In an effort towards conservation of world’s largest riverine island and India’s first island district – Majuli, B4
            program has been launched in collaboration with DONER.
          Under this program, large boats will be set up in the river which will have a well-equipped laboratory along with
            cold storage facility to store samples. It will also have a number of satellite boats and rafts will also venture in the
            river to collect samples.
          The laboratory would help to monitor all the components of the entire ecosystem thus keeping a constant check
            on the impact of the various environmental and anthropological factors that affect the river and mitigate their
            effect.

71. HILL AREA DEVELOPMENT PROGRAMME

73. Pradhan Mantri MUDRA Yojana
               Micro Units Development and Refinance Agency Ltd. [MUDRA] is an NBFC supporting development of micro
                enterprise sector.
               Under the scheme, loans are given to non-farm income generating enterprises in manufacturing and trading and
                services whose credit needs are below Rs.10 lakh.
               MUDRA provides refinance support to Banks / MFIs for lending to micro business.
               Public sector, regional, rural, State and urban cooperative banks eligible for refinancing from MUDRA.
               Loans can be availed under three categories
                  o Shishu for loans up to Rs.50,000;
                  o Kishor for loans above Rs. 50,000 and up to Rs.5 lakh;
                  o Tarun for loans above Rs.5 lakh and up to Rs.10 lakh.
               Mudra debit cards are issued to borrowers. Using these, they can withdraw the loan from any ATM in India, as
                and when they need the money.

74. Gold Monetisation Scheme
               It is a gold savings account which will earn interest for the gold that you deposit in it.
               Deposited gold can be in any physical form – jewellery, coins or bars.
               The tenure of gold deposits is likely to be for a minimum of one year.
               The long-term objective is to reduce the country's reliance on the import of gold to meet domestic demand.

75. Sovereign Gold Bond Scheme
    Why in news- Recently, RBI has increased the maximum investment to 4 kg (from 500g) for individuals and Hindu Undivided
    Family (HUF) and 20 kg for Trusts.

              Sovereign Gold Bonds (SGBs) are government securities denominated in grams of gold.
              The bonds are to be issued by RBI.
              They will be denominated in multiples of gram(s) of gold with a basic unit of 1 gram.
              The tenor of the bond will be for a period of 8 years with exit option from 5th year.

76. Atal Pension Yojana (APY)
              APY will be focussed on all citizens in the unorganised sector, who join the National Pension System (NPS)
               administered by the Pension Fund Regulatory and Development Authority (PFRDA).
              It is open to all bank account holders who are not members of any statutory social security scheme.
              It mainly targets on unorganised sector workers.
              Under the APY, the subscribers would receive the fixed pension ranging from Rs. 1000 - Rs. 5000 per month, at
               the age of 60 years, depending on their contributions.
              The age of joining APY is 18 years to 40 years
              The Central Government would also co-contribute 50% of the subscriber‘s contribution or Rs. 1000 per annum,
               whichever is lower for a period of 5 years upto 2020.
              APY can be opened through banks, Postal department and also through a complete digital channel through eNPS
               platform.

                                       DIGITAL TECHNOLOGY AND E-GOVERNANCE

77. APP FOR MPs TO TRACK DEVELOPMENT
          The Government recently introduced a new app called UPaAI (unified planning and analysis interface) or

78. GOVERNMENT E-MARKETPLACE (GEM) 3.0
    Why in news-Government has announced launching of GeM 3.0.
          Government e Marketplace (GeM) initially launched in 2016 is an Online Market platform to facilitate
             procurement of goods and services by various Ministries and agencies of the
          It has been envisaged by Government of India as the National Procurement Portal of India.
          GeM 3.0 would offer standardised and enriched catalogue management, powerful search engine, real time price
             comparison, user rating, advanced MIS and analytics.
          A Special Purpose vehicle for Government e-Marketplace (GeM SPV) was also formed under Section 8 of the
             Companies Act, 2013
          National Sellers On-boarding Campaign has also been launched to train sellers/ service providers for transition
             from GeM 2.0 to GeM 3.0.
          GeM makes the process more transparent and efficient with complete security features due to e-sign at various
             stages. It also enables the government buyers to procure make in India and small scale industries goods very
             easily.

79. BHARAT NET PROJECT
         In 2011, National Optical Fibre Network (now called Bharat Net Project) was launched to provide broadband
            connectivity to 2.5 lakh Gram Panchayats with an affordable broadband connectivity of 2 Mbps to 20 Mbps.
         It is being implemented by a special purpose vehicle (SPV) named Bharat Broadband Network Ltd (BBNL) set up
            under Companies Act.
         It is funded through Universal Service Obligation Fund (USOF)

          It aims to provide non-discriminatory access to quality ICT services at affordable prices to people in rural and
             remote areas through subsidy support to incentivizing telecom service providers to venture forth and provide

          The resources are raised through a 'Universal Access Levy (UAL)', which would be a percentage of the revenue
             earned by the operators under various licenses.

80. FAME-India (Faster Adoption and Manufacturing of (hybrid &) Electric vehicles in India) scheme:
         To support the hybrid/electric vehicles market development and its manufacturing eco-system to achieve self-
             sustenance by subsidizing electric vehicle purchases on an annual basis.
         The scheme has four focus areas viz. technology development, demand creation, pilot projects and charging
             infrastructure.
