the Kingdom’s multi-billion dollar engine for growth and diversification

Since 2008, the Saudi government have invested
heavily in transport infrastructure projects as
part of its efforts to expand and diversify the
economy. Ports have been built, airports expand-
ed and upgraded, and railway and metro projects
initiated and in some cases already completed.

Transportation sector
and population growth
The transportation and logistics sector has played a prominent role in the socio-economic
development of Kingdom of Saudi Arabia. Given the worldwide trends and statistics on
urban population growth, the country has always focused on re-planning and re-designing
of existing cities in order to absorb the pressure of increasing urban populations, in a man-
ner that will improve environmental sustainability and energy efficiency.

The Kingdom is implementing short and medium term strategies that will get the population
to begin transitioning from conventional modes to environmentally-sustainable modes of
transport. The Kingdom has begun thinking of the future needs of the population for more
proactive solutions to emerge in the transportation sector in Saudi Arabia, especially in big
cities like Jeddah, Riyadh and Dammam.
National
Transformation
Plan (Vision 2030)
The Kingdom of Saudi Arabia, under the National Transformation
Plan and Vision 2030, has set up an investment program to
wean the economy off its dependence on oil and enhance the
development of the country. The cities in the country have
grown significantly during the last years, which required the
fast and steady development of the infrastructure.

The Kingdom is overhauling its transport sector as part of
Vision 2030 that seeks to incorporate greater private sec-
tor participation in the economy. The Transport Ministry has
already partnered with the private sector to build or operate
airports, expand its ports and railways seeking bidders for the
construction of a 1,600-kilometer railroad linking the Red Sea
with the Arabian Gulf at the end of this year. Saudi Arabia has
also earmarked 52.16 billion riyals for infrastructure and trans-
port projects in the 2017 fiscal year, up from 39 per cent from
actual expenditures for the sector in the previous fiscal year.

The plan focuses on the localization of the transportation and
logistics services sector through the adjustment and connec-
tion of the investors with open opportunities. The initiatives and
goals focus on train manufacturing in Makkah and Jeddah, oper-
ating and maintaining of the metro in Riyadh, manufacturing the
components of buses, trains and metro, establishing a strategy
to localize the airlines, supporting Saudi sea and land port to
localize the coastal processes and laying a unified investment
vision to direct the investments to serve the national economy
of the Kingdom.
Saudi Arabian
infrastructure projects
Saudi Arabia has allocated $43.8 billion for
transport, logistics, telecommunications and other
related infrastructure
Some of the main transportation projects currently
underway are:
Haramain High Speed Rail ($11.1bn): project covering a new 450km high-speed
rail line linking Saudi Arabia’s holy cities of Makkah and Madinah to Jeddah
and to the new King Abdullah Economic City being constructed in Rabigh. The
project is set to complete next year.

Jeddah Metro ($8.5bn): The project will include three lines. The main one
will be a 67km line with 22 stations connecting Makkah Road with Obhur,
while a Blue Line containing 17 stations will run from the new King Abdulaziz
International airport the the Old Airport Road. A third Green Line will run for
17km along Palestine Road and will also have a branch line to Jeddah’s old
   airport.

Riyadh Metro ($7-8bn): Plans for a six-line, 85-station metro network planned
for Saudi Arabia’s capital. It is built with a view to provide an integrated pub-
lic transport system to a city whose roads are already incredibly busy, and
whose population is projected to grow by 40% by 2030.

Saudi Landbridge ($7bn): The Red Sea to the Gulf rail line is an integral part of
the GCC’s connected rail network. A 950km line between Riyadh and Jeddah,
and a second 115km line between Dammam and Jubail are being designed.
Transit times for freight between Jeddah and Dammam will be reduced to 18
hours, compared with the current sea voyage of 5-7 days, with capacity for
8m tonnes of freight a year.
