Objectives
• Provide guidance and information to
  potential applicants of the Election Call
• Results STAR-Ghana is looking for
• Next steps with timelines
• STAR-Ghana is essentially a funding
  mechanism to support civil society and
  Parliament.
• It is currently funded by DFID, EU and DANIDA
• We aim “to increase the accountability and
  responsiveness of government, traditional
  authorities and private sector to Ghanaian
  citizens”.
• We intend to do this by increasing the
  influence of civil society organisations (CSOs)
  and Parliament in the governance of public
  goods and service delivery
• Apart from this Election Call, STAR-Ghana’s 5
  thematic areas of focus are:
  – Education (Pre-Tertiary)
  – Rural Health
  – Urban Sanitation
  – Agric. Value Chain in the 3 Northern Regions
  – Oil and Gas
• These areas were identified through a political
  economy analysis which indicated issues
  around which we can mobilise or build
  alliances of diverse stakeholders to achieve
  change.
STAR-Ghana’s Theory of Change
• We believe that change can happen by working
  with diverse actors (CSOs, private sector,
  traditional authorities, media, parliament, etc) at
  all levels and linking local, community, district
  level actions , with national level advocacy.
• We need to understand and situate our actions
  around the government business cycle in order
  to influence government to be accountable and
  responsive

Why Election 2012 Call?
• The overall goal of this initiative is to
  support CSOs to contribute to enhancing
  transparency, fairness, free and a peaceful
  2012 election and a smooth transition to
  the next parliament.
• There is a critical role for CSOs & Non-State
  actors to play in consolidating Ghana’s
  democracy by ensuring an effectively
  organized elections devoid of intimidation
  and conflicts
Who is Eligible for the Election Call
1. Any legally registered Ghanaian Civil Society
   Organisations (CSO)/Non-State Actor
• These could include:
  – community based organisations
  – media organisations
  – research and policy advocacy organisations,
  – trade unions/labour organisations
  – registered CSO coalitions/networks/platforms and
  – private sector associations
Eligibility Criteria
2. Organizations must:
    –    NOT have any affiliations to any political party or politician
    –    have a proven track record in election/good governance related activities at least
         over the past 3 years
    –    demonstrate a track record in managing grants, including delivering results
         and timely reports
    –    demonstrate standards of good organisational governance
    –    demonstrate the necessary capacity for effective implementation of proposed
         projects
    –    have linkages with other Civil Society Organisations at national, district and
         local levels, thus leveraging existing capacities;
    –    show at least two previous annual statements of accounts audited by a
         suitably certified person(s) or body

3. Applications must:
    –     fit into STAR-Ghana’s overall goal
    –     clearly state the results and outcomes that will be achieved from the project
     –     reflect Gender Equality & Social Inclusion(GESI) considerations and
        demonstrate Value For Money (VFM) with realistic budgets

4. We will NOT fund any activities/intervention
    that promote any political party/politician
5. The proposed project must focus on ISSUES that:
  – are tangible (relevant to peoples’ lives);
  – are a matter of positive relevance to the poor,
    women, children, youth, and other marginalized
    groups;
  – aim at enhancing transparency of activities around
    the electoral cycle;
  – increase the accountability and responsiveness of key
    stakeholders (particularly the Electoral Commission,
    the Judiciary, Police and security services and political
    parties);

Guiding Principles for Proposals
• Clear distinction between the overall goal and outcomes. Your
  outcomes need to more targeted;
• Your proposal must be clear of what will be accomplished with
  funding granted and how results will be accomplished (what will
  be different as a result of this project?)
• Detail the exact result the program will achieve for a specified
  number of participants, within a limited period of time
• The project must also define from the outset the mechanism
  through which the program (results/outcomes) can be
  assessed(E.g. As a result of this project’s training workshop, 50
  youth leaders in 7 conflict prone areas will increase their ability to
  identify conflict triggers and be able to reduce youth involvement
  by 50% in outbreak of election related conflicts measured by
  absence of conflict during political rallies & voting)
