    subordinate local law identified in paragraph 3 is to—
    (a) regulate the keeping of animals—
         (i) to protect the community against risk of injury and
               damage; and
         (ii) to ensure that animals do not create a nuisance,
               or a hazard to health or safety; and
         (iii) to prevent pollution and other environmental
               damage resulting from the keeping of animals and
               to protect the amenity of the local environment; and
         (iv) to ensure that animals are kept and used in a way
               that is consistent with the rights and expectations
               of the local community; and
    (b) provide for—
         (i) the proper control of animals in public places
               and koala conservation areas; and
         (ii) the management of dangerous animals other than
               dogs; and
         (iii) the seizure and destruction of animals in certain
               circumstances; and
    (c) regulate the breeding of cats and dogs; and
    (d) provide for the establishment and administration of
         animal pounds.

7. Each of Local Law No. 12 (Animal Management ) 2013 and
     Subordinate Local Law No. 12 (Animal Management ) 2013
     contains anti-competitive provisions.

        (a) prohibit the keeping of a rooster in a designated town area in Council’s local government area without an approval of
            Council; and
        (b) amend the prohibition on the keeping of horses in the designated town area of Longreach so that the prohibition does
            not apply in the stables precinct, as identified in the subordinate local law.
