1. Purpose of publication
Public Contracts Scotland is the Scottish national advertising portal which provides suppliers
with free access to contract opportunities. The publication of data at
www.publiccontractsscotland.gov.uk aims to ensure that information from notices relating
to public procurement in Scotland are accessible online and in open formats. This means the
data can be used, reused and redistributed by any interested party in line with the Open
Government License.
1.1 Uses of the data
The Scottish Government is working to make or contracting data available free of charge
and in open, accessible formats to help our stakeholders understand how we use public
money.
1.2 Open Contracting Data Standard (OCDS)
The data on Public Contacts Scotland is published in line with the Open Contracting Data
Standard (OCDS). The standard enables disclosure of data and documents throughout the
contracting process by defining a common data model. It was created to support
organisations to increase transparency and allow deeper analysis of contracting data by a
wide range of users.
2. Publication details
2.1 Accessing the data
Public Contracts Scotland makes data available in various formats, including the OCDS, to
meet the needs of different users. The following formats are available directly from the Public
Contracts Scotland website.

2.2 Further Information
• Each notice is also available as webpage and users are able to download individually
in PDF or html4
• The API documentation can be found here:

• The bulk download files are segmented as follows: Month and year when the notice
was published. A full calendar month of notices will be returned.
2.3 Public Contracts Scotland
Public Contracts Scotland provides open contracting data to support exploration and use of
contracting data at the following url:
Home - Public Contracts Scotland
The portal provides a search function and filters to help users explore the stages of the
contracting process. Users can search and filter on:
• Keywords
• Buyer name
• OCID
• Reference number
• Notice type
• Location
• Category
• Sub-category
• Published date
The data provided in OCDS format is a direct mapping from the TED format data, as per the
guidance on the OCDS website.
2.4 Links to relevant datasets
The Scottish Government also releases other datasets and information that data users may
find useful in the context of our OCDS publications on www.statistics.gov.scot.
3. Data scope
Dates 1 November 2016 onwards
Buyers All Scottish contracting authorities (Other organisations that may use the site
to advertise contract opportunities include charities and those bodies in5
receipt of public sector funding) The site also publishes opportunities from
private sector organisations that are linked to a public contract.
Values PCS can be used to advertise contracts of any value, but there are thresholds
upon which public sector bodies must advertise their opportunities, these are:
Goods and Services – above £50,000
Works – above £2m
Process All public procurement processes available under the Public Contracts
types (Scotland) Regulations 2015, and Procurement (Scotland) Regulations 2016,
as well as award notices published for quotations (Quick Quotes) below the
thresholds set out in the above legislation.
Stages Planning (PIN Notices), Advertising and Award stage (including award
notices for call-offs from framework agreements where these have been
carried out via Public Contracts Scotland).
Change A change history for each contracting process is provided through releases
History associated with each contract’s id (OCID). This is published daily as noted in
“Creation of OCDS datasets”
PCS provide data in Release & Package structure, meaning you may view
the full document family by utilising OCID value, or you can extract a release
to view all data of one type.

Public Contracts Scotland is responsible for this OCDS publication but please note that they
are not responsible for the data entered by the buyer. If you have any questions about a

The data on Public Contracts Scotland is licensed using the Open Government License.
This allows users to:
• copy, publish, distribute and transmit the Information;
• adapt the Information;
• exploit the Information commercially and non-commercially for example, by combining it
with other Information, or by including it in your own product or application.
