Citizen of the Year                                                Congratulations to Clerk of Council, Diane (Dee) Werbrich

                                                                   President of the Ohio Municipal Clerks Association (OMCA)
                                                                   during the association’s annual business meeting held July
                                                                   19, 2018 in Dublin, Ohio.

                                                                   Werbrich’s commitment will continue for three years as she
                                                                   will next serve as President of the Association beginning
                                                                   July 2019 and then continue contributing as Immediate
                                                                   Past President in her third year. Werbrich has been a part
                                                                   of the OMCA Executive Board since 2015 and received her
                                                                   Certified Municipal Clerk designation in 2016. Werbrich was
                                                                   appointed Clerk of Council in 2014 and has been with the
                                                                   City since 2004 where she has served as the Deputy Clerk
                                                                   of Council and Secretary to the Fire Division. She is also
                                                                   Community Emergency Response Team (CERT) Leader.

The City Charter for Moraine incorporates a Council-Manager form of government to combine a citizen policy-making
council with a professional administrator to assure efficient and responsible conduct of community affairs. The Council
consists of an elected Mayor, two Council members elected on an at-large basis, and one Council member elected from
each of the four wards of the City of Moraine. The Council is empowered to govern the City of Moraine by adopting
resolutions and ordinances that provide direction to the City Manager on the day-to-day operations of the City.

Council Meetings are held on the 2nd and 4th Thursday of each month at 6pm at the Administration Building.

Within two weeks, all three criminals were apprehended by
Dayton Police and the FBI with their trial being a big media
sensation in Dayton. All three were convicted to 20 years in
prison where Bugs Moran eventually died in prison of cancer.

The end of the story? Not quite. Fast forward to 2017 in
Moraine. Dave Miller and Jim Hall received a call from Upper
Deck Tavern Manager Tammy Brackney. Brackney stated
that during the past several years, Upper Deck (located at
the corner of Blanchard Avenue and Springboro Pike) has
experienced many paranormal claims, from waitresses feeling
cold spots, hearing voices, having their hair pulled, hearing
chairs being moved and footsteps.

                                                WHAT’S PROPOSED: simplifies the language for the

                                                Commission shall maintain a comprehensive development
                                                plan and the official maps of the City. The Planning
                                                Commission serves as the platting authority for the City and
                                                shall make recommendations to Council on amendments to
                                                the text of the City’s Zoning Code or to the official zoning
                                                map of the City. The Planning Commission will have such
                                                duties, rights and powers as may be granted bythe laws of
                                                the State of Ohio, or by ordinances or resolutions of the City.

Issue 17 and the Future of Moraine

In the last few Messengers, we’ve shared information about the 0.5% income tax measure, Issue 17, that will be appearing on
the November 6 Ballot. Issue 17 will replace the current 0.5% temporary income tax rate with a permanent 0.5% income tax
rate. This change from a temporary tax rate to permanent tax rate will not increase your current total income tax rate.

In previous Messengers, the City noted some important projects and purchases funded from the 0.5% temporary income tax. If
Issue 17 passes on November 6, additional projects which would benefit all Moraine residents could become reality. Working
from our current 5-year Capital Improvement Project plan, we would like to review some of the projects Issue 17 could help
fund.

Moraine has many well maintained facilities but even these facilities need improvements. Through 2022, the City is planning to
invest more the $2.2 million in our buildings. Most of this money will be spent at the Payne Recreation Center, Gerhardt Civic
Center, and the Police Division/City Hall for new roofs and HVAC systems. Funding improvements to the recreation spaces at
the Payne Recreation Center as well as the amenities at Wax Park and Deer Meadow Park are also being considered.

Public Safety funding remains a top priority. Issue 17 will help fund the replacement of 8 police cruisers and an ambulance
between now and 2023. Another $700,000 will update or replace the tools and equipment our First Responders need to keep
you safe. Issue 17 will also allow the Street Maintenance Division to invest more than $600,000 to replace 3 outdated dump
trucks and 4 old utility trucks; all with improved snow plowing capabilities.

Continuing street improvements is a key objective. Beginning with the Haverstick, German Village and West Moraine
Neighborhoods in 2020, the City has scheduled more than $2.4 million in local street resurfacing projects as well as concrete
and curb replacement through 2023. And beginning in 2019 and ending in 2022, more than $2.59 million in improvements on
Vance Road, Pinnacle Rd. (east of Main Street), and all of Dryden Road are being planned. The local funding for these project
would come from Issue 17.

We at City Hall appreciate and value your choosing to call the City of Moraine home. Because of that appreciation, City Council
submitted Issue 17; one that won’t increase your current total income tax rate if approved. If Issue 17 is approved on
November 6, the City of Moraine will continue investing your tax dollars into the projects, infrastructure, and equipment that
benefit everyone.

Please remember to vote November 6.

Christmas Smiles Application Process for Parents and Guardians of
Moraine Children

    APPLY IN PERSON - OCTOBER 20, 22, 27 OR 29
Qualifying for the Program
•   School age child must be on free or reduced lunch program through their school. Qualifications for the free or reduced
    lunch program will be validated through his or her school.
•   Each child must be a Moraine resident.
•   Each child must be between the ages of newborn to 17 at the time of application.

Apply IN PERSON
Parent or guardian must apply in person at the Municipal Building
•   Saturdays - October 20 or October 27 from 1pm – 3pm or
•   Mondays - October 22 or October 29 from 5:30pm – 7:30pm
•   Applications will not be accepted over the phone or in written form.
    *   You must bring proof of Moraine residency with parent or guardian’s name on the document. Acceptable proof is a
        water, gas or electric bill in your name with your current address listed on the bill. Your utility bill must be dated within
        30 days prior to the application date or it will not be accepted. Cable bills, insurance statements, tax receipts, etc. will
        not be accepted as proof of residency.
    *   You must bring your photo ID. Parent or guardian must have a picture ID – such as a Driver’s License or State Issued
        ID.
    *   The parent or guardian must bring an official certified birth certificate or court issued documentation of custody for
        each child.
    *   Please have shirt, pants and shoe sizes and a list of items the child would like for Christmas. We cannot guarantee the
        child will receive items listed.
    *   Christmas Smiles cannot give out high-end electronic items like iPods, cell phones, or game systems.

Notification
•   Parent or guardian will be notified by mail if application is accepted.
•   If accepted, a postcard will be sent in the mail the last week in November as a reminder to pick up gift boxes.

Pick-Up
•   Parent Pick-Up Day is December 15 at the GCC from 1pm – 2:30pm
•   In order to pick-up your gift box, YOU MUST BRING:
    *   Picture ID.
    *   The reminder post card received by the parent or guardian.
        NOTE: All IDs and post cards will be checked. If IDs and post
        cards are not present at the time of pick-up, the gift box will not
        be given.
•   Any gifts that are not picked up on December 15 will be donated to a
    local charity.

Moraine Christmas Smiles
Help Make Christmas Smiles!

There are children in our community in need of some Christmas Smiles! The 10th Annual Christmas
Smiles program provides toys, clothes and food to less fortunate Moraine children. Last year,
Christmas Smiles helped 98 Moraine children. That is 52 families who received gifts and food at
Christmas time!

Want to Help?
• Stop in at the Municipal Building, Gerhardt Civic Center (GCC) or the Payne Recreation Center
  (PRC) and choose a child or family from November 4 - December 3! Please purchase at least 3 gifts per name.
•   Donations are accepted at the Municipal Building by check (please make out to the Moraine Foundation) or cash.
•   Start collecting your non-perishable items and canned goods for the food boxes to the families and bring them to the
    Municipal Building, GCC or PRC.
•   Bring your unwrapped gifts and food items to the GCC on or before Monday, December 10.

Children’s Gifts
If you are out shopping and see a great gift for any child, we will be more than happy to accept unwrapped new gifts or gift
cards at the GCC.

Wrapping Paper and Tape
We will also accept wrapping paper and tape. The gifts are given to the parents unwrapped enabling them to view and wrap
the gifts themselves. Two donation boxes will be available at the Municipal Building, GCC or PRC.

Volunteers
Volunteers are being accepted! It’s an excellent way for high school students to obtain their community service credit hours!
Volunteers may help with sorting canned goods, helping at the Pancakes with Prancer fundraising event and assisting parents
with gift box pick-up day on Saturday, December 15 at the GCC from 1pm – 2:30pm.

Please share in the spirit of the holidays by helping to put Christmas Smiles on the faces of all Moraine children. For more

           Smoke Detectors and Carbon Monoxide Detectors*.
           Home Safety Evaluations are also available.

The Moraine Rotary Club is holding the 11th Annual Police & Fire Division
Appreciation Lunch on Saturday, November 3 at 11:30am at the PRC. Business and
residents join the Rotary Club in saying thank you to our safety service providers by
donating a meal, side dish, soda or dessert. The remaining food after their lunch
will be taken back to the fire and police stations so that other shifts can enjoy the
great food all weekend.

Drop off your food at the PRC on Friday evening November 2 between 5pm to
8:45pm or on Saturday morning November 3 between 9am and 11:30am. For

Charity Quarter Auction - October 5
This popular fun filled event meets the first Friday of every month from 6pm - 9pm at
the GCC. This is a charitable event used to raise funds for local charities. Admission is $1
per paddle. Participants bid with quarters on items provided by area vendors. Optional
raffles include 50/50 and Queen/King of the Night--a chance to bid free all night, chance
for $20 in scratch off tickets, and a Big Ticket item. Concessions available. Bring some
