HONOURED FOR THEIR EXEMPLARY CONTRIBUTIONS TO THE
COMMUNITY
People’s Association Community Spirit Awards 2016 Recognise Corporate and
Community Partners for Joining Hands with the Grassroots Organisations and
the Community Development Councils to Serve the Residents

          This year, 78 corporate and community partners will receive the
People’s Association (PA) Community Spirit (PACS) Awards for their exemplary
contributions and involvement in serving the residents. Among them, 30 are
receiving the award for the first time. This truly shows the community-above-self
spirit among our corporate and community partners in giving back to the
community. Deputy Chairman of the PA, Minister Chan Chun Sing will present
the PACS Awards 2016 on Wednesday, 19 October 2016 at the PA
Headquarters.

2         In line with the PA Community 2020 masterplan, PA has been actively
engaging corporate and community partners under the “2nd wing” efforts. Such
partnerships enable more in the community to benefit as PA, the Grassroots
Organisations (GROs) and partners can better pull together resources and tap on
one another’s strengths and expertise. The PACS Awards recognise the efforts
of these partners in bonding the community and building social capital through
the various programmes jointly implemented by PA and the partners. For more
information on the PACS Awards 2016, please refer to Annex A.

3         The National Healthcare Group (NHG) is one of the first time Award
winners. Through the partnership between PA and the NHG, over 2,000
households have benefited from a variety of health-related initiatives. One of the
joint initiatives is the Central Region Needs Assessment (CRNA), reaching out to
residents in Braddell Heights and MacPherson constituencies. The GROs
partnered NHG to identify vulnerable residents staying in rental flats and
facilitated health screenings for them conducted by NHG. Besides organising
health needs assessment and health screening for residents, NHG also trained
volunteers and grassroots leaders on how to befriend residents and provide basic
home care for the residents in need.

4         PA also partnered educational institutions such as National University
of Singapore (NUS), which is receiving the award for the third time. Over the
years, NUS had collaborated with the various GROs to run different outreach
programmes. These included NUS students partnering our Youth Executive
Committees (YECs) to help the needy residents through Project C.A.N. XII. In
2015, NUS Students’ Community Service Club and Toa Payoh Central CC YEC
collected and distributed canned food and rations to needy residents in the area,
putting a smile on many faces. The NUS students also partnered the PA Youth
Movement to organise dialogues reaching out to fellow students on topics related
to the Singapore budget and education so as to understand the youths’
aspirations and concerns on related topics.

5         Corporates such as ExxonMobil also have been doing their part for the
community for the past 13 years. One key initiative that ExxonMobil had been
working with South West Community Development Council is the Adopt-A-
Rental Block (AARB) @ Boon Lay food drop programme which is into its 5th year.
Beyond sponsoring over 1,200 food ration packs, 300 ExxonMobil staff
volunteers and their family members also packed grocery bags and distributed
them to households together with grassroots volunteers.

            FACT SHEET ON THE PEOPLE’S ASSOCIATION
                 COMMUNITY SPIRIT AWARDS 2016
    ____________________________________________________________

           The People’s Association (PA) Community Spirit (PACS) Awards
recognise the efforts of PA’s partnering organisations in bonding the community
and building social capital. In 2011, the PA expanded the PACS Awards Scheme
to also recognise organisations which had made significant contributions to the PA
and/or contributions that cut across several constituencies and/or Community
Development Councils (CDCs).

2         The categories under the PACS Awards are as follows:

          (a)    Employers of Grassroots Leaders
                 For private or public organisations which have supported their
                 employees’ involvement in PA grassroots organisations
                 (GROs); and

          (b)    Community Partnerships
                 For private or public organisations which have supported the
                 programmes and activities of the GROs/constituencies/CDCs/
                 PA and/or several constituencies and/or CDCs.

3          The PA invites nominations for the PACS Awards and the
contributions by organisations are assessed in five broad areas as follows:

          (a)    Volunteerism Philosophy and Commitment;
          (b)    Community Bonding and Outreach;
          (c)    Sharing and Caring for the Community;
          (d)    Impact and Multiplier Effect on the Community; and
          (e)    Quality of Partnership.

4         The award categories have two levels of award (Merit and
Excellence).
