RP-755 Background
• Developed in response a CSB recommendation after BP TX City’s
  2005 incident
• CSB concluded that worker fatigue likely played a role in the
  incident
• Urged the API & USW to develop an ANSI standard to “to
  develop fatigue prevention guidelines that would, at a minimum,
  limit hours and days of work and address shift work”
• API convened a committee, following ANSI Guidelines
   • Members included representatives from refining & chemical industries,
     the USW and experts in the area of fatigue management
   • RP-755; the first industry standard to utilize a comprehensive Fatigue
     Risk Management System (FRMS) approach was issued in 2010

• Called for the use of bright light to enhance alertness, using indirect
  lighting to minimize glare
• IARC had recently issued a monograph calling shiftwork a “probable
  carcinogen” due to circadian disruption
• Balancing this recent statement against the known risks of fatigue and
  the known alertness benefits of lighting, this recommendation was
  retained

• Since then:
   • The connection between circadian disruption has been strengthened
   • Technology can now offer the fatigue-related benefits of bright light while
     minimizing circadian disruption
• As a result, the second edition of RP-755, to be issued by YE 2018 will
  include:
   • “… light sources at night should be selected to minimize circadian system
     disruption”
   • RP-755 will be the first standard addressing the issue of circadian disruption
     due to work at night
