Dear Parents,
Here we are again, on the threshold of a new school year 2020/2021!
The past school year will forever be marked by the Covid-19 pandemic, the magnitude and
rapid spread of which have been considered a threat to the population by the World Health
Organisation. This state of emergency made it necessary to take immediate and drastic
measures to protect the population and to contain the spread of the virus.
The state of crisis was declared on 16 March 2020 and the Government had decided at a
very early stage to close schools and care facilities from 13 March 2020.
Home schooling was a huge challenge for pupils, parents and teachers alike.
After two months, the Government decided on a gradual easing of the lockdown and a
resumption of school classes in order to combine educational imperatives with equity of
opportunity. Consideration was also given to the situation of parents.
The resumption of classes on 25 May 2020, with alternating education and the
implementation of social distancing measures required a vast joint effort by all the partners
and stakeholders in the education system, particularly state and municipal authorities.
On 29 June 2020, given the encouraging health situation, the Government put an end to
the weekly alternating system in schools and revived school as a place of learning and
camaraderie essential to the well-being of our children while respecting social distancing
measures.
In spite of the period of health uncertainty we are currently enduring, we all hope for a
traditional return to school in September.
We wish you all an enriching school year without disruptions.

Special measures in case of bad weather: The decision regarding school attendance by
children in case of bad weather is made locally by the municipal authorities. In any event,
the school will remain open for the reception of the pupils. Parents will be informed by
the media.

RECEPTION COURSES

The purpose of reception courses is to allow recently arriving pupils who do not have
a sufficient command of the school's languages to acquire, through intensive language
courses, a sound enough knowledge of the languages in which lessons are given to be able
to follow the courses provided for in the curriculum of their own class. Reception courses
are provided for a number of weekly lessons outside own classes.

5. AID AND SUPPORT MEASURES
Certain support measures are proposed by the cycles within the framework of the school
organisation:
• integrated support by a class teacher
• support in small groups of children selected according to certain needs: e.g., language,
sensory perception, psychomotor skills, mathematics and so on
• support can take place during or outside class hours
• organisation of the support is the task of the educational teams for each cycle
• examples: “Förderateliers”, “Support in Luxembourg, German or French language”,
“Lernbuffet”, “Lernkarussell”, “Mathelernwerkstatt”.
Specialized teacher for special needs pupils (I-EBS) and support team for special
needs pupils (ESEB)
I-EBS: Doris Zangerlé
The school has a teacher for special needs pupils. The I-EBS represents the interests
of pupils with special needs at a local, regional and national level. She ensures a weekly
presence in the various school buildings and collaborates with the educational teams. She
organises and coordinates the care of pupils with special needs.

Graduate teachers ensure the care and follow-up of pupils with special needs and assist in
the classes concerned.
151. SCHOOL BUS TIMETABLE
School transport is provided for Heisdorf, Mullendorf and Steinsel.
In order to reduce CO2 emissions, school transport will be partially provided by electric
buses.
Below you will find a detailed timetable of the respective buses.
All pupils, especially those who come to school on foot or by bicycle, are recommended to
wear light-coloured clothes and to equip their schoolbag with reflective strips, to guarantee
their safety on the way to or from school.
In the interest of the safety of all pupils, parents are strongly advised to use school
transport or safe school routes to reduce individual traffic.
162. RULES OF BEHAVIOUR ON SCHOOL TRANSPORT
In order for school transport organised by the municipality of Steinsel to operate properly
and safely, please pay attention to the following rules for your child:
• Children must remain seated for the duration of the school transport.
• School bags must be stored under the seats. It is not permitted to sit with the schoolbag
leaning against the seat.
• It is forbidden to shout in the bus, to jostle each other, or to push other children when
they get on or off the bus.
• Children must respect and follow the instructions of supervisors and/or bus drivers;
• It is forbidden to use cell phones or other electronic devices on the bus
• Children must respect the cleanliness of the seats. It is therefore forbidden to eat and
drink during the trip.
• Wearing seatbelts is mandatory;
• Children must be at the bus stop on time;
• Before crossing a public road to get to the bus, be aware of the traffic and wait for the
right moment to cross the road safely.
In the case of non-compliance with these rules, the pupil’s class teacher and parents will
be informed.

28 292. SAFE WAY TO SCHOOL
Going to school on foot is very important from an educational point of view. Moments
spent walking to or from school allow the children to let off steam and give them the
opportunity to relax during the day at school without being under strict supervision.
The way to school is often the first route which the child takes alone. All paths to school
are marked with the “yellow feet” symbol. It is the duty of the school, the municipality and
the parents to arrange this path as safely as possible.
This is how these maps, showing a safe way to get to school, were conceived. We
appeal to parents to teach their children how to get to school.
The routes we have shown you are not necessarily the shortest, but they are the

30If your child uses his or her bicycle to go to school, it is necessary to ensure that their
bicycle complies with the Highway Code and that they wear a bicycle helmet. Children
up to the age of 12 may ride on the pavement.
Teach your children to be careful at the entrances to driveways and garages, near parked
cars and more particularly vehicles which are turning.
Finally, we appeal to parents to avoid driving their children to school and to help us make
the way to school safer for all pupils. If you are forced to use your car, please make sure to
abide by the zones provided for that purpose (Kiss-and-Go) and leave pavements free.

Members of the teaching staff of the Steinsel Basic School have set out to build a
school which promotes transversal skills among pupils which correspond best to the
responsibilities of citizenship in a democratic society and to education in ethical values
based on the Universal Declaration of Human Rights. Thus the educational and school
mission is based on the principles of modern democratic education and teaching.

“NO PLASTICS” SCHOOL PROJECT
Concerned to respect ecology and the environment, the Steinsel School insists that
children no longer bring disposable packaging.
In order to limit waste, please support us in avoiding disposable plastics such as water
bottles, food wrappings and all types of plastic packaging and containers.
Bring the snack in a reusable box with no other packaging.
“FRUIT FOR SCHOOL” PROJECT
The "Fruit for School" programme is a European programme to promote the consumption
of fruit and vegetables at school.
This initiative is supported by the European Union and aims to improve the balance and
eating behaviour of pupils. The programme provides for the free weekly distribution of fruit
or vegetables to pupils.

The I-CN accompanies and supports schools and teaching and educational staff in
the design and implementation of teaching and learning based on the use of digital
technologies and promoting the development of key competences related to media and
these technologies.
From the start of the new school year 2020, Carlo Thimmesch will advise our school as
an I-CN and thus support pupils and teachers in the safe, creative and responsible use of
media.
THE SCHOOL COMMITTEE
Each school establishes a school committee and appoints its chairman. The members of
the committee are elected (a minimum of three and a maximum of nine members) from
among the school staff. The term of office is five years.
The tasks of the school committee
According to Article 40 of the Law of 6 February 2009 on the organisation of basic
education, the School Committee has the following tasks:
1. developing a proposal for the organisation of the school,
2. developing a school success plan and participating in its assessment,
3. developing a proposal for the allocation of the school's operating budget,
4. giving its opinion on any matter which concerns the school's staff or on which the
school board consults it,
5. determining the continuing education needs of staff,
6. organising the management of the school's teaching and computer equipment,
7. approving the use of teaching materials,
8. ensuring the smooth running of the initiation of trainee teachers as well as trainees of
the educational and psycho-social staff

Basic School has drawn up a vademecum which indicates to the parents of pupils the

425. . SCHOOL DEVELOPMENT PLAN (SDP)
The SDP, established for the period 2018-2021, federates the efforts which schools make
in the interest of their pupils. In order to provide the best possible quality of instruction
and guidance for all children, each school must establish its own approaches in a series of
areas critical to success.
There are six areas for basic schools:
1. the organisation of educational support,
2. the supervision of children with special or particular needs,
3. collaboration with the parents of pupils,
4. the integration of information and communication technologies (ICT),
5. improving the quality of learning and teaching,
6. collaboration between the school and the Day Care Centre.
The school's development plan provides for the collaboration of teachers and all the
school's partners, including parents.
Steinsel Basic School focuses on improving the quality of learning processes and the
responsible integration of information and communication technologies (ICT).
The school is assisted by the school development teacher Sophie Hamelle.
436. RECEPTION STRUCTURES
THE DAY CARE CENTRES AT STEINSEL AND HEISDORF
Caritas Jeunes et Familles asbl has been managing
the Day Care Centres in Steinsel and Heisdorf since
1 January 2019 and plays a major role in the after-
school care of the children of the municipality. The
Day Care Centre is a flexible education and reception
structure (SEA) designed to help parents to reconcile
professional and private life.
Opening times
Opening times are from 07.00 to 19.00 all year round. The Day Care Centre is closed during
legal holidays and the collective holiday from 24 December 2020 to 2 January 2021.

Loi du 6.2.2009 relative à l’obligation scolaire (extraits)
Droit à l’enseignement à l’École
Art. 2. Tout enfant habitant le territoire du Grand-duché âgé de trois ans ou plus a droit à
une formation scolaire qui, complétant l’action de sa famille, concourt à son éducation. Ce
droit est garanti par l’Etat conformément aux dispositions des lois régissant les différents
ordres d’enseignement.
Obligation de fréquenter l’École
Art. 7. Tout enfant habitant le Luxembourg âgé de quatre ans révolus avant le premier
septembre, doit fréquenter l’École. Cette obligation s’étend sur douze années consécutives
à partir du premier septembre de l’année en question.
Absences et dispenses
Art. 16. Lorsqu’un élève manque momentanément les cours, les parents doivent sans
délai informer le titulaire ou le régent de la classe et lui faire connaître les motifs de cette
absence. Les modalités d’information en cas d’absence sont déterminées par les lois
régissant les différents ordres d’enseignement. Les seuls motifs légitimes sont la maladie
de l’enfant, le décès d’un proche et le cas de force majeure.
Art. 17. Des dispenses de fréquentation peuvent être accordées sur demande motivée des
parents.
Les dispenses sont accordées :
1) par le titulaire de classe pour une durée ne dépassant pas une journée
2) par le président du comité d'école, pour une durée dépassant une journée
Sauf autorisation du ministre, l'ensemble des dispenses accordées ne peut dépasser
quinze jours dont cinq jours consécutifs par année scolaire.

Cadre général
Art. 1. L’enseignement fondamental comprend neuf années de scolarité, réparties en
quatre cycles d’apprentissage. Le premier cycle comprend une année d’éducation précoce
dont la fréquentation est facultative et deux années d’éducation préscolaire faisant partie
de l’obligation scolaire.
Les deuxième, troisième et quatrième cycles suivants constituent l’enseignement primaire.
Chaque cycle d’apprentissage a une durée de deux ans.
Le droit à l’enseignement fondamental
Art. 5. L’accès à l’enseignement public est gratuit pour chaque enfant habitant le Grand-
duché, inscrit à une école de sa commune de résidence, à une école d’une autre commune
ou à une école de l’Etat.
La commune, ou l’Etat pour les écoles et classes étatiques, fournit gratuitement aux élèves
les manuels scolaires à utiliser en classe, recommandés par le ministre.
Le partenariat
Art. 47. Au niveau de chaque classe, les partenaires des parents sont les titulaires de la
classe et l’équipe pédagogique qui assurent l’encadrement scolaire des élèves.
Les parents et les enseignants procèdent régulièrement à des échanges individuels au
sujet des élèves.
Les parents sont tenus de répondre aux convocations du titulaire de classe, du président
du comité d’école ou de l’inspecteur d’arrondissement.
Pendant l’année scolaire, le titulaire de classe organise régulièrement des réunions
d’information et de concertation pour les parents des élèves portant notamment sur les
objectifs du cycle, les modalités d’évaluation des apprentissages et l’organisation de la
classe que fréquentent leurs enfants.
Pour communiquer avec les parents, les trois langues du pays sont à employer suivant les
besoins.
46RÈGLEMENT GRAND-DUCAL DU 7 MAI 2009 CONCERNANT LES RÈGLES DE
CONDUITE ET L’ORDRE INTÉRIEUR COMMUNS À TOUTES LES ÉCOLES.
Art. 1. Chaque école est une communauté qui comprend les élèves, le personnel de l’école,
tel que défini au point 13 de l’article 2 de la loi du 6 février 2009 portant organisation de
l’enseignement fondamental, ainsi que les parents d’élèves.
Le personnel de l’école veille à susciter un climat scolaire qui favorise un esprit de
camaraderie et de solidarité auprès des élèves et qui les engage à témoigner égards
et respect aux personnes avec lesquelles ils entrent en contact. L’action éducative du
personnel de l’école complète celle des parents et nécessite leur collaboration.
Dans l’intérêt d’un bon fonctionnement de la communauté scolaire, l’accès à l’école des
parents d’élèves peut être précisé par le règlement d’ordre intérieur complémentaire de
l’école dont l’élaboration est réglée par l’article 6 du présent règlement.
Art. 2. Tous les membres de la communauté scolaire se conforment aux
dispositions prises dans l’intérêt de l’ordre et de la sécurité. Ils font preuve de ponctualité,
de respect et de bonne tenue. Ils s’abstiennent de tout comportement susceptible de
déranger le bon fonctionnement des activités scolaires et périscolaires, ainsi que de
tout acte de violence physique ou psychique. L’enregistrement de sons et d’images est
interdit dans l’enceinte de l’école, sauf à des fins pédagogiques. Pour tout autre
enregistrement, l’autorisation préalable des parents des élèves et des autorités
communales ou du ministre, ayant l’Éducation nationale dans ses attributions, est
requise. Les téléphones portables des élèves sont éteints pendant le temps de classe,
pendant les récréations, et à l’intérieur des bâtiments scolaires. En dehors des restrictions
énumérées ci-dessus, l’utilisation, de quelque fonction que ce soit, d’un téléphone
portable ne peut se faire que dans le respect le plus strict vis-à-vis des autres membres
de la communauté scolaire. L’utilisation d’un téléphone portable par les membres
du personnel de l’école pendant leur temps de service est limitée au seul usage
professionnel.
Art. 3. La tenue vestimentaire de tous les membres de la communauté scolaire doit être
correcte. Des tenues spéciales peuvent être prescrites pour certains cours, notamment les
cours d’éducation sportive, d’éducation artistique et les séances de travaux manuels et de
travaux pratiques.
47Art. 4. Tous les membres de la communauté scolaire sont tenus de respecter le règlement
d’ordre intérieur. Les manquements de la part des élèves au règlement d’ordre intérieur
peuvent faire l’objet d’une punition. Toute punition doit être individuelle et proportionnelle
au manquement. Elle doit être expliquée à l’élève et les parents en sont informés. La punition
peut consister soit dans un rappel à l’ordre ou un blâme, soit dans un travail supplémentaire
d’un intérêt éducatif. Les punitions collectives sont prohibées. Les châtiments corporels
sont interdits.
Art. 5. Les élèves sont sous la surveillance du titulaire ou des intervenants respectifs durant
les heures de classe; un plan de surveillance, établi par le comité d’école, renseigne sur la
présence de surveillants durant les 10 minutes avant le début des cours ainsi qu’après
les cours et pendant les récréations. Ce plan de surveillance fait partie intégrante de
l’organisation scolaire adoptée par le conseil communal ou le comité du syndicat scolaire.
Art. 6. Le comité d’école ensemble avec les représentants des parents d’élèves peut en
outre élaborer un règlement d’ordre intérieur complémentaire ayant notamment pour objet
de fixer des règles spécifiques concernant le déroulement et la surveillance d’activités
scolaires et périscolaires. Chaque règlement d’ordre intérieur complémentaire est soumis
à l’approbation du conseil communal ou du comité du syndicat scolaire après avis de la
commission scolaire et de l’inspecteur d’arrondissement.
Art. 7. Le règlement d’ordre intérieur en vigueur doit être affiché à un endroit visible de
l’école. Un exemplaire doit être communiqué au personnel de l’école ainsi qu’aux parents
lors de l’entrée à l’école de leur enfant. Il en est de même, le cas échéant, du règlement
d’ordre intérieur complémentaire ainsi que de toute modification apportée ultérieurement
à l’un ou l’autre règlement.
Art. 8. L’accès à l’enceinte de l’école pour toute personne ne faisant pas partie de la
communauté scolaire ou n’exerçant pas, au sein de l’école, une mission prévue par la loi est
soumise à l’autorisation préalable du bourgmestre.
Art. 9. Le présent règlement grand-ducal entre en vigueur à partir de l’année scolaire
2009/2010.
Art. 10. Notre Ministre de l’Éducation nationale et de la Formation professionnelle est
chargée de l’exécution du présent règlement qui sera publié au Mémorial.
